Advani’s yatra enters Haryana today Chandigarh, March 23 The party has made arrangements to ensure a good turnout at the four public meetings to be addressed by Mr Advani on his way from Delhi to Chandigarh. Sources in the party claim that the activists have been mobilised to reach Sonepat, Karnal, Kurukshetra and Ambala, where the public meetings are to be held, in a big way. Mr Advani will, thus, address a public meeting in each of the four Lok Sabha constituencies which fall along the G.T. Road from Delhi to Ambala. All senior leaders of the Haryana BJP will join the yatra at Kundli. After addressing the Sonepat public meeting, Mr Advani will reach Panipat at 1 p.m. A brief welcome ceremony has been arranged at the national highway. Mr Advani will address public meeting at Karnal at 2.15 p.m. He is scheduled to address the Kurukshetra public meeting at 4.15 p.m. Shahabad will welcome him at 5.30 p.m. The yatra will leave Ambala for Chandigarh around 7.15 p.m. Meanwhile, the Haryana police has made elaborate security arrangements for the yatra. The Director-General of Police, Dr M.S. Malik, has directed the Inspectors-General of the Rohtak and Ambala Ranges to ensure adequate security for the yatra. |

Impact Karnal, March 23 It may be mentioned that The Tribune has published a photostat copy of the letter issued by Mr Umesh Kumar, Personal Assistant to the Union Minister, to Kashmir Singh, son of Hardyal Singh, of Nirmal Vihar, Karnal. The bearer of the letter doesn’t have to pay the toll. The opposition parties have alleged that it is a gross violation of the Model Code of Conduct because such letters are intentionally being issued to attract voters. Talking to TNS, Mr Doon said he has sought an explanation from the Deputy General Manager of the National Highway Authority of India (NHAI) posted at Ambala to ascertain if the authorities of the NHAI entertain such letters issued by the politicians in power to pass the vehicles without taking toll on the barrier. “I have despatched a notice to the NHAI authorities today to explain their position within a week so that further action can be initiated”, said the Chief Returning Officer. In reply to a question, he admitted that he also got similar reports in the recent past that officials posted at the toll tax barrier usually let vehicles bearing party flags or VIPs’ letters pass without taking the toll. Although the district administration was not in a position to take direct action against the authorities of the NHAI, the inquiry report would be forwarded to the Union Government and the Election Commission of India through proper channel for necessary action, he added. For the past few months, it had come to light that the authorities of the NHAI usually allow vehicles of political parties to pass through the barrier without taking toll. During the rally of the Indian National Lok Dal (INLD) held on September 25, 2003, and the last week’s Ekta Shakti Rally held at HUDA grounds Karnal, hundreds of vehicles were allegedly allowed to pass through the barrier without charging toll. The DM’s notice to the NHAI has also become significantly in the wake of Deputy Prime Minister L.K. Advani’s Bharat Uday Yatra that is passing through the toll barrier on Wednesday afternoon, after a public rally at Karnal. Mr Advani’s cavalcade is likely to have hundreds of vehicles carrying party workers. Meanwhile, an official posted at the toll barrier here denied that they had ever allowed unauthorised vehicles to pass through without charging the toll. He said strict instructions have been passed on to the staff not to allow any other vehicles accept that of Mr Advani and his security personnel tomorrow without collecting the toll. |
Where Chief Minister’s writ fails to run Gurgaon, March 23 The irony of the case is that the shop, which stands on the green belt falling under the jurisdiction of the Forest Department, is located a few feet away from the Gurgaon-Mehrauli state highway. This is the road often used by ministers of Haryana and top bureaucrats when they come to Gurgaon. The Chief Minister’s cavalcade has also used the route during his visits to the city. What rankles in some quarters is the inability of the government to remove the illegal vend even though Mr Chautala has reiterated his public statement in Gurgaon district on the removal of encroachments. Although the officials deny it, the allegation is that the Maruti Udyog road was recently given a facelift to create more business space for the vend. The modus operandi adopted by vested interests in the officialdom and the liquor mafia also sums up the general practice of land grabbing by whoever can dare to. A few years back a liquor contractor set up the shop, while the authorities looked the other way. When there was hue and cry, the Forest Department moved the Environment Court. Significantly, the department made the firm of the guilty contractor an accused party, which the department now says was fictitious. The reasons being given are that the firm has not responded to notices of the court or correspondence by the department. The firm has now been declared proclaimed offender (PO) by the court. But the vend continues to do business as usual. When the mafia had set up the vend he was the official contractor of the district. After him, two other firms became the official contractors to sell liquor and they have been using the vend which in the record of the Excise and Taxation Department is still official. The local District Forest Officer, Mr B. Khoka says that his department cannot do anything more as the matter is sub-judice. Surprisingly no department is ready to take the responsibility. The Deputy Excise and Taxation Commissioner, Mr Wazir Singh, says that the vend is not illegal as it conforms to the parameters laid down by the department of not being within 150 metres from a religious place, hospital or an academic institute. The police has been saying that it has to be informed by the Forest Department so that it can take action. PWD and HUDA officials also wash their hands of the problem. The residents have a number of times raised the issue with the office of the Deputy Commissioner and the local MP, but to no avail. According to many, the vend falls within the prohibited distance if the corner of the MDI is taken into account. Also, the playground of DAV Public School is also near it. Strangely, a few months back officials of the department had said that the specified distance is 100 metres. But a study of the legal provisions reveals that the vend cannot stand even for a day if the administrative intent is there. First, the ownership of the land is that of the PWD even though the area has been declared as “reserved forest”. It was declared “reserved forest”, several years ago as the government was to get an aid from the World Bank. Therefore, the Reserved Forest Act is applicable in the case which means that permission from the Centre has to be sought for cutting even a tree. A number of saplings have been cut for setting up the vend. The case also falls under the Scheduled Road Act which makes any violation of its provision a cognisable offence. In effect, the police can suo motu take action against the culprit. According to the provision of the Act, no construction can come up within 30 metres on either side of the road. Also, the case is within the ambit of the Public Premises and Rent Recovery Act. Under this the owner of the land can move the court of Subdivisional Magistrate (SDM) for summary trial. It is also the moral responsibility of HUDA not to act coloniser, but a body of the government which is guided by the ethos of welfare state. The nuisance has assumed such a proportion that women of the neighbouring areas like Sectors 17, 18 and 14 do not venture out alone. There have been reports of drunkards misbehaving with women. There are allegations of people in inebriated condition straying into the nearby Sector 14 park of HUDA. As the vend is at the corner of one of the most busiest crossings in the city, there is always a danger of road accidents. However, the Deputy Excise and Taxation Commissioner, Mr Wazir Singh, says that the vend will be shifted to some other site in the next excise year, but there are not many takers for it.

Haryana introduces unique marksheet Panchkula, March 23 The marksheet, having unique features such as the board insignia, candidate’s photograph and special border, cannot be duplicated by the unscrupulous persons, according to the board Secretary, Mr Rakesh Gupta. The special marksheet, whose features would only be visible under the ultra violet rays, had been developed by using a Rs 1 crore software at the RBI-authorised centre. Highlighting various steps to streamline the examination system, Mr Gupta said the board was using the information technology (IT) for the benefit of the students and results of middle class examination would be declared by April 7. Similarly, the results of the ongoing matriculation and the senior secondary examinations would be declared in the first and second weeks of May, respectively. Mr Gupta claimed that even as Punjab, Haryana, Delhi and Maharashtra had been rocked by the leakage of various papers, in Haryana the re-examination had been reduced to about 10 per cent as compared to the past years. Also only 1,006 cases have been reported in the just-concluded middle class examination as compared to 2,100 cases last year. Even in the matriculation examination, 2,263 UMCs have been reported till today. The figure for the senior secondary was 1,465, which was substantially lower than the previous years. This had been possible only with the assistance of the 473 flying squads and strict instructions of the Haryana Government to tackle the coping menace. Moreover, the results of various examinations would be available on the board
website, hbse.nic.in. Besides, an interactive voice response system (IVRS) would be pressed into service to give detailed information regarding the results. Mr Gupta differed that the results of various examinations might be lower than last year as a result of various steps taken by the board to check copying. The objective parts in various examinations had been increased and the board expected a good result, he added.

Innocent man booked in murder case Hisar, March 23 After the expiry of remand, he was produced in the court again and the police claimed that it had recovered the knife used in the murder and blood-stained clothes of Ram Chander. The court sent Ram Chander to judicial custody for 14 days. Last week, the family members of Raj Kumar met Superintendent of Police Attar Singh Ahlawat and demanded a fair probe in the case. Mr Ahlawat asked the CIA wing to investigate the matter and it was found that Raj Kumar was stabbed by three of his friends Vikash, Virender and Deepu, all residents of the same colony, and not his uncle. According to Mr Ahlawat, the three accused had old enmity with Raj Kumar. On the night of the murder, they were going on a motor cycle when they saw Raj Kumar standing in the front of his uncle’s shop in the same colony. They stopped there and allegedly attacked him with sharp-edged weapons. They fled from the spot after the incident. Raj Kumar later succumbed to injuries on way to hospital. Mr Ahlawat said he had decided to take strict action against the SHO of the Civil Lines police station, who had conducted the earlier investigation. He said though the police had also arrested all three accused but it was a blunder on the part of the SHO. He has asked DSP Pat Ram to submit a detailed report to him in this regard. |
Girl commits suicide Hisar, March 23 The police had registered a case against the boy, Umesh Kumar for forcing the girl to commit suicide on the complaint of the deceased’s father, Mr Darshan Kumar. In his complaint, the girl’s father said his daughter Sweta, a student of Khalsa College, at Ludhiana, had come home for preparatory holidays. He alleged that his neighbour Umesh Kumar was harassing her for the past many days. She consumed insecticide last evening at her residence due to this, he alleged. According to reports, Umesh Kumar also consumed insecticide in the evening. He was admitted to Civil Hospital here from where he was shifted to a private
hospital.
