Hoardings stay despite EC ban Chandigarh, March 18 It seems that when it comes to defying the commission, Haryana is more daring than the Punjab Government and the National Highway Authority of India (NHAI). Whereas the Punjab Government has altogether removed the hoardings on the Panchkula-Zirakpur road and the Chandigarh-Ambala road, the NHAI has covered the pictures of Prime Minister, Atal Bihari Vajpayee doting the G.T. Road. However, the Haryana Chief Minister, Mr Om Prakash Chautala, continues to look upon the motorists from the iron perches erected all along the G.T. Road passing through the state. Even the sidewalls of the bridges on the national highway have been painted with slogans publicising various schemes of the government. Even plant guards erected on the divider of the G.T. Road carry government slogans. A senior officer said on condition of anonymity that it was not that the government wanted to defy the commission. The problem before the administration was that the hoardings and the wall paintings were so much in number that it was an enormous task to remove them. Moreover, after the Lok Sabha elections are over after May 13, the ruling party would like to have the hoardings again so that it could publicise its achievements. It is another matter that after a few months the state would go for the Assembly elections when the code of conduct would come into force once again. Some officers say that Haryana should follow the example of the NHAI and cover the hoardings with cloth. The suggestion faces a practical problem. While the cloth covering the hoardings on high perches would be safe from thieves, that covering the hoardings fixed near the ground would be missing as soon as the authorities turn their eyes. If the government hoped to get some respite from the Punjab and Haryana High Court before which public interest litigation was filed challenging the directive of the commission, it has been disappointed. While the court has issued notices to the respondents, it has refused to stay the operation of the directive. The Opposition sees a design in the government's dilly-dallying attitude in removing the hoardings. RPI MLA, Karan Singh Dalal alleged that the government wanted the commission to take harsh steps like countermanding of the elections in the state because the ruling party had realised its impending humiliating defeat in the Lok Sabha elections. Expressing similar apprehensions, the Secretary of the Haryana Congress, Mr Sat Pal Kaushik, said if the government continued to defy the commission, the latter should take harsh steps against the ruling party like its derecognition instead of countermanding the elections. |

Bansi to remove Devi Lal’s statues if voted to power Kurukshetra, March 18 Stating this at an election rally held at Jyotisar, 5 km from here last evening, Mr Bansi Lal declared that if his party came to power, he would take strong action against Mr Chautala and officers responsible for the deteriorating state of affairs in Haryana. False cases, under Section 302 of the Indian Penal Code (IPC), were being registered against innocent persons, he alleged. Mr Bansi Lal further alleged that Mr Chautala’s foundation was based on false promises and claims. If Mr Chautala had claimed that his five Members of Parliament had shaken the Central Government then why Mr Chautala could not get the Satluj-Yamuna Link (SYL) canal constructed from the Union Government of India, Mr Bansi Lal questioned. |

HSEB shifts 3 centres, books 175 students Kaithal, March 18 Miscreants partially damaged some vehicles and obstructed the staff and police personnel from performing their duties at the Deegal examination centre in Jhajjar district. Cases under Sections 148, 149, 323, 332, 353, 427, 429 and 188 of the IPC have been registered against them. A number of teachers and police personnel, posted at examination centres, were given cash awards on the spot for performing their duty diligently and honestly by the Secretary of the board. This information was given by Mr Rakesh Gupta, Secretary, HSEB, in a press conference here this evening. He said three men, posing as Crime Branch staff, were overpowered by police personnel at an examination centre in Ghauranda in Karnal district today and cases registered against them. Mr Gupta said at the Kasan centre in Kaithal district, a teacher, Mr Ranjit Singh, was relieved from duty after he was found conniving with students for copying. Mr Ram Singh, a centre
superintendent was warned for not being able to control the situation. Head Constable Satbir Singh and constables Charan Singh, Satbir and Sushil Kumar were given awards of Rs 200 each on the behalf of the board. At the Jakholi centre, Head Constable Mahaveer Singh and constables Romesh Kumar and Prem Kumar were given Rs 200 each for keeping control over the situation. At Deoban, ASI Sube Singh was given Rs 500 and Constables Attar Singh, Sarup Singh and Balbir Rs 200 each. The panchayats of Harsola, Peoda and Chandana were given cash awards of Rs 2,000 each for cooperating in anti-copying drive, launched by the HSEB. Head Master Jai Kishan Sharma, centre superintendent, Harsola, was given Rs 500. Mr Pawan Kumar Sharma, centre superintendent, Sisla Sismor, was also given Rs 500. The board authorities have asked the Education Department to take action against Mr Ram Pal, science master, Kangthli, for dereliction in duty. Mr Sat Pal, centre supervisor at another centre, was also given an award of Rs 500. At the Badesra centre in Bhiwani district, where some irregularities were detected, the examination was cancelled and orders have been passed to shift the centre to Bhiwani town. Similarly, the examination at the Deegal centre and Asoda in Jhajjar district were also cancelled. At the Fatehabad centre, Vijay, a son of Baru Ram, who was appearing in the examination on the behalf of Gopal, a son of Hukam Chand, was booked for impersonation. Mr Gupta said the board has succeeded in checking the menace of copying with the help of district administration, the police and the staff on duty. The media had also created fear in minds of anti-social elements by highlighting strict steps to be taken by the board against those indulging in or promoting copying, directly or indirectly. |
Canter overturns, 3 students killed Ambala, March 18 The students were headed for Sarawa village to take their Class X board examination. Most of the students travelling in the Canter belonged to Samalkha village and Akbarpur village. Those dead included Sandeep Chauhan, Happy and Sandeep Singh. All belonged to Samalkha village. Mr Praveen Sharma, a teacher at Gita Public School, Samalkha village said that the Canter had been hired to take the students to the examination centre. “About 50 students were travelling in the Canter when the accident took place,” he said. The students who were admitted to the Civil Hospital, Ambala City, include Balram, Sanjeev, Mukesh, Manoj, Naveen, Baljinder, Rajwinder and Baljit. Two of them, Sanjeev and Mukesh, were referred to the PGI, Chandigarh, as they had sustained head injuries. Three students and a teacher have been admitted at M.M. Hospital, Mullana. Civil Surgeon Dr Avinash Sharma said that nine students had been admitted to the Civil Hospital, Ambala City. Superintendent of Police, Ambala, Mr Mohd Akil, said that the incident took place when the Canter driver failed to control the vehicle while avoiding a motor cycle. “A case has been registered against the Canter driver, who ran away from the spot,” he said. He stated that the police personnel and some people made arrangements to send other students to the examination centre. He said that the police personnel would be suitably rewarded for their help. Dr Pradeep Chauhan, Congress spokesman for the Ambala Lok Sabha seat, expressed sympathy with the families of the deceased and demanded that the examination centre should be located close to the villages so that such incidents did not happen in future. Mr Om Bir, father of injured student Balram, said that they were stunned to learn about the accident. “Soon after he left for his exam, we got the news. Although Balram is undergoing treatment, I am feeling bad for the parents who were not so fortunate,” he said. |

Two killed in road accident Ambala, March 18 According to information, Ramesh Kumar, a resident of Sondra village, along with his wife Seema, 2 sons, Sandeep and Mandeep, and his cousin, Rajmal, was going on a scooter to Jarot village, to perform a religious ceremony there. When he was crossing Garnala village tractor trolley hit his scooter from behind. Seema and Rahul died on the spot while two other children sustained injuries. The injured have been admitted to the Civil Hospital Ambala city. The district president of the

Rakhi Garhi excavation points to mature Fatehabad, March 18 The excavations by the ASI began here on December 14, last year, and the excavators had gathered several clinching evidences of a 5000-year- old Indus Valley Civilisation (Harappan era) here. The ASI has collected several antiquities during the excavations so far which points to the existence of a Harappan era township here. The antiquities include three seals of the Harrapan era bearing the impression of a pottery of that period, ornaments like copper bangles, terracotta beads, carnelian beads, steatite beads, copper rings and several other antiquities like sling ball for scaring away animals and birds from the fields, soak pits for the drainage of water, circular cakes and net sinkers made of clay and children’s toys like humped bull and whistle made of clay. |

High Court Chandigarh, March 18 Challenging the process of selection, counsel for the lecturer, Krishan Kanta Sood, had earlier contended that the petitioner’s claim was not considered. Taking up the petition, a Division Bench of the High Court, comprising Mr Justice S.S. Nijjar and Ms Justice Kiran Anand Lall, also fixed April 6 as the next date of hearing in the matter. Prostitution racket busted, 3 arrested Hisar, March 18 A police spokesman said here that the racket was being run in a house in the Arya Nagar area at Hansi by a woman. A police party, on a tip-off, raided the house last night and arrested the woman, his daughter and a resident of Hansi. The Hansi police has registered a case against them under Sections 3,4 and 5 of the Prevention of Immoral Trafficking Act. Meanwhile, the local police arrested a person for smuggling poppy husk from the local bus stand yesterday. Five held in 2 murder cases Sirsa, March 18 According to police sources, Ved Parkash and Hari Parkash had lodged a complaint with the police accusing these persons of taking their nephew, Mahipal, to the fields to kill him. When they (Ved Parkash and Hari Parkash) came to know of it, they reached the fields and found the suspects beating Mahipal. According to the complainants, on seeing them, the suspects fled. Mahipal was taken to hospital where he died. According to the sources, Mahipal became the target of rage of his assailants because he had tried to strike a compromise between Raja and Bharaj who had a quarrel on Holi. Disabled man saves two boys from drowning Bhiwani, March 18 Sumit (13) and Amit (14) went to the village pond for bathing when this incident happened. Their friends standing at the bank of the pond started shouting for help. Sukhbir Singh, a physically challenged person who was practising in the tank to participate in a competition, rescued the drowing boys yesterday. The Sarpanch would recommend to the administration to honour Sukhbir.
