IPS officer arrested

Mr R.S. Yadav, an IPS officer of the Gujarat cadre, was arrested by the Jind police from Sector 15 here tonight.

Mr Yadav was on deputation to Haryana in the 90s and served as Superintendent of Police (SP) at Sirsa, Jind and Sonepat before he was sent back to his parent state.

The Jind police had registered an FIR against Mr Yadav on September 16, 2000, under Sections 465, 467, 468, 409 and 120B of the IPC, on a complaint lodged by Mr Kashmir Singh, Sarpanch of Bohli village. The complainant had alleged that when Mr Yadav was the SP of Jind in 1993, he had misused his official machinery.

The Jind police had earlier raided Mr Yadav’s house in Sector 15 here on December 10 last. However, Mr Yadav was not at home as he had gone to Ambala to give evidence in the Pehal murder case in which a former DGP of Haryana was an accused.

Mr Yadav’s wife, Anup, said around 8.30 pm her husband had gone to the sector market. After some time, she was informed by her neighbours that he had been taken away in a jeep by policemen.

Mrs Yadav, who served as a judge in Haryana for several years before she resigned to practise in the Punjab and Haryana High Court, alleged that her husband had incurred the wrath of the Chief Minister, Mr Om Prakash Chautala, because he had arrested his two sons when he was the SP of Sirsa. She alleged that the police had violated the Supreme Court judgement in the D.K. Basu case by not informing her family about the arrest of Mr Yadav.

Funding of colleges: UGC, MDU differ

Maharshi Dayanand University appears to be working at cross purposes with the University Grants Commission. While the UGC recently asked the university to identify colleges affiliated with it for financial support under the 10th Plan’s Colleges with Potential for Excellence in Teaching Scheme, the MDU authorities forwarded the cases of 12 colleges without even visiting all these institutions to examine physically the infrastructure and assess their past performance.

This is despite the fact that the UGC in a letter dated September 4 clearly stated that “this is very important and innovative scheme that has been launched under the 10th Plan and the success of the scheme depends upon identification of the right colleges for financial support”.

The letter had asked the MDU authorities to appoint screening-cum-recommendation panels to identify three colleges in consonance with the guidelines sent by the UGC in this regard. It also stated that since a large number of applications were expected it had been decided “to do the first filtering process at the university level”.

It is learnt that the screening panels visited only four colleges for this purpose. The rest of the cases were sent to the UGC without a visit by the committee. This has created resentment among the colleges authorities of which now feel they would be deprived of liberal financial grant from the UGC. The affected managements say they also stand to lose a chance of being categorised as “college with potential for excellence” despite merit.

They also complain that by forwarding more than the required number of cases to the UGC, the MDU authorities had diluted the cases of its own affiliated colleges instead of making efforts to strengthen these.

Under this scheme the UGC is to select over 100 colleges from all over the country. The selected colleges will be placed under three categories. The non-autonomous and non-accredited colleges (by NAAC or NBA) will be given Rs 35 lakh during the 10th Plan period. The autonomous and non-accredited colleges or vice versa will get Rs 60 lakh. The autonomous and accredited colleges will be granted rupees one crore each.

The scheme envisages strengthening of the academic and physical infrastructure in colleges for achieving excellence in teaching, research and outreach programmes. It also aims at promoting flexible and effective governance and enhancing the quality of learning and teaching process at the under-graduate and post-graduate level with the help of a flexible credit-based modular system and globally accepted range of innovations.

The UGC is hoping to promote academic programmes relevant to the socio-economic needs of the nation. As per plan it hopes to improve under-graduate education in colleges by interfacing of the PG programmes. It is also plans to promote networking with the teaching centres, departments and laboratories around the country.

Asked why the university had forwarded most of the cases without screening these first, the Deputy Registrar (Colleges) Mr Sukhbir Singh said the screening panels had visited four colleges as their cases were received by the cut off date of November 15. Other proposals he claimed were received after this date and there was, therefore no time for sending the panels to these institutions. Their cases were merely forwarded.

However, the managements of affected colleges denied that they had sent their cases after the cut-off date. They said all applications were filed with the MDU at least a week before the cut off date. They also said in many cases they were informed of the dates on which the panels would be visiting their colleges, but the panels never turned up.

The affected colleges include a number of colleges given A or B++ grading by the NAAC.

Power workers stage dharna

Members of the All-Haryana Power Corporation Workers Union today accused the Haryana Government of backing out from the promises made to workers after its bipartite talks with the Joint Employees Action Committee.

The district unit of the union organised a dharna in front of the office of the Executive Engineer of the Dakshin Haryana Bijli Vitran Nigam here.

Union leaders said despite repeated assurances and statements in newspapers, the government had not yet regularised the services of temporary and ad hoc employees working with the nigam for years. The nigam had changed the ex-gratia policy of the state government and had implemented its own policy, they alleged.

They said work loan of 60,000 employees had been shifted on merely 25,000 employees, who were made to work for 16 hours a day without a weekly off or casual leave.

The union leaders claimed that power rates in Haryana were the highest in the country but still the nigam was not appointing the required number of employees to provide proper services to people.

MC meeting ends in confusion

A meeting of the local municipal council (MC) ended amid confusion here today on the issue of granting ownership rights to those who have been operating from municipal land under the “tehbazari” system.

The issue was first raised by Mr Om Parkash Bagri as soon as the meeting commenced. As discussion ensued, other councillors joined in. They wanted to know if the council had passed any resolution in this regard. The councillors were of the view that the transfer of land at the rates proposed would cause financial loss to the MC.

The council chief, Mrs Pratibha Suman, said she had refused to sign the file till a resolution was passed by the House. It is learnt that no other item on the agenda could be taken up because of the heated discussions.

Many councillors wanted a Vigilance probe into the matter. It could not be ascertained whether a resolution to this effect was passed. The Executive Officer and the Secretary were not available for comments.

Hooda, Bhajan seek CM’s ouster

The Leader of the Opposition, Mr Bhupinder Singh Hooda, has demanded the resignation of Haryana Chief Minister Om Prakash Chautala following the initiation of a CBI inquiry into the JBT teachers recruitment scam.

Mr Hooda said it would be a violation of the moral and constitutional conventions if Mr Chautala continued as the Chief Minister. The CBI inquiry had been ordered by the apex court after hearing both parties for several months. Justice demanded that Mr Chautala should immediately quit so that there was no hurdle in the way of the CBI.

Haryana Congress President Bhajan Lal also demanded Mr Chautala’s resignation. He urged the Governor to dismiss the Chief Minister if he did not step down voluntarily.

A fierce battle was fought at Pulkanjri between Indian and Pakistani forces on this day in 1971. The battle of Pulkanjri is rare since the battle continued even after the declaration of ceasefire. The men and officers of 2 Sikh emerged triumphant in the battle. Incidentally, Punjab Chief Minister, Capt Amarinder Singh, is from 2 Sikh.

Col Tarlochan Singh Kalra (retd), who was then the Adjutant of 2 Sikh and is now settled in Ambala, told The Chandigarh Tribune that it was sheer grit, determination and resolute courage of the officers and men of 2 Sikh who remained undeterred despite counter attacks by Pakistanis at Pulkanjri near Wagah border after the ceasefire on the night of 17/18 December 1971.

On December, 3, 1971, when Pakistan launched a surprise attack in the western sector, Pulkanjri came under heavy enemy pressure. The BSF element was tactically withdrawn and the enemy occupied the feature on December 4, 1971. “Since this feature was located within the territorial jurisdiction of 2 Sikh, it was decided to recapture it from the enemy before the ceasefire became effective on night of 17/18 December 1971,” he said.

Colonel Kalra recalled that on December 1971 at 5.45 pm orders were received from Commander 54 Infantry Brigade, to recapture Pulkanjri, which was a strong enemy defended locality supported by Bren machine guns and mutually supported by medium machine guns from neighbouring defended localities.

“On receiving of orders, a quick counter attack plan was made and artillery fire plan coordinated. `C’ Company located at Dhanoya Kalan under Major N.S. Koak was given the task. Major Koak with 2 JCOs and 40 ORs launched the attack. `D’ Company was ordered to send out strong patrols from their location at Dhanoya Khurd to area grove to simulate an attack from that direction. In addition, a patrol of one officer and 15 OR from `C’ company were sent to area Temple to simulate another attack from that direction. The main force was to go along the distributary and put in a frontal attack,” he said.

Colonel Kalra stated that at 7 pm, the troops which were to simulate the attack, with `jaikaras’ opened fire on the enemy. The enemy shifted a few MMG-to these directions and this paved the way for the main attack force to close within 20 yards of the objective. “The main attack went in at 7.20 pm preceded by extremely heavy artillery and mortar fire,” he said.

“L/Nk Shanghara Singh, 6’4” tall, silenced two enemy Bren machine guns single handedly by a daring assault with hand grenades.

He physically snatched one machine gun from the enemy bunker loophole but lost his life, still holding the gun in his hand. He accounted for eight Pakistani men. He was awarded the Mahavir Chakra posthmously,” he said.

During the same phase, Major Koak, Nb Sub Gurcharan Singh and Hav Gurdev Singh got wounded with bullet and shell injuries. “Infact Major Koak got hit on his elbow by an enemy bullet and it remained lodged there for about 17 hours till he told us after the firing stopped from both side at 1 pm on December 18. Major Koak gave a shining example of leadership,” he said.

Unknown to Major Koak and his men, Capt Rizvi, the Company Commander of the Pakistanis, was still in his command post. He called for counter attacks and Commanding Officer of Pakistani 43 Punjab launched three counter attacks. “The brave Sikhs repulsed the counter attacks. The enemy launched another attack soon after midnight. That too was foiled,” he said.

Colonel Kalra said thereafter the CO of Pakistani 43 Punjab requested his Divisional Commander for additional batallions. “Before first light, elements of Pakistani 15 Punjab with 43 Punjab launched three-pronged attack. In an hour long battle, the enemy suffered heavy casualties,” he said.

“At this time, Major N.S. Koak asked for defensive `Red-Red-Red’ fire. Maximum artillery and mortar fired with devastating effect. It was a crippling blow to the enemy. After the situation had stabilised, a small enemy post with MMG detachment was spotted. Nb Sub Kikar Singh crawled upto their bunkers and challenged them. He killed those who resisted and brought back with him two men with hands raised as prisoners. He was awarded Sena Medal,” he said.

Finally, at about 1.30 pm on December 18, 1971, enemy acknowledged defeat. During a flag meeting, Lieut Col Mohd Iqbal CO 43 Punjab met Lieut Col SC Puri CO 2 Sikh and told him “Well `Colonel’ as one soldier to another soldier, I would like to compliment you on your excellent outfit. Your men fought heroically and were distinctly superior in the battle.”

Colonel Kalra observed “it remains a mystery that Major N.S. Koak, SM who had fought with the outstanding qualities that could be attributed to a valiant soldier and recommended for the highest award for the action at Pulkanjri had been unfortunate to be overlooked for a award.”

Sub-Inspector booked for fraud

A case of fraud was registered against a woman Sub-Inspector of police, in charge, women cell, here and one more person yesterday. Mr Rajinder Singh, Superintendent of Police, Yamunanagar, said today that Sub-Inspector Santosh and kingpin Satnam Singh had purchased diamonds worth Rs 26 lakh from a person on payment through cheques which had bounced later.

A complaint was lodged by Vimal Kumar of Delhi, a commission agent with Bharti Diamond Stone Dharam Bharati Company, Surat. He said in his complaint that his brother, an electrician in Yamunanagar, had introduced him to Satnam. Satnam had told him that he was a leading finance contractor of the state.

Vimal further said that he had supplied diamonds worth Rs 6.55 lakh as samples on October 30 this year to Satnam. Satnam then gave him three cheques amounting to Rs 6.4 lakh promising to give the remaining money in cash.

Vimal further stated in his complaint that on presentation of cheque no 31227586 for Rs 1.4 lakh to the SBI branch at Tejli here the cheque was dishonoured as there was no money in the Satnam’s account.

Shortage of stamp papers

The sealing of an account of the local Treasury office by a court has led to acute shortage of stamp papers, judicial and non-judicial stamps here.

The Civil Judge, Ms Ashu Tinjan, on Friday had ordered to seal the account number 0030 of the Treasury Office for not complying with a court order by the state government. The state government issue stamp papers, judicial and non-judicial stamps from this account. All local stamp vendors purchase stamp papers and stamps from the Treasury Office daily to sell them further to public. Now, no stamp papers and stamps are available.

A local resident said that he wanted to file a case in a local court but could not do due to non-availability of judicial stamps.

A local resident had filed a case against the state government and Public Works Department (PWD) alleging that the department had failed to give compensation to him ordered by a court two years ago.

Cong legislator’s interim bail plea rejected

The Additional District and Sessions Judge, Mr Satish Aehlawat, today rejected the interim bail application of a Congress legislator, Mr Jai Parkash in connection with a land grab case.

Mr Atma Ram Goyal, president of the Barwala Municipal Committee, had filed an application under Section 35 of the Haryana Municipal Act and Sections 4, 5 and 7 of the Public Premises and Land (eviction and rent recovery) Act in the court of the local Subdivisional Magistrate against the Shahid Bhagat Singh Education Society headed by Mr Jai Parkash. He alleged that the society had encroached upon council land at Barwala.

The court had issued notices to the president and secretary of the society for January 8 in this regard, following which Mr Jai Parkash had moved an interim bail application in the sessions court.

Panels to monitor birth certificate campaign

The Director, Census Operations Haryana, has constituted district-level and subdivisional-level coordination committees to monitor, supervise and achieve the target of the national campaign for issuing birth certificates.

According to a government spokesman, the committees had been constituted to clear the backlog of issuing birth certificates.

The District Magistrate would be the chairperson of the committee while the Superintendent of Police, the President of the Zila Parishad, the Civil Surgeon, the District Education Officer, the District Primary Education Officer, the Programme Officer, ICDS of Panchkula, the District Social Welfare Officer, the Executive Officer, Municipal Council, District Development and Panchayat Officer, the District Child Development and Panchayat Officer, District Informatics Officer, NIC and District Health Officer would be the members.

The subdivisional officers (Civil) of Panchkula and Kalka will be the chairman of the respective subdivisional level coordination committees. The others members are chairman, Block Panchayat Samiti, all subdivisional education officers (Primary and Secondary Education) in the district, superviser, ICDS, tehsildars of Panchkula and Kalka, all block development and panchayat officers and all SHOs in the district.

He said the Additional Deputy Commissioner would be overall incharge for the success of this campaign in the district.

5 held for stealing tyres

Detective staff of the Ambala police has arrested five persons who had allegedly stolen tyres worth lakhs of rupees from a truck near Ambala Cantonment around two months back.

The truck owner had sent a loaded truck of tyres for Jalandhar but later the truck was found abundant near Shahpur village and a number of tyres were missing from the truck.

On the complaint of the owner of the truck, the police had registered a case against the driver and the cleaner of the truck.

Those arrested are Sardar Khan, Sukhjinder Singh, Harjit Singh, Sukhwant Singh and Kadam Singh and the tyres worth Rs 48,000 are recovered from their possession.

Gang making fake licences busted

The police has busted a gang allegedly involved in making fake driving licences and registration certificates of vehicles. The police has registered a case.

A spokesperson for the police said one person had been arrested in this regard.

Many fake registration certificates of vehicles, fake driving licences and fake stamps of various officials had been seized from his possession.

The police was on the lookout for the other members of the gang.

The arrested person has been identified as Gurdas and was arrested from Joharmajra village yesterday.

Some raids have been conducted at various places in the past 24 hours to nab the other gang members.

Pandemonium at MC meeting

There was pandemonium at the general body meeting of the Municipal Council, Ambala Sadar, today. Upset over the absence of the EO, Mr Jain, two Municipal Councillors tore up the copy of the agenda. They said that there was no point in holding a general body meeting in the absence of the EO.

As soon as the meeting began, MC Hira Lal Yadav pointed out that the meeting would not be fruitful without the presence of the EO as well as the Municipal Engineer. He demanded that the EO should have been present at the meeting. Thereafter, three MCs raised the issue of the need to change sanitation workers every six months. MC Ambala Sadar secretary, Sharma stated that the EO was authorised to bring about this change. This led to the municipal councillors expressing unhappiness over the absence of the EO. The House was adjourned till next Wednesday.

Exams cancelled

The Haryana Technical Education Department has cancelled those examinations of the State Board of Technical Education for identity No 1032N electronics instruments of third semester Electronics and Communication Engineering (New); Identity No 1196 Mathematics of third semester electronics and communication engineering (Old) and third semester Industrial Electronics and Instrumentation Engineering (Old), which were held on December 8.

An official spokesman said here today these examinations would now be held on December 22.
