Three killed as jeep hits tanker

New tubewell connections by March

The Haryana power utilities will release new tubewell connections by March next to all those applicants who have paid their dues. Announcing this here the Chairman of the Haryana Power Transmission and Distribution Corporations, Major-Gen Bhoop Singh Rathee (retd), said 12,000 25-KVA transformers and one lakh poles had been purchased for releasing new tubewell connections.

Gurjar for CBI probe into Chautala’s assets

The Haryana BJP-INLD ties touched a new low today when Mr Krishan Pal Gurjar, Leader of the BJP Legislature Party, demanded a CBI inquiry into the “assets made by the Chief Minister and his family in the past four years”.

Talking to newsmen here Mr Gurjar said if Mr Om Prakash Chautala was really as honest as he posed himself to be, he should himself ask the CBI to probe his assets. He said he too was willing to make a similar request to the central investigating agency. Mr Gurjar was upset following the receipt of a notice by the State Vigilance Bureau (SVB) asking him to appear in its office to answer certain allegations levelled against him in a complaint received by it.

The BJP leader said the SVB was repeatedly calling him to its office without supplying him with copies of the complaint and other relevant documents so that he could answer the allegations against him. He said the charges conveyed to him by the SVB were “vague and flimsy”. For instance, he said, one of the allegations was that Rs 90 lakh was released for laying sewerage in his native village of Mewla Maharajpur but no account of it was available.

Describing the allegation as ridiculous, Mr Gurjar said HUDA was the sanctioning as well as the executing authority. It was for HUDA to account for the money spent by it.

Accusing Mr Chautala of indulging in political vendetta, Mr Gurjar said the SVB was being used as an instrument of terror against all those who dared to raise their voice against the dictatorial attitude of the Chief Minister. He alleged that the Chautala family had amassed huge property in the past four years.

Daring the SVB to arrest him if the allegations against him were true, Mr Gurjar said the so-called complainant had not given his address. He also claimed that the complaints against RPI MLA, Karan Singh Dalal and him (Mr Gurjar) were generated on the same computer.

Resignation of Chautala sought

The demand for the resignation of Haryana Chief Minister, Om Prakash Chautala following the initiation of a CBI inquiry into the recruitment of JBT teachers is gaining ground.

In a statement issued here today the industrialist-turned-politician, Mr O.P. Jindal, said a fair inquiry was not possible till Mr Chautala was the Chief Minister. Therefore, he said, Mr Chautala should resign on his own to uphold democratic traditions. If Mr Chautala failed to quit voluntarily, the Governor should sack him.

RPI MLA, Karan Singh Dalal said if Mr Chautala continued in office, officers of the Education Department would be reluctant to speak the truth before the CBI.

The Leader of the Haryana BJP Legislature Party, Mr Krishan Pal Gurjar, also demanded immediate resignation of Mr Chautala in the “interest of clean public life.”

Haryana Congress Secretary Sat Pal Kaushik, said Mr Chautala had lost the moral right to continue as the Chief Minister in view of the CBI inquiry.

Mr Jindal, while talking to mediapersons here today, clarified that he had answered a reporter’s question in this regard, saying that she could be appointed for the coveted post if the party leadership so desired. He said he was not against any state leader and had never advocated the removal or appointment of any leader.

The Haryana Pradesh Congress chief, Mr Bhajan Lal, said this at Mohamadpur Rohi village yesterday.

The next public meeting would be held at Gurgaon on December 21. He added that the Badhra meeting scheduled for December 28 had been postponed, as he would go to Mumbai on that day to attend the anniversary celebrations of the Congress.

Congmen to gift van to Hooda

Mr Shadi Lal Batra, MLA from Rohtak, who was spearheading the campaign for gifting a new car to Congress leader Bhupinder Singh Hooda by party members, told TNS today that “we have decided to have a fresh look at our decision” following the allotment of a new Ambassador car to Mr Hooda by the government.

Mr Batra, however, said they planned to provide Mr Hooda with a improvised chariot for campaigning in the Lok Sabha and Vidhan Sabha elections. A van, having the capacity to carry 12 passengers, was being transformed into a “rath” with a bedroom, a toilet and other facilities to enable Mr Hooda to address meetings from the vehicle itself. The van would be given to Mr Hooda next month, Mr Batra added.

MC employs ‘architects’ without degrees

The Municipal Committee, Karnal, in the past three decades has approved building plans and designs of residential and commercial buildings within its limits prepared by unqualified ‘designers’ without a degree in architecture, thus violating the provisions of the Architects Act, 1972. Accordingly, residential and commercial buildings constructed in the city during the past three decades, could be unauthorised constructions.

Investigations made by The Tribune have revealed that the designers registered with the local municipal committee don’t have the required qualifications to practise as architects. When contacted, Mr C.L. Verma, executive officer of the municipal committee, admitted that no ‘architect’ on their panel had a degree in architecture, adding that he was not aware of the rules and regulations.

According to the rules of the Council of Architecture, constituted under the Architects Act, 1972, only a degree holder in architecture can become its member and practise the profession independently. At present, there are 15 unqualified ‘building designers’ on the municipal committee panel who are not members of the Council of Architecture.

Despite repeated warnings by the council and letters by the Union Government at regular intervals, gross violations have continued during the past three decades. The then Educational Adviser (Technical), Mr C.S. Jha, on behalf of the Union Government, had written a letter dated February 19, 1982, to the chief secretaries of all states asking them to enforce the Architects Act, 1972.

According to sources, the Union Government had written at least 10 reminders to state governments, asking them to enforce the Act, but the instructions had been ignored in almost all cities of the state.

Meanwhile, sources in the Deputy Commissioner’s office revealed that the district administration had sought a detailed report from the municipal committee on unauthorised constructions in the city. The DC was, however, not available for comments.

Move to privatise Haryana Roadways opposed

The Haryana Roadways Workers Union has decided to oppose the government’s efforts to privatise the roadways in the “garb of issuing permits for plying air-conditioned buses”.

Mr Hari Narain Sharma, President of the union, said here today that a meeting of activists of the union had been convened at Kurukshetra, the native town of Transport Minister Ashok Arora for December 20 to formulate a strategy to oppose privatisation of the roadways. He said the government had planned to issue permits to private operators to ply buses on inter-state routes. Similarly, the government had issued 2250 permits for plying of buses on “local” routes. But, he alleged, certain operators were using the “local” permits to illegally run their buses between different towns.

Mr Sharma said by issuing the permits the government had violated the agreement signed with the union on April 23, 2002, that without the concurrence of the union the roadways would not be privatised.

He also alleged the government was bringing officials from other departments to the roadways on promotion, adding that the union would not tolerate this infiltration.

Hundreds declare support to Ekta Shakti

In its ongoing campaign against the ruling Indian National Lok Dal (INLD), the Ekta Shakti has managed to secure the support of Punjabi Rajputs in Kurukshetra, Karnal and Panipat districts of the state.

The Ekta Shakti was floated by the IAS-turned-politician Maratha Virendra Verma early this year in a bid to regroup verious pressure groups who were against the ruling INLD and also other two major political parties — the Congress and Haryana Vikas Party (HVP).

Hundreds of Punjabi Rajputs of the area today gathered at Nalikhurd village and declared support to the Ekta Shakti. They also weighed the leader with coins twice and provided financial help to the party. Most of the people belonging to this community, who gathered here, came from the villages falling on the banks of the Yamuna in Kurukshetra, Karnal and Panipat districts.

While addressing the gathering, Maratha Virendra Verma highlighted various problems being faced by the people living in the villages falling on the banks of the Yamuna. He said these villages had been in a state of neglect for the past many decades. No developmental works were initiated in these villages by any of the three major political parties who had ruled the state since its inception, he said.

Strike by refinery staff

On the call of the National United Front against disinvestment of government-run oil companies, work in the Panipat Refinery was hit today with hundreds of workers striking work.

Workers protested outside the refinery gate. Loading of the oil products, including petrol, diesel, kerosene and LPG, was not done. On an average, over 500 tankers and trucks are loaded from the refinery to various destinations of the North Western Region.

Addressing the protesters, Mr S S Bhinder and Mr Mukesh Lamba, president and secretary respectively of the Panipat Refinery Karamchari Sangh, alleged that disinvestment would push up cost of oil products and if the government proposal would hit the common man.

Dr D P Singh alleged that disinvestment was being done at the behest of the private sector oil companies to ward off competition of the government-run oil companies, which subsided the oil products.

Three killed as jeep hits tanker

Three persons were killed and more than nine persons injured when a jeep smashed into a tanker near Kitlana village, 18 km from here, today. The injured have been referred to Medical College Rohtak on account of their serious condition while two others have been admitted to the Civil Hospital here.

According to reports, a jeep carrying passengers was on its way to Bhiwani from Charkhi Dadri when it collided with a tanker coming from the opposite side near Kitlana village.

The passengers who died on the spot have been identified as Dharmbir Singh of Rawaldhi village, Didar Singh of Dadri and Abhay Ram of Santokpura village.

In another incident, two persons had a quarrel over the exchange of money at the local Hanuman Dhani area today. A woman, who intervened sustained injuries. All three have been admitted to the Civil Hospital.

High Court
Petition dismissed

The High Court has dismissed a petition filed by 43 brick-kiln owners of Rewari. They had challenged the action of the authorities against them for alleged violation of the guidelines for the use of flying ash.

The orders were passed by a Division Bench after hearing arguments for a considerable period. The Bench was headed by the Chief Justice, Mr B.K. Roy.

Presiding officers: The High Court has dismissed a petition regarding the selection of presiding officers for fast-track courts. The petitioner had claimed that certain clause regarding the criterion was not mentioned in the advertisement.

The orders were passed by a Division Bench headed by the Chief Justice, Mr B.K. Roy.

Notice of motion: The High Court issued notice of motion on a petition filed by Haryana’s former Speaker Harminder Singh Chatta regarding the move to acquire 99 kanals in Kurukshetra district.

The Speaker had added that the land was being acquired for political reasons. The case will now come up for further hearing on March 3.

New tubewell connections by March

The Haryana power utilities will release new tubewell connections by March next to all those applicants who have paid their dues.
Announcing this here the Chairman of the Haryana Power Transmission and Distribution Corporations, Major-Gen Bhoop Singh Rathee (retd), said 12,000 25-KVA transformers and one lakh poles had been purchased for releasing new tubewell connections.

About other pending applications, the corporations would start accepting the charges from April next so that farmers could be given tubewell connections within one month of their depositing their dues.

He said about 6,000 transformers of 63-KVA capacity were also being purchased. The power utilities had a plan to release connections on demand to all categories of consumers. General Rathee said all tubewells would be provided with meters for energy audit.

Vijay Divas was observed in Ambala Cantonment as well as in Air Force Station today.
A solemn ceremony was held at Kharga Vijay Smarak this morning. Lt-Gen GD Singh, General Officer Commanding 2 Corps, Subedar Major Laxman Singh and Lt Col Bali (retd) paid floral tributes to the martyrs.

Senior officers, retired officers, junior commissioned officers, other ranks and ex-servicemen attended the ceremony.

Vijay Divas was observed at Air Force Station Ambala. Air Commodore L.K. Malhotra, Air Officer Commanding, Air Force Station laid wreath at the station war memorial `A Frozen Tear’ as a mark of respect to the brave soldiers. Senior officers were present during the solemn ceremony.

A two minute silence was observed by personnel of the Air Force, Army Postal Service and Defence Security Corps. The samman guard reversed their arms while the bugler sounded the last post.

NAAC team visits Hisar college

Dr PK Mishra, former Vice-Chancellor of the Orissa University, has stressed upon the need to introduce short-term courses in foreign languages along with degree courses in colleges of Haryana.

Addressing mediapersons here last evening, Dr Mishra, who is heading a team of the National Assessment and Accreditation Council, Bangalore, to inspect the local D.N. Postgraduate College, said the courses would help students find jobs.

The main agenda of the NAAC was to assess and accredit institutions of higher learning with an objective of helping them to work continuously to improve the quality of education, he added.

Other members of the team are Professor Ramesh Kapoor, Head, Department of Chemistry, Panjab University, Ms V.K. Saluja, Principal, Mata Gujri Mahila Mahavidyalaya, Jabalpur, and Mr B.S. Madhukar, academic consultant of the council.

Dowry death: 10-year jail for husband

Additional District and Sessions Judge J.D.Chandna yesterday sentenced a person to 10 years imprisonment and fined him Rs 5,000 in a dowry death case.
According to the prosecution, Suman Devi of nearby Piranwali village married Seeta Ram of Siswal village two years ago. After the marriage, her in-laws had started harassing her for not bringing a motor cycle in dowry. She ended her life by consuming insecticides on March 2, 2002.

The Hansi police had registered a case against Seeta Ram, his father and mother for forcing her to commit suicide, on the complaint of the deceased’s father Mr Amar Singh. The court acquitted Seeta Ram’s father and mother.

The Honda Motorcycle and Scooter Private Limited, Ambala city, has gifted a scooter to the students of the ITI for their training purpose. A function was organised in the institution in this regard today. The representative of the company, Mr Jai Pal Singh, while addressing the students, asked them to work hard to achieve their goal. The Principal of the ITI, Mr Satpal Singh, said the scooter gifted by the company would help the students of automobile trade during the training period. He requested the representative of the company to provide opportunity to the students in the company workshop for getting practical training as it would help the students to deal with the latest technology and instruments.

The students who had donated blood in the blood donation camp organised in the institution last month were also given the certificates on the occasion.

Haryana NCP chief acquitted

Karnal, December 16
Haryana National Congress Party (NCP) president and former Deputy Speaker Ved Pal were today acquitted by a court here in a case pertaining to the disproportionate assets case.

Additional District and Sessions Judge Navita Singh acquitted Mr Ved Pal in the case, which was registered by the Haryana State Vigilance Bureau in 2001.

Mr Ved Pal commenting on his acquittal said the truth had prevailed. — UNI

Two die in mishap

Fatehabad, December 16
Two persons were killed when the motor cycle they were riding skidded near Jhalnia village, near here, today, the police said.

Mangu Ram and Dara Singh were going on a motor cycle when they lost control of the vehicle and both fell down.

Both of them were rushed to the civil hospital Fatehabad where they succumbed to their injuries, they added. — PTI

Departmental action has been recommended against 68 officials while 71 others have been reverted to their parent police units in a bid to check corruption in the outfit.
