Cong meeting on SYL canal

The former HPCC chief, Mr Birender Singh, said here today that one lakh volunteers would be recruited within the next three months to bring the SYL water to Haryana. Defence varsity for Haryana announced

Jhajjar, September 7
The Union Minister of Defence, Mr George Fernandes, today announced to establish a defence university in Haryana after selecting an appropriate site. He was addressing an ex-servicemen reunion convention held at Matanhale village after laying down the foundation stone of a military school in the village.

“Steps would be taken in this regard following the selection of a site as this defence university would have immense importance for the defence forces. The university would be dedicated to studies on defence, defence laws and other issues concerned”, the Defence Minister said.

The demand to open this university had put up by Mr Om Prakash Chautala, in his welcome speech, before the Union Minister. Mr Fernandes also said that this university would enhance the honour and dignity of Haryana.

Talking about the morale of defence forces and security of country, Mr Fernandes pulled up the opposition for raising ‘unnecessary’ controversy on such sensitive issues. The issue of security of the country should not become a political issue. And if it happened then the borders of the nation would not remain secure”, said the Defence Minister.

Referring to the Kargil coffin controversy, he said that people alleged that capital was made out of blood of jawans. Such allegations were a setback and injustice to the military officers who took the decision and implemented it.

The Defence Minister said that the military school, which would be constructed on 300 acres of land and at the cost of Rs 30 crore, would be completed soon. He also considered the demands of Haryana Ex-servicemen League and assured them that some of their demand would be put up in the Cabinet meeting. The Minister also assured on establishing a military station in Haryana.

Earlier, the Chief Minister, Mr Om Prakash Chautala, in his address, had put two major demands that of establishing a defence university in Gurgaon or any other district of Haryana and to establish a defence park in his home district Sirsa.

Mr Chautala said that Haryana had a strength of around 2.5 lakh ex-servicemen and 1.63 lakh servicemen. Despite having a mere 2 per cent population of the country, 10 per cent jawans in armed forces were from Haryana.

He said that now a martyr memorial and another ex-servicemen memorial were being established in Rohtak as a mark of honour for the defence personnels.

Earlier, Brig. (retd) R.K.S. Gulia, President of Haryana Ex-servicemen League, put forth his letter of demands before the chief guest. He also highlighted the problems of resettlement of ex-servicemen and their pension problems.

Haryana Ministers Mr Sampat Singh, Mr Dhirpal, Rohtak MP, Mr Inder Singh, MP, from Mahendargarh, Mrs Sudha Yadav, INLD MLA, Mr Nafe Rathee, local MLA, Mr Dariao Rajora, apart from defence officers, Lieut Gen V.S. Cong meeting on SYL canal

He said that for this purpose a meeting of youths would be called on September 14 for taking a decision on the strategy to be adopted to achieve this object.

Mr Birender Singh lashed out at the state government led by Mr Om Prakash Chautala and said that in spite of a number of foreign tours by the Chief Minister no foreign company had invested in Haryana. On the other hand, some business houses were shifting their business to other states due to faulty policies of the government. He also took to task the government for adopting an anti-business community approach due to which the rice industry was also shifting to other states and facing financial problems. Many people have closed down their rice mills and other industrial units.

He said that the government had failed to provide employment to youths causing unrest among them. A number of departments were being closed and thousands had lost employment and many families had reached the verge of starvation. He lamented that the present state government, which claimed to be the well-wisher of the farming community, had put many farmers behind bars on sedition and other charges. The law and order situation was deteriorating and criminals were having a field day. He claimed that the Congress would form the next government in Haryana. He appealed to all Haryanvis to join hands to get rid of the Chautala government.

He disclosed that in November a huge Congress rally would be organised in which many important issues concerning the state would be discussed.

Sonia unacceptable as PM, NCP leader reiterates

The General Secretary of the National Congress Party, Mr Tariq Anwar, said here today that Ms Sonia Gandhi was not acceptable to the people as Prime Minister of the country since she was a foreigner, alien to Indian culture and tradition. He was addressing a meeting of party workers.

Talking to mediapersons, he said the Congress had proved the “weakest Opposition party”. The Union Government had been taking “anti-people” decisions in quick succession but the Congress, the main Opposition party, had failed to oppose these boldly.

Asked why his party had sought the support of the Congress in Maharashtra, he said that it was to keep the communal forces out of power. Further asked if a similar situation could occur at the Centre in the forthcoming Lok Sabha elections, he said his party would not support the Congress if Ms Sonia Gandhi’s name was proposed for Prime Ministership.

Criticising the Union Government, he said it had taken a number of “anti-farmer” steps during its four-year tenure. The hike in diesel rates had mainly affected the farmers. He said the NCP would provide a clean government to the people of Haryana if voted to power.

The President of the Kisan and Khet Mazdoor Congress, Mr Tejinder Pal Singh Mann, today lashed out at the INLD government for having failed to improve the economic condition of farmers. He was addressing a rally of farmers here.

He lambasted the state government for failing on all fronts, particularly in improving the economic condition of farmers. He said under the present government, the cost inputs in the farm sector had gone up tremendously, without any corresponding increase in farm incomes.

He came down heavily on the state government for the unprecedented corruption and loot unleashed by the Chief Minister and his party men. He accused the Chief Minister of unleashing lawlessness in the state by prematurely releasing life convicts. He blamed the Chief Minister for introducing the land mafia, the sand mafia and the liquor mafia into the political fabric of the state.

He asked the farmers of the state to come forward and expose the ‘goonda raj’ of the INLD in the coming elections to the Lok Sabha. He announced to hold rallies in every nook and corner of the state to bring awareness among the farmers about the ‘anti-farmer’ policies of the state government.

Influential persons acquiring land illegally, says MLA

A former Haryana minister and RPI MLA, Mr Karan Singh Dalal, has alleged that politicians and influential persons close to the powers that be, had been acquiring properties and wealth in an illegal manner and bypassing all norms.

Speaking at a press conference here yesterday , Mr Dalal said he had documents pertaining to the deal of a plot that had been registered in the name of a son of a VVIP of Haryana at a prime place in Faridabad town.

Claiming that the market cost of the plot measuring over 2,700 sq yards, was over Rs 5 crore, he said it had been sold only for Rs 9.25 lakh. He said the stamp duty, which should have been about a crore, had been evaded, causing a direct loss to the state exchequer. It is learnt that the stamp duty paid for getting the plot, located on the main Mathura road, was only Rs 1.43 lakh.

Mr Dalal claimed that there were many cases in which land of prime value had been purchased at nominal prices by kin of certain influential persons. He said a huge building had been built on this plot in Sector 15-A for commercial use without getting the change of land use certificate and map of the building passed. He demanded that it should be demolished immediately. He alleged that the Chief Minister had been adopting double standards in matters of encroachments and charged the former’s sons with promoting such activities in the state.

He alleged that posting and transfers of officers in the state were based on how much they “obliged the Chief Minister and his sons”. He said a senior officer was transferred from Faridabad as he had expressed his inability to be party in allowing the illegal building at the Sector 15-A plot.

The Haryana Electricity Regulatory Commission ( HERC) has directed the Haryana Vidyut Prasaran Nigam (HVPN) to invite global bids on a turn-key basis within six months, for implementing the pre-paid card meter system. The system will be initially implemented for one lakh consumers.

This order comes after a large number of power consumers in the state expressed their willingness for the scheme at a public grievances meeting held on June 30. Then the HERC, in its order of August 21, asked the HVPN to implement the scheme soon.

Under this scheme, the power consumers of both subsidiaries of the HVPN — the Uttar Haryana Bijli Vitran Nigam (UHBVN) and the Dakshin Haryana Bijli Vitran Nigam (DHBVN) — will be provided with pre-paid card meters and cards with a microchip. The power connection will be available once the card is inserted in the meter. When the credit limit of the card is about to expire, there will be a warning in the meter, and as soon as the credit limit is over, the power supply will be disconnected.

Officials in the HVPN inform that this system is in operation in South Africa, the United Kingdom and several other countries. In India, Haryana has taken the lead in this direction.

This will not only avoid harassment to the consumer against billing and payment problems, the HVPN will also get payment in advance and will save expenses incurred on billing.

The HERC order also says that the scheme should be given wide publicity. In the first phase, it could be compulsorily installed in all government departments and in rural areas, to get the maximum benefits from the scheme.

It is further ordered that consumers opting for the pre-paid meters may get some rebate for advance payment made to the HVPN. However, the tariff, monthly minimum charges (MMC) etc. would have to be worked out after the proposal is received from the HVPN and the tariff and MMC are discussed in an open public hearing.

Though the HVPN had been planning to implement the scheme for a long time, the proposal was held up because of the high cost of meters, and the risk (probably) involved in its implementation for the first time in country.

Serve notice before filing petition

The next time you plan to file a writ petition before the high court, remember to serve a “notice of demand for justice” before it, lest your petition fails. A panchayat member in Haryana failed to do so. His writ petition was dismissed by a Division Bench of the Punjab and Haryana High Court.

In his petition, the member of a village in Sonepat district had earlier sought directions to the state, besides the Director-General of Vigilance and Sonepat’s Deputy Commissioner for summoning the record relating to the inquiry against a village sarpanch.

The petitioner had claimed that the Deputy Commissioner had received a number of complaints, some of them containing serious allegations, against the village sarpanch. After going through the documents, the Deputy Commissioner had initially placed the sarpanch under suspension and had ordered an inquiry in the matter.

Counsel had asserted on the petitioner's behalf that, as per the inquiry report, charges against the sarpanch had been established. He was found guilty of causing loss to the gram panchayat. The petitioner had added that the sarpanch should as such be removed.

Taking up the member’s petition, the Bench, comprising Mr Justice G.S. Singhvi and Mr Justice S.S. Saron, ruled that the petitioner’s prayer for the removal of the village sarpanch could not be granted. The Judges asserted that material had not been placed on the court record to show that the petitioner had served a notice of demand for justice calling upon the respondents to take a final decision on the inquiry reports.

The Judges added that serving the notice of demand for justice had been treated even by the Supreme Court of India in a judgement as a condition precedent to the issuance of a writ of mandamus.

Dismissing the writ petition, the Judges, however, granted the petitioner liberty to serve the notice of demand. The petitioner was also granted liberty to file a fresh petition if the notice failed to yield any result within a reasonable period of time.

Harmful pesticides in vegetables, say experts

Presence of traces of pesticides in carbonated soft drinks has been making news. Very few people are aware of the fact that the vegetables and fruits we take are also laced with poisonous substances like pesticides and insecticides. Presence of pesticides in soft drinks, has got wide but publicity has been missing in respect of presence of pesticides and insecticides harmful to health in green vegetables.

Due to lack of knowledge of vegetable growers, pesticides and insecticides are being misused, making vegetables harmful to people. The use of pesticides is indicated on certain types of vegetable but it is the use of wrong kind of insecticides that causes the problems.

According to knowledgeable sources, all insecticides and pesticides, sprayed on crops and vegetables, have a residual effect. Certain insecticides, have shorter residual effect. Effect of these insecticides usually lasts for two to three days. Some pesticides have long-term residual effect and lasts for months. Spray of insecticide on green vegetables, if necessary should be the insecticides with short-term residual effects so that by the time vegetables reach the consumer; insecticides sprayed on these have lost their effect.

Experts say that vegetables we get in market are laced with pesticides and insecticides. Vegetables, growing overground, are more affected by hazardous use of insecticides, brinjals, ladyfingers and cauliflowers are affected more as these come in direct contact with the insecticide sprayed. Pesticides used on them are also of long-term effect. In case of brinjal, most of the vegetable growers dip this vegetable in a chemical which provides it better colour to but acts as a potent health hazard too. The chemicals, according to experts, are so poisonous that they affected working of every vital system of the body.

Experts say there are three types of insecticide according to residual effect. The ones with green triangle mark on container packs are considered the safest. Those with blue triangle mark on containers are also recommended for spraying on vegetables. Those with red triangle mark on containers are considered the most dangerous as they have a very-long residual effect and must not be sprayed on vegetables. Due to ignorance of vegetable growers and lack of proactive approach the Agriculture and Horticulture departments, these pesticides are being used with impunity.

Experts opine that in most of the cases no pesticide was needed on vegetables. They say that there are two types of vegetables pest. One that sucks or eats into the plants and other that feeds on pests of former kind. The latter kinds of pests, known as friendly pests, can take on double the number of harmful pests. So if the number of harmful pests reaches even double the number of friendly pests, no pesticide is needed to save the vegetable crop from those. But vegetable growers, who cannot differentiate between the friend and by enemy pests and kill the friendly pests too through indiscriminate use of pesticides. Growers usually rely on the advice of pesticide dealers, who are not educated in the field and usually recommend the pesticides when only fetch more profits to them.

District Plant Protection Officer, Pratap Singh Poonia, admitted that pesticides were being used indiscriminately by vegetable growers without recommendation of the authorities. He said that the Agriculture Department, has been trying to educate the dealers in this regard.

He said that biopesticides with green triangle mark on containers were the answer to the menace. Even while using these pesticides, he said, no vegetable should be plucked for three days after the spray. He said that the growers should use the pesticides considering that factors like economic threshold level (ETL) and friends: foes ratio of the pests on the crops.

Stressing upon the need for transferring the latest technology at the grassroots, Dr Nagenera Sharma, Director, National Dairy Research Institute (NDRI), Karnal, has said the biggest challenge was to maintain milk production and improve its quality as per the international standards.

He was addressing officials of the Animal Husbandry and Dairy Development Departments of various states who had come to attend a two-day national workshop for dairy husbandry officers on Friday.

Dr B.K. Joshi, a scientist with the NDRI, presented a paper on “Breeding technologies for genetically superior breeding bulls were required for genetic improvement.

Dr P.K. Nagpaul stressed the need for better shelter management while Dr V.S. Raina presented a paper on strategies for improving breeding efficiency under field conditions.

Dr G.B. Singh Kahlon gave a presentation on genetic potential and cost-effective milk production.

Dr D.K. Gasain, a senior scientist with the Krishi Vigyan Kendra division of the NDRI, said the aim of the workshop was to strengthen the link between the scientists of the NDRI and animal husbandry and dairy development officers.

Higher quota for BCs sought

The Haryana Backward Classes Kalyan Morcha has demanded that the reservation for the backward classes in government jobs should be increased from 10 per cent to 27 per cent. In a letter written to the Leader of the Opposition, Mr Bhupinder Singh Hooda, the President of the Haryana Vikas Party, Mr Bansi Lal; RPI MLA Karan Singh Dalal and NCP MLA Jagjit Singh Sangwan, the president of the morcha, Mr Karambir Saini, had demanded that there should be a complete ban on admission to general category students against the seats reserved for those belonging to the backward classes in professional colleges of the state.

The Haryana School Education Board should also remove the annual income ceiling of Rs 4,200 for the exemption of students of the backward classes from the examination fee. He also demanded a special scheme for the welfare of the backward classes.

The Leader of the Opposition in the Haryana Assembly, Mr Bhupinder Singh Hooda, today came out in support of students who have been agitating in protest against the fee hike in educational institutions as well as the government’s move to affiliate the colleges of Bhiwani and Jind districts with the newly formed Choudhary Devi Lal University, Sirsa.

In a statement issued here today, Mr Hooda confirmed that he would participate in a dharna to be organised by the agitating students on the Maharshi Dayanand University campus at Rohtak tomorrow.

Accusing Chief Minister Om Prakash Chautala of ignoring education, he said the INLD Government was not sincere about discharging its constitutional obligation of providing education to all. He said his party would raise this issue during the monsoon session of the assembly.

Implement NSS scheme in villages, says Registrar

The Registrar of Kurukshetra University Mr J.S. Kadian, on Friday called upon the NSS volunteers and programme officers of the university, and MD University, Rohtak, to implement NSS schemes in the rural areas during its camps. He said there was a need to educate the illiterate with regard to environment health, AIDS and HIV. He also said efforts should be made to effectively curb the menace of copying.

The Registrar was addressing the concluding session of the 10-day orientation programme which was organised by the Orientation and Research Centre, University of Delhi. In all 43 officers participated in the programme.

Earlier, Dr Rekha Dutt, convener of the orientation programme, Prof, N.S. Kaushal, Dr R.K. Upadhayay, Dr Ajmer Singh Malik, Dr Dalip Kumar, Dr S.S. Saini, Dr K.K. Chawla, Dr C.P. Singh and Prof H.S. Sinha participated in the programme.

Boy drowned in Yamuna

Yamunanagar, September 7
A school going child drowned in the Yamuna. According to information, six students of Springfield Public School went to the river yesterday afternoon.

Vaibhav Bhatia studying in Class XI was drowned in the water near Kala bridge. The other boys raised the alarm but nobody came forward. It is reported that children did not know how to swim. Rescue operation was started and divers were pressed into service. The Buria police is monitoring the operation.
