paper on FDI Chandigarh, September 4 Addressing a press conference here, Mr Hooda said the Chief Minister had made a number of foreign visits in the past three years in search of investment and made tall claims about FDI coming into Haryana as a result of these trips. However, a statement given by Union Industry Minister Arun Jaitley in the Lok Sabha recently mentioned that Haryana had got zero FDI during the past two years, Mr Hooda said. While dismissing the government’s claim that the union minister had erred in his estimation of FDI, Mr Hooda said the INLD was having five members in the Lok Sabha and they could have brought a privilege motion against Mr Jaitley on the issue. “In the absence of any such move by the INLD MPs, we shall consider that what Mr Jaitley said was correct”, Mr Hooda said. The Congress leader, who was accompanied by Deputy CLP Leader Ajay Singh Yadav, said they were also planning to give adjournment notices for discussing several burning issues, including completion of the SYL canal and the recent fee hike in professional colleges and vocational training institutions. The Congress would also seek adjournment of the House to discuss the pending dues of sugarcane farmers. The government’s claim of paying the highest price to cane growers had been exposed already and sugarcane had become a “loan crop instead of cash crop” for Haryana farmers. Among other issues which the party wanted to raise in the assembly included the bad law and order situation in the state, Chief Minister Om Prakash Chautala’s attempt to intimidate residents of the Kiloi constituency represented by Mr Hooda, premature release of murderers from prison etc. Mr Hooda demanded that the assembly session should continue for at least 10 days so that all issues of public interest could be discussed. The Congress would also coordinate with other opposition parties during the session. The Leader of the Opposition alleged that the Speaker was partisan as he did not allow the Opposition to raise pertinent issues.

to frame official DC orders probe Kaithal, September 4 A tactful handling of the situation by Mr Sanjay Rai, Subdivisional Magistrate, who accompanied the raiding party saved the situation from turning ugly. The incident has caused resentment among employees here, who call it an attempt to demoralise them. The raiding party Deputy Superintendent of Police Ram Kumar, the SDM and Mr Arora left for the camp office of the Deputy Commissioner, Mr Anurag Agarwal, where the DSP complained of uneasiness. He was admitted to a private hospital and later shifted to Chandigarh. The SP, Mr Yoginder Nehra, also reached the camp office and so did a large number of power board employees, and villagers who were witness to the incident. Sensing the gravity of the situation, Mr Anurag Agarwal asked the ADC, Mr J.P.S. Dahiya, to conduct an inquiry into the episode The vigilance men were waiting for Mr S.K. Arora to come out of his office when he came there followed by some villagers who had come to him to demand replacement of damaged transformers. Sanjay, son of a power board employee against whom some department inquiry is pending, tried to thrust the money in the pocket of Mr Arora who resisted and the notes fell down. In the meantime the raiding party pounced upon the Executive Engineer. The SDM and the DSP were at a distance, but the SDM saw the mischief being played by the complainant. The villagers and employees also saw this and came to the rescue of the victim. The vigilance DSP claimed his men had caught the official taking bribe. There was scuffle between the team and those who wanted to rescue the official. The hands of the official were washed with water to ascertain whether he had touched the money or not. The test proved him innocent. The matter was then taken to the Deputy Commissioner The ADC, Mr Dahiya, has recorded the statements of a number of persons, including the SDM and the complainant. The Deputy Commissioner said the vigilance team would be given full opportunity to state their case. He said even some respectable villagers had told him that the official was
innocent. |
4 suspected spurious liquor deaths Taraori (Karnal), September 4 The district administration has maintained that two of them died a natural death and the two others had been suffering from fatal diseases. However, local residents claimed all of them had died after consuming spurious liquor. The police had not registered an FIR, till the reports last came. Prem Makkar (50), son of Devi Lal, Hukam Chand (40), son of Thakur Das, Sant Lal (60), son of Jai Ram, and Satpal (32), son of Sewa Ram, died under mysterious circumstances while Rakesh (20), son of Jeet Ram and Tari (30) son of Arhat Ram, were in a critical condition. The local residents said Sant Lal had been consuming liquor for the past many years. He even had a liver problem and was said to be ill for the past few days. For the past couple of days, he had not taken proper food but drank regularly. Since, the viscera report was awaited, the exact cause of the death could not be ascertained. The brothers of Satpal, Rishipal and Satish, in their statements with the local police, claimed that their brother was a drunkard. They said Satpal fell down in the bathroom while taking a bath this morning. The bodies of Satpal and Sant Lal were taken to the Civil Hospital, Karnal, for post-mortem examinations. Medical officials said the post-mortem examination would be conducted on Friday. The deaths of Prem Makkar and Hukam Chand remain a mystery as their bodies were immediately cremated by their families without informing the police. The two were also said to be habitual drinkers. They were cremated hurriedly by their families to avoid police harassment”, said a local resident. |

Students’ rally declared illegal Jind, September 4 The District Magistrate, Mr Rajiv Sharma, has promulgated an order under Section 144, CrPC, banning the assembly of five or more persons within the jurisdiction of the city. The order has been issued in view of the ongoing agitation of college students of the district. Mr Manjit Singh Ahlawat, Superintendent of Police here, said undesirable elements would not be allowed to enter the city and the administration would deal with the anti-social elements strictly. Students of various local colleges have been agitating to protest against the affiliation of the local colleges with Chaudhary Devi Lal University, Sirsa. They have been demanding reaffiliation of the colleges with Kurukshetra University. The students have been on strike since September 1 and have decided to hold a district-level rally on September 5 as part of their ongoing agitation. The Students’ Joint Action Committee, which was formed to carry on the agitation, has decided that the future course of action will be declared at the proposed rally tomorrow. Meanwhile, the agitation of the students continued today. Students of the local Hindu Kanya Mahavidyalaya staged a dharna in front of the college and raised slogans demanding affiliation of Jind colleges with Kurukshetra University. Students of the local Government College also staged a dharna near the local Mini Secretariat. The district unit of the National Students Union of India, at a meeting held here today, supported the agitation of the students and condemned the recent lathi charge on them. |
Bill to reduce HUDA notice period soon Chandigarh, September 4 The Haryana Urban Development Authority (Amendment) Bill, 2003, seeks to amend Section 18 of the HUDA Act, 1977, which would reduce the notice period required to be given by HUDA to encroachers or those making unauthorised construction for vacation from 30 days to seven days. The Haryana Municipal Corporation (Second Amendment) Bill, 2003, will replace an ordinance promulgated on May 1, 2003, to bring similarity in the house tax system in the municipalities and the municipal corporations. The Punjab Entertainment Duty (Haryana Amendment) Bill, 2003, will dispense with the need to affix entertainment duty stamps on computerised tickets of cinemas and other entertainment shows. Now their owners will have to pay more duty, which will not exceed the estimated entertainment duty of three months. The Haryana Local Area Development Tax (Amendment) Bill, 2003, will eliminate the possibility of doubt about the intended use of resources raised through the Act. The proposed amendment in Section 22 of the Act would clarify that the development of local areas would mean “developing and maintaining infrastructure facilities useful for free flow of trade and commerce”. The Cabinet also approved the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development(Haryana Amendment) Bill, 2003, and the Punjab New Capital (Periphery) Control (Haryana Amendment) Bill, 2003. These Bills would enable to the government to identify the areas needed for genuine village expansion through the district administration and field offices and which can be exempted from the provisions of these Acts through notification subject to condition that these extended areas do not exceed 60 per cent of the existing village abadi area. The Cabinet also decided to move a motion in the Vidhan Sabha to ratify the Constitution (Ninety-fifth Amendment) Bill, 2003, which concerns the imposition of service tax. It also decided that the rate of tax on inter-state sale of gram dal would be 1 per cent on production of declaration in Form “C”. |
Cong trying to affect INLD majority in MC
Panchkula, September 4 The local unit of the Haryana Pradesh Congress Committee (HPCC), led by the local MLA, Mr Chander Mohan, is having parleys with at least three councillors and trying to woo them back within the folds of the party. Sources in the party said party leaders, led by Mr Chander Mohan, had been regularly holding meeting with these councillors. The Councillors, two backed by the Congress, who had joined the INLD after elections, and an INLD councillor, are all set to join the Congress. A formal annoucement in this regard would be made next week, informed a senior Congress leader. As of now, there are eight councillors of the Congress three of the BJP and remaining 20 owing allegiance to the INLD in the municipal council. —

1,211 get jobs
under Gramin Rozgar scheme Yamunanagar, September 4 The Deputy Commissioner Mr Vijayender Kumar, said here today that as many as 1,211 persons had been provided employment as a result of this programme. He said under this scheme, unemployed youth were provided loans through banks as well as cash grants to help them set up their own units. Giving details of the scheme, he said unemployed persons setting up industrial units costing upto Rs 10 lakh in the rural areas would be granted 25 per cent margin money as grant-in-aid in the general category and 30 per cent margin money as grant-in-aid for those belonging to the Scheduled Castes, backward classes, women entrepreneurs, minorities and ex-servicemen. The Deputy Commissioners said that board was also providing a number of facilities to the beneficiary entrepreneurs which included giving power connections on priority. |
Norms on fee from
SC candidates 'being violated' Chandigarh, September 4 Mr Karamvir Singh, President of the Haryana unit of the All-India Confederation of Scheduled Castes/Scheduled Tribes and Backward Classes Organisations, alleged in a statement issued here yesterday that the two commissions were charging the fee from that scheduled castes and backward classes candidates at the rate of 50 per cent of that chargeable from general-category candidates. This, he said, was in violation of the government instructions according to which the fee should be 25 per cent of what was charged from the general-category candidates. These instructions were reiterated by the Financial Commissioner and Secretary, Welfare Department, vide his letter dated February 6, 2002. |
