Anti-Chautala leaders urged to join hands Chandigarh, August 26 A former Haryana minister, Rao Narbir Singh, who was the Food and Supplies Minister in the Bansi Lal Cabinet, today gave a call from the residence of Mr Mohan Jain, a former Advocate-General of the state, to all “anti-Chautala leaders to form a combined force in the next elections”. Mr Jain’s residence was the hub of dissident activity when Mr Bansi Lal was the Chief Minister. After making a number of attempts to dislodge Mr Bansi Lal, Mr Jain and his team succeeded in July, 1999, paving the way for Mr Om Prakash Chautala to take over as the Chief Minister. Mr Jain was made the Advocate-General of the state. However, he had to resign after a few months following differences between Mr Chautala and Rao Narbir Singh, who was supported by another minister, Mr Brij Mohan Singla. Rao Narbir Singh, who spent 55 days in jail in an alleged corruption case before he was released on bail recently, told newsmen that Mr Chautala had implicated him in a false case. The people of Ahirwal, who knew him as an honest politician, had stood by him through this period. Accusing Mr Chautala of indulging in large-scale corruption, Rao Narbir Singh said the people of Haryana in general and those of Ahirwal in particular would teach Mr Chautala and his party a bitter lesson in the next elections. He alleged that Mr Chautala was using the State Vigilance Bureau as a “political agency”, which had never investigated corruption charges against ruling party men. Comparing Mr Chautala to a “madmast hathi”, Rao Narbir Singh said the Chief Minister would ultimately harm his own men also. He said he would try to pull down the Chautala Government along with his friends. Rao Narbir Singh said while Mr Bansi Lal, Mr Bhajan Lal and Mr Chautala issued statements against one another, they refrained from taking action against each other. He said he would organise a rally in Rewari on August 31 to express gratitude to the people of Ahirwal for standing by him. Cutting across the party lines, a number of MLAs, including Mr Dharamvir(Cong) and Mr Karan Singh Dalal(RPI), had also come to Mr Jain’s residence to express their solidarity with Rao Narbir Singh, who was accompanied by Mr Singla. Mr Jagjit Singh Sangwan, an NCP MLA, later told TNS that he supported the call given by Rao Narbir Singh.

Ministers’ car section in a fix Chandigarh, August 26 Even though the MCS is trying to formalise the grant of cars to ineligible persons by claiming their prices from the respective offices, it has got little success. The Panchayati Raj Department alone reportedly owes the MCS over Rs 30 lakhs for the cars supplied to it. The Contessas and Cielos, “sold” by the MCS to the Panchayati Raj Department more than two years ago, were abandoned by the ministers following a government decision asking the ministers to shun luxury vehicles and use the trademark white Ambassadors. However, the austerity measure was called off abruptly and Balenos, costing over Rs 6 lakh each, were purchased for the ministers, the Speaker, the Deputy Speaker, the Chief Secretary (CS), the Principal Secretary to the CM (PSCM) and the CM’s Political Adviser. The fleet of Balenos was also acquired by the MCS, which sent letters to the offices of the Chief Secretary, the PSCM and the Political Adviser, asking them to pay up for the vehicles. But none did. “It creates problems for the MCS at the time of audit,” a source said, adding the objections were reportedly raised during audit last year regarding the vehicles given to officers by the MCS as “there is a separate office for supplying vehicles to officers”, the source added. The Chief Minister recently diverted Rs 2 crore earmarked for purchasing bullet-proof vehicles for him to buy 18 Hyundai Sonatas. These Sonatas were given to the ministers, the Speaker, the Deputy Speaker, the Chief Secretary, the PSCM, the Political Adviser to the Chief Minister and the DGP. The officers who got these cars would again be asked by the MCS to pay up for the vehicles. If they ignore the request, the MCS will again attract adverse comments from the auditors, rued an official. Mr Sampat Singh, Finance Minister, and Mr Risal Singh, Social Welfare Minister, did not like Balenos and two Contessas were purchased for them early this year. Following the arrival of Hyundai Sonatas, the Contessas had been passed on to Mr A.L. Chaudhary, Chairman of the Livestock Development Board, and Mr Dharambir Singh, Political Secretary to the CM. Now a letter is being sent by the MCS to Mr A.L. Chaudhary’s office for paying the depreciated price of the car. Officials said here that there were 12 cars now with the MCS the lives of which had already expired according to official norms. The state government had in July sanctioned money for replacing four of these vehicles. But for some reason, the four Ambassador cars are yet to be purchased. One of these vehicles was slated to be given to Mr Bhupinder Singh Hooda, Leader of the Opposition, who had accused the state government of having supplied him with two condemned cars in succession. |
Kalam may visit Adi Badri, claims Kataria Ambala, August 26 Talking to mediapersons here, Mr Kataria said he had requested Dr Kalam to visit Adi
Badri, which is considered to be the source of the Saraswati river. He said through his efforts a package of Rs 8 crore had been sanctioned for the development of the Adi Badri area. “A sum of Rs 2 crore has already been released so that a ‘kund’ can be constructed. It is an important site. Research is already being carried out in this regard,” he said. “The package will help in encouraging tourism. Also, the feasibility of getting the water of the Saraswati should be studied. It will help in overcoming water scarcity,” he said. To a query, Mr Kataria said: “We convincingly defeated the no-confidence motion. Mr Atal Bihari Vajpayee got more votes than expected and the Congress got fewer votes than they had expected,” he said. He claimed that the Congress President, Ms Sonia Gandhi, was trying to break the stability of the BJP-led NDA government. “The Union Government has achieved a lot during its tenure. For instance, Rs 2,29,750 crore was the Ninth Plan allocation for the agricultural sector and the government spent Rs 2,29,853 crore. The Tenth Plan has considerably hiked the Plan allocation for the agricultural sector,” he claimed. The BJP leader said a number of incidents of Dalits being attacked had taken place particularly in Jhajjar. “The atrocities against the Dalits must stop immediately. We have spoken to the Chief Minister, Mr Om Prakash Chautala, in this regard”. Mr Kataria said they had now changed their strategy and there would be a BJP unit at polling-station level. “We are aiming to have at least one BJP member from each family,” he said. He said: “A broad-gauge train track would connect Kalka with Parwanoo. A sum of Rs 37 crore has been sanctioned for the project.” “There may be a new president of the BJP state unit in September, but for now I am the president of the unit. Some mischievous persons spread the word that I have stepped down from the presidentship. I am never in race for the presidentship. I will do whatever the party high command tells me to do,” he added. |

HIGH COURT Chandigarh, August 26 Taking up the case, Mr Justice Gupta also fixed October 21 as the next date of hearing. In their petition, Dalwara Singh and his nephew Charanjit Singh of Rori constituency earlier claimed that they were abused by Abhey after being confined in a room at a circuit house. Giving details, they added that Abhey, along with his Chief Minister father O.P. Chautala, had entered the room at about 1.30 pm on July 24. Abhey started abusing the petitioners for filing the petition challenging the selection of the Sub Inspectors. They were directed to withdraw the petition within three days failing which they and their families would be eliminated, the petitioners claimed. Abhey, they asserted, had added that he would pull Dalwara Singh’s beard and throw the turban on the ground. The threats continued till 2 pm, the petitioners alleged. Going into the background of the case, they asserted that Charanjit Singh had applied for the post of Sub Inspector, but was not selected following which he moved the high court making Om Parkash Chautala a respondent in the case. Allegations of mala fide were also levelled against him, they submitted. Seeking directions to the state of Haryana for the registration of a criminal case under the provisions of the Indian Penal Code, the petitioners also asked for directions to the Union of India for security cover by some central force to them and their families.

scholars seek age relaxation Karnal, August 26 The research
scholars working on various projects in the National Dairy Research Institute (NDRI) here have recently given a memorandum to Dr Mangala Rai, Director-General, ICAR, and Secretary, Directorate of Agriculture Research and Education (DARE), demanding that they be absorbed against permanent posts lying vacant. Dr Parminder Malik, a research associate working on a World Bank aided project in the field of ‘Dairy economics, statistics and management’ in the NDRI said, “After the termination of the project in which we are working, our future will be in the dark as we will be left with no alternative employment opportunities”. Dr Ravinder Sagwan, working on a research project on “embryo research technology” in the NDRI said, “There should be some policy for age relaxation to compensate the research scholars by employing them either on a regular basis or absorbing them in some other schemes”. They have urged the Union Government to issue a notification regarding relaxation in the age limit up to 40 years for the research scholars. |

against power failures Kaithal, August 26 Some police officials reached the spot and persuaded the protesters to lift the blockade and put up their grievances before the district administration. Following this, the youths marched to the Mini Secretariat here and lodged their protest. They alleged that the burnt transformer had not been replaced and they were facing a lot of inconvenience. The district as a whole has been facing worst power crisis during the past fortnight. Only two days ago the agitated villagers including farmers had blocked the Cheeka-Bhagal road to protest against the erratic power supply. The residents of this town here too have been facing a lot of difficulties due to daily power cuts being imposed for the past few days. Local power board officers maintain that these power cuts were not imposed by the local authorities. They were getting instructions from the state power board authorities to do so. |

The NGO had also written to the NHRC and had already filed a petition in the Supreme Court over the issue of sale and trafficking of minor girls brought from Assam and west Bengal in Mewat region of Haryana. The NHRC through its notice has asked the authorities in Haryana to file a reply by September 26 next, regarding the issue. |

Two teachers held for watching porn film
Hisar, August 26 The supplier of the compact disc Ajay Kumar has also been arrested. The teachers arrested have been identified as Mohan Singh and Iqbal Singh. Irate parents of girl students of the school today took out a march in the town, demanding stern action against the teachers. Police sources said some other teachers, who used to see such films almost daily, escaped as they were in the classes at the time of the raid.

Arrest of Kanina MC ex-chiefs flayed Chandigarh, August 26 In a statement here today said the arrest of Master Dalip Singh and Rajinder Singh Lodha, both former Chairmen of the Kanina municipal committee, smacked of the state government’s policy of vendetta against its political rivals. Mr Yadav said the government had earlier dissolved the municipal committee against the wishes of the people. The Congress leader alleged the government had also refused to give a no-objection certificate to a college being set up at Kanina by local people. |
