Floor strategy: CLP
to meet on Sept 3 Chandigarh, August 20 The INLD has always used the rivalry between Mr Bhupinder Singh Hooda, CLP leader, and Mr Bhajan Lal, HPCC chief, to corner the Congress inside the House. Mr Kadian’s attack on Mr Bhajan Lal, accusing the latter of being in league with Mr Om Prakash Chautala and Mr Bansi Lal, was likely to give fresh ammunition to the INLD for ridiculing the Congress. There are a number of issues that can be used by the Congress to turn the heat on the government. For instance, the Governor’s decision to ask the Cabinet to reconsider its recommendation about the premature release of four murder convicts can put the government in an embarrassing situation. The Congress may also raise the case filed against Mr Om Prakash Chautala and other senior functionaries by Mr Sanjeev Kumar, a former Director of Primary Education, charging the Chief Minister and others with pressurising him to recruit teachers other than those in the list. However, it is doubtful whether all Congress members will be able to work unitedly to corner the INLD Government. In the last assembly session, MLAs owing allegiance to Mr Hooda and Mr Bhajan Lal had no coordination while the Hooda loyalists used to walk out of the House following a CLP leader, others would remain sitting, waiting for instructions from Mr Bhajan Lal. Capt Ajay Singh Yadav, Deputy Leader of the Congress in the Assembly, said he was not happy about Mr Kadian’s outburst on the eve of the assembly session. |
Cong stir on SYL
issue called off Hisar, August 20 Addressing mediapersons here, he said the apex court had recently asked the Haryana Government to name the agency through which it wanted the project to be completed. This had paved the way for the completion of the remaining portions of the canal in Punjab. There was, therefore, no point in launching the stir. He said the Congress would raise the issues of unemployment, deterioration in law and order situation and paucity of power and irrigation water during the forthcoming monsoon session of the Haryana Assembly. Mr Bhajan Lal criticised the hike in bus fares and described it as a blow to the common man. The state Congress chief also described the imposition of VAT as an attempt by the Chautala government to harm the interests of the business community. Later, speaking at the birth anniversary celebrations of Guru
Jambheshwar, founder of the Bishnoi sect, he asked the Bishnois to do away with the ritual of “kharach” following the death of an elder in the family. He said feeding hundreds of persons lavishly as part of the last rites was improper. It had brought many poor families to the verge of bankruptcy. |

Court unites newly
wed Yamunanagar, August 20 According to information when Gurpreet left her house, her father Chetan Singh lodged a complaint with the Jagadhri City police that his daughter was lured by Navneet of Panjeto village in Yamunanagar district. The police registered a case against Navneet on July 29, under Sections 363, 366 and 120, IPC, and arrested him. On August 8, the court granted him bail. But Mr Mewa Singh, father of Navneet, did not furnish the bail bond in the lower court because the complainant threatened him with dire consequences. On the other hand, Chetan Singh lodged a complaint at Thana Chhappar police station that Navneet and his three friends fired at him at Adhoya on the border of Yamunanagar district. The Thana Chhappar police registered a case under Section 307, IPC. Navneet’s father along with a few more persons told the Superintendent of Police, Yamunanagar, Mr Rajinder Singh, on August 12 that his son had married Gurpreet on July 26 at an Arya Samaj mandi in New Delhi. He said his son was jailed when a case under Section 307,
IPC, was registered against him. He even wrote a letter to the Chief Justice of India, the Chief Justice of the Punjab and Haryana High Court and the Chairman of the Human Rights Commission. The SP assured them that no injustice would be done. He asked the Deputy Superintendent of Police Headquarters to inquire into the matter. The DSP recommended the cancellation of the complaint lodged by Chetan Singh. On the other hand, Navneet filed a writ petition on August 12 in the Punjab and Haryana High Court, pleading that his wife Gurpreet was being kept forcibly by her father at Nari Niketan, Karnal. He pleaded that his wife be sent with him. Mr Satinder Paul Dhanda, advocate for Navneet, said today that after the high court notice to the district police, Gurpreet Kaur gave her version in the court of the Additional Chief Judicial Magistrate, Mr J.S. Dahiya, on August 18. She revealed that she had gone with Navneet with her own consent and got married in New Delhi which her father did not like. She apprehended danger to her life from her father and stated that she wanted to go to her husband. According to Mr Dhanda, the court directed the police on August 18 that the girl be handed over to her husband at Panjeto village. He further informed that even the Punjab and Haryana High Court on a petition filed by Navneet ordered yesterday that the boy and girl should stay together as they were a legally married couple. When newsmen contacted the SP, he said the case which was registered on July 29 under Sections 363, 366, 120B, IPC, had been cancelled but the other case under Section 307, IPC, had not been cancelled. |

Solid waste management project for
Ambala Ambala, August 20 It has been decided to set up the multi-crore project at Teja Morhi village. Land measuring about 12 acre has been sought for the project. The solid waste management project is important in view of the strategic airbase here. The project is going to improve the hygiene in Ambala City as well as Ambala Cantt which in turn will reduce the movement of birds. This will help in significantly reducing the risk from bird-hit to the fighter aircraft. Deputy Commissioner, Ambala, Mr
D.D. Gautam, confirmed that the solid waste management project is soon going to be started in Ambala. “The project will definitely help in improving sanitation condition in Ambala City and Ambala Cantt,” he said. Mr Gautam said that the project would be funded by the Government of India. He stated that the project was going to be implemented in ten places in the country and two of the cities chosen for the project were in Haryana, Ambala and Sirsa. Ambala Cantt MLA Anil Vij said that the project was not only going to benefit the city but also help in its beautification. Mr Vij pointed out that incorrect disposal of garbage can lead to different diseases. “The project will address this problem. Incidentally, I had raised this issue in the last Budget session of the Assembly,” he said. A Municipal Committee, Ambala
Sadar, official said that the project, which was going to cost Rs 7.65 crore, was going to be established away from the airbase. “It is estimated that about 40 tonne garbage is produced in Ambala Cantt alone. According to rough estimates, each person generates about 400 to 600 gram garbage everyday,” he said. The official said that the garbage generated varies from city to city. “For instance, in Ambala the garbage has high content of glass since this is a city of scientific apparatus. In another city, we observed that there was a high content of wood shavings in the garbage,” he said. “HUDCO is going to execute the project. The project will ensure that there is systematic collection of garbage. The plan envisages that garbage will be collected from each household and it will be collected in a cycle cart with four bins. Each bin will have a specific purpose,” he said. The official stated that the number of dustbins are likely to be increased once the project was initiated. “We will educate people about the system so that there are no hitches when the garbage is taken to the solid waste management plant,” he said. It is believed that the solid waste management project will equally benefit the authorised as well as unauthorised colonies. “For the project to be effective, the garbage collection from all the colonies will have to take place. Otherwise, the purpose of the project will be defeated if some colonies are left out,” the official observed.
