Row over draining out of rain water resolved

The issue of draining out of rain water from the fields of Karnoli and some neighbouring villages in the district had become a bone of contention between two women legislators of the ruling INLD party.

Ms Swatantra Bala Chowdhary, the INLD MLA from here, has been trying to mitigate the sufferings of the villagers, whose fields and a part of the dwelling area have been inundated. But the efforts of the villagers to drain out the water were being stalled by Ms Vidhya Beniwal, the party’s legislator from the Darba Kalan constituency, fearing that a sudden flow of water could ruin the standing crops of farmers of the villages falling in her constituency.

Fields and a part of the dwelling area of Karnoli village in the district had been waterlogged due to excessive rains. The village faces the problem of waterlogging primarily due to two reasons. One, the village is a low-lying area geographically and, two, a minor water distributory passing near the village serves as a bundh and prevents water from crossing over towards Sirsa.

More than average rain this season has made the conditions worse for the villagers. Not only the fields of the village but also the village school and road leading to the village have been waterlogged. Two to 5 feet of water can be seen standing in the fields of the village. Crops on hundreds of acres of land have been damaged due to waterlogging.

Villagers have been running from pillar to post to get water standing in their fields drained out. The local MLA, Ms Chowdhary, came to the rescue of villagers and directed the authorities on August 12 to make a cut on the minor water distributory to allow the rainwater to take its natural course. But residents of Patli Dabur and other neighbouring villages, which fall on the natural route of water flow, approached their MLA, Ms Beniwal, who got the cut on the minor repaired after a few hours. Both the MLAs stuck to their guns putting the officers of the Water Services Department on tenterhooks.

Ms Chowdhary wanted the standing water from the fields, falling under her constituency, to be drained out while Ms Beniwal would not allow the minor to be cut.

The drama continued for two days with both MLAs holding their positions firmly. Ms Chowdhary toured the affected areas last evening and assured the villagers that water standing in their fields would be drained out in a day or two.

The matter was resolved today when Ms Beniwal agreed to allow the installation of three pipes of 6 inches each to drain out water from Karnoli village and the neighbouring areas.

Doctor applies for loan to pay bribe

You may have come across loans for a variety of purposes but ever heard of a bribe loan? A doctor of Ambala Cantonment has stumped bank authorities by seeking a loan for paying bribe.

Dr Anil Aggarwal has moved an application with the Housing Board branch of a nationalised bank seeking a loan of Rs 2 lakh as “bribe loan”. He alleged that the bank loan is to pay to the Income Tax authorities.

The loan application alleges “Our case was picked up for scrutiny by income tax officials in the year 2001 and since then we have been at their mercy as we refused to pay any bribe to the assessing officers, considering that our accounts were perfect. But, I forgot that unfortunately I was residing in India where the wheels of bribe have to be attached to all the files, otherwise we ourselves have to run from pillar to post to make the files move and to get our white money labelled as ‘white’,”

Dr Aggarwal claimed: “We have not only been demoralised by the income tax authorities at every step but also they have nullified all our accounts which were so well maintained that they could not find any fault after a thorough search for one and a half years.”

Dr Aggarwal stated that he and his family members are heartbroken. The application to the bank states “I decided to agree to the demand of bribe to purchase mental peace though with black money. I understand that giving and accepting bribe are both crimes in legal terms.

That is why I want to offer bribe legally by asking your goodself to issue me loan under the heading of ‘Bribe Loan’ which may be used freely whensoever bribe is demanded.”

“I request you again that keeping in mind the grievances and a genuine need of mine, my case may b e considered with sympathy and a “Bribe Loan” may be issued to me at the earliest possible so that I may feel strong economically and may not hesitate to offer bribe during the further proceedings of my scrutiny case,” Dr Aggarwal in his application added.

Haryana ministers, DGP get Sonata cars

Seventeen of the 18 Hyundai Sonata cars were allotted by the Haryana Government today.

All 10 ministers, the Chief Parliamentary Secretary (CPS), the Speaker, the Deputy Speaker and DGP M.S. Malik were allotted a car each. It is for the first time that the DGP has been given such a luxury vehicle.

The Chief Secretary, the Principal Secretary to the Chief Minister and the Political Adviser to the Chief Minister also got the Sonata cars.

As the Chief Minister has more than one Mercedez cars at his disposal, he will not use the Hyundai car. Finance Minister Sampat Singh, who was stripped of his official Mercedez as part of the austerity drive, was also given a Hyundai Sonata car.

Sources said though one Hyundai car was yet to be allotted, it was not likely to be given to Mr Bhupinder Singh Hooda, Leader of the Opposition, even though the latter has requested the government for a new vehicle, saying that the Ambassador car given to him has already covered the mileage required for declaring a vehicle as condemned.

Employment Directorate goes hi-tech

The Haryana Employment Directorate will now register the names of job seekers through internet. A website with address www.haryanajobs.nic.in has been launched by the directorate for the purpose. Online booking of vacancies by the employers and complete information regarding district-wise training institutions in addition to vocational guidance would be available on the site.

This was stated at a state-level seminar on “Unemployment: Reasons and possible Remedies” organised by the DRDA, Jind and the directorate at the local zila parishad hall yesterday. The Financial Commissioner and Principal Secretary, Labour and Employment Directorate, Mr Prem Prashant, was the chief guest. Employment officers from all over the state along with bankers and industrialists of the town participated.

Mr Prashant said higher education should be job oriented. He revealed that of the more than 8 lakh unemployed youth registered with the directorate, the qualification of majority of them was either matric or senior secondary.

He further said job seekers would have to explore new avenues of employment. Complete information in this regard should be made available on the internet and a user-friendly website may be created for this. Besides, various self-employment schemes run by the Centre and the state government through banks should also be displayed on the internet.

Earlier, the Deputy Commissioner, Mr Rajiv Sharma, suggested that village and cottage industries should be promoted.

The director of the Employment Directorate, Mr Phateh Singh Dagar, said as the jobs in the organised sector were limited the unorganised sector should be exploited. Mr Dagar stated that 137 information centres had been started in remote villages where information pertaining to job opportunities was being made available on a regular basis.

The ADC, Mr J.P. Kaushik, Assistant Director, Employment, Julian Alexander, president of the Jind Industrialists Association Balmukund Sharma, chairperson, Zila Parishad, Sumitra Devi also expressed their views at the seminar.

President’s Police medal for IG

Mr Sham Singh, DSP, Gohana; Mr Ranbir Singh, Inspector, Kurukshetra; Mr Shamsher Singh, Inspector, CID; Mr Suresh Pal Singh, SI, CID; Mr Satbir Singh, SI, Commando; Mr Surjit Singh, SI, Haryana Armed Police; and Mr Sat Pal, Head Constable, Police Academy, Madhuban, have been awarded the Police Medal for meritorious service.

Mr Badan Singh, DSP; and Constable Ashok Kumar, have been awarded the Police Medal for gallantry by the President of India.

Mr M.S. Malik, DGP, has congratulated the recipients of these awards.

Land earmarked to promote herb plantation

Yamunanagar, August 14
To educate people about herbal culture, 5 acres of land would be earmarked in five villages each in every developmental block of the district, said Deputy Commissioner Vijayender Kumar, while interacting with the mediapersons in Chaudhry Devi Lal Herbal Nature Park at Chuhurpur, 35 km from here today.

The Deputy Commissioner said that the adoption of this new agricultural practice would enhance the income of the farmers and also lead to diversification of agricultural practice in the district. He further said that 12 types of plants like safed musali, pippali, shatavari, ashwagandha, giloe etc would be provided from the nursery developed at Chaudhry Devi Lal Herbal Park. There was great demand of these herbs in the international market, therefore, the farmers were likely to get good prices for the same.

The Deputy Commissioner also said that the herbs being planted in the nature herbal park here were in great demand in the neighbouring states.

About the progress of the Public Works Department, the Deputy Commissioner said that seven new bridges would be constructed at a cost of Rs 8.30 crore on different roads of the district. Under the Sawajal Dhara Yojana 10 villages had already been covered and other villages would be covered during the coming months.

A sum of Rs 570 lakh had been spent on improvisation of sewerage in twin towns of Yamunanagar and Jagadhri under the Yamuna Action Plan. Mr Kumar further said that Rs 34.4 crore had been spent on implementation of reforms in the supply of electricity system in the district.

7-yr Rl for 5 in attempt to murder case

The Additional District and Sessions Judge, Mr Manjit Singh, here has sentenced five persons to seven years rigorous imprisonment and fined them Rs 5000 each after convicting them in an attempt to murder case. The court has further ordered that in case of the non-payment of fine the accused will have to undergo further imprisonment of six months.

According to the prosecution, the accused Bansi, Ramphal, Manphool, Wazir, Lalu Dilagh and Giana (since deceased) of Kailram attacked Sat Narain, Joginder and Vijay Kumar when they were pushing a motor cycle. The assailants fled from the scene when some farmers from the nearby fields reached the spot.

The assailants were booked under Section 148/149/323/307 /506 and 34 of the IPC and later arrested by the police. After hearing arguments of the prosecution and the defence the court held the accused guilty and sentenced them.

Life term for rapist

The Additional District and Sessions Judge, Mr B. B. Prasoon, yesterday sentenced Sunil Kumar, a resident of Tangor village, life imprisonment and fined Rs 16,000 for allegedly raping a married woman of the same village.

According to the case history, the victim had lodged a complaint with the Ismailabad police that her husband, who was a labourer, had gone to work on July 28, 1999, and finding her alone, in the house, her neighbour, Sunil Kumar raped her.

After hearing both sides, the accused was found guilty and sentenced. However, in case of non-payment of fine, Sunil will have to undergo an additional imprisonment.

Dowry death: 4 of family held

Yamunanagar, August 14
The local police has arrested four persons of a family for allegedly killing their daughter-in-law for bringing inadequate dowry. Police sources said yesterday, the Bilaspur police had arrested the husband, the mother-in-law, the father-in-law and the brother-in-law of Kusum.

According to the information available, Sheoram, a resident of Bilaspur, married off his daughter, Kusum, to Ravinder six years ago. It is learnt that Sheoram also married off his second daughter in the same family. Sheoram alleged that his son-in-law, Ravinder, had demanded a motor cycle. — OC

Abducted child rescued, 2 held

The police has rescued a five-year-old child abducted on August 7 from outside his house. The police arrested two persons and presented them in the court that sent them to four days of police remand.

The district police chief said here today that Himanshu was abducted by two motorcyclists when he was dropped from an autorickshaw outside his house after having attended school. The abductors could not be identified because their faces were covered. On a complaint by Himanshu’s father, the police had registered a case and started investigations, which led to the arrest of Jeevan Singh of Kanganpur and Devit Sahani of old Sabji Mandi, Sirsa.

According to a police spokesman, the police has also recovered a Hero Honda motor cycle used for abduction, a mobile phone and some arms and ammunition. These two persons had abducted Himanshu for a ransom of Rs 15 lakh.

3 youths loot petrol station

Ambala, August 14
Tight security on the eve of Independence Day notwithstanding, a petrol station was looted in Patwi early this morning. Three youths managed to decamp with about Rs 8,000 in cash.

The three youths arrived on a red-coloured motor cycle, with no number plate. One of them got down, while the other two went in.

The attendant filled in two litres of petrol. The duo paid for the petrol. Then, one of them said that he wanted to drink water. The other requested to make a phone call. When the attendant took the youth inside the cabin to make the call, he was threatened with dire consequences.

After committing the crime, the youths are believed to have gone towards Punjab. They cut the telephone line before leaving.

The police was informed about the incident and senior officers, including DSP Raj Gopal, and DSP Ashok Sabharwal rushed to the spot. The police is looking into the matter.
