IAS officer charged with illegal recruitments

In a move aimed at countering the charges levelled against Chief Minister Om Prakash Chautala and other important state government functionaries by Mr Sanjeev Kumar, the Haryana Government today accused the latter of illegally recruiting people during his tenure as Director, Primary Education.

Separate body sought for state gurdwaras

The Haryana Sikh Gurdwara Parbandhak Committee, demanding an independent body like the one in Delhi to manage the affairs of historic gurdwaras in the state, has accused the Shiromani Gurdwara Parbandhak Committee of misappropriation of funds collected from six such gurdwaras.

Youth hacked to death
Hisar, August 7
A 23-year-old youth, Mani Ram, was hacked to death in Moda Khera village near here yesterday. According to the police, Mani Ram was found cut into pieces by a sharp-edged weapon in a room in his fields. It is suspected that he was murdered by his own cousins.

Life term for 6 in triple murder case
Hisar, August 7
Six persons were sentenced to life imprisonment in a triple murder case that took place at Mangali Surtia village two years ago. The sentence was handed over to the convicts by Mr J.D. Chandna, Additional District and Sessions Judge, heading a fast-track criminal court.

Jail SP, 12 other officials suspended
Ambala, August 7
The Haryana Government has placed two superintendent of jails under suspension following the direction of the Punjab and Haryana High Court in a criminal petition. According to information, around 12 other jail officials were also put under suspension.

Haryana Agricultural University will organise a two-month training course for agriculture graduates and graduates in allied subjects from August 11 to help them set up agri-clinics and agri-business centres as source of self employment. IAS officer charged with illegal recruitments

In a move aimed at countering the charges levelled against Chief Minister Om Prakash Chautala and other important state government functionaries by Mr Sanjeev Kumar, the Haryana Government today accused the latter of illegally recruiting people during his tenure as Director, Primary Education.

The Supreme Court had earlier given notices to the Chief Minister, the Chief Secretary and Mr Vidya Dhar, a former Officer on Special Duty to the CM, following a petition filed by Mr Sanjeev Kumar, alleging that Mr Chautala had put pressure on him to ignore the actual merit list and recruit primary schoolteachers on the basis of a list prepared at his instance in his reply filed in the court, Mr Chautala, however, expressed ignorance about the existence of an alternative list for the appointment of teachers.

The Haryana State Vigilance Bureau (HSVB), which has earned notoriety in the wake of allegations levelled by the Opposition about it having been used as a tool by Mr Chautala for fixing his opponents, said in a press note today that departmental action under rule 8 of the All India Services Rules was being contemplated against Mr Sanjeev Kumar, an IAS officer of the Haryana cadre, for making irregular and illegal appointment of 36 persons when he was Director, Primary Education.

Mr Sanjeev Kumar had earlier been put under suspension for wilful absence from duty. A press statement issued here by the bureau added that the IAS officer was reportedly involved in a multi-crore scandal, and caused an enormous loss to the state exchequer in the printing of books by raising inflated bills through bogus firms in connivance with others. According to the HSVB, Mr Sanjeev Kumar was also charged with using forged documents for drawing benefits.

Mr Sanjeev Kumar was also involved in financial irregularities in the purchase of video films, cassettes, stickers, photocopiers, books, mats, magazine etc, the HSVB said, adding that the scam in purchase of these items was worth about Rs 50 lakh. An inquiry was also pending against Mr Sanjeev Kumar in the bureau for possessing assets disproportionate to his known sources of income.

The press note said Mr Sanjeev Kumar had not filed a single property return statement since he joined service, adding that neither had the IAS officer joined the probe being carried out by the bureau.

Separate body sought for state gurdwaras

The Haryana Sikh Gurdwara Parbandhak Committee (HSGPC), demanding an independent body like the one in Delhi to manage the affairs of historic gurdwaras in the state, has accused the Shiromani Gurdwara Parbandhak Committee (SGPC) of misappropriation of funds collected from six such gurdwaras.

Mr Jagdish Singh Jhinda and Mr Didar Singh Kamboj, president and general secretary, respectively, of the committee, said the historic gurdwaras at Jind (Gurdwara Sri Guru Teg Bahadur), Dhamtan (Jind) (Gurdwara Sri Guru Teg Bahadur), Panchkula (Gurdwara Patshahi Daswin at Nadda), Thanesar (Gurdwara Sri Guru Hargobind) and Ambala (Gurdwara Guru Harkrishan at Panjokhra) were covered under Section 85 of the Sikh Gurdwara Act, 1925. These were under direct control of the SGPC.

Of the remaining 70-odd other gurdwaras in the state, which were covered under Section 87 of the Gurdwara Act, the administration remained with the local gurdwara management committees.

Under the Act, 25 per cent of the total income from these gurdwaras — 10 per cent daswandh and 15 per cent dharmik fund — went to the SGPC. Also, all income from offerings and donations at these shrines was subject to audit by the SGPC.

The main grouse of the HSGPC leaders was that the SGPC was neither spending anything on the maintenance and upkeep of historic gurdwaras nor was running any educational institution in Haryana.

The SGPC had a budget of Rs 23 crores for its 36 educational institutions. Even the Haryana share was being spent in Punjab, they alleged, holding that the SGPC had not opened even a single dispensary, hospital, library or an educational institution since the introduction of the Act 78 years ago.

They further argued that though the SGPC had been making budgetary provisions for historic gurdwaras in Haryana in the name of Sikh history fund, welfare fund for the Sikh community, shaheedi fund, education fund and religious literature fund, in reality the money was diverted.

For example, a provision of Rs 3 lakh had been made under the education fund for Gurdwara Panjokhra in Ambala. Gurdwara Guru Gobind Singh at Nadda in Panchkula had been promised an education fund of Rs 14 lakh while for natural calamities, a provision of Rs 1 lakh had been made.

The HSGPC leaders argued that there were 956836 Sikhs in Haryana (1991 Census). In the proposed new Sikh Gurdwara Act, eight seats had been reserved for Haryana in the SGPC. Other states like Delhi, UP and Rajasthan where the population of Sikhs was lower, had been promised 40 seats each.

They demanded that elections to the SGPC, which became due in 2001, should be held immediately.

Youth hacked to death

A 23-year-old youth, Mani Ram, was hacked to death in Moda Khera village near here yesterday.

According to the police, Mani Ram was found cut into pieces by a sharp-edged weapon in a room in his fields. It is suspected that he was murdered by his own cousins.

It is learnt that he had a tiff with his cousins about two years ago. However, the matter was resolved through the intervention of village elders.

On Tuesday night, Ram Pal of the same village, had gone to Mani Ram’s room in the field, where he found him talking to one of his cousins and three others. Ram Pal returned home and went to the fields again in the morning, where he found Mani Ram murdered.

Two cousins of the deceased and one of their accomplices have been absconding since the murder. The police has registered a case of murder but no arrests have been made so far.

Meanwhile, in another incident, seven brothers were injured, two of them seriously, when they were attacked by a group of villagers near Kirdhan village, last evening. They were returning to the village after being released on bail by a local court.

The assailants stopped their autorickshaws outside the village and attacked them with sticks and other blunt weapons. They escaped in two jeeps and four motor cycles, leaving the brothers lying on the roadside.

The police rushed to the spot and sent the injured to hospitals. According to reports, the father of the brothers had a tiff with another villager, Rajinder Singh, two years ago. The verbal duel later resulted in a brawl, which resulted in a police case. The brothers had been in judicial custody since then and were released on bail yesterday. The police has registered a case.

Life term for 6 in triple murder case

Six persons were sentenced to life imprisonment in a triple murder case that took place at Mangali Surtia village two years ago.

The sentence was handed over to the convicts by Mr J.D. Chandna, Additional District and Sessions Judge, heading a fast-track criminal court. The six persons sentenced to life are: Raghbir, Mahavir, Sugriv, Ram Dhan, Om Parkash and Phoosa Ram. The Judge also imposed a fine of Rs 1 lakh on each of the six convicts. The failure to pay the fine will entail further imprisonment of five years each.

Another accused Kuldeep Singh was convicted under the Arms Act and sentenced to three years’ imprisonment in the case.

The case involved the murder of three residents of the village — Dalip, Ram Murti and Krishan — while they were returning home from their fields. They were all shot dead. The incident took place on January 2, 2001.

According to the prosecution, the cause of the murder was a dispute over a water channel.

The three victims had filed a case of manhandling against the convicts following the dispute. A court had sentenced the convicts to three years’ imprisonment. However, they shot dead their three rivals while they were on bail granted by the high court.

Jail SP, 12 other officials suspended

The Haryana Government has placed two superintendent of jails under suspension following the direction of the Punjab and Haryana High Court in a criminal petition. According to information, around 12 other jail officials were also put under suspension.

According to information, on 22 June, 1998, Umed Singh and two others were sent to Ambala Central Jail as a undertrial. On June 23, 1998, Mohinder Singh was murdered in a Hisar village.

The father of the victim, Pratap Singh, filed a petition in a district court in Hisar in which he had alleged that in connivance with certain jail officials, the three undertrials came out of the jail and then again returned to the jail after committing the murder of his son. The district court had convicted one of the jail official in this case.

Later, Pratap Singh filed a petition in the Punjab and Haryana High Court requesting that action should be taken against the other jail officials who helped the undertrials commit the crime. On this petition on July 27, the court had directed the Haryana Government to take action against jail officials allegedly involved. In the light of this direction, the government suspended several jail officials.

Cong to hold kranti yatra from August 9

The Haryana Pradesh Congress Committee would organize ‘Kranti Jyoti Yatras’ at all district headquarters of the state from August 9 till August 15. The yatras would begin on the occasion of Quit India Movement Day (August 9) and conclude on the Independence Day (August 15).

Dr Atam Parkash Mehta, HPCC secretary told mediapersons here today that HPCC president Bhajan Lal had directed district units in this regard. The yatras would begin from the district headquarters on August 9 and after covering all villages and towns would conclude on August 15. The party would also organise Independence Day functions on August 15. These yatras, aim at to remember martyrdom of all those who had laid down their lives for the motherland.

Dr Mehta said that the yatras were being organised following the directions of AICC president Sonia Gandhi during the convention of block Congress chiefs in March this year. He said that the HPCC chief had directed all MLAs, MPs, former MLAs, former MPs, office-bearers of various units of the party and organisations of the party to participate in these yatras.

The HPCC has also decided to observe 59 birthday of former Prime Minister Rajiv Gandhi on August 20 by organising meetings and debates on environment, social interaction, science, technology, disarmament and role of women in nation building.

Kin free suspect from police custody

A police party that had gone to arrest liquor traffickers at Lohakhera village in the district on Tuesday night had to face the wrath of the family members of a suspect. The family members threw stones on the police party and freed the suspect from its custody. The police has booked six persons in this connection.

According to reports, a police party, led by the in charge of Tohana city police station, Mr Subhash Sehgal, raided the house of Mukhtiar Singh at Lohakhera village. The police arrested Mukhtiar Singh with some pouches of liquor. When it was coming out of the house, some family members of the suspect started throwing stones at the police party from rooftops. Some policemen were injured in the incident. The policemen saved their lives by running for shelter. The suspect was freed from police custody by his kin.

The police yesterday booked Mukhtiar Singh, his wife, his son, Pappu, Pappu’s wife and two other sons, Sikander and Mohinder, under various Sections of the IPC and the Arms Act.

Mukhtiar Singh, meanwhile, has been admitted to a local hospital with injuries. His relatives alleged that the he had been beaten up by the police.

Farmers to be trained in latest trends

The Directorate of Extension Education of the Haryana Agricultural University has a plan to train farmers on a monthly basis to acquaint them of the latest technology for growing cereal, fodder, fruits and vegetables.

Disclosing this here today, Dr L.S. Suhag, Director, Extension Education, said under this plan, extension scientists of the Krishi Vigyan Kendras of each district would organise at least 20 training programmes at their respective kendras every month. These programmes would also be organised on the university campus.

He said to encourage farmers to participate, such programmes would also be conducted at the venue of the participants’ choice as farm women sometimes were unable to go to the kendras.

This month, he said, short duration trainings on mushroom cultivation, disease and pest control, vegetable and fruit nursery plantation, cultivation of vegetables and medicinal plants and fruit and vegetable preservation would be organised at all outstation centres of the university. Emphasis would be given on educating the farmers in the scientific rearing of milch animals and livestock. To enable the literate farmers to diversify, a week-long training in poultry farming, pig farming, beekeeping, compost and vermiculture, would also be organised.

He called upon farmers, farm women and unemployed youths to take part in these training programmes. He said that scientists would also help them obtain loans from banks for setting up their own ventures.

Training course for agriculture graduates

Haryana Agricultural University (HAU) will organise a two-month training course for agriculture graduates and graduates in allied subjects from August 11 to help them set up agri-clinics and agri-business centres as source of self employment. The training will be conducted by the Department of Business Management.

The department Head, Dr I.P. Singh, said the training was part of the NABARD scheme for agriculture graduates under which, apart from improving their entrepreneurial ability and business management skills, the bank would advance them soft loans ranging from Rs 10 lakh to Rs 50 lakh. He said the training would be imparted free.

Dr Singh said during the course the participants would be trained in areas of agri-business management, agricultural marketing, general management, financial and accounting management, project management, information technology and small business management.

Consumer forum fines bijli nigam

Fatehabad, August 7
The District Consumer Forum yesterday imposed a fine of Rs. 10,000 on the Dakshin Haryana Bijli Vitran Nigam (DHBVN) for its failure to provide a power connection to a consumer.

Mr Jagir Singh, a resident of Babanpur Dhani village near Rattia, said he had deposited the security deposit to get the power connection for a tubewell in 1987. Alleging that the connection had been given to some other consumer, he moved a complaint in the forum through his counsel S. N. Jakhar on January 1.

DHBVN counsel Devinder Kaswan informed the court that the junior engineer, responsible for the case, had since died and the then SDO dismissed from services in some other connection. Forum Chairman P. C. Gupta and members B. S. Dandiwal and Seema Saraf found the plea of the nigam unacceptable and imposed the fine.

Issuing notice of motion on a petition filed by Faridabad’s Municipal Councillor Renu Bhatia, a Division Bench of the high court today stayed the operation of an order upholding her suspension.

In her petition taken up by the Bench headed by Mr Justice G.S. Singhvi, Ms Bhatia had also sought directions to the state of Haryana and other respondents for permitting her to continue as a Councillor.

She had submitted that on May 30, a respondent had illegally and arbitrarily upheld her suspension after dismissing an appeal filed by her. Going into the background, Ms Bhatia had asserted that she was placed under suspension due to political reasons.

Lawyers demand more chambers

Resentment prevails among lawyers over the government's plan of building inadequate number of chambers in the new District Courts complex being constructed near the mini-secretariat here. Lawyers claimed that they had met the authorities concerned on many occasions on this issue, but no assurance had been given to them.

The Chief Minister, Mr Om Prakash Chautala, had laid the foundation stone of the complex. The complex will have 58 chambers for advocates. But the number of practising lawyers is over 300. Mr Amandeep Singh, vice-president of the District Bar Association, demanded that the government should build more chambers keeping in view the number of advocates practising in the courts.

Man poisons family, self

Bhiwani, August 7
Three children of a family died of suspected poisoning after their father allegedly administered them poison before giving it to his wife and later consuming it himself here, police sources said today.

Dinesh (34), a readymade garment dealer, first administered the poison to his son Parambir (7), daughters Puja (5) and Nidhi (3) and then gave it to his wife Meenu (30) before consuming it himself in local Dabur Colony yesterday.

Dinesh then informed his father who was sleeping in another room and went to his room and bolted it from inside. The door was later broken and the five were taken to the hospital where they breathed their last. — PTI

Teachers oppose govt decision

The Haryana Rajkiya Adhyapak Sangh has opposed the government’s decision to give appointment power to the zila parishads. A meeting of the Sangh was held on Wednesday at Farookha Khalsa Senior Secondary School, cantonment.

The meeting was presided over by Mr Phool Kumar Pethwad. Sangh senior vice president Mr Mohan Lal Bhardwaj said the government was carrying out new experiments in the Education Department which was affecting quality of education.

18-yr wait for power connection

The District Consumer Forum today directed the Dakshin Haryana Bijli Vitran Nigam to provide power connection to a consumer, who had been waiting for it for the past 18 years.

In his complaint, Mr Naib Singh, a resident of Kamana village in this district, alleged that he applied for a power connection for tubewell on January 20, 1985. He submitted the test report on December 25, 1986, and deposited the amount with the nigam. The forum president, Mr P.C. Gupta, and members — Mr B.S. Dandiwal and Ms Seema Saraf — directed the nigam to release the connection without further delay.

Rain destroys crop

Cotton crop on 7000 hectares in the district has been destroyed due to waterlogging of fields following heavy rain in the past few weeks.

Maximum damage was caused in Hansi and Barwala areas where fields were flooded by heavy rain. Officials of the state Agriculture Department have suggested that farmers should plant paddy in these fields.
