Roof collapse kills one

A woman was killed and five others were injured when the roof of a house collapsed at Karora village yesterday. The injured were admitted to a hospital at Pundri.

Five persons were killed on the spot and 13 others injured in an accident in which a car hit a tree on the roadside and overturned near Israna on the Panipat-Gohana State Highway, the police said today.

Rs 700 cr earmarked to improve power supply

Kaithal, August 3
The Haryana Government has earmarked Rs 700 crore for strengthening the transmission and distribution of power supply in the state.

This was disclosed by Haryana Chief Minister Om Prakash Chautala today, while addressing a public meeting at Keorak village, after inaugurating a 33-kv substation, constructed at a cost of Rs 1.16 crore.

With the commissioning of the substation, six adjoining villages would get improved power supply.

The Chief Minister said that the work on seventh and eight units of Tau Devi Lal Thermal Power Plant had been given to the National Thermal Power Corporation with the condition that both units would be completed by July 2004.

He said efforts were being made to generate power through sugar mills and bio-waste.

He said new transmission lines were being laid and old transmission lines replaced. He appealed to the people to start paying their power bills so that the development process could continue.

He said Rs 1,400 crore was outstanding towards power consumers in the state.

Roll back of fee hike demanded

Leaders of several opposition parties of the state today demanded immediate withdrawal of the hike in fees of various professional courses by the Haryana Government recently.

A resolution to this effect was passed at a ‘shiksha bachao nagrik sammelan’, organised jointly by these parties, here today. The leaders said the government had commercialised education, which would prove disastrous in the long run. They also deplored the sale of commercially valuable land, belonging to Haryana Agricultural University.

It was also resolved to organise similar sammelans all over the state to mobilise public opinion on the issue and a day’s token strike by students in the state on August 8.

The meeting also constituted a panel to organise activities of the sammelan. The panel includes Mr Dayanand Poonia (CPM), Mr Jagdish Sharma (CPI), Mr Anil Sihag (LJP), Mr Ved Parkash Garg (SP) and student leader Suresh Kumar.

Speaking on the occasion, Mr Inderjeet Singh, state secretary of the CPM, said the Chautala government was following anti-student and anti-people policies. By raising the fees it had taken higher and professional, education out of the reach of even the middle class.

The meeting was also addressed by a large number of educationists, intellectuals and leaders of several Leftist organisations.

Panchkula MC privatisation pattern to be emulated

The successful privatisation of most works of the civic body here has prodded the Local Bodies Department to emulate this experiment in other parts of the state. Though privatisation of all works, except fire services, of the newly constituted Municipal Council (MC) here was done to meet the paucity of funds, it is now being seen as a model to be implemented in the civic bodies at Ambala, Yamunanagar and Jagadhari. Sanitation services in Ambala have now been partly privatised on the Panchkula pattern. Officials of the Local Bodies Department say that privatisation of maintenance of street lights in the civic bodies at Yamunanagar and Jagadhari is in the offing.

The Panchkula MC, since its formation in January 2001, was sanctioned a mere 104 posts, with 47 posts of fireman alone. The rest of the sanctioned posts were office staff — tax collectors, computer operators and clerks. Though originally, the MC had asked for 549 personnel, the Finance Department gave clearance for only 104 personnel, including Class IV employees and those to be deputed from the Public Works Department. With an annual income of a mere Rs 9.25 crore (Rs 3.5 crore from house tax and fire tax; Rs 15 lakh from professional tax; Rs 2 crore from stamp duty; Rs 3 crore from HUDA as 75 per cent share of extension fee; and Rs 60 lakh cess from the Uttar Haryana Bijli Vitran Nigam), it was decided to give all services on contract.

As soon as sanitation and maintenance of streetlights were transferred to the MC in October last year, these were contracted out by inviting open tenders. The job of catching stray cattle and letting these off outside the MC limits had been privatised by the MC earlier. Says the MC President, Ms Seema Chaudhary, “Privatisation has not only reduced the financial burden of the MC, but the private contractors are also more accountable for better services for fear of their contract being cancelled.”

With the maintenance of all roads in Sectors 10 to19 here and almost 200 parks now being handed over to the MC by HUDA, their maintenance will also be privatised. “The roads in Sectors 1 to 9 will be handed over to the MC after they have been repaired by HUDA. We will also develop the 200 public parks in the area by installing benches, lights and landscaping them and then hand these over to the private committees,” said Ms Chaudhary.

Cong to oppose INLD’s anti-urban approach

The local unit of the Congress is all set to make a formidable opposition in the next municipal council meeting slated for August 5.

A meeting of 10 Congress councillors was held today under the local Congress MLA, Mr Chander Mohan. The councillors have unanimouisly elected Mr V.K. Kapoor as their president and Ms Manvir Gill as their vice-president in the council.

The strategy to be adopted by the party in the next meeting was also discussed. It is learnt that the party has decided to oppose the anti-urban approach of the ruling INLD. Sources within the party say that while Rs 51 lakh have been earmarked for the development of villages in the council limits, no development work is taking place in the sectors.

Congress councillors, who will be supported by MLA Chander Mohan in this meeting, will also protest against the non-inclusion of agenda items passed by the council in the last meeting in the agenda of this meeting for confirmation.

Meanwhile, the INLD has claimed that two councillors-Anjala Kataria from Ward No 18 and Gomti Prasad from Ward No 29- owing allegiance to the Congress have formally joined the party.

Haryana closes 3 area development offices

Sonepat, August 3
The Haryana Government has closed down three offices of the Command Area Development Authority (CADA) in different parts of the state with immediate effect.

According to official sources, these offices are situated at Gohana in Sonepat district, Rohtak and Palwal.

The Government has, however, opened three new offices of the CADA at Kaithal, Kurukshetra and Fatehabad and the work in these offices already started from Friday.

The Executive Engineer posted in the office of the CADA at Gohana has been transferred to Panipat whereas the other staff have been shifted to Kaithal.

No reason has, however, been given for the closure of these offices. It is also claimed that the work for the construction of watercourses has almost been completed in the areas of Gohana, Rohtak and Palwal. PTI

Couple booked for duping man

The local police has registered a case under Section 420 against Ram Milan and his wife Sangeeta, residents of Patran village in Punjab, for taking Rs 4.60 lakh from Subhash Chand on the pretext of sending his brother to a foreign country.

According to a report lodged by Subhash Chand of Lal Peao, near here, he wanted a job for his brother in some foreign country. One of his relatives introduced him to Ram Milan of Patran, an employee in telephone exchange there, who reportedly used to send desirous persons to foreign countries who were in search of some job.

The accused called him and his brother to Delhi where he was paid Rs 1.60 lakh by Subhash, who and his brother were then asked to stay in an hotel. Then Subhash was asked to pay the balance amount of Rs 3 lakh which he paid on October 27, 2002. Subhash and his brother were then called to Mumbai and asked to stay in a hotel arranged by the accused between November 16 and 19, 2002. But they had to come back disappointed.

Ultimately on the orders of the village panchayat, the accused issued to Subhash a cheque for Rs 4.60 lakh which bounced when presented at an Oriental Bank of Commerce branch at Patran. The complainant also alleged in his complaint that the accused also did not return his brother’s passport and the air tickets which he took from his brother.

Following a complaint to the Superintendent of Police, Mr Yogender nehra, here the case was registered against the Patran-based couple.

Roof collapse kills one

A woman was killed and five others were injured when the roof of a house collapsed at Karora village yesterday. The injured were admitted to a hospital at Pundri.

According to information, Rajni (52) was killed on the spot. Other family members were rescued by neighbours.

In another incident, one person was killed and another injured due to snake bite at Kathwar village yesterday.

Mala Ram and Charan Singh were bitten by a snake while they were sleeping. Both were taken to hospital where Charan Singh died.

Five die in accident

Panipat, August 3
Five persons were killed on the spot and 13 others injured in an accident in which a car hit a tree on the roadside and overturned near Israna on the Panipat-Gohana State Highway, the police said today.

The accident occurred when the car, on having crossed Israna, took a sharp turn to avoid a collision with a vehicle coming in the opposite direction, the police said.

The driver lost control of the vehicle and the car dashed against a tree and overturned last evening, they said.

The deceased have been identified as Mange Ram and his five-year-old son Aman Kumar, Harish Kumar, all of Nanhera in Roorkee district, Asha Ram of Habibpur in Hardwar and Satpal of Shehpur in Saharanpur.

More than 12 devotees from Nanhera and other villages were going to pay obeisance at "Guga-mehri" in Rajasthan. — PTI

SHRI Atmanand Jain Senior Secondary School, Ambala City is perhaps one of the oldest schools in the region.

The school was established more than 100 years back in 1901. Since then, the school has been moving from strength to strength in terms of academic excellence and other co-curricular activities.

SA Jain Senior Secondary School has carved a niche for itself for achieving exceptional results in Board examinations year after year. It is an important school of Ambala City.

The school was started as a primary school in 1901 in old Anaj Mandi area of Ambala City. Thereafter, it was upgraded to a High School in 1926. Two years thereafter in 1928, the school became a Grant-in-aid school. In 1990, the school became a senior secondary school. The school has celebrated its Golden Jubilee in 1976 and the Diamond Jubilee in 1986.

The school management comprises capable persons who take keen interest in the functioning of the school. Under the guidance of the 15 member management committee, the school has kept up its tradition of having good results every year.

SA Jain Senior Secondary School is a Hindi-medium school with nearly 2700 students on its rolls. The large number of students notwithstanding, the school has maintained discipline and inculcated values. Incidentally, the teachers have been directed to not to use capital punishment. The teachers have been encouraged to understand the problems of the student so that it can be sorted out.

It is not just in academics, the school is doing well. In a variety of activities like Scouts and Guides, the school is outperforming others. In 2002-03, out of 16 scouts selected from the area for the Rashtrapati Padak, 15 scouts were from SA Jain Senior Secondary School. Also, Civil Defence activities are undertaken besides imparting Rifle Training and Red Cross training. The school has consistently won the St John Ambulance Brigade trophy.

The school has a well-stacked library. The students are encouraged to refer books from the library to enhance their knowledge. The school students can study periodicals, magazines and other books. There are well-equipped science laboratories. The students opting for science can carry out their practicals under the expert guidance of their teachers.

The computer lab of the school has 16 computers on which the students are taught a host of aspects about computers. The students are made up to date and they can handle the basics of the computer well. The computer lab was set up keeping in mind the changing needs of the society. A lot of stress is laid on character building.

To ensure all round development of the child, the students are given opportunity to take up various games. A number of sports are available and the sports equipment can be issued by the students. The students can play sports in the huge ground which is spread over nearly four acres. The sports in which the students have done well include cricket under 19 years, table tennis under 19 years, table tennis under 17 years, volley ball under 17 years, football under 17 years, shot put under 19 years, discus throw under 19 years and triple jump under 19 years.

For the students, water cooler facility has been provided. Also, there are a number of toilets for the students as well as teachers. The building has been divided into different blocks with the main block housing the Principal's office.

The students of the school are determined to keep up the high standards set by their predecessors in academics as well as in other fields.

‘‘We believe in imparting quality education’’

On tuitions:
I am strictly against tuitions. I believe that the students must study in the school itself and there should not be any need for tuition. The teachers must take interest in teaching and the students must take interest in learning, which will ensure that there is no need for tuition. I feel that tuition are waste of time, energy and money.

On computerisation :
This is a day and age of computerisation. We have catered for the changing time by setting up a computer lab with 16 computers. A student is able to pick up the basics of computers. As a matter of fact, we also a run a vocational course in computer, the certificate for which is granted by the National Open School. The students learn computer so that they can do well after leaving school.

On achievements :
Our students have been doing well in academics and other activites. In Matric exam, Dhiraj Kumar topped the district while 16 secured more than 80 per cent marks. In class VIII, Anurag Sharma topped among boys while 25 students secured more than 80 per cent marks. In class V, 64 students secured merit position. We have also won several trophies in diverse fields.

On former students :
The former students of the school are doing well. Students have become IAS as well as HCS officers. Many are lawyers and well placed businessmen besides becoming Doctors. Many old students have made it a point to send their children to our school as they had achieved a lot in life after studying here.

On education reforms :
We strongly believe in imparting quality education. Our aim is to provide the best education to the students so that they do well in examinations. Our students are doing well which shows that our efforts are paying off. We are strictly against capital punishment instead we look after the interest of the students. The meritorious student, even if they are from poor background, are given ample opportunity.
