Abhey Chautala accused
of intimidation Chandigarh, July 29 Mr Dalwara Singh was fearing liquidation of his family at the hands of none other than Mr Abhey Singh Chautala, son of Haryana Chief Minister Om Prakash Chautala. Dalwara, a former Political Secretary to Mr Baldev Singh Khyala, a former Punjab minister, allegedly incurred the wrath of the younger Chautala after his nephew, Mr Charanjit Singh Jatana, challenged the selection and appointment of 17 police Sub-Inspectors in the Punjab and Haryana High Court. The court has already summoned the record of the selection for October 16. The Chief Minister has been made a party in his personal capacity. Mr Abhey Singh could not be contacted for his version. His mobile was switched off. It was learnt that he is abroad. Mr Dalwara Singh, who repeatedly broke down, alleged that he and Charanjit were called to the Circuit House of Sirsa to meet Abhey on July 24 last through Mr Jasbir Singh, alias Jassa, of Sahuwala village. They were made to sit in room No 6 of the Circuit House. Around 1.30 p.m., Dalwara said the elder Chautala, Abhey and Mr Amir Chand Chawla, Chairman of the Haryana Staff Selection Commission (HSSC), reached the room. Though Charanjit greeted Mr Chautala by touching his feet, the Chief Minister allegedly did not respond. As the Chief Minister and Mr Chawla started talking, Abhey allegedly used abusive language against Dalwara and Charanjit and asked them to withdraw the writ petition within three days. Dalwara alleged that the MLA from Rori also made objectionable remarks about his beard. He alleged that Abhey accused him of being in league with Mr Bhajan Lal, Haryana Congress President, and RPI legislator Karan Singh Dalal. Dalwara said he and his nephew walked out of the room after his pleas to Mr Chautala to intervene evoked no response. However, he said he was again called to the room. By now Abhey had mellowed down. He made an offer to Dalwara. His nephew would be appointed as a Food and Supplies Inspector, if the writ was withdrawn. Dalwara told newsmen that to save himself and his nephew, he made a false promise to withdraw the writ and came out of the room. He said Charanjit told him outside the room that to him the honour of the family was more important than a job. He said he conveyed through Jassa, who had come to see him off, that he would not withdraw the writ. Dalwara said his nephew was among the 27 successful candidates after the written and physical tests. But he never received any interview letter. In response to an advertisement issued by the commission, he went to its head office in Chandigarh on April 25 to appear in the interview. But there was no one in the office to interview the candidates. The result was declared on May 25. The intimation was sent to the Director-General of Police on May 26. The successful candidates joined the service on May 27 without the mandatory medical examination and police verification. He alleged that the successful candidates were either relatives of the Chautalas or wards of their close associates. Dalwara has telegraphically intimated the President, the Prime Minister, the Deputy Prime Minister, the Governor, the Chairman of the National Human Rights Commission, and the Chief Justice of the Punjab and Haryana High Court, about the alleged incident and has sought security for his family. Mr Dalal, who was also present at the press conference, demanded the registration of a criminal case against Mr Chautala, Abhey and Mr Chawla for allegedly hurting the religious sentiments of a minority community. |
Stay on Bhajan Lal’s
arrest extended Fatehabad, July 29 Mr Bhajan Lal and others had been booked by the police in connection with an alleged incident of May 21, the day of polling for the Fatehabad assembly by-election. The first information report was registered in the local city police station on the basis of a complaint lodged by Mr Jagdish Chander, district Inspector, Sirsa. The DSP, City Mr Ram Kumar, probed into the complaint and recorded statements of Mr Jagdish Chander, a resident of Bighar village, Mr Budh Singh, SHO
Rori, Mr Ruli Ram, a resident of Bangaon village and Mr Attar Singh Ahlawat, SP, Sirsa, who was on election duty on the day of polling. The complaint said that Mr Bhajan Lal accompanied by other accused roamed about in the constituency without permission from the Election Commission and intimidated voters. Mr Jagdish Chander had alleged in his statement that NSG commandos accompanying the former Chief Minister tried to kill him at the instance of Mr Bhajan Lal and even placed a gun on his temple. |
Man behind fake ISO certificates arrested Ambala, July 29 The police arrested Katyal from his office located at Naraina Industrial Area in Delhi last evening. He was today produced in the court of Civil Judge (senior division) Y.S. Rathore, who remanded him in police custody till July 31. The police had requested for a seven-day remand to recover the computer, printer and other equipment being used for preparing fake certificates. The counsel for Katyal told the court that the complainant was ready to settle the case out of the court and the two parties concerned had reached a compromise. The judge observed that such certificates had been issued to other companies also and hence, the investigation of the case was necessary. The issue came to light when an ISO certificate issued to an electronics company of Ambala was found fake. The owner of the company said he had approached an Ambala City-based consultant of ISO to get certification for his firm. He said when he approached Development Commissioner, Small-Scale Industry, for availing the subsidy, his application was rejected as QAIC did not conform to their norms. He said he had to spent Rs 1 lakh for getting the certificate.

Acquitted
after 24 years ! Ambala, July 29 The Judicial Magistrate, Mr N.K. Singhal, acquitted him after 24 years. During this period, Ram Singh appeared in the court for more than 30 times. According to prosecution, many members of the society had made a complaint to the then Chief Minister, Haryana, and the Vigilance Bureau, Chandigarh, and the then Deputy Commissioner, Ambala against Ram Singh. It was said in the complaint that Ram Singh had shown payments which were not due and also the supply of fertilizers which actually had not been given and supplied to them. The complaint said he had wrongly identified some fictitious persons and thus usurped thousand of rupees. The prosecution said Ram Singh was arrested by the police of Mulana and was produced before the Magistrate. The court had remanded him in the police custody and after the completion of the police remand, the accused was released on bail. According to the prosecution, this case was in a local court and the court files were burnt on September 20, 1990, during the anti-mandal agitation as the local courts located at Ambala Cantonment were set on fire by agitators. Later the police had filed a supplementary challan in the court and the accused was released on bail afresh on December 12, 1996. |
Relief for debt-ridden farmers sought Fatehabad, July 29 Sabha state general secretary Krishan Swaroop has written that the policies of liberalisation, globalisation and privatisation adopted by the Centre under the influence of the World Bank and the International Monetary Fund have hit farmers. Over 90 per cent farmers are under debt and ‘arhtiyas’ have been charging high rate of interest on loans, facing some farmers to commit suicide, it has added. The sabha has demanded that agricultural lands of farmers not be auctioned for failure to repay debts, the rate of interest on agricultural loans be reduced to 8 per cent, land labourers be provided loans at 8 per cent interest, kisan cards be issued to all farmers and loan boards be constituted to adjudicate matters relating to default in repayment of loans. |

Two killed as truck hits scooter Hisar, July 29 According to the police, Budhram and Kishori Lal, residents of Adampur, were going to the market on a scooter this morning. As they neared water supply tank, a truck hit their vehicle. Budhram died on the spot while Kishori Lal succumbed to his injuries on way to hospital. After the accident, the truck hit an electricity pole and overturned. The truck driver received serious injuries. The Adampur police registered a case. In another accident, a youth was seriously injured in a road accident at Khokha village, near here, last evening. He was admitted to the Civil Hospital here. According to the police, Krishan Kumar, a resident of the same village, was crossing the road when a truck hit him. He received serious injuries. The police registered a case against the truck driver. |
New barley
variety released Hisar, July 29 According to Mr Miglani, the new variety had potential for export of its malt to the neighbouring countries which largely depended on European countries for good quality malt. This variety met all quality parameters as per standards of malt industry, he added. The
Head of Wheat and Barley section, Dr R.K. Rana, said it had yield
potential of 67 quintals per hectare. It matured in 120 days and was
resistant to major diseases. Besides, its plants attained height of
80-85 cm (medium height). |
Higher scale for non-teaching college staff Chandigarh, July 29 Finance Minister Sampat Singh said that every employee of Group C and D categories, who had not got any promotion or higher time scale or selection grade, would be allowed the higher scale provided the employee had completed 10 years of regular satisfactory service before January 1, 1994. Such employees of Group C and D categories, who had completed 20 years of satisfactory service before January 1, 1994 and had got only one promotion (or promotional scale), would also be allowed a higher scale. |

Uttawar, for computer engineering by 30 at Gurukul Technical Institute, Bhainswal Kalan, and for electrical engineering by 20 at the Hindu Institute of Technology,
