The Army has started the reconstruction of the Bailey bridge on the National Highway No 65 on Sirsa canal near here which collapsed on Saturday. A heavily loaded truck was trying to cross it the bridge when it collapsed. According to information a contingent of the Engineering branch of the Army from Hisar cantonment reached here and started the construction.

It was a day of reckoning for the Sanskrit scholars from across the state, who had gathered at Haryana Niwas to accept their due honour. At a special function hosted by the Haryana Sanskrit Akademi, three eminent scholars of the language were awarded distinctions of the highest order.

DGP oversees ‘Operation Jagrook’

Mr M.S. Malik, Director-General of Police, Haryana, carried out a surprise checking of the police stations and police posts in Panchkula district last evening to test the police operational and administrative efficiency and the effectiveness of the recently launched “Operation Jagrook”.

10-year jail for smuggling poppy

Additional District and Sessions Judge R.K. Sondhi today sentenced a person to 10 years’ imprisonment and fined him Rs one lakh for smuggling poppy. The other accused in this case were acquitted by the learned judge giving them the benefit of the doubt.

Police arrests 3 for murder
Yamunanagar, August 12
The Yamunanagar police has solved two blind murder cases with the arrest of three persons today. Maha Singh, who was worked as a superintendent in the Deputy Commissioner’s office here, was murdered on April 23 at his residence while on January 5 a half-burnt body was found opposite the Jagadhri bus stand.

Govt persecuting farmers, says HVP youth leader

The youth wing of the Haryana Vikas Party (HVP) today decried the reign of terror unleashed by the state government against farmers in the name of recovery of loans advanced by cooperative and mini banks in Haryana.

Addressing a convention of the district unit of the youth wing of the HVP here today, Mr Nripender Singh, state president of the youth wing of the HVP, alleged that farmers were being put in jails for their failure to repay loans in time, while the government-managed cooperative sugar mills had been withholding repayment of loans without any explanation.

He said his party was opposed to this government practice and the party chief, Mr Bansi Lal, had categorically stated that he would put an end to it when voted to power.

Mr Nripender Singh criticised the government for what he called ‘commercialising education’ in Haryana. He said with the recent hike in the fees of various professional courses in the state, education had gone out of the reach of common people. The decision of the government to allow professional colleges to ‘sell’ seats in medical and other professional colleges in the name of management quota was anti-people and would be discontinued once the HVP came to power, he added.

Mr Prahlad Singh Gillankhera, a senior party leader, Mr Gian Chand Pruthi, president of the district unit of the HVP, Mr Gulbahar Singh, Ms Daya Wanti Varma, Mr Pawan Khanda, state general secretary of the Harijan cell of the HVP, and many other party leaders addressed the convention.

Earlier, talking to mediapersons Mr Nripender Singh said the HVP was against the decision of allowing 20 per cent of seats in the medical colleges to be filled under the management quota. He accused the INLD government of backing out on its promise of allowing elections to student unions made before elections.

He said his party was against the metered billing of tubewell connections in the state and wanted the reintroduction of the flat rate system of billing.

Mr Nripender Singh said Mr Bansi Lal would address a rally at Tohana on September 3 and at Bhattu Kalan on September 30.

He claimed that the HVP had been emerging as the only opposition party of the state and was poised to come back in power.

Army starts work on Kaithal bridge

Kaithal, August 12
The Army has started the reconstruction of the Bailey bridge on the National Highway No 65 on Sirsa canal near here which collapsed on Saturday. A heavily loaded truck was trying to cross it the bridge when it collapsed.

According to information a contingent of the Engineering branch of the Army from Hisar cantonment reached here and started the construction. The Army officials are confident that the new Bailey bridge will be ready within 10 days. The Ministry of Surface Transport has been informed about the damage to the bridge and the officials concerned have inspected the site . It is learnt that a 24-metre bridge will be constructed in place of the old bridge.

The truck which fell in the canal was loaded with sand. The driver and the cleaner were rescued by the people. The bridge had been constructed about three years ago as the old bridge was found unfit for movement of heavy vehicles and the department wanted to reduce pressure on the old bridge. Some police personnel were posted to keep a watch on the traffic and a board was put up saying that vehicles carrying more than 15 tonnes of weight should not cross the bridge. However, later the department got complacent and no care was taken about the weight and speed of the vehicles passing through this bridge.

Lawyers seek more courts

The District Bar Association today demanded constitution of two additional courts of sub-judges to expedite administration of justice. The association has written to the Chief Justice of the Punjab and Haryana High Court in this regard.

Mr Balkar Singh Sandhu, president of the District Bar Association, told mediapersons here today that earlier there were three courts of sub-judges in Fatehabad. The association had submitted a demand to Mr Justice S. S. Bedi of the Punjab and Haryana High Court, when the latter visited the courts in connection with inspections on September 9, 2002. Instead of increasing the number of courts, the high court abolished one court of the sub-judge. The association, he said, has now written to the Chief Justice of the Punjab and Haryana High Court requesting him to sanction the constitution of two additional courts at Fatehabad so that administration of justice was not delayed.

Haryana Sanskrit Akademi honours

It was a day of reckoning for the Sanskrit scholars from across the state, who had gathered at Haryana Niwas to accept their due honour. At a special function hosted by the Haryana Sanskrit Akademi, three eminent scholars of the language were awarded distinctions of the highest order.

The first in line to be awarded was Dr Sudershan Dev Acharya, who walked away with the coveted Shri Maharishi Valmiki Award that carried Rs one lakh and a citation. Dr Sudhi Kant Bhardwaj was honoured with the Maharishi Ved Vyas Award that comprised Rs 15,000 and a citation. The award for the best literary creation in Sanskrit went to Mr Jagdish Chandra Shastri, who is celebrated as a master writer in the language that is fast losing its grip over us Indians.

As the award ceremony progressed about 150 Sanskrit scholars who were special invitees to the function graced by Ajay Kumar Chautala, Education Minister, Haryana,, Dr M.L. Ranga, Finance Minister, Mr Sampat Singh, Education Secretary Mr M.L. Tayal, among others, watched in awe. One after the other, and every speaker of the show, especially Dr Ranga, made sense in raising the vital issue related to restoration of Sanskrit’s original pride. A full-fledged Sanskrit Bhawan is in construction in the Mansa Devi Complex, where all the Haryana Akademi offices will be gradually shifted. Apart from this, Dr Chander Trikha, Director, Haryana Sanskrit Akademi, informed that the Akademi had published 300 books in Sanskrit. He added that 100 Sanskrit scholars had been honoured at various stages.

Dr Ranga called for simplification of Sanskrit text to make it easier for the common man. He added that children’s literature like Panchtantra, should be made available in Sanskrit so as to arouse interest in him. Dr Ranga also requested the scholars to redefine the syllabus of Sanskrit according to modern times.

Meanwhile, MP Mr Ajay Chautala, chief guest for the function, said that he would make all the required efforts to pursue Dr Acaharya’s request of establishing a Sanskrit University. Mr Chautala’s assurance got further weight when Finance Minister Mr Sampat Singh said that financial constrains would not be allowed to mar the implementation of this noble idea.

DGP oversees ‘Operation Jagrook’

Mr M.S. Malik, Director-General of Police, Haryana, carried out a surprise checking of the police stations and police posts in Panchkula district last evening to test the police operational and administrative efficiency and the effectiveness of the recently launched “Operation Jagrook”.

“Operation Jagrook” has been launched to maintain peace and order in view of the forthcoming Independence Day. While inspecting various spots, Mr Malik also asked about the well-being of the police personnel posted in police stations and police posts. He directed them to enlist maximum public support to enforce community policing for prevention and detection of crime in their jurisdiction.

During his inspection, he found the staff posted in police post Mauli and Barwala more alert. All of them will be rewarded with CC-I and cash awards. Seeing the pathetic condition of the tents pitched in Mauli and Barwala, the DGP directed the Inspector-General of Police, Ambala Range, and the SP, Panchkula, to arrange for the immediate replacement with temporary huts of asbestos sheets. He also directed the SHO, Raipur Rani, to make a breakthrough in the recent highway robbery and strengthen nakas and patrolling in the area.

Mr Mewa Singh today met the Superintendent of Police, Yamunanagar, Mr Rajinder Singh, along with residents of his native village, Panjeto, and told him that policemen from the Thana Chhappar police station came to their village yesterday morning to arrest Navneet, who was already in jail. When villagers enquired about the reason, they were told that Mr Chetan Singh, father of the girl had lodged a complaint that Navneet had fired at him while he was going in his car. The villagers informed the police that Navneet was already in jail and there was no way he could have fired at Mr Chetan Singh.

The SP has ordered an inquiry into the matter. Earlier, on a complaint of Mr Chetan Singh, a case was registered on July 29 under Sections 363, 366 and 120B of the IPC against Navneet Singh for allegedly luring his daughter and eloping with her.

Cong padyatris reach Hisar

More than 500 Congress workers, led by former Rajya Sabha member Ramji Lal, who are on the Kranti jyoti padyatra, arrived here today from Adampur.

The padyatris were received on the outskirts of the city by local Congress legislator Om Parkash Jindal. Addressing the partymen, Mr Jindal said corruption was the hallmark of central and Haryana governments.

The padyatris marched in a procession through the main markets of the town. They would stay here overnight before leaving for Hansi, about 25 km from here tomorrow.

Repeated fighter aircraft crashes in Ambala coupled with Defence Minister George Fernandes’ MiG-21 flight has prompted an arts teacher to reproduce a MiG model in a bottle.

Mr B.R, an arts teacher at Army School (cantonment), has made the grey MiG model look like the real aircraft, complete with aerodynamic wings and a sharp nose.

Mr Baldev Rajan said he was assisted in his endeavour by Santosh. “The artist within me felt deeply about the MiG-21 fighter aircraft crashes and I decided to give vent to my feelings through these unique models,” he said.

He said there was no cutting on the glass bottle. “We had to put in a lot of effort to ensure that the model fit in the bottle,” he said, adding that “we use any liquor bottle. I have used a McDowell bottle, a Bagpiper bottle and even a quarter gin bottle. I have learnt this art myself.”

Mr Rajan, who is known for his oil paintings, said besides the MiG model, he had put a ship, “charkha” and an artillery gun in the bottles. “We have to use ingenuity in preparing these models,” he said. “Each model takes about three to four hours to prepare. The ship model, however, took longer,” he said.

The MiG model was made by using wood pieces and M-Seal while a sewing needle was utilised for preparing the aircraft’s nose. Similar things were used for the ship model. For the artillery gun, he used a pen and an eraser while for the “charkha” ice-cream spoons, thread and refill were used.

He is now planning to make a helicopter model.

SC order: 311 seats fall vacant

Haryana State Election Commissioner T.D. Jogpal said here today that the process for filling 40 seats of panch, 12 of sarpanch, 16 of panchayat samiti member and three of Zila Parishad member had been set in motion.

These 311 seats fell vacant when their incumbents were disqualified following the apex court order upholding the disqualification of elected members of panchayati raj institutions in Haryana for violating the two-child norm.

The press note said wardwise draft lists of voters would be prepared by the respective Deputy Commissioners between August 20 and 29. The draft lists would be published on August 30 for inviting claims and objections. The voter lists would be finally published on September 19. The qualifying date for revision of the voter lists was January 1, 2003.

10-year jail for smuggling poppy

Additional District and Sessions Judge R.K. Sondhi today sentenced a person to 10 years’ imprisonment and fined him Rs one lakh for smuggling poppy. The other accused in this case were acquitted by the learned judge giving them the benefit of the doubt.

According to the prosecution, the police had received a tip-off that three persons were sitting on stacks of poppy husk bags waiting for a vehicle near a bridge at Nangal village on December 2, 2000. The police arrested three persons with 220 kg of poppy husk.

The court acquitted Sukhdev Singh and Teja Singh giving them the benefit of the doubt and pronounced sentence on Jasgir Singh.

The Yamunanagar police has solved two blind murder cases with the arrest of three persons today. Maha Singh, who was worked as a superintendent in the Deputy Commissioner’s office here, was murdered on April 23 at his residence while on January 5 a half-burnt body was found opposite the Jagadhri bus stand.

The SP, Mr Rajinder Singh said the police has arrested Sagir Mohammad, a resident of Rajesh Colony, Ashu, a resident of Roopnagar, and Goldy of Gandhi Dham, all from Jagadhari. The SP said the accused, Sagir Mohammad revealed that he along with Ashu and Goldy had murdered Maha Singh. He said all of them had gone to Maha Singh’s house to loot money.

The SP said earlier Sagir Mohammad and Ashu admitted that they had killed Charanjeet Yadav on the night of January 5.

B.Ed through correspondence for varsity teachers

Kurukshetra University has decided to start the B.Ed. course through correspondence from the coming academic session for the teaching staff.

Dr A.K. Chawla, Vice-Chancellor, Kurukshetra University, said this while talking to reporters here yesterday. The number of seats for the course would be 500. He said it had been decided to discontinue casual admissions.

Nain appears in court

Ambala, August 12
The BKU chief Mr Ghasi Ram Nain, and 17 BKU activists appeared in the court of the Additional Sessions Judge, Mr Sanjeev Kumar, today. The police had registered a case against Mr Nain and the BKU activists on November 25. The judge adjourned the hearing for August 20. Two leaders of the BKU, Mr Fatheh Singh Fatua and Mr Guni Prakash, had been brought from a Sonepat jail to appear in court. OC
