Mr Kuldeep Bishnoi, a former MLA and son of Haryana Congress chief Bhajan Lal, today demanded that the Chautala government issue a White Paper on the number of government employees rendered jobless either through abolition of posts or winding up of boards, corporations and government departments.

Town, Country Planning Minister takes officials to task

Several erring employees of different government departments received a dressing down from Mr Dhirpal Singh, Town and Country Planning Minister, who chairs the District Grievances Panel. Officials of the Excise Department came under fire for their failure to check illegal sale of liquor from shops in Panihar Chak and Mattersham villages.

Lok Adalat settles 26 cases

At least 26 cases were settled and Rs 37.38 lakh were awarded as compensation at a Lok Adalat here today. The Punjab and Haryana High Court Judge, Justice B.K. Bali said the reason behind the pendency of cases was insufficient strength of judges in judiciary.

Varsity to be developed on pattern of Nalanda

The Haryana Government has decided to Develop Devi Lal University in Sirsa on the pattern of ancient Universities of Nalanda and Takshila, which had enjoyed world-wide fame for providing exceptional education and were sought after by many foreign students.

Bishnoi: 60,000 rendered jobless by Chautala govt

Mr Kuldeep Bishnoi, a former MLA and son of Haryana Congress chief Bhajan Lal, today demanded that the Chautala government issue a White Paper on the number of government employees rendered jobless either through abolition of posts or winding up of boards, corporations and government departments.

Addressing party workers before flagging off the Congress Kranti Jyoti at his hometown Adampur, near here, he said the Chautala government had rendered more than 60,000 empoloyees jobless without giving them alternative employment or adequate compensation in the name of rationalisation and savings. This number far exceeded the jobs doled out by the government during the past four years.

He said the White Paper was necessary to nail down the lies being perpetrated by the Chief Minister about providing thousands of jobs to the unemployed. The Chief Minister, he said, had been even misinforming the legislature about the job situation in the state.

Mr Bishnoi demanded the immediate payment of compensation to farmers whose crops had been destroyed or damaged by the recent heavy rains in the district. He said there were unprecedented rains during the past month which had also damaged houses in several villages. None of the rain-affected people had been paid any compensation by the government so far.

Alleging that the Chief Minister and his two sons had been selling government land at throwaway prices to their henchmen, Mr Bishnoi said land worth crores had been squandered away so far.

Chautala tries to placate students

The Haryana Chief Minister, Mr Om Prakash Chautala, today tried to placate the protesting students by announcing some ambitious plans for the new university at Sirsa named after his late father Devi Lal.

He said that the new university would be the first fully computerised university in the country. Mr Chautala added that all the colleges affiliated to Devi Lal University would have computer connectivity. Information regarding admission, entrance tests, registration and results of the colleges would be made available online. All colleges attached to the university would have access to its website and the best of books would be available to students.

Significantly, the university has sparked off protests by the students on the issue of dis-affiliation of their colleges from Kurukshetra University and MDU, Rohtak. The Students Federation of India (SFI) observed a state-wide strike in the colleges yesterday to oppose the state government’s step.

The protests had earlier forced the government to leave out colleges of Mahendragarh district from the jurisdiction of the university. However, reports of students protests were pouring in from Bhiwani and Jind districts, where students were unhappy for clubbing them with a university located at Sirsa which was at a greater distance from MDU and KU, respectively.

Come Sept and Yamuna unleashes fury

September is the worst month for floods in the Yamuna. According to statistics collected by The Tribune, September 3, 1978, was the day the entire region cannot forget. The Yamuna had swollen to 7, 09, 239 cusecs of water which affected hundreds of villages of Yamunanagar. A red alert was raised even in Delhi.

Various departments connected with anti-flood arrangements all over the country heave a sigh of relief with the onset of September as all major rivers start receding. But Yamunanagar issues a red alert to its staff as it is aware that all major floods in the Yamuna have occurred in September.

During September the catchment area of the Yamuna falling in Himachal Pradesh gets excess rainfall. The Tajewala Headworks starts overflowing. The Irrigation Department is left with no option but to release excess water into the river which in turn plays havoc with the life of villages falling in Chhachhrauli and Radaur tehsil in Yamunanagar district. However, since the Irrigation Department can utilise only up to 16,000 cusecs of water for its canals, it is left with no option but to release the excess water into the Yamuna.

In the past 130 years the highest amount of water was released 25 years back on September 3, 1978.

On September 25, 1988, 5, 75,522 cusecs of water was released. On September 5, 1995, the quantity was 5,36,300 cusecs. On September 3, 1998, it was 5,25,000 cusecs on September 29, 1924, 3, 28,269 cusecs and on September 29, 1947, 3,27,660 cusecs.

Even in October, 1955, 3, 26, 715 cusecs of water was released from the Tajewala headworks.

But September 3, 1978, was disaster day for the residents of villages adjoining the Yamuna.

Mandewala bedbars in Yamunanagar district where the state government has spent lakhs of rupees was washed away this year also due to the non-cooperative attitude of the district authority of Saharanpur. Villagers of this area apprehend that if preventive measures are not taken in time September could be a very dangerous month this year also.

Mr Vijayendra Kumar, Deputy Commissioner, Yamunanagar, claimed that appropriate arrangements had been made to face any eventuality. He said all officials concerned had been directed to be more vigilant. He said Rs 84 lakh had been spent in Yamunanagar district this year by the state government for flood protection.

The Deputy Commissioner further stated that rainfall this year had been adequate in the month of June/July. This rainfall was very beneficial for the farmers of the region and there was every likelihood of a bumper crop. Mr Vijayendra Kumar said Rs 23.47 lakh was spent in Karera and Lal Chhappar villages for flood protection measure and Rs 17.95 lakh was spent on two bridges at Cahutang Nalah in Sukhdapur village and Kanheri Khurd.

2 Akali groups to merge in Haryana

The state units of the Shiromani Akali Dal (SAD) and the Sarv Hind Shiromani Akali Dal (SHSAD) in Haryana today decided to merge in wake of the unity forged between SAD President Parkash Singh Badal and SHSAD President Gurcharan Singh Tohra.

At a meeting of the two units of the Akali factions at Gurdwara Nim Sahib here today, Mr Sukhdev Singh Gobindgarh was unanimously elected as the president of the unified state unit of the Akalis. Besides, Mr Didar Singh Habhri was elected as chairman (elections) and Mr Kartar Singh Takkar as chief general secretary of the unified Akali Dal.

Stating this to TNS, Mr Takkar said the three party leaders had been authorised to form an 11-member working committee of the party in consultation with senior leaders of both Akali factions.

Meanwhile, sources in the unified Akali Dal said names of Jathedar Surjit Singh Darar as senior vice-president, Mr Manjit Singh Khalsa as general secretary and Mr Sahib Singh Kaithal as vice-president were proposed at the meeting.

Meanwhile, a unity move has also been initiated between the youth wings of both factions. Tejinder Singh Ladwa is among the front-runners for the post of the president of the unified unit of the Youth Akali Dal.

The Akali leaders also decided to hold a formal meeting of the SAD on September 4 at Pinjore, which would be chaired by Mr Sukhbir Singh Badal. “The working committee of the SAD will be announced before this meeting, formally declaring unity between the factions”, said Jathedar Darar.

Town, Country Planning Minister takes officials to task

Several erring employees of different government departments received a dressing down from Mr Dhirpal Singh, Town and Country Planning Minister, who chairs the District Grievances Panel.

Officials of the Excise Department came under fire for their failure to check illegal sale of liquor from shops in Panihar Chak and Mattersham villages. The minister said complaint registered by aggrieved villagers was genuine and if the sale did not stop, the officials concerned would have to face disciplinary action.

He also directed the immediate transfer of a forest guard for falsely implicating a villager in a case of illegal felling and theft of trees. In another case, the minister warned officials of a bank for not disbursing a sanctioned loan of Rs 60,000 to a farmer. While ordering immediate payment of the amount, he said if this was not done, the officials would be dealt with sternly.

The minister took a serious note of the failure of the Dakshin Haryana Bijli Vitran Nigam officials to provide electricity poles in the New Mahavir colony.

A delegation of women from this colony had met the minister during the last meeting of the panel.

Panel to monitor crop insurance scheme

The Haryana Government will constitute a committee for supervising the implementation of crop insurance scheme in the state.
Stating this here today, an official release said the committee would be headed by Principal Secretary, Agriculture, and include as members Secretaries of Cooperation and Finance Departments, Registrar, Cooperative Societies and representatives of the Ministry of Agriculture as well as of NABARD, the RBI and other banks.

At a meeting here yesterday, which was attended by the Chief Minister, Mr Om Prakash Chautala, a presentation on the crop insurance scheme was also made by Mr K.S. Bhoria, Principal Secretary, Agriculture. Mr Chautala was of the view that the scheme would give comprehensive cover to the farmers against all kinds of risks involved in agricultural production.

All food crops, including cereals, millets, pulses and oil seeds as well as other commercial and horticultural crops, were likely to be covered under the scheme, the release said.

Lok Adalat settles 26 cases

At least 26 cases were settled and Rs 37.38 lakh were awarded as compensation at a Lok Adalat here today.
The Punjab and Haryana High Court Judge, Justice B.K. Bali said the reason behind the pendency of cases was insufficient strength of judges in judiciary.

While inaugurating the 53rd Lok Adalat at Sessions Court complex he said a few years back a committee was constituted to study the cause of delay in the decision of court cases.

It had recommended to increase the number of judges by five times. But due to financial constraints implementation in this regard could not be effected. He said only 0.5 per cent of the budget was spent on judiciary.

He said around 50 to 70 per cent of cases lying in the court could be settled through Lok Adalats. He added that Lok Adalat was a common platform where judiciary, police and administration worked together.

The president of the Ambala District Bar Association, Mr J.S. Kohli and the president of the Ambala Cantonment Bar Association, Mr Davender Bansal, also spoke on the occasion.

The District and Sessions Judge, Justice J.P. Jaglian, said Lok Adalat was a channel for providing speedy justice.

The Additional Sessions Judge, Mr B.M. Bedi, Mr R.K. Kashyap. Mr Sanjeev Kumar, Mr M.M. Sharma, Ms Ritu Tagore the CJM Mr Surya Pratap Singh and the District Attorney, Mr Samay Singh Chahal, were also present.

The Haryana Government has decided to Develop Devi Lal University in Sirsa on the pattern of ancient Universities of Nalanda and Takshila, which had enjoyed world-wide fame for providing exceptional education and were sought after by many foreign students.

Chief Minister Om Prakash Chautala, while inaugurating the first academic session of B.Ed course in the National College of Education here, said Devi Lal University would be made the first fully computerised university of the country.

The Chief Minister said all colleges affiliated with the university would have computer connectivity.

The information regarding admission, admission forms, entrance tests, registrations and results of the college would be made available through computers, he said. —PTI

1 dies in mishap

Fatehabad, August 9
Tek Chand was killed while his son Bhajan Lal injured when the tractor on which they were travelling was hit by a vehicle near Daryapur village in the district.

Tek Chand and Bhajan Lal weregoing to their village, Daryapur last night when the vehicle belonging to the Excise and Taxation Department, hit the rear tyre of the tractor. The tyre bursted and Tek Chand fell on the road and died on the spot. The driver of the vehicle, Jai Parkash, has been booked.
