Cong to support Mulayam govt from outside, Sirsa, August 30 Ms Selja said the Congress would not join the government in the state while it had not decided yet about its alliance with the BSP in other states. She added that the Congress high command would take a decision according to circumstances, keeping in view the interests of the party. The former Union Minister said the sammelan was an effort to take action on the resolution taken at Shimla. The Congress was conveying to Dalits that the pro-Dalit schemes launched by the Congress governments were being abandoned by non-Congress governments to cater to the interest of capitalists. Replying to a question, she said the Congress had initiated liberalisation with a human face. She said India had vast human resources. The Congress was in favour of reservation for oppressed classes in the private sector, she added. Criticising reduction in budgetary allocation to the education sector, she said the Congress wanted to make a provision to the tune of 6 per cent of GDP for this sector. This would include adequate provisions for meritorious students’ loans and scholarships, she added. Later, addressing the sammelan at Kalanwali village, she elaborated on the affect of corruption on the poor and backward sections. She said the Congress had devised policies for their uplift, but due to rampant corruption, the pace of development had been hampered. She called upon the gathering to fight against corruption. |
College teacher gets clean chit, girl indicted Hisar, August 30 Mr Jain, who was appointed an inquiry officer, in his report to the College Managing Committee president gave Dr Manav a clean chit and instead indicted the girl for conspiring with her parents to implicate the teacher. The girl student had complained that the teacher, finding her alone in his room tried to outrage her modesty by the use of force. Mr Jain after recording evidences and examining the witnesses, in his report interalia said in his opinion no incident of the type as alleged by the complainant had at all taken place. The report said the complainant remained absent from classes and was running short of the attendance. The teacher had declined to oblige her to mark ‘present’ in the attendance register. “This was the main reason behind the complaint against the teacher,” the report added. Mr Jain in his findings said “the complainant had conspired with her parents to involve Dr Manav in the present filthy matter even though the slush fell on her also which was an inevitable consequence of her allegation". —

New compounds can enhance fuel efficiency, Karnal, August 30 After attending the 28th International Conference on Solution Chemistry held at the University of Debrecen (Hungary) from August 23 to 28, Dr Bhardwaj returned here early this morning. He was the lone scientist from India at the conference, which was attended by scientists from 67 countries. Talking exclusively to TNS, he claimed that his research could benefit the petroleum industry, helping them improve the quality and efficiency of the fuel. "Alcohol is the sole blending agent used in gasoline today, but these new compounds have opened the doors for making fuel which will produce less pollutants," he claimed. The young scientist, who is a lecturer at the local Dayal Singh College read his paper on 'Excess Molar Volume and Viscosities of Binary Liquid Mixtures' on August 24. He was earlier awarded a prestigious summer research fellowship by the Indian Academy of Science, Bangalore. The Tata Institute of Fundamental Research had appointed him as an honorary academic adviser in the international chemistry Olympiad organised in 2001. His interest lies in the field of thermodynamics. The research could be applied in fields of petroleum, paints, and pharmaceutical industries. Dr Bhardwaj had carried out his research at the college laboratory. "The management of the Dayal Singh College has extended all possible help by providing the required infrastructure to make my dreams come true", he said. |
Package sought to pay sugarcane arrears Panchkula, August 30 The minister also said that the sugarcane package announced by the Centre recently had imposed certain conditions on different state governments. The package was actually a type of loan that would be recovered from farmers along with interest. Mr Sampat Singh also criticised the condition laid down by the Central Government to wind up the State Price Commission. He said it was against the interests of farmers since no state government would be able to fix the sugarcane price on its own. “The Centre has also asked the government not to waive the loans of small drought-hit farmers. The Haryana Government had also taken up this issue with the Central Government”, the Finance Minister said. He said the state had given Rs 380 crore to the Central Government as cess on petrol during the last year whereas it received only Rs 22 crore from Central Government for maintaining of national highways. The Central Government has to pay half the cost of maintenance of national highways, the minister said. |
DCs, SPs to attend conference Chandigarh, August 30 The conference, with the Chief Minister, Mr Om Prakash Chautala, presiding over it, used to be a routine affair, held once in every two months or so earlier. However, it became less frequent in recent time. The coming conference is being held after a gap of over four months and political compulsions believed to have prompted Mr Chautala to call the meeting for toning up the administration at the district level. The law and order situation in the state, an area which has attracted much criticism from the CM’s political rivals, will be a key issue in the conference, it has been learnt. Besides, electricity supply to urban and rural areas and the dues yet to be paid by villagers to the power sector and the progress of implementation of the assurances given by the Chief Minister in the course of the ‘Sarkar aapke dwar’ programme are reportedly among the items which are on the top of the agenda for the September 1 meeting. What must be worrying the Chief Minister is the stepping up of activities by leaders of the main opposition party, the Congress. Mr Bhajan Lal, PCC chief, has apparently finally started addressing specific issues as his recent visit to the Golden Temple showed. The visit was welcomed even by the Haryana unit of the Shiromani Akali Dal. Mr Bhupinder Singh Hooda, Leader of the Opposition in Haryana, is presently lying low because of health problems and a personal tragedy. However, the Assembly session, starting from September 9, may be the occasion for Mr Hooda to turn the heat on the government. The Assembly session will also witness Mr Randeep Singh Surjewala, President of the Indian Youth Congress who has expressed his desire to once again challenge Mr Chautala at the Narwana constituency and mobilise volunteers for holding demonstration on various issues. The conference is stated to have been convened by the CM to plug the loopholes in the administration and prevent alienation of people from the regime. |

He had further alleged “malicious filling up of vacancies in the school (run by society) with kith and kin of the managing committee in connivance with the District Education Officer”. He had alleged the results and “dwindled” and the strength had fallen from 1000 to 300. |

Lathi charge on students condemned Chandigarh, August 30 According to the press release, the Jind police's action shows that police in Haryana continues to abuse its physical and statutory powers to suppress the voice of the citizens, may it be farmers, government employees or students. It also shows that the Chautala-led government has no regard for democratic rights of the citizens who want to protest against steps adversely affecting their life and career. The PCC demanded immediate removal of police officers responsible for the action. It added that the state government should call the students for negotiation and settle the issue across the table. |
