Former IAS officer files case against Bansi Lal Chandigarh, September 2 The case was filed in the court of Mr Harbhajan Dass, Civil Judge(Senior Division), Chandigarh, through his counsel, Mr H.S. Awasthy, against Mr Bansi Lal, Mr Devinder Singh, the then Deputy Commissioner, Gurgaon; Mr Khushi Ram, the then S.P., Gurgaon; Mr J.S. Dabas, the then Estate Officer, HUDA, Gurgaon; Mr Ram Phall, the then DSP, Gurgaon; and the state of Haryana. The court issued notice to the respondents for November 3 next. Mr Malik alleged that in July, 1997, Mr Bansi Lal conspired with these officers to implicate
him (Mr Malik) in two false criminal cases, accusing him of stealing power supply for the club and streetlights of the HOPE Cooperative Housing Society of which Mr Malik was the President. He was also accused of getting illegal sewer connection for the society flats. Mr Malik, who had been the Commissioner and Secretary, Industries, alleged that Mr Bansi Lal abused his office to frame him in five false cases, which were found false by various courts. He said it was known to Mr Devinder Singh, who was a member of the society and had a flat in the society’s residential complex at Gurgaon, that the allegations levelled against
him (Mr Malik) were false and had no role or responsibility as the President of the society in the matter of power supply or sewer connections to the flats, which were given by HUDA officials, who were also members of the society. |
Sampat rebuts Cong charges Chandigarh, September 2 The “discrimination” against districts such as Rewari, Mahendragarh, Jhajjar etc, was taken up in a big way at a rally in Jhajjar held earlier this year which was organised by anti-Bhajan Lal leaders, including Mr Bhupinder Singh Hooda, Leader of the Opposition; Rao Inderjit Singh, Mr Raghubir Singh Kadian, MLAs, and others. While the Jhajjar rally highlighted the “stepmotherly treatment” allegedly meted out by the successive regimes to districts falling in southern Haryana, the “discrimination” against northern districts was the focus of a rally organised by the anti-Bhajan Lal faction at Kaithal subsequently. Mr Nirmal Singh, a former Revenue Minister of Haryana and a bete noire of Mr Bhajan Lal, talked about the “neglect” of northern districts at a press conference held here last month. This outburst attracted reaction from the Bhajan Lal camp as Mr Veeresh Shandilya, organising secretary of the HPCC, issued a statement here today, asking Mr Nirmal Singh to strengthen the hands of the PCC chief instead of criticising him. Congress rebels feel that such allegations enable them to nail both Mr Bhajan Lal, who had been the Chief Minister thrice, and Mr Om Prakash Chautala, the current Chief Minister, who is also a scion of one the most influential political families of the state. While Mr Bhajan Lal is accused of according a privileged treatment to Hisar district and Fatehabad, which was carved out from Hisar, Mr Chautala is charged with promoting his native district of Sirsa. For Congressmen from the southern districts, the lack of availability of water is the main grouse while those representing the northern districts are complaining that there has been no Chief Minister from their area so far. |
Sugarcane
payments by month-end Kaithal, September 2 This was stated by the Haryana Chief Minister, Mr Om Prakash Chautala, while addressing a gathering at Khurana village, near here, today. Mr Chautala assured the farmers that the government was aware of the problems being faced by them. He said the construction of the Sutlej-Yamuna-Link (SYL) canal would benefit the farmers of the state, adding that 7.50 lakh acres of additional land would be irrigated by the canal. He appealed to the people to pay their pending electricity bills. The Chief Minister appreciated the gesture of nearly 300 villagers who had paid their tubewell bills and called upon others to follow their example. He claimed that the government had made all possible efforts to solve the issue regarding the payment of pending electricity bills. He urged the farmers to pay their current bills and informed them that decision on their pending bills would be taken only after further directions were received from the High Court. Acceding to the demands of the village panchayat, the Chief Minister sanctioned grants for various developmental works. He announced the setting up of a 33 kv substation at the village at a cost of Rs 1.50 crore, besides other developmental works. Mr Chautala said the state Transport Department would add 500 new buses to its fleet during the current financial year. He said this after laying the foundation stone of bus stand to be built at a cost of Rs 5.50 crore in Kaithal. He said as many as 255 buses of Haryana Roadways and 56 buses of private transport cooperative societies would ply from this bus stand daily. |

3-month jail for manager Fatehabad, September 2 Mr Naveen Kumar, a resident of Delhi, had insured his Maruti Zen with the New India Insurance Company. In the year 2000 his car met with an accident and moved an application for a claim of Rs 3.50 lakh. The insurance company refused to make the payment. Mr Naveen Kumar moved to District Consumer Forum on June 21, 2001. The forum issued orders directing the insurance company to make a payment of Rs 2.50 lakh with interest at the rate of 12 per cent per annum. The forum also directed the company to pay court fees of Rs 500 to the consumer. The insurance company, however, did not make the payment within time. The consumer again approached the forum for the execution of the earlier decree. The company deposited a cheque worth Rs 3.26 lakhs in the forum on August 28. Finding the manager of the company guilty of contempt of court for not implementing the forum orders within the allowed time, the forum sentenced the manager of the Tohana branch of the company to three months imprisonment. |
Criminal
complaints filed against Ranbaxy, Okasa Chandigarh, September 2 Earlier, the department had filed a similar complaint against another well-known pharmaceutical company, Cipla. The companies against which the complaints were filed in a Panchkula court were Ranbaxy and Okasa. The Panchkula District Drugs Inspector, Mr Kamal Deep Dhawan, preferred two complaints under Sections 17(c) and 27(d) of the Drugs and Cosmetics Act, 1940, in the court of the Chief Judicial Magistrate, Mr H.S. Dahiya, accusing Ranbaxy and Okasa of over-charging consumers. The court has issued notices to the respondents for November 18. The complaint against Ranbaxy alleges that it marks Rs 26 as the maximum retail
price (MRP) on a strip of 10 tablets of STANHIST-10 (cetirizine dihydrochloride) while the company supplies the strip to its authorised dealers at Rs 2. The dealers further sell the medicine to retailers at Rs 2.45. But the consumers are charged Rs 26(local taxes extra), which is 900 per cent more than the price of the medicine. The company, the complaint alleged, was misleading the patients by printing an exorbitant MRP. Similarly, Okasa, Mr Dhawan alleged, was putting an MRP of Rs 25 on a strip of 10 tablets of Okacet (Cetirizine Hydrochloride), while it supplied the medicine to its retail dealers at Rs 1.94. Thus, the patients had to pay 1100 per cent more than the price at which the medicine should have been sold. Mr Dhawan said notices were issued to the two companies to explain the rationale behind the printing of an exorbitant MRP. While the reply of Okasa was not satisfactory, Ranbaxy did not reply despite several reminders. |

for jobs to poor Chandigarh, September 2 The spokesman said the department had launched a special campaign to absorb unemployed youths in the private sector. A website,
www.haryanajobs.nic.in, had been launched to facilitate applicants seeking employment in the private sector. The department had also set up separate bureaus at the district employment exchanges for employment in the private sector. |
Youth clubs to be honoured Chandigarh, September 2 A spokesman of the Haryana Sports and Youth Welfare Department said the selected youth and youth clubs would be given cash awards of Rs 3,000 and Rs 5,000. |

continue stir Jind, September 2 The agitating students threw stones and smashed windowpanes of the local government college. Thereafter they gathered near the local bus stand and the police had to resort to a mild lathicharge to disperse them. The police also had to deal with women students of the local Hindu Kanya Mahavidyalaya when they allegedly compelled the shopkeepers of the Mahavidyalaya area to shut shops to support their agitation. Meanwhile, student organisations have formed a Student’s Joint Action Committee to carry on the agitation. The committee announced that a district-level rally would be held at Jind on September 5. |

1 killed, 3 hurt in group clash Hisar, September 2 According to the police, Sujan Singh and his family members allegedly attacked Lal Chand and his son Moman Ram with sticks following a minor dispute. Lal Chand (65) succumbed to his injuries on the way to the hospital. Moman Ram, his wife Savitree Devi and Sujan Singh also received injuries. The Sadar police has registered a case in this connection. Meanwhile, a person died on the spot at Parijat Chowk here today when he fell down from his bicycle. Nand Lal, a local resident, was returning from the Civil Hospital here. As soon as he reached near the chowk he suddenly fell down from the bicycle and died on the spot. |
