Rao Narbir Singh’s property values over Rs 10 cr: VB Chandigarh, July 1 A spokesman for the bureau claimed that during investigation it had been revealed that the former minister owned property worth over Rs 10 crore. Rao Narbir Singh, who was arrested on June 25, has now been remanded in judicial custody after he spent four days in police custody. The spokesman said Rao Narbir Singh had purchased 20 acres from Mr Laxman Singh Punjabi of Guddar village in Mahendragarh district in the name of his relative, Mr Laxman Dass Ahir, of the same village. He had also purchased plot No. 77B, Sector 18, Gurgaon, from HUDA in the name of his brother-in-law, Naresh. The land had been rented out to Ranbaxy for its office. He had constructed a farmhouse on 13 acres situated on the Jaipur highway between Bilaspur and Dharuhera. He had another farm house on 10 acres in Teekli village in Gurgaon district. The spokesman said besides having benami shares in certain companies, the suspect had purchased land in Badshahpur village in the name of his brother-in-law. He also claimed that 12 other properties had come to the notice of the bureau during the course of inquiries held prior to the registration of the case against the minister for having assets disproportionate to his known sources of income. He further claimed that the former minister, members of his family and close relatives were getting over Rs 12 lakh per month as rent. He alleged that
Rao Narbir Singh had also acquired a big farmhouse near Pushkar Raj in Ajmer district of Rajasthan. He said Rao Narbir Singh purchased a part of plot No. 270, Civil Lines, Gurgaon, measuring 114 sq. yards from Mrs Sarla Ghaba in 1988. He purchased a part of the same plot from Mrs Tara Rani in 1995 and constructed a house on it. Among other properties listed by the spokesman as owned by Rao Narbir Singh were over 40 kanals in Gairatpur Bas, 250 kanals (in his wife’s name) in Salambha village, over 2 kanals near Dharuhera Chungi, Rewari, and plot No. 116, Sector 14, Gurgaon, measuring 350 sq. yards. The spokesman said it had come to the notice of the bureau that the former minister used his personal assistant and relatives as front men for acquiring property. Meanwhile, the bureau has arrested Mr U.S. Chadha, a former Executive Director of the Haryana Financial Corporation, in what has come to be known as the Sharan case. |

USA, Australia: Dalal Chandigarh, July 1 Mr Dalal, who was talking to newsmen here, said he would make the evidence public at an appropriate time or before an authority which would be willing to investigate his allegations and take appropriate action against the Chautalas. He said he would meet the Union Home Minister, Mr L.K. Advani, soon to demand a CBI inquiry into the assets held by the Chautalas abroad. Mr Dalal made the allegations against Mr Chautala like the Punjab Chief Minister, Capt Amarinder Singh, had done against the then Punjab Chief Minister, Mr Parkash Singh Badal, when the former was in the opposition. Mr Dalal said he had written a letter to the Haryana Governor, Babu Parmanand, pointing out how industrial plots were being allotted in the state to relatives and favourites of Mr Chautala. He alleged that the Haryana State Industries Development Corporation (HSIDC) had
allotted plot No. 657, Udyog Vihar, Phase-V, Gurgaon, to Ms Anjali, who was a daughter of the Chief Minister. Similarly, plot No. 421 in Gurgaon had been allotted to Mr Krishan Kumar, PA to Mr Badal. Mr Dalal said the government should issue a white paper giving details of plots allotted by it or its agencies. He said a CBI inquiry should be held into these allotments and action taken against the guilty. |
Governor sends back proposal on KU Registrar Chandigarh, July 1 Official sources said a proposal regarding the appointment of Mr J.S. Kadiyan, Controller of Examinations, Kurukshetra University, who is also holding charge as the officiating Registrar, as Registrar was sent back by the Governor to the authorities yesterday with the advice that the proposal might be reconsidered. The sources added that a controversy over the leakage of examination papers of the university sometime back could have led to the Governor’s decision. A three-member committee of the university initially probed the matter following which the case was referred to the police. The police made some arrests also in connection with the case. The sources said though Mr Kadiyan’s name did not figure in the investigations since he was the Controller of Examinations when the question papers were leaked out, the proposal for his elevation as the Registrar of the university had created ripples. While Mr Kadiyan’s temporary appointment as the officiating Registrar was done at the level of the Vice-Chancellor, the regular
appointment needed approval of the Chancellor of the university. Since Mr Kadiyan enjoyed the blessings of the Chief Minister, the Governor’s step could rattle Mr Chautala. |
Stir if HAU land is sold, says Bhajan Hisar, July 1 In a press note issued here today, he said the party would submit a memorandum to the Governor, Babu Parmanand, in this connection soon. If the move was not stopped immediately, the HPCC would go ahead with the statewide agitation. He said the university had recently decided to sell 179 acres at nearby Gangwa village to overcome its budget deficit. The university had also decided to construct shops along the Rajgarh road here. Mr Bhajan Lal said it was a conspiracy to benefit Chautala supporters. The government had also sold or transferred the university land at Gurgaon, Delhi, Rohtak and Sirsa to his supporters, he alleged. He said, on one hand, the Chief Minister, Mr Om Parkash Chautala, was claiming that the government had sufficient funds for development, while, on the other hand, the government was forcing a leading agricultural institution of the country to sell its land to meet the budget deficit. He alleged that the government was also selling other public property without any said reason. The Congress would probe the matter if it came to power in the next Assembly elections, he said. |

Don’t prescribe costly medicine, doctors directed Panchkula, July 1 This order comes after the department had decided to provide generic medicines (the name of salt, not brand) at reasonable rates to patients in the government set-up. The order, which entails that the doctors will prescribe generic medicines, wherever possible, will come into force from July 7.
Now going a step further in bringing down the price of branded medicines, various Civil Surgeons in the state have been asked to direct doctors in government hospitals, dispensaries and clinics in each district to prepare a comparative rate list of various branded medicines (for ailments where the generic salts of medicines are not available). Once this list is finalised, government doctors will be asked to prescribe the cheapest substitute of these branded medicines. The order comes in the wake of complaints of a nexus between doctors and pharmaceutical companies received by the Health Department. This nexus resulted in doctors prescribing particular brands of medicines, which got them commission from pharmaceutical companies, but proved to be heavy on the patients' pockets. It maybe noted that medicines worth Rs 800 crore are sold in the state each year. “Of the total medicines sold in the state, the sale of generic medicines is a meagre 5 per cent. With branded medicines occupying a major share in the market, the benefit to the patient can be reached only if he buys the cheapest substitute of the salt. Thus, we have come up with the policy of framing a list of the cheapest branded medicines and then prescribing these,” informs Commissioner, Health, Mr Raj Kumar. He promises that the list to be prepared by doctors will be exhaustive and include most medicines for common ailments. The Commissioner says that a similar procedure for surgical equipment is also being adopted. The state president of the Haryana Civil Medical Services (HCMS) Association, Dr Ravinder Mathur, when contacted by TNS, said that the association had agreed to the proposal. “The idea is to prescribe the cheapest and best medicine for the benefit of poor patients and not to promote or discourage a particular brand,” he clarified. Meanwhile, it is learnt that the Haryana Chemists Association has submitted a specified price list of 215 generic medicines to the department. This price list is now final and will be applicable all over the state and chemists will not be able to sell these medicines at rates higher than those specified in the list. |
HCS officer remanded Sirsa, July 1 Gaur was arrested on June 27 from a busy shopping centre in Karnal by the Sirsa police under Sections 420, 467, 471 and 120B of the IPC for committing irregularities. According to reliable sources, the police has so far succeeded in accessing property worth Rs 61 lakh belonging to the officer in Karnal, which includes a bungalow and a plot. Earlier, when Gaur was posted in Sirsa, complaints of irregularities against him were received, on the basis of which the then Additional Deputy Commissioner had sealed the record in the local HUDA office after conducting an inquiry into the case. The Chief Administrator of HUDA found him guilty. Illegal construction on land marked for a public toilet in the local mandi carried out during the tenure of Gaur was subsequently demolished by the district administration. |

remand Ambala, July 1 Duty Magistrate
N.K. Singhal remanded Ugra Sain Chadha to police custody for four days. Mr
Chadha, a former Executive Director in HFC, was arrested by the Vigilance Bureau sleuths yesterday in Chandigarh. Counsel for Mr Chadha said that an enquiry into the allegations had been held by a retired Sessions Judge, who had submitted a 73-page report. He said that except for the misuse of telephone, the allegations were found to be baseless. He said that Mr Chadha was reinstated. Thereafter, on March 31, 2002, he retired from service. “The case against Mr Chadha was filed after his retirement. Incidentally, an enquiry was conducted by vigilance officials and nothing had been found against Mr Chadha. Another FIR was lodged on the same allegations and subsequently, a cancellation report was filed by the police,” counsel said. Counsel stated that Mr Chadha was asked to come to the Vigilance Bureau office. “Mr Chadha went to their office in good faith and thereafter, he was arrested. He has undergone by pass surgery and no records are available with him,” counsel stated. Regarding senior IAS officer Ajit Mohan Sharan, counsel for Vigilance Bureau stated that they have to examine 37 files out of which 12 files have been examined. A report of the Comptroller and Auditor General was presented in court. Counsel said that the CAG report points out irregularities in HFC. |

Fee for technical courses notified Chandigarh, July 1 Informing this here today, an official spokesman said the fee would include development fund. The fee would be Rs 40,000 for BE/B.Tech, Rs 32,000 for B. Arch, B. Pharmacy and BHMCT. It would be Rs 30,000 for MCA and MBA. The fee would be Rs 15,000 for diploma programmes including fashion designing and technology, pharmacy and MLT. The fee for diploma in hotel management and catering would be Rs 30,000 and for diploma in library science, MOP, management, it would be Rs 10,000. He said the fee structure had been notified in pursuance of the guidelines issued by the AICTE, state-level fee committee, and judgement of the Supreme Court in the TMA Pai Foundation case. He said as per the guidelines, the fees included all components, including salary of staff, maintenance of laboratories and workshops, cost of acquisition of books, journals, etc. Regarding hostel fee, he said a single seater room would cost Rs 3,600 per annum, double seater Rs 2,400 and triple seater, Rs 1800. The hostel fee excludes water and electricity charges which would be charged on actual basis. He said as far as fee structure of government or government-aided engineering colleges are concerned, it would be Rs 9,000 for engineering and technology at CR State Colleges of Engineering, Murthal, and Rs 7,200 for B Arch at the same college. It would be Rs 40,000 for all courses at the YMCA Institute of Engineering, Faridabad, Rs 9,000 at Devi Lal Memorial Engineering College, Paniwala Mota, and Rs 3,000 for government and government-aided polytechnics. |

in land dispute Jind, July 1 In two separate accidents in Safidon Subdivision three persons were reportedly killed today. According to the information available here Jarnail Singh and Sahib Singh were injured seriously when the cycle they were riding was hit by a Jeep near Aftabgarh village. Both reportedly died on way to a hospital. In another accident at Safidon town tractor driver Vijender was killed on the spot after the tractor which he was driving hit by a canter. The police has registered a case. |
Girl dies of burns Fatehabad, July 1 In another incident, Bahadur Singh (58) was reportedly killed by some persons last night while he was sleeping outside his house at Kirdhan village. The assailants used a lathi to hit him on the head. The police has registered a case. In yet another incident, Jai Singh (25) died after consuming pesticide in an inebriated state. |
