MBBS, BDS counselling put off Rohtak, June 23 With the Dental Council of India (DCI) having already refused permission to admit 60 students to the BDS course this year on account of certain deficiencies in infrastructure facilities and violation of DCI regulations in appointing Brig S.C. Anand (retd) as Principal (head of the institution) who has already crossed the age of 66 years, all eyes are now set on the scheduled inspection by the Medical Council of India (MCI) of the PGIMS, Rohtak, on June 26 and 27 because of the ongoing controversy regarding eligibility of its Director, Maj-Gen Virender Singh (retd). As a consequence, the counselling for MBBS/BDS admissions in Haryana scheduled for June 26 and 27, has been postponed. The counselling will now be held from July 1 to 3. Brigadier Anand was appointed Principal of the local dental college for two years on June 5, 2001, with the condition that his designation would be Chief Executive Officer of the college beyond June, 2002, when he crossed the age of 65 years. Needless to say that there is no such sanctioned post of Chief Executive Officer in the college. However, the main problem cropped up this year when Brigadier Anand was given extension in June beyond the age of 66 years. It is a well-known fact that neither the Dental Council of India nor the Medical Council of India recognise any teacher, professor or Principal beyond the age of 65 years. The government seems to have been misinformed and extension recommended knowing fully well that the Dental Council of India would not accept Brigadier Anand either as professor or as Principal at this age. The Dental Council of India has now put its foot down and refused to grant permission to extend admission of 60 students to the BDS course. The controversy regarding the eligibility of Maj-Gen Virender Singh as Director, PGIMS, Rohtak, has been continuing ever since his appointment in April, 2002. As per MCI regulations, the incumbent should have a recognised postgraduate medical degree and 10 years teaching experience in a medical college/institution (out of which five years should be as professor). Maj-Gen Virender Singh’s postgraduate degree is reportedly not recognised by the MCI till date and he also does not have the requisite teaching experience as professor. Looking into the above circumstances and the Dental Council of India’s decision, the PGIMS administration has been hesitant (rather reluctant) this year to get itself inspected for 150 admissions, including 35 students transferred from Agroha in 1999. It was only after the MCI wrote strongly on June 12 that the inspection has now been fixed for June 26 and 27. |
Haryana online lottery in jeopardy Chandigarh, June 23 Talking to TNS on the phone from Mumbai today, Mr Ram Yadav of the Orbit group who has been handling the on-line lottery project in his capacity as the General Manager (Projects), said they had already served an ultimatum on the state government to modify certain “contradictory clauses” of the agency agreement. Mr Yadav said he had told Mr S.P. Thakur, Director, Haryana Lotteries, that in case the state government was not prepared to modify these clauses, it could finalise a deal with some other company. Mr Yadav claimed it would be impossible for Haryana to find any other company ready to accept the agreement prepared by the state government. Explaining the anomalies in the agreement, Mr Ram Yadav said in clause number 19(d), the bidder had been asked to furnish a bank guarantee equivalent to 25 per cent of the minimum assured fee for a year. The state government could adjust any shortfall in payment to be made by bidders during a quarter from the bank guarantee. The agent would have to immediately furnish to the government a bank guarantee equal to the amount which had been encashed so that the bank guarantee always equalled 25 per cent of the assured fee. In clause number 19(e) an agency fee had been proposed which too would have to be paid in advance. Mr Yadav said these two clauses with almost the same objective would impose a cumulative burden on the bidders and had the potential of making the project unviable. State government officials were initially not able to take any decision on the Orbit group’s request for modification of these clauses. However, the government recently informed the Orbit group that it would not be possible to modify the draft agreement. “We told them that in that case it would not be possible for us to go ahead with the project”, Mr Yadav said. Meanwhile, a high-powered meeting chaired by Chief Minister Om Prakash Chautala took place here on Friday to review the progress of the on-line lottery project. According to a source, one of the options considered was whether a tax rebate could be provided to the lottery operators. Officials, however, said it would be difficult to give shape to such a move since it could attract lawsuits from other operators who had failed in the bidding. “It looks like that the state government will have to invite fresh tenders to get the on-line project going,” an official said. The Orbit group was chosen on April 9 after examining proposals from a number of parties. The operator was supposed to arrange a bank guarantee of Rs 5 crore within a month and enter into a formal agreement with the state government. |

Chautala plans ‘Bharat darshan’ Chandigarh, June 23 According to informed sources, Mr Chautala plans to visit four states at the end of the first week of July, ostensibly to invite industry and trade to Haryana. The sources say Mr Chautala will reach Indore (Madhya Pradesh) on July 7 on the first day of his five-day tour. Next day he will visit Raipur (Chhattisgarh). From July 9 to 11, he will visit Gujarat. Starting from Ahemedabad on July 9, Mr Chautala will go to Vododra on July 10 and to Rajkot and Surat on July 11. He will conclude his tour by a visit to Mumbai in Maharashtra on July 12. The sources say during his tour Mr Chautala will meet representatives of the chambers of commerce and other trade organisations. Mr Chautala will be accompanied with the Urban Development Minister, Mr Subhash Goel and the Chairman of the Haryana Warehousing Corporation, Mr Niranjan Bansal, who is also the Chairman of the Beopar Cell of the ruling Indian National Lok Dal. The officers who will accompany Mr Chautala include the Managing Director of the Haryana State Industries Development Corporation, Dr Harbaksh Singh. Last year also Mr Chautala had gone on a “Bharat darshan” tour accompanied by Mr Goel and Mr Bansal. The sources say the July visit of Mr Chautala will be a “follow-up” of the earlier visit. Meanwhile, it is learnt that efforts are being made to revive the plans for Mr Chautala’s foreign visit also. |
HIGH COURT Chandigarh, June 23 In their petitions, Mr C.L. Soni and others of Faridabad alleged that HUDA authorities, instead of considering their claim for purchase of property in terms of the policy, were seeking their eviction. Giving details, counsel had added that as per the policy the lease-holders were to be given an option of purchasing the property, or vacating it after five years from date of “original lease”. The property was to be offered at reserve price fixed after auction in case the lease-holders wished to purchase the property. Taking up the petitions, Mr Justice Hemant Gupta of the High Court stayed their dispossession. Issuing the directions, Mr Justice Gupta also fixed July 1 as the next date of hearing in the case. Seeking directions to HUDA and two other respondents for considering their case, the petitioners had earlier claimed that they had taken the booths on lease in the Sector 28 shopping complex. Their counsel had submitted that the petitioners had made representations to the authorities seeking permission to purchase the booths in accordance with a policy issued by HUDA, but in vain. He had added that the respondents, without deciding their representations, were issuing 24-hour notices to the allottees. This, they asserted, was being done in an illegal and discriminatory manner. |

Cong claims credit Chandigarh, June 23 In a telephonic talk with TNS, the All-India Congress Committee (AICC) Secretary, Mr Jai Kishan, who is in charge of the party affairs in Haryana, said the Congress had launched an agitation to highlight various grievances of farmers and other sections of society. However, Mr Jai Kishan said the Congress would not be satisfied unless Mr Chautala released all arrested farmers, including those who had been falsely implicated in sedition cases. |
Councillors want MC chief removed Fatehabad, June 23 In a memorandum to the Chief Minister, the councillors claimed that Ms Tuteja had lost their confidence. They threatened to resign if the government did not sack her. Ms Tuteja, however, has termed the allegations as baseless. The memorandum also alleged that the municipal chief’s husband had been interfering in the functioning of the municipal committee. Ms Tuteja claimed that she still enjoyed support while brushing aside the allegations of interference by her husband.
2 killed, 36 hurt in road mishaps Ambala, June 23 According to information, two persons were killed and six injured when a Maruti van overturned near Markanda village on the
Ambala-Jagadhri road this morning. Yogesh and Kukku died on the spot. The injured were taken to the Civil Hospital at Ambala cantonment. All the persons were going to Yamunanagar to attend a marriage function. In another incident, as many as 36 passengers were injured when a Haryana Roadways bus coming from Chandigarh to Ambala overturned after it collide with a Tata 407 vehicle on the Ambala-Chandigarh road, near Ambala city. Some of the injured were rushed to a hospital at Lalru. Shyam Lal and
Krishana, a couple of Sonia Colony, Ambala city, have been admitted in the hospital.

DSP, constable die in mishap Kurukshetra, June 23 Police sources said six persons were injured, four of them seriously, in the accident. The deceased were identified as DSP Tek Ram and constable Bhupinder Singh. Tek Ram was on his way to Chandigarh from Haryana Police Complex at Madhuban in Karnal district in a Haryana police Gypsy while the constable was travelling in a car from Patiala to Delhi with Punjab Youth Congress general secretary Sachin Sharma. Mr Sachin Sharma and three others in the car and two policemen in the Haryana police vehicle were among those injured. — PTI

Man involved in petrol station looting held Ambala, June 23 Talking to mediapersons here today, the Superintendent of Police, Ambala, Mr Hardeep Singh Doon, said that last month, three persons had looted the petrol station at Mohra at gunpoint. They had taken away cash from the attendant. He said that the case had been solved following the arrest of Rajender Singh, a resident of Qila Raipur, Ludhiana. “We have recovered the Bajaj Chetak scooter which was used in the incident. The scooter was stolen from
Doraha, Ludhiana,” he said. Mr Doon said that a countrymade .12-bore pistol along with four live cartridges had been recovered. “We are on the look out of two of his accomplices Pargat Singh and Ranjit Singh. Incidentally, Rajinder Singh had suffered a bullet injury in 1997,” he said. Another major case pertaining to the shooting of a cashier of Power Utilities in Ambala City has also been cracked. The three persons involved in the incident were nabbed by the Delhi police and were brought to Ambala on production warrants. Mr Doon said Jagbir Singh, a resident of Najafgarh in Delhi, had carried out a recce of the Power Utilities office. “Jagbir Singh realised that he would not be able to carry out the crime himself so he sought the help of Yogesh Kumar, a resident of Uttam Nagar, Delhi, and Bhupender Singh, a resident of Jhajjar,” he said. They stole a Maruti car from Sector 7. They then struck at the Power Utilities office. In another incident, a police party headed by DSP Uday Shankar raided a house in Sector 9 in Ambala City and nabbed three call girls. They also nabbed the man running the racket along with another

Live telecast of Gita ‘shlokas’ soon Karnal, June 23 The Minister was here to lay the foundation stone of a high-powered transmission tower to be built at a cost of Rs 11.50 crore. He said high-powered transmitters would be set up soon for telecasting DD-I and DD-II programmes from the Hisar Doordarshan Kendra. Talking about CAS, he said it would help viewers choose the programmes of their choice on cheaper rates. Mr I.D. Swami, Union Minister of State for Home Affairs, said the second unit of the Panipat refinery would also come up soon. Mr S.Y. Quarishi, Director-General, Doordarshan, stated that a low-powered transmitter would be erected at Kaithal also. All Transmitters in Haryana would be interconnected with the Hisar Doordarshan Kendra. |

Haryana receives
inadequate rain Chandigarh, June 23 Among the southern districts, rainfall was reported only from Rewari district where it ranged between 8 mm to 15 mm. There was little or no rain in districts such as Mahendragarh, Jhajjar and Bhiwani, the sources said. They added that till today, light or heavy showers had been received in Panchkula, Ambala, Yamuna-nagar, Karnal, Kurukshetra, Kaithal, Rewari and Gurgaon. The rain would be useful for the standing crops of sugarcane, cotton and paddy. |
