Higher education to cost 10 times more Rohtak, June 29 No free seat in private colleges and a uniform fee structure for all students is the new mantra of policy makers. Unaided private colleges in the state are being allowed to keep their charges much higher than those of government-run institutions in order to help these institutions recover their maintenance and expansion costs. In the name of ending government control, private colleges are to be allowed to keep close to 20 per cent management seats. Although the fee for each of these seats remains same as that fixed for the other seats, colleges will be free to follow own admission criteria. As per the guidelines issued by the Medical Education Department of Haryana, anyone aspiring to occupy an MBBS seat in a private college may have to pay Rs 1.2 lakh for it. The course fee is Rs 15,000 in the government-run PGIMS in Rohtak. For getting a BDS seat in any private dental college in the state, a candidate may have to give the college Rs 96,000 for a year. For a BAMS seat, the fee has been fixed at Rs 54,000 per year in private colleges. Compared with the fees for the free seats under the Unnikrishnan regime, this hike is 10 times. For the courses governed by the All-India Council for Technical Education (AICTE) — BE/B.Tech, engineering diplomas, MBA, MCA and pharmacy — a committee headed by the Vice-Chancellor of Guru Jambeshwar University, Dr R.K. Chauhan, had submitted its recommendations on the new fee structure. An engineering seat in a private college in the state will now cost at least Rs 40,000 per year. For an MBA or MCA seat for their ward, parents will have to spend Rs 30,000 per year. A formal announcement in this regard is yet to be made by the Director Technical Education, but it is clear by now that education in private professional colleges is going to be a luxury far beyond the reach of the common man. Parents and students are worried over the hefty fees proposed to be charged by the self-financing and unaided private professional colleges from this session. The college managements, on the other hand, are trying to encash the Supreme Court judgment of October 30, 2002, extending greater freedom to these colleges. The provision of the NRI seats is another area where there seems to be inconsistency in the T.M.A. Pai judgment, as interpreted. The Technical Education Department of Haryana has ruled out the provision of the NRI seats in both government and private colleges in view of the judgment of the Constitution Bench headed by the then CJI, B.N. Kirpal. The Medical Education Department has taken a different view of it and decided not to allow differential fee structure in private colleges. It has allowed the government medical and dental colleges to offer the NRI quota at comparatively higher fees. Separate yardsticks for government and private colleges on the issue of the NRI seats is bound to irk private college managements and someone might move court to seek an end to this. Admissions to the management courses under the new system would be left to the respective managements. It is
feared that, for admission to these seats, the managements would not follow the rules set by the state and these might turn out to be a quota in the hands of the ruling party. |
Devi Lal Engg College starts
functioning Sirsa, June 29 The registrar of the college Mr Manmohan said that the college has been sanctioned four courses by All India Council of Technical Education
(AICTE). These courses are bachelors in Electrical Engineering, Electronics and Communication Engineering, Food Technology and Computer Engineering. He disclosed that the college had been sanctioned 60 seats in each of these courses. About 100 computers and other technical gadgets would be installed in the college. The college also plans to start graduation courses in technical engineering and chemical engineering from the next session the process for which has already been initiated. |

SYL to be ready by next year: Chautala Fatehabad, June 29 The Chief Minister was addressing people after inaugurating a 132-KV power substation at Ahrwan village in the district. He said since he had come to power in the state, he had been working towards providing better amenities to the people. The state, he said, lacked natural resources for the generation of power. Despite limited resources, the government had been striving to generate the maximum power for its people, he added. Mr Chautala criticised his predecessors for neglecting the interests of the state. He said when his father Devi Lal came to power in 1987, he made a plan to generate more power by setting up more power plants, but the governments that came to power after that made a mess of the plan. He alleged that only 118 MW of extra power could be produced during Congress rule in 1991-96. Only 199 MW of extra power could be generated during the region of Haryana Vikas Party leader Bansi Lal, he added. His government, Mr Chautala said, had been able to produce 792 MW of extra power. He added that the government had given a contract to Bharat Heavy Electricals Limited for the production of an additional 500 MW of power within an year. The Chief Minister said his government was a firm believer in development and had completed work on over 40,000 projects. He said the government had started the ‘Sarkar Aapke Dwar’ programme to speed up development in the state. He said over 4,242 km of new roads had been laid during his tenure and repair work had been done on 17,262 km of old roads. Mr Chautala thanked the local people for electing INLD candidate Swatantra Bala Chowdhary as MLA. This had not only helped the party in terms of numbers in the Assembly, but had also provided an educated legislator to the area. Mr Chautala also inaugurated a 220-KV power substation at Fatehabad and a 33-KV substation at Dariyapur village. According to a press note
issued by the Haryana Vidyut Prasaran Nigam, the substation at Fatehabad had been completed at a cost of Rs 31 crore while the substation at Ahrwan village had been completed at a cost of Rs 12.5 crore. SIRSA: The Central Government will complete the construction of the portion of the SYL Canal in Punjab within an year. This was claimed by Mr Om Prakash Chautala here on Sunday. He was speaking at a function after the inauguration of the Kasaba minor near Ottu Weir, 15 km from here. Constructed at a cost of Rs 3 crore, it would cater to the irrigation needs of 13,000 acres. The Chief Minister said after the completion of the SYL Canal, there would be no scarcity of water for irrigation in Haryana. It would provide water for irrigation to 7.5 lakh acres. The water of the Bhakra Canal, being used in south Haryana, would be available for other regions. The Chief Minister claimed that during his regime, water had been supplied in spite of limited resources. In spite of drought, there was no shortfall in food production in the state, he added. He accused the previous governments of ignoring Sirsa. He asserted that admissions and jobs were being given purely on merit. After the inauguration of waterworks constructed at cost of Rs 50 lakh at Bacher village in the district, he claimed that 70 litres of water would be available for every person Mr Chautala also laid the foundation stones of the Ch Devi Lal Nagar at Sirsa and a 132-KV substation and the building of a government senior secondary school here. Addressing a gathering, he said his government had provided 53 per cent extra power to the agricultural sector. He claimed that after one year, Haryana would be able to provide electricity to other states. |
CM defers July 7 tour Chandigarh, June 29 Mr Chautala was to reach Indore in Madhya Pradesh on July 7. It was learnt that the trip had been put off as a statue of Devi Lal would not be ready for unveiling by the Haryana Chief Minister on July 7. Mr Subhash Goyal, Minister of State for Urban Development, told TNS that a new date would be fixed as soon as the statue was ready for installation. Earlier, Mr Chautala had to cancel his scheduled trip to European countries in June due to an injury sustained at a central minister’s residence in Delhi. |

Waive interest on loans to farmers: Rajnath Panchkula, June 29 Mr Rajnath Singh was here to attend the concluding day of the state executive committee meeting of the Bharatiya Janta Party today. Talking to media persons, he said the farmers in the country had suffered losses because of the drought last year, so the Agriculture Ministry had asked all state governments to waive off the interest on loans extended to farmers. He said the Central government had disbursed Rs. 12,000 crore to various states as calamity relief fund. Besides, contingency in form of food grains had also been disbursed to provide relief. Mr Rajnath Singh said the Haryana state executive of the BJP had asked him to take the matter of implementation of crop insurance scheme in the state, and ensure that cane farmers in Haryana were paid State Advised Price (SAP) of Rs. 110 per quintal of cane, instead of paying Statutory Minimum Price (SMP), recommended by the Central Government, of Rs. 64.50 — Rs. 90 per quintal of cane (depending on sugar recovery). Mr Rajnath Singh, who is also a former Chief Minister of Uttar Pradesh, refused to be drawn into any discussion on the future of the Bahujan Samaj Party and BJP alliance in Uttar Pradesh. Asked if the Mayawati government would last long in Uttar Pradesh, he gave a tongue-in-cheek remark that “... Mayawati ki sarkaar chal rahi hai.” The Union Agriculture Minister said the BJP was the only party that had remained firm on its political agenda, though the other parties had shifted from their agenda and got embroiled in politics of regionalism and religion. He said because the BJP was a part of the NDA, they were forced to follow a Common Minimum Programme and could not follow their own agenda. “We hope to win the next general election on our own and will then be able to implement our own agenda,” he added. |
Surjewala alleges lawlessness Jind, June 29 Mr Surjewala alleged that some jails in the state had become hub of criminal activities. He said conspiracies were hatched in the jails and ransom was demanded by criminals lodged in jails. He alleged that law and order situation in Jind district had deteriorated in the past three weeks. He said several heinous crimes were committed in Jind recently. He alleged that the police was working under the direction of some ruling politicians. Mr Surjewala said that the Haryana Government had announced that Gram Rakshaks would be appointed in every village of the state. He said the government has not explained the nature of work of Gram Rakshaks. He said the decision to appoint Gram Rakshaks was taken due to political reasons. He said the Gram Rakshaks would work as agents of ruling party and create fear among the villagers. He said the Congress would appose the appointment of such Gram Rakshaks. He suggested that residents of towns and villages of the state should constitute Raksha Samitis in order to protect people from antisocial elements. Mr Surjewala alleged that the Haryana Government had suppressed the agitation of Bharatiya Kisan Union by adopting repressive measures. He said cases of sedition have been registered against the agitating BKU leaders. He said the government should talk to BKU leaders and for solution to the problems of the farmers. Regarding differences among the Congress leaders of Haryana Mr Surjewala denied any factionalism in the party. He said the Congress party was working in a democratic way and every Congress activist has give his suggestion. He alleged that leaders of Haryana Vikas Party and the Indian National Lok Dal were behaving like dictators and there was no internal democracy in these parties. |
Civil hospital doctor accused of demanding bribe Sirsa, June 29 According to the information received today Vinod Kumar and Sohan Lal of Resalikhera village in the district submitted affidavits to Deputy Commissioner D. Suresh alleging that Dr Mohar Singh of local civil hospital demanded money from them. Vinod Kumar charged the doctor with accepting Rs 1700 from him for surgery on his son Lokesh on April 9, 2003. Similarly in the affidavit Sohan Lal alleged that Dr Mohar Singh charged Rs 3500 for the eye operation of his daughter on June 18, 2003. Sohan Lal said that when he reached the hospital he was asked to get OPD slip from room No. 12 from where he was sent to room No. 1 & 2 for investigation by the doctor. He said that while he was going to the room No. 1 a person standing outside that room namely Balbeer Singh advised him to go in for an operation at a lower cost. However, he later came to know that surgery in the hospital was done free of cost. Both these residents have requested the Deputy Commissioner to get their money back. They have also sent the copies of these affidavits to the Director of Haryana Health Department, Panchkula, Civil Surgeon Sirsa and the Health Minister Haryana. When contacted the doctor refuted the charges and alleging that some of the other employees of this hospital were against him at the ‘provocation’ of some doctors. The Civil Surgeon, Dr S.K. Batta expressed ignorance of having received any such complaint. He said that since he was on official tour on Saturday, he might receive the complaint on Monday. He will be able to say something only when he receives the complaint. |
Power Corpn to fill 6000 posts Hisar, June 29 Talking to mediapersons, Mr Rathee said without the proper receipts of revenue the corporations could not maintain the uninterrupted and quality supply of power to its consumers. Mr Rathee said, “We are purchasing power worth Rs 11 crore daily and the supply mark has touched 688 lakh units daily, the highest ever in the state.” Mr V. Umashankar, Managing Director, DHBVN, said,” the line losses and theft have been curbed to a greater extent but the huge dues amounting to Rs 1450 crore is a matter of concern for us. Out of this amount the dues from the villages come to Rs 900 crore. The resources are incompatible to meet the expenditure. We are pleading with the consumers to pay the bills regularly and shun theft of power.” According to Mr Rathee, the corporations were considering to release a package for the old defaulters for easy payment of pending bills. The corporation officials yesterday raided five industrial units and imposed a penalty of Rs 40 lakh.

Threat to gherao Transport chief Kaithal, June 29 It was decided that if the scheduled meeting with the Roadways Commissioner on June 30 fails, 3000-4000 employees from 20 depots and 17 sub-depots of the Haryana Roadways and the Sarv Karmchari Sangh will go to Chandigarh to gherao the Roadways Commissioner’s office . The meeting was presided over by Mr Mahender Singh, president of the Kaithal Depot Union . Mr Sarbat Singh Punia, state general secretary of the Sarv Karmchari Sangh, was also present on the occasion. Mr Punia said that a meeting of 21 members of the Haryana Karmchari Sanyukt Sangharsh Samiti had been called on July 2 at Bhiwani to discuss about the meeting held with the Chief Minister on June 27, and chalk out plans for the next course of action. |
Army jawan dies in road accident Sirsa, June 29 According to the information received yesterday a local resident of Shakti Nagar was posted in Indian Army in Kolkata. Jagveer Singh had come to his home town to attend the marriage of his brother. He was going towards the market, when his scooter was hit by a government jeep coming out of the court premises. He was injured in this accident. According to the eyewitnesses he remained unattended for quite some time. Some passerby decided to take him to a hospital but the closed railway crossing delayed it. Due to profuse bleeding he succumbed to his injuries on his way to the hospital. The driver of the jeep is reported to be absconding. According to some people the government vehicle was being driven by some unauthorised person as the driver of the department concerned was on leave. |

Following high velocity winds and heavy downpour this morning, there was a major power breakdown in the area. The DSP (Headquarters), Mr Desh Bandhu, Station House Officers of Chandi Mandir and Raipur Rani police station and the SDO, UHBVN, Mr J.C. Sharma, rushed to the spot. It was only after the villagers were assured that the power supply would be restored by Monday afternoon that the blockade was lifted. |
