Widow booked for abortion Kaithal, June 26 Mr Moman Ram of Fatehpur village in his complaint to the police alleged that his widow daughter - in- law Rekha Rani, Dr Sanjay Kapoor and his wife Dr Nishit Kapoor, running a nursing home at Nissing, Rekha’s mother Sarbati and her father Mamu Ram killed the foetus in Rekha’s womb by hatching a conspiracy. Mr Moman Ram alleged that to justify the abortion the ultrasound report of Rekha was prepared by the doctors and later the foetus was aborted. On the other hand Rekha in her reply filed before the court had alleged that her in-laws were greedy and they were forcing her to hand them over the papers relating to the insurance policy of their deceased son. She had alleged that on her reluctance to meet their demand , she was manhandled by her father-in-law and brother-in-law as a result of which she felt depressed and had
stomach pain and had to go for abortion. The counsel for Rekha had produced a certificate from the doctor confirming the termination of pregnancy. |

Permanent lok adalats
draw no response Chandigarh, June 26 Even though the permanent lok adalats were notified by the state government back on January 28, till date not a single complaint has been received by any of them, it was learnt. While permanent lok adalats for settling matters related to public utility services have been proposed by Delhi for all states and UTs in the country, Haryana is among the pioneer states in the northern region to have set up such courts (Punjab and Chandigarh are yet to constitute similar institutions). Serving Additional District Judges head these courts which are located within the judicial court complex in each of the 19 district headquarters of Haryana. There are also two other members of these courts. They are the Superintending Engineer of the power utilities services, or his nominee not below the rank of an Executive Engineer, and the Superintending Engineer of the PWD (Public Health) or his nominee. At Chandigarh also, the HSLSA has set up a such a lok adalat with the Member Secretary of the HSLSA as its chairman and DG(Health Services), Haryana, or his nominee, and the Engineer-in-Chief, PWD (Public Health) or his nominee as the two members. The lok adalat at Chandigarh can settle matters pending in the head offices of various state government departments. The public utility
services, as has been defined by the HSLSA, comprise transport services for carrying passengers or goods by air, road or water, postal, telegraph and telephone services, supply of power and water to the public by any establishment, sanitation services, services in hospitals or dispensaries, insurance services and services concerned with the preservation of natural resources. The lok adalats have been set up to settle at a pre-litigative stage complaints members of the public may be having regarding any of these services. While consumer courts and various other courts of the state are flooded with such complaints, free legal service offered by the HSLSA for settling such matters (no court fee is required to be paid for filing a complaint, neither any lawyer is needed for arguing, since the matters are sought to be settled at a pre-litigative stage) has not drawn any response. Mr Shekhar Dhawan, Member Secretary of the HSLSA, when contacted, said the lack of response to the HSLSA scheme could be due to ignorance of people regarding the facility. He said the HSLSA would soon issue advertisements in newspapers to publicise the scheme. |
