Eyebrows raised over elevation Chandigarh, May 21 By an order on May 8, the government elevated nine officers to the selection grade, including Mr Langayan. The Election Commission of India (ECI) announced the Fatehabad byelection on April 10 while the requisite notification was issued on April 25. The model code of conduct barring the promotion or transfer of any officer of Fatehabad district also came into effect on May 10. Though the promotion of Deputy Commissioner just two weeks before the day of polling has apparently passed un-noticed by the opposition, it is an instance of violation of the model code, pointed out a source. Ms Urvashi Gulati, Chief Electoral Officer of Haryana, said the model code of conduct was primarily relating to the release of funds or making announcements for undertaking fresh development works in a constituency where an election was being held. The recruitment of staff for Haryana Roadways as well as the transfer of schoolteachers were not done in Fatehabad district in view of the model code of conduct. The Chief Minister was to hold a ‘Sarkar aapke dwar’ programme in Fatehabad district which too was cancelled following the announcement of the byelection date. Regarding Mr Langayan’s promotion to the selection grade, Ms Gulati said the order was perhaps issued because the state government did not want the eight other officers to suffer. “In any case we have not received any complaint about the DC’s promotion”, she said. Earlier, the state government transferred Mr Raj Kumar Rao, Joint Chief Electoral Officer, as Director, Consolidation and Land Records, on April 10. Since the date for the Fatehabad byelection was also announced on April 10, Mr Rao’s transfer also violated the model code. This anomaly, however, was corrected by the government on April 16 by issuing another order cancelling Mr Rao’s transfer. When a comparison was drawn between the two cases, Ms Gulati said Mr Rao’s case would have amounted to “gross violation” of the model code. |
Trade Unions observe strike in Ambala Ambala, May 21 In Ambala Cantonment, officers and workers of trade unions gathered in front of the Central Bank of India and raised slogans against the government, particularly regarding the disinvestment of the PSUs . A procession was taken out and it passed through Anaj Mandi, Bazaza Bazar, Halwai Bazar, Sadar Bazar and culminated at Indian Bank in Rai Market. The joint forum of trade unions was agitating over issues like amendments to the Banking Regulation Act, changes proposed in the Trade Union Act and the Industrial Disputes Act, the disinvestment policy, retrenchment and closure and attack on the trade union's rights. The forum demanded social security measures for the working class, adequate generation of employment opportunities, early revision of salary in banks and restoration of recruitment/promotion policies. Among others, Mr R.K. Gulati, Mr Amrik Singh, Mr B.B. Pahwa, Mr Balbir Singh Saini and Mr G.S. Oberoi addressed the gathering. |

anniversary observed Ambala, May 21 A prayer meeting was organised at Congress Bhavan and was presided over by the president of the Cantonment unit of the Congress, Mr Ashok Jain. Addressing the gathering, Mr Jain said Rajiv Gandhi was instrumental in ushering several positive changes in the country. He said during Rajiv Gandhi's tenure as the Prime Minister, the country made great strides in all fields. The speakers highlighted the fact that major issues like Panchayati Raj, women's empowerment and technological upgradation were undertaken during Rajiv Gandhi's leadership. |

of Baba Bhaniarawala recorded
Ambala, May 21 The FIR was registered against the Baba and two others in police station of Sirhind under Sections 457, 436, 295-A, 153-A and 120-B on September 30, 2001, during the regime of the Akali Dal and later it was transferred to the local court on the direction of the Punjab and Haryana High Court on the request of the Baba. Besides, six other cases registered against the Baba and others in the different part of Punjab had also been transferred to the court of the Chief Judicial Magistrate, here a few months ago. A tight security arrangement was made in the court premises following the threats received by the Baba. At least 20 police constables and four Inspector-level police officers under the supervision of a DSP were deployed in the court premises. A large number of Baba devotees were also present in the court premises to meet him. |
