Employees of the Yamunanagar depot of the Haryana Roadways have shown honesty by helping restore a briefcase carrying money to its owner. Driver Sat Pal and conductor Raj Kumar of bus No. 8855 of the Yamunanagar depot, which was coming from Hardwar to Chandigarh, found an abandoned briefcase containing Rs 63,000 and other important documents in the bus on May 11.

A lecturer of Engineering College, Kaithal, has been debarred from checking answersheets as well as supervising the conduct of annual examinations for next five years for awarding zero to a candidate in annual exams last year.

Arrest stayed
CHANDIGARH:
The high court stayed the arrest of two advocates in a benami transaction case registered by the Punjab state to “embarrass the Haryana Chief Minister”. The court has already stayed the arrest of an Indian National Lok Dal member, along with six others, in the case.

Undertrial dies in jail
Ambala, May 15
An undertrial prisoner lodged in Ambala Central Jail died here today. The deceased Binder (30) was in the jail in judicial custody for the past one year for an offence under Section 302 and 304. He belonged to Guhla village in Kaithal district.

Bomb explodes, 2 hurt

A sub-inspector of the Haryana police and a farmer, who had stored as many as 34 crude bombs in his house, were injured seriously when one of the improvised bomb went off here this evening.

2 more held in kidnapping case
Kurukshetra, May 15
The police has arrested two more persons Shiv Charan, alias Shibla, a resident of Dohali village near Radaur, district Yamunanagar, and Kuldeep Kumar, a resident Ajrani village under Sections 364A, 302, 120B and 34 of the Indian Penal Code for their alleged involvement in the kidnapping and murder of Sumit on April 25 last.

Student killed in mishap

One student was killed in a road accident on the Model Town crossing close to the GT road at Ambala Cantonment today. According to information, the deceased, Abhishek (19), a student of plus two, was crossing the GT Road in his Maruti car when he turned towards Model Town crossing it collided with a military vehicle.

Pulse polio programme from May 18

The special anti-polio campaign which was to start on June 1 in Karnal, Kaithal, Ambala and Kurukshetra districts will not start on May 18 due to solar eclipse on May 31 at Kurukshetra.

Ms Meira Kumar, Congress Working Committee member; Mr Buta Singh, former Union Minister; Mr Bhajan Lal, President of the state Congress; Mr Bhupinder Singh Hooda, leader of the Congress Legislative Party; Ms Selja, AICC secretary; Mr Randip Singh Surjewala, Indian Youth Congress President; Mr H.S. Hanspal, president of the Punjab Pradesh Congress Committee; Mr Shamsher Singh Surjewala, Mr Birender Singh and Mr Dharam Paul Malik, former HPCC presidents; Mr O.P. Jindal, Mr Jai Parkash and Mr Mange Ram Gupta, MLAs; Ms Anita Yadav, president of the state women’s wing of the party; Mr Hukam Singh, a former Haryana Chief Minister; Mr Chhatrapaul Singh, former minister and a number of former ministers; and MLAs addressed the rally.

Mr Bhajan Lal and Mr Bhupinder Singh Hooda tried to deny reports regarding factionalism in the state Congress. They said there were no differences between the two and added that the Congress had a well-established tradition that the high command decided the Chief Minister once the party got the majority in a state. The two leaders said the major issue was to end the ‘autocratic rule’ of the Chautala family in Haryana.

Mr Naval Kishore Sharma issued a stern warning to various factions of the party. He said he had been in charge of Haryana affairs earlier and he knew every leader well. He said he would not tolerate any kind of indiscipline in the party.

Mr Karan Singh Dalal, Republican Party MLA from Palwal, and Mr Jagjit Singh Sangwan, Nationalist Congress Party MLA from Charkhi Dadri, announced their support for the Congress nominee Mr Dura Ram. Mr Dalal said immediately after the byelection was announced, he tried to evolve a consensus among opposition parties to field a joint candidate against the INLD. He said defeating the ‘autocratic rule’ of Mr Chautala should be the top priority of every opposition leader.

Ms Selja left the dais before the speech of Mr Bhajan Lal.

Mr Buta Singh alleged that the INLD government was anti-dalit. He cited the examples of the Dulina and Harsola incidents and said both incidents had exposed the anti-Dalit face of the government.

The Congress leaders said whenever non-Congress parties came to power in the Centre or in any state, they ruined the country. They said the INLD government in Haryana had failed to keep its promises to the people.

They alleged that the Chautala-led government was anti-trader, anti-employee and anti-people and said it was important to uproot this government. They said the byelection was the best opportunity to give a warning to the government that the people no longer tolerated their ‘misdeeds’. They appealed for votes for the Congress candidate.

Control room at railway station

Telephones at the control room set up for the Frontier Mail fire incident at the Ambala cantonment railway station have not stopped ringing.
Worried relatives from all over the country have been calling up to enquire about their near and dear ones who were travelling aboard the train, whose three coaches caught fire near Laddowal in Punjab early this morning.

A caller from Baroda was enquiring about a passenger and railway officials immediately scanned through the list of passengers to give him information. This exercise was repeated all through the morning.

Senior Divisional Commercial Manager Aneet Dulat said control rooms had been set up at Saharanpur, the Ambala cantonment railway station and the main control room. He said there was no booking of passengers from Ambala.

A team of doctors and paramedical staff from Ambala was rushed to Laddowal as soon as the news about the incident reached here. The Divisional Railway Manager, Ambala, Mr Keshav Chandra, left for the accident site on the train in which the General Manager, Mr RK Singh, was travelling.

The Frontier Mail incident led to trains getting delayed. Many trains were held up and the passengers had to wait at the Ambala railway station. Incidentally, Frontier Mail, which passes through Ambala at 1.25 am was running late by 15 minutes and today it passed through at 1.40 am.

Mr Gopi Chand, who wanted to travel to Ludhiana, was worried as he had to reach there in time. “I think I will have to travel by bus to Ludhiana. I have learnt about the incident and trains have been delayed,” he said.

A large number of passengers could be seen waiting on the platform to catch a train for Ludhiana and Amritsar. The passenger rush at the railway station had begun to clear up by afternoon.

Ambala cantonment ‘escapes’ epidemic

Ambala cantonment could have gone the Surat way if the intensive sanitation drive had not been launched here, local MLA Anil Vij said today.
Talking to mediapersons Mr Vij said the only difference between Surat and Ambala cantonment was that the sanitation drive began after an epidemic in Surat while the sanitation drive had been initiated before any outbreak of disease took place in Ambala cantonment.

He said due to slush in drains, there was danger to the health of people and they must cooperate in the sanitation drive. “Dirty water has seeped into the soil and even a shallow 3-feet hole will yield water in the area. There is a risk of water-borne diseases. The drains had not been cleaned ever since the municipal council came into being,” he stated.

Mr Vij said the cleaning of the drains in Ambala Sadar was on and it would continue till the drains had not been cleared of garbage. “The drainage system has collapsed and up to 5 feet of garbage is lying in the drains,” he said.

He stated that the sanitation drive had been going on for a fortnight. “Extra effort has to be put in to ensure that the drainage system is cleaned. People have dumped garbage into the drains,” he observed.

Mr Vij said 80 temporary workers were cleaning the drains. JCB machine, suction machine and four trolleys had been pressed into service. The work was being supervised by municipal council officials, including the Executive Officer, Mr K.K. Jain, and Secretary, Mr Sharma. “It has been possible to undertake this major exercise as we have Mr Suresh Garg as the officiating president of the municipal council,” he said.

He said they had requested the traders for three things. “First, the slabs on the drains should not be fixed permanently so that cleaning is possible in future. Second, there should be a dustbin outside every shop so that the garbage is thrown into. Third, space should be provided wherever the drain is passing through so that cleaning is expedited,” he said.

Mr Vij said there were seven main drains which fell into the Gurguria nullah. “In the first phase, the main drains are being cleaned. The subsidiary drains will be cleaned in the second phase. We will also undertake sanitation drive in the outer areas in a phased manner,” he said.

Nain produced in court

Ambala, May 15
The BKU chief, Mr Ghasi Ram Nain along with 18 other activists involved in the Shahjadpur road blockade case were produced in the court of the Additional Sessions Judge, Mr S.K. Kaushik here yesterday. On May 2, the Judicial Magistrate (First Class), Mr Jasbir Singh, had committed the case to a sessions court. Two senior leaders of the BKU Fateh Singh Fatua and Gun Prakash accused in the case were brought from Sonepat jail.

The Judge adjourned the case for consideration of charges for May 27.

The Ambala police had registered a case against Mr Nain and other 18 BKU activists on November 25 last year when they blocked the national highway near Shahjadpur and made an attack on police personnel.

Except Mr Nain, all BKU activists were released on bail by a district court. Two months ago Mr Fateh Singh Fatua and Gun Prakash were arrested again while they were raising slogans near the court premises when Mr Nain was produced in the court.

Chemist shops, nursing homes raided

Twelve chemist shops and private nursing homes here and at Shahabad were raided by three teams constituted by the Haryana Health Department yesterday.

According to the Kurukshetra Civil Surgeon, Dr S.S. Saini, although these raids were conducted to take action against those engaged in foeticide, various irregularities were detected.

Dr Saini said at one chemist shop, a large quantity of intoxicating drugs, expired medicines and CPD bags were seized, after which the chemist shop was sealed.

Dr Saini said two chemist shops, being run without licences on the premises of private nursing homes here, were also sealed.

During another raid, a used CPD bag and a syringe were found from a refrigerator at a private nursing home.

Action was initiated against a blood bank owner for organising a blood camp illegally on the blood bank premises recently.

The raiding parties included Haryana Health Department Deputy Director Dr G.P. Saluja, Assistant Durg Controller Girdhari Lal Singla, Kurukshetra Civil Surgeon Dr S.S. Saini, Drug Inspectors Lalit Goyal, Parminder Malik and Sunil Dahiya and Senior Durg Inspector C.P. Aggarwal.

‘Spiritual bankruptcy mars education’

“To improve the quality of Education, there is need of training teachers in science of spirituality”, said Dr M.M. Goel, a Lord Krishna devotee and senior teacher of Kurukshetra University.

He was addressing the participants of 39th orientation course organised by UGC Academic Staff College here yesterday.

Dr Goel believes: “Spiritual bankruptcy and the commercialisation of education are the two root causes of falling standards of education in India. This is the main reason of breakdown of relationship between the student and the teacher in present times.” Dr Goel was speaking on “Excellence Models for Teachers in Changing Socio-Economic Scenario”.

Being a teacher of economics Dr Goel felt that economics of education had devalued the real worth of education. We should think whether the teachers are honest, humane, hardworking in providing real education (proper, productive and practical use of hands, head and heart (3P and 3H programme) to our students, observed Dr Goel.

Dr Goel emphasised human development activities such as Spiritual Quotient (SQ) development, intuition development, mental-level development, physical development, love yourself attitude development and emotional quotient (EQ) development. He believed that synergy of these six aspects of human development formed the objective of sustainable human development.

He stressed that for every ill of the Indian education system there were Vedic pills and the Bhagwad Gita was panacea for lack of ethics in education. The Bhagwad Gita was not only a great religious epic but a guide to relationship management and a treatise on welfare economics.

For work culture in educational institutions in India, he favoured holyday culture in place of holi-day culture. He pleaded for spiritually-guided materialism as solution for country’s problems. This concept justifies needonomics and not greedonomics and is authenticated in Bhagwad Gita in Sloka 22 of Chapter number 9. He appealed for world peace.

Employees of the Yamunanagar depot of the Haryana Roadways have shown honesty by helping restore a briefcase carrying money to its owner. Driver Sat Pal and conductor Raj Kumar of bus No. 8855 of the Yamunanagar depot, which was coming from Hardwar to Chandigarh, found an abandoned briefcase containing Rs 63,000 and other important documents in the bus on May 11.

Showing uprightness they deposited the briefcase with the local bus stand authorities. Mr Narender Singh, General Manager, Yamunanagar depot, said after reading a report in a newspaper regarding the incident the owner of the briefcase, Mr Parmod Kumar Talwar, a resident of Karnal reached Yamunanagar and contacted them today. He was handed over the briefcase by the authorities.

Mr Narender Singh said this was the third such incident that a briefcase containing cash was deposited by employees of the depot with the depot authorities. He applauded and congratulated the employees for showing honesty and integrity.

Mr Anil Kumar, SP, Crime Against Women Cell, Police Headquarters, has been given additional charge as Assistant Inspector General, T&T.

Mr Balbir Singh, SP, Telecom, has been given additional charge as SP Crime. Mr Vinod Kumar, DSP, PTC, Madhuban, Karnal, has been posted as DSP, HHP&RS Karnal.

The government has also cancelled the transfer orders of Mr Raj Kumar, DSP from First Battalion, Haryana Armed Police, to CID, Mr Raj Kumar will continue in First Battalion, Haryana Armed Police, Ambala.

Lecturer debarred from checking answersheets

A lecturer of Engineering College, Kaithal, has been debarred from checking answersheets as well as supervising the conduct of annual examinations for next five years for awarding zero to a candidate in annual exams last year.

This was decided by the Kurukshetra University Academic Council at its meeting held here yesterday.

According to official sources, the said Lecturer had awarded zero to a final year engineering student and due to this the latter had to suffer mental tension. But, when the boy got his answersheet re-evaluated, he secured 49 marks. Similarly, when the university got his answersheet re-evaluated from another examiner, the student was awarded 35 marks. Later, when the answersheet was again got re-evaluated from the said Lecturer, he gave the student 45 marks this time.

Finding the Lecturer at fault, the council debarred him from checking answersheets and supervising the conduct of annual examinations for next five years, the sources added.

Arrest stayed

CHANDIGARH: The high court stayed the arrest of two advocates in a benami transaction case registered by the Punjab state to “embarrass the Haryana Chief Minister”. The court has already stayed the arrest of an Indian National Lok Dal member, along with six others, in the case.

Pronouncing the orders, the high court directed the two to join the investigation as and when called to through written notices. Seeking the grant of bail in case, the petitioners had contended that the offence of cheating was not made out. The petitioners in an other case, it may be recalled, had submitted that they were known to be close to the Haryana Chief Minister. Thus a false case was fabricated to embarrass the CM.

Undertrial dies in jail

Ambala, May 15
An undertrial prisoner lodged in Ambala Central Jail died here today. The deceased Binder (30) was in the jail in judicial custody for the past one year for an offence under Section 302 and 304. He belonged to Guhla village in Kaithal district.

According to the Superintendent of Jail, Mr Amar Singh the deceased, Binder, was well till last evening, but he seemed under tension. Today when the counting of the prisoners in the barracks started, one of the prisoners informed the jail authorities that one of the prisoner had fallen seriously ill.

The doctors and pharmacist of the jail were informed and after giving him first aid, he was taken to local civil hospital where he died around 6.30 am. Mr Singh said the relatives of the deceased were informed.

Meanwhile, the Deputy Commissioner has directed the Tehsildar, Ambala to inquire into the death of Binder. The Tehsildar visited the jail and recorded the statements of a few prisoners lodged in the barrack where Binder was lodged.

Former minister fears arrest

Former Haryana Minister Surinder Madan said here yesterday that he apprehended arrest as the government wanted stone wall Congress rally to be held at Kaithal on June 7.

Mr Madan expressed this apprehension to mediapersons at a press conference called DCC president Ishwar Singh Ex MLA to give information of the State-level Congress rally to be held here.

He added important issues like the construction of SYL Canal, unemployment, atrocities against Schedule Castes and Schedule Tribes and lawlessness in the state would be high lighted.

Mr Dalip Singh, awaiting posting, has been posted as Special Secretary, Secretariat Establishment, against a vacant post.

Mr Yudhvir Singh, who got elevated to the IAS recently, has been posted as Additional Excise and Taxation Commissioner against a vacant post.

Mr Vidya Dhar, also a recent promote to the IAS, has been retained as OSD to the Chief Minister.

Bomb explodes, 2 hurt

Pinjore, May 15
A sub-inspector of the Haryana police and a farmer, who had stored as many as 34 crude bombs in his house, were injured seriously when one of the improvised bomb went off here this evening.

The incident occurred when SI Chunni Ram, acting on a specific information, raided the house of the farmer, Gurbir Singh. The farmer said he had kept the bombs to scare away wild animals from his fields.

While the SI was inspecting the bombs, one of bombs went off causing serious burn injuries to both. They have been admitted to a hospital and their condition is said to be stable. A case has been registered.

Stating this here today, the district police chief, Mr Desraj Singh, said the accused along with their accomplices, Raj Kumar, alias Raju, and Anil Kumar, both of Ajrani village, who were arrested for allegedly kidnapping and murdering Abhishek of the same village on May 10, were produced in the court here today. The court remanded them in police custody for two days. OC

Student killed in mishap

One student was killed in a road accident on the Model Town crossing close to the GT road at Ambala Cantonment today.
According to information, the deceased, Abhishek (19), a student of plus two, was crossing the GT Road in his Maruti car when he turned towards Model Town crossing it collided with a military vehicle. According to an eyewitness, Abhishek, was stuck in the car and pulled out with great difficulty.

Abhishek was taken to civil hospital at Ambala City. According to hospital sources Abhished was declared brought dead. It could not be ascertained which of the vehicle was on fault. The police is investigating the matter.

Mr R.S. Doon, Deputy Commissioner at a meeting here yesterday, said that 2 lakh infants would be given polio drops, May 18 in Karnal district.

Dr H.B. Arora, Civil Surgeon, said that 695 teams had been formed and of which 595 teams would serve the rural area and 100 teams in urban area.
