Expressing optimism over a peace initiative undertaken at the behest of Prime Minister Atal Behari Vajpayee, Defence Minister George Fernandes said today that the confidence building measures (CBMs) undertaken by India and Pakistan would take time to show results.

Pointing out that India was still trying to verify the information regarding the closing down of the terrorist camps in Pakistan-occupied Kashmir (PoK), the Defence Minister said the progress of the peace moves should not be linked to measuring daily infiltration levels on the Line of Control (LoC).

“Infiltration levels cannot be a barometer for the peace progress. There is a movement forward”, Mr Fernandes said while again pointing out that confidence building was a long exercise.

Welcoming Pakistan’s move of banning two terrorist organisations in PoK, the Defence Minister declared that there would be no lowering of guard on India’s part. He added that the anti-insurgency operations would continue. He dismissed suggestions that there was any contradiction on the part of government agencies in gauging the infiltration levels. Various measures put in to ease tension needed time to fructify, he added.

Mr Fernandes was speaking here after releasing a book “Kashmir; Peace or War” by Pyare Lal Kaul.

Hindi deserves better status: Vajpayee

Lucknow, May 21
Stressing upon the need to provide Hindi an international status, Prime Minister Atal Bihari Vajpayee today said that the national language should be given more importance vis-a-vis English in the country.

Addressing a function to present awards to eminent Hindi writers and poets by the Uttar Pradesh Hindi Sansthan for the year 2001, Mr Vajpayee said even though only two to three per cent of the country’s population was well versed with English, it influenced and dominated other languages.

“While every country in the world has promoted its own language along with English, we in India have concentrated more on English than our mother tongues’’, he lamented. He further said that primary education in the country should be imparted in the mother tongue instead of English.

Maintaining that recognition to Hindi on the international front would be hard to come, the PM said technically it would be difficult to include the language in the United Nations.

Admitting that Hindi did not get the required uplift, he claimed the language had still developed a lot in the past five decades. “People can forget anyone but the books written by these eminent personalities are immortal’’, he added.

Earlier, 48 eminent Hindi writers were honourned on the occasion by Mr Vajpayee, state Governor Vishnu Kant Shastri and Chief Minister Mayawati. The prestigious Bharat Bharati award was given to Acharya Rammurti Tripathi. Ms Mayawati announced a new “Balmiki” literature from next year.

Among the prominent ones who received the awards were Mr Daya Prakash Sinha (Lohia Sahitya Samman), Pt Krishna Ballabh Dwivedi (Hindi Gaurav Samman) and Asha Rani Vora (Avantibai Samman). Mr Vajpayee also gave away the Pandit Krishna Bihari Vajpayee (his father) award to Udit Kumar Rajput and Renu Agarwal. UNI

Karunanidhi’s son arrested

The Tamil Nadu police arrested M K Azhagiri, son of DMK chief M Karunanidhi, early this morning, charging him with involvement in the murder of senior party leader and former minister T. Kiruttinan.

After being interrogated by the police, Azhagiri was remanded in judicial custody by a local magistrate and taken to Central Prison at Tiruchirappalli, about 150 km from here. PTI

The Congress today paid rich tributes to former Prime Minister Rajiv Gandhi on his 12th death anniversary today, lauding his invaluable contributions to different fields, particularly panchayati raj, information technology and women’s empowerment.

Party leaders namely Mr Arjun Singh, Mr Natwar Singh, Mr Ahmed Patel, Mr Oscar Fernandes, Mr Anil Shastri, Ms Shiela Dikshit and a number of her colleagues were among those who offered floral tributes to the portrait of the leader at a function here.

Congress leaders across Tamil Nadu and Pondicherry paid tributes to Rajiv in Chennai.

The day was observed as Anti-Terrorism Day across the country. Leaders also garlanded a statue of the former prime minister at Sriperumbudur, the place where he was assassinated on May 21, 1991.

In Kanpur, separate functions were held at the party office and other organisations.

The Home Ministry observed the day with ministry’s staff taking a pledge to promote peace and social harmony and fight forces of disruption.

Minister of State for Home I.D. Swami administered a pledge to staff and employees of the Home Ministry to “uphold and promote peace, social harmony and understanding among all fellow human beings and fight the forces of disruption threatening human lives and values.”

Meanwhile, the Janata Party President, Dr Subramanian Swamy, today accused the Congress of maintaining “silence” on the issue of extradition of LTTE supremo Prabhakaran and wanted to know why the party was “shy” on the issue.

He said the government should beef up vigil against LTTE activities.

In view of the rampant misuse of two anti-dowry provisions of the IPC, the Delhi High Court has suggested that the matrimonial offences should necessarily be made compoundable and bailable too, if no grave physical injury is inflicted.

Suggesting that the probe into a dowry case be vested with the civil authorities like executive magistrate rather than the police, Mr Justice J.D. Kapoor said the trial courts take cognizance of such complaints only after receiving the report from the magistrate.

The courts below should proceed only on the basis of the investigation done by the executive magistrate or any such civil authority for offences committed under Section 406 (misappropriation of dowry articles) and Section 498-A (harassment for dowry) of the IPC, the High Court said.

Till such a provision was made in the law, no police officer below the rank of ACP and DCP should be given the authority to investigate the dowry related offences, the High Court said, adding that no minor children, named in the complaint, should be arrested or produced before the court for taking cognizance of the alleged crime against him/her.

“The arrest of children ruins their future and lowers their self-esteem,” Mr Justice Kapoor observed.

The order came on an appeal challenging a trial court decision to frame charge of dowry harassment only against the husband and father-in-law and the charge of misappropriation of dowry against the husband alone and not against other members of his family.

Upholding the March 13 order of the trial judge, the High Court said the non-acceptance of the gifts by the brother-in-law and sisters-in-law of the bride did not amount to harassment or cruelty as contemplated under Section 498-A of the IPC.

Three persons, including a woman, were killed when the roof of a portion of a Kali temple collapsed at Char Majhdia Government Colony in Nadia, district police sources said. PTI

2 Army men honoured for saving lives

The Chief of Army Staff, Gen N.C. Vij, today honoured the two brave Army men who had rescued a large number of persons from the burning coaches of the Frontier Mail in the accident that took place last week.

At a function held in the South Block, General Vij gave the Chief’s Commendation Card and Rs 5,000 to Hav Bhagwan Singh and Hav A.D. Singh of 119 Assault Engineer Regiment.

Praising the two men, General Vij said the Army was proud to have such men who had put their lives at great risk to rescue so many people from the burning coaches of the train.

The two were members of a party of six persons moving from Chandigarh to Khem Karan by the Amritsar-bound Frontier Mail. They boarded the train at Ambala Cantonment on May 15 around 1 a.m. and were in coach S-3.

At 4 a.m. after crossing Ludhiana railway station, they heard people shouting “fire fire” and running into their coach from the adjoining bogie S-4. Showing presence of mind, the two Army men immediately pulled the chain and brought the train to a halt. They helped panic-stricken passengers to disembark and continued doing so till it became too suffocating.

They then succeeded in entering the burning coach S-4. Showing exceptional courage, they rescued two children, a woman and a man from the S-4. Realising that if coach S-2 was not decoupled, the casualty rate would increase, they assisted the train guard to decouple coach S-2 and brought the engine and the rest of the coaches to a safe distance.

The two then rushed to the rear coach S-5 and tried to douse of fire in coach S-6, taking help from other passengers.

Hearing on the bail petitions of three DDA officials could not take place in the Delhi High Court even today as the file relating to their cases could not reach the Chief Justice’s Bench, which was to take a decision about assigning the matter to a new judge after two of the judges had declined to entertain the bail pleas.

Lawyer Sidharth Luthra, appearing for one of the DDA official mentioned the matter bebore a Bench headed by Chief Justice B.C. Patel pleading that the bail application should be heard today, the Bench said the file relating to the case had not yet reached it.

The bail applications of sacked DDA vice-chairman Subhash Sharma, two other officials — Anand Mohan Sharan and Jagdish Chander — have been rolling from one court to another as two of the judges have refused to hear them.

14 pc jobs for upper castes in Rajasthan

Jaipur, May 21
Acting swiftly to defuse pressure from caste organisations, the Rajasthan Government today decided to reserve 14 per cent jobs for the economically weak among Rajputs, Brahmins, Vaishyas and other upper castes.

The decision was taken this afternoon at a meeting of the state Cabinet presided over by Chief Minister Ashok Gehlot.

The government would write to Prime Minister Atal Bihari Vajpayee to effect the necessary constitutional amendment for granting reservation to the upper castes, raising the total under the reserved category to 63 per cent, Mr Gehlot told reporters. UNI

Responding to the Sri Lankan Government’s request for providing assistance to battle the country’s worst floods, India has despatched two transport aircraft with 150 military personnel on board for relief and rescue operations.

An Army spokesman said here two IL-76 aircraft carrying teams of Army medical mobile units and Army engineers, carrying heavy bridging equipment, had left for Colombo from Secundrabad and Allahabad.

Rail concessions for disabled

The government today announced several concessions to certain categories of disabled persons and patients.

An official release said 50 per cent concession in AC 2-tier and AC first class and 75 per cent in sleeper, first, AC chair car and AC 3-tier Mail/Express fares to thalassaemia, cancer, heart and kidney patients.

Disabled persons like orthopaedically-handicapped, deaf and dump, blind and mentally retarded persons are also granted concession in fares subject to certain terms and conditions.

Sonia writes to PM on drought relief

Drawing the attention of Prime Minister Atal Bihari Vajpayee to the forecasts of “uncertain” and “unclear” monsoon this year, Congress President Sonia Gandhi today demanded that the Centre should take immediate steps to tackle drought-related distress.

“Unless timely steps are instituted immediately, there could be a severe intensification of drought-related distress and shortages in many parts of the country in the coming months,” Ms Gandhi said in a letter to Prime Minister Atal Bihari Vajpayee.

She accused the Centre of not taking adequate steps to check drought-related distress.

BSF, BDR agree for joint patrolling

The Border Security Force (BSF) and the Bangladesh Rifles (BDR) have agreed in principle to have joint patrolling by border guards of the two countries to prevent illegal immigration from Bangladesh and check cross-border crimes.

A decision, which is likely to be implemented by July, was taken during the recent India-Bangladesh border coordination meeting held at Dhaka, BSF Directon-General Ajai Raj Sharma disclosed here yesterday.

“It was decided to firm up the modalities for joint patrolling by the end of June so that it can be implemented from July,” Mr Sharma said.Top
