Three corpns may have common administration Chandigarh, May 20 “It will not be exactly a merger of the three corporations. The idea is to have a common administrative setup for the corporations and have one Managing Director and one Chairperson for all three of them”, the sources said. While the Scheduled Caste Finance and Development Corporation and the Backward Classes Kalyan Nigam already have the same Managing Director, Mr M. Kithan, the Managing Director of the Women Development Corporation is Ms Dheera Khandelwal. Mr Amar Singh Dhanday, an MLA of the ruling INLD, is chairperson of the Scheduled Caste Finance and Development Corporation while Mr Ramesh Khatak, also a ruling party MLA, is Chairperson of the Haryana Backward Classes Kalyan Nigam. Ms Vimla Sangwan, sister-in-law of Haryana Finance Minister, Sampat Singh, is Chairperson of the Women Development Corporation. Two of the three offices will cease to exist once the proposal materialises. The sources said the move aimed at cutting down expenditure on having three Chairpersons and more than one Managing Directors for these corporations. “Since these corporations are aimed at uplifting socially marginalised groups, it is being felt that it will be better if these are put under a single administrative setup”, the sources said. Employees of these corporations at the district level could also be re-deployed as a result of the proposed arrangement. This would particularly benefit the Backward Classes Kalyan Nigam which had a skeletal staff in most districts. Under the proposed arrangement, there would be one Financial Commissioner for these corporations against the two now. While the Financial Commissioner of the Women and Child Development Department looks after the Women Development Corporation, the two other corporations are vested in the Financial Commissioner of the Social Justice and Empowerment Department. It has been proposed to put all three corporations under the Financial Commissioner, Social Justice and Empowerment Department. |

HIGH COURT Chandigarh, May 20 In her petition, Ms Bhatia had earlier contended that the high court, while disposing of her petition on May 2, had directed the state of Haryana and other respondents to decide her appeal against the suspension orders within four weeks. As the election was scheduled to be held before the expiry of the period, she should be allowed to cast her vote, the petitioner had submitted. Going into the background of the case, the petitioner had submitted that she was placed under suspension in May last year due to political reasons following which she had filed a writ petition. Her petition was disposed of after counsel for the respondents had asserted that Ms Bhatia should file a statutory appeal under the Municipal Corporation Act. In another petition filed subsequently, the councillor had asserted that three months had passed since her earlier petition was disposed of by the high court, yet her appeal had not been decided. Acting on the appeal, the high court had granted four months time. Ruchika case
A revision petition filed in Ruchika molestation case, seeking directions for cross-examining the witness produced by Haryana's former Director General of Police, S.P.S. Rathore, during an inquiry in the matter, was dismissed by Mr Justice K.C. Gupta of the high court. In her petition, Madhu Parkash — mother of Ruchika's friend — had challenged an order passed by Special Judicial Magistrate for Central Bureau of Investigation (CBI) cases, whereby she was denied the opportunity of cross-examination. Giving details, the petitioner had contended that Haryana's former Director-General of Police had filed an application claiming that Ms Parkash was using forged documents for seeking his prosecution. Denying the allegations in her reply, Ms Parkash had claimed that she had the right to cross examine the witnesses produced by Rathore during the inquiry. After hearing the arguments, the Special Judge had dismissed Ms Parkash's plea. Ruchika had committed suicide on December 29, 1993, almost three years after Rathore was accused of molesting her on August 12, 1990. Rathore had claimed that it was nowhere mentioned in the charge sheet that he was in any manner responsible for Ruchika's death. His counsel had contended that Ruchika, in her statement recorded during an inquiry, had not disclosed her intention of committing suicide on account of alleged humiliation she was subjected to on account of the alleged act. |
