Plan to amend Panchayati Raj Act Nurpur, March 22 He said the Panchayati Raj Acts of Andhra Pradesh and Kerala, which are considered the best in the country, would be studied. He lamented that owing to political reasons the gram panchayats had become defunct. “The new government will ensure that the real power vests with the panchayats and its elected pradhans will be the voice of gram panchayats who are supposed to function with consensus in carrying out their duties,” he added. He asserted that the misappropriation of funds would not be tolerated and the guilty would face action. He reiterated that the money allocated by the state and the Centre for a particular project would not be used for other purposes. Mr Mahajan, who is also the Labour and Employment Minister, pointed out that the government would lay emphasis on creating self-employment avenues. He said the major thrust would be to harvest rainwater and to promote the white revolution. |
Bank embezzlement case hushed up? Dharamsala, March 22 According to sources, the employee, a resident of a village near Fatehpur, 7 km from here, had systematically transferred funds from the profit and loss account of the bank to a personal account and then withdrawn the money. The matter came to light some time ago, but instead of suspending the clerk and filing a case against her, the bank management allowed the employees to go on medical leave. The employee has been reportedly asked to return the money. When contacted branch manager D.R. Dhiman confirmed that an employee had embezzled Rs 5,62,000 from the bank accounts, but not those of customers. Mr Dhiman said the employee had proceeded on medical leave and return Rs 3 lakh. Mr Dhiman said no case had been registered against the clerk who had confessed to her crime. The Managing-Director of the bank, Mr J.C. Chauhan, denied knowledge of the fraud on the plea that he had joined his new assignment only recently. |
Suharghat barrier to be shifted: CM Bilaspur, March 22 Chief Minister Virbhadra Singh told this to a deputation of the HP State Truck Operators Federation led by its president, Mr Ramdass Thakur, last evening. Addressing mediapersons here today, Mr Thakur said the Chief Minister had agreed to form a high-level committee to go into the demand for a hike in freight rates for cement loading work of the HP Civil Supplies Corporation. The federation, Mr Thakur said, had urged the Chief Minister to take up the issue of harassment of Himachal truck operators by the Punjab Police and the Punjab Transport authorities in Punjab areas on various pretexts. The Chief Minister had asked Industries Minister Ramlal Thakur to give him a first-hand account regarding the matter. |
Probe into bungling in road construction Kumarhatti, March 22 Since the past one year, Mr Chauhan, along with other panchayat representatives, has left no stone unturned to highlight the issue. The panchayat has passed resolutions on the ‘wrongdoings’ during road construction to the authorities on numerous occasions. The panchayat had received a written representation in this connection signed by 500 villagers expressing concern over the “irregularities”, claimed Mr Chauhan. |
HP House to meet again on March 24 Shimla, March 22 The House was adjourned on March 11 after two sittings during which the new members were administered oath, besides the election of the Speaker and the Governor’s Address. As the new Assembly came into being only at the fag end of the financial year, it was not possible to bring a regular budget, making it imperative to seek a vote-on-account. The House will also pass the supplementary demands for the current financial year during the scheduled three sittings. The motion of thanks on the Governor’s Address will be discussed and adopted by the House. It will come up for discussion on the first day soon after the presentation of the supplementary budget. This being the first session of the new Vidhan Sabha, the discussion which will continue on the second day, is not likely to generate any heat. On the final day the vote-on -account will be presented and passed after which the discussion on the Governor’s Address will resume. The session will conclude after adopting the motion of thanks on the Governor’s Address. |
Police clerk suspended Dharamsala, March 22 According to Mr Zaidi, the constable was working as traffic clerk for the past three and a half years and was recently transferred. It was alleged that funds realised by senior police officials as compounding amount in traffic cases were not deposited with the treasury and embezzled by the clerk. The embezzlement was noticed by treasury staff and came to light when the new clerk took over his duties. According to the SP, only a probe can reveal the exact amount embezzled. However, the clerk is evading arrest. |

Polyclinics from April 1 Shimla, March 22 The clinics will be set up at Shimla, Dharamsala and Solan under the ex-servicemen contributory health scheme while five polyclinics would be made functional for providing medical care to ex-servicemen in Himachal Pradesh.
