Kidwai for White Paper on Dhumal government Shimla, February 17 Addressing a press conference here today, she said it was quite intriguing that the state's debt burden increased manifold and crossed the Rs 15,000 crore mark even though the Vajpayee government gave liberal financial assistance to the state. It was a serious matter, which required an indepth study. Not only that, the administration also virtually collapsed under the BJP rule. To know the true picture bringing out a White Paper was essential, she added. The Congress government had a Herculean task at hand of bringing the administration back on the rails and improving the financial health of the state. The Congress leadership had the vision and experience to pull the state out of the present situation. The state leaders could certainly take the advice of economic experts like Mr Manmohan
Singh, if required, in financial matters. She said the Congress high command had been keeping a close watch on the functioning of the party governments in various states and Mrs Sonia
Gandhi, the party President, had herself been convening meetings of the Congress Chief Ministers every six months. Mrs Kidwai said like other Congress-ruled states, two committees would be set up in the state to ensure proper coordination between the party and the government and the implementation of the election manifesto. The state-level coordination committee would be constituted soon in consultation with Mr Virbhadra Singh, Chief Minister, while it would take some time to set up the manifesto committee, which was at the level of the AICC. She said she had come to the state to mobilise workers for the convention of block-level party functionaries being held in New Delhi from March 28 to 30. She said it was for the first time that such a convention was being held and the credit for it went to Mrs Sonia Gandhi who was keen to ensure the participation of the grassroot party workers in the decision-making process and also to have an authentic feedback on various issues and policy matters. She said a large number of partymen would participate in the rally to be held at the conclusion of the conventions.
