Former IAS officer held at Faridabad
Chandigarh, December 17
In a major step against corruption in high places, the Haryana Vigilance Bureau arrested a retired IAS officer, Mr Jai Pal Singh Sangwan, at Faridabad today. According to sources in the bureau here, an FIR under Sections 406, 420, 467, 468, 471 and 120-B, IPC, and Section 13(1) (d) of the Prevention of Corruption Act was registered against Mr Sangwan at the Gurgaon police station of the bureau on November 27, 2002.

Sarpanch’s family ostracised

The sarpanch of Pischolia village, Dayawanti, and her family have been ostracised by the Brahmins of the village for marrying a boy in her family with a girl of ‘Bhardwaj gotra’. Those who passed the decree belong to “Bhardwaj gotra’.

Four killed in accident

Four members of a family, including three women, were killed in an accident on the GT Road near Shahpur village 3 km from Ambala cantonment, today morning.

Drive on traffic rules from Dec 23

Five hundred deaths occurred in road accidents in the Ambala Zone in the last one year, Mr Alok Joshi, Inspector-General of Police, Ambala Range, informed this here today. He said latest machines would be installed on roads to control traffic. In Ambala, NCC cadets helped in managing traffic.

‘Curb’ illegal plying of vehicles

Haryana Chief Minister, Om Prakash Chautala has directed the Transport Department to constitute a task force comprising police and Excise and Taxation Department personnel to check unauthorised plying of passenger vehicles.

INLD MP has a narrow escape

Dr Sushil Indora, INLD Member of Parliament from the Sirsa constituency, had a narrow escape today when his car collided head-on with a mini truck near Dariyapur village in this district. The MP escaped with minor injury on the foot while one of his gunmen received serious injuries on the forearm.

Former IAS officer held at Faridabad

Chandigarh, December 17
In a major step against corruption in high places, the Haryana Vigilance Bureau arrested a retired IAS officer, Mr Jai Pal Singh Sangwan, at Faridabad today.

According to sources in the bureau here, an FIR under Sections 406, 420, 467, 468, 471 and 120-B, IPC, and Section 13(1) (d) of the Prevention of Corruption Act was registered against Mr Sangwan at the Gurgaon police station of the bureau on November 27, 2002. The sources say Mr Sangwan will be produced in court tomorrow.

Mr Sangwan, who is closely related to the BJP MP from Sonepat, Mr Kishan Singh Sangwan, had sought premature retirement from the IAS on March 13 last to contest the Rajya Sabha elections from the state as the joint candidate of the Opposition. However, his nomination papers were rejected by the returning officer on March 15 on the ground that his resignation from the government service was still to be accepted by the Union Government.

The FIR accuses Mr Sangwan of misusing his official position for obtaining wrongful gains for himself by causing a wrongful loss to the public exchequer to the tune of crores of rupees.

The charges against Mr Sangwan pertain to the period when he was posted as the Administrator, HUDA, Faridabad.

The FIR alleges that as Administrator, HUDA, Faridabad, Mr Sangwan issued completion certificates in respect of 20 commercial complexes by charging the composition fee of Rs 6.57 lakh against the fee of Rs 41.93 lakh assessed by the technical wing of HUDA, causing a loss of Rs 35.35 lakh to the public exchequer.

In another case, the FIR claimed, the reserve price of nine shop-cum-offices was fixed at over Rs 3.67 crore by Mr Sangwan’s predecessor. The highest bid was for Rs 4.41 crore, which was not accepted as it was considered to be below the market rate.

However, the FIR alleges Mr Sangwan auctioned the property for Rs 3.84 crore, causing a loss of Rs 57 lakh to the public exchequer due to ulterior motives.

The FIR further alleged that the property would have fetched a much higher price if the accused had observed “procedural transparency” and had not hobnobbed with the firm concerned, Messrs Paragaon Associates, which has also been named as an accused in the FIR. Mr Sangwan allegedly issued the allotment letter to the firm by tampering with the relevant record of the previous bids and the previous auction.

The FIR also accuses Mr Sangwan of converting a residential plot (No. 669, Sector 16-A, Faridabad) into a commercial plot and cancelling the resumption order in respect of the plot and allotting it to Messrs Rahul Properties for ulterior motives. Mr Sangwan also allegedly transferred a residential house(2178, Sector 8, Faridabad) by treating it as a plot only, whereas a building existed on the site in the records of HUDA. The beneficiary allegedly evaded stamp duty and the transfer fee.

Sources close to Mr Sangwan, however, described his arrest as “political vendetta”. They alleged that the BJP MP, who is related to the former bureaucrat, had a running feud with Chief Minister Om Prakash Chautala, and Mr Sangwan had been made a scapegoat.

Moreover, the sources said, Mr Sangwan had challenged the rejection of his nomination papers in the Rajya Sabha elections in the Punjab and Haryana High Court. The Union Government, they said, had accepted his resignation with effect from March 13 last before he filed his nomination papers.

Sarpanch’s family ostracised

The sarpanch of Pischolia village, Dayawanti, and her family have been ostracised by the Brahmins of the village for marrying a boy in her family with a girl of ‘Bhardwaj gotra’. Those who passed the decree belong to “Bhardwaj gotra’.

They alleged that the ancestors of Dayawanti from ‘Moudgil gotra’ were allowed to settle in the village some hundred years ago on the condition that they would never establish marital links with families of ‘Bhardwaj gotra’.

The Dayawanti family has broken the condition as a son of her brother-in-law, Raghbir, was married to a girl of ‘Bhardwaj gotra’ from Pundark village on November 23.

Dayawanti’s husband Ram Ratthan has threatened to go to the court if the ostracisation was not revoked immediately. UNI

Four killed in accident

Ambala, December 17
Four members of a family, including three women, were killed in an accident on the GT Road near Shahpur village 3 km from Ambala cantonment, today morning.

The accident occurred when the car in which they were travelling rammed into a truck going ahead. The police suspects that the driver of the truck might have applied breaks suddenly, leading to the accident.

The deceased were identified as Gopal Dogra, his wife Poonam Dogra and their relatives Anila Dezi and Sunita.

The bodies were shifted to the local Civil Hospital for a post-mortem examination. Relatives of the deceased have been informed about the mishap.

According to information, Gopal was driving the car. He and his relatives, belonging to Shastri Nagar, Delhi, were going to Ludhiana to meet their relatives.

According to an eyewitness, the car was badly damaged and the two of the bodies were taken out with difficulty.

The exact cause of the accident could not be ascertained so far. The police has registered a case.

Drive on traffic rules from Dec 23

A mass awakening campaign would be launched on December 23 under which no challans would be issued. Rather defaulters would be educated about basic traffic rules Mr Joshi assured the people of transparency in the police working. He said more chances would be provided for interaction among the public and the police.

The Ambala range constitutes of five district of Yamunanagar, Panchkula, Ambala, Kurukshetra and Kaithal. Later Mr Alok Joshi addressed students of Guru Nanak Girls College, Yamunanagar and other social organisations to mark police public sadhbhavna divas today.

Curb’ illegal plying of vehicles

Haryana Chief Minister, Om Prakash Chautala has directed the Transport Department to constitute a task force comprising police and Excise and Taxation Department personnel to check unauthorised plying of passenger vehicles.

Mr Chautala, who was reviewing the working of the State Transport Department here today, also directed the officials to lay stress on providing more facilities to passengers.

Youths slap, abuse Sarpanch

A Dalit Sarpanch was slapped by certain youths at Rattakhera village. The only fault of the Sarpanch was that he was heading a meeting of village women organised by an NGO, Participatory Research in Asia (PRIA). A number of Dalit women from the village yesterday presented a memorandum to Governor Babu Parmanand calling for his intervention for initiating action against the guilty under the SC and ST Act.

The memorandum said about 100 Dalit women had assembled at the village chaupal on the morning of December 9, to participate in a meeting ‘nari network’ organised by PRIA. The village Sarpanch, Mr Sukhchain Singh, was heading the meeting. Suddenly, certain youths came to the meeting and started manhandling him. They hurled abuses at the Sarpanch and women and threatened them of dire consequences if they dared convene a meeting again.

The village panchayat has passed a resolution asking the district administration to take appropriate action against the accused.

INLD MP has a narrow escape

Dr Sushil Indora, INLD Member of Parliament from the Sirsa constituency, had a narrow escape today when his car collided head-on with a mini truck near Dariyapur village in this district. The MP escaped with minor injury on the foot while one of his gunmen received serious injuries on the forearm.

According to reports, Dr Indora was proceeding towards Ellenabad in Sirsa district to attend a function today. When his car driver tried to overtake a tractor-trailer near Dariyapur village, a mini truck coming from the opposite direction collided with the car. The MP’s car was badly damaged in the accident but the MP had a miraculous escape and he escaped with minor injuries. One of his gunmen, Mr Ramesh Kumar, was seriously injured and he had to be admitted to a local hospital.
