Inadequate gunny bags may cause problems

The delay by the Haryana Government in obtaining a supply of adequate gunny bags is stated to be fraught with the risk of leading to serious problems during the ensuing wheat procurement season. While Punjab has already placed orders to the Kolkata-based office of the Director General, Supply and Disposal (DGSD), for its supply of gunny bags for rabi purchases, Haryana has so far only managed to invite tenders for the purpose.

“The tenders are going to be opened on December 11 and a decision about the supply of bags will be taken in a meeting the following day”, Haryana Government officials here said. They said government agencies, cooperative societies and private suppliers had been invited to submit tenders for supplying bags to Haryana. The state government wants 2.12 lakh bales (one bale has 400 bags of 50 kg capacity each) and the total order is worth Rs 250 crore. The rate announced by the Jute Commission of India had been fixed for the supply of the bags, the officials added.

This is perhaps for the first time that the state government is making a departure from the practice of getting the supply of the bags from the DGSD. An earlier attempt made by the Haryana Food and Supply Department for purchasing gunny bags from private manufacturers for the coming procurement season did not attract any response. Official sources here said the move was scuttled following a letter given by the Jute Commissioner to the state government insisting that for the reimbursement of the cost of the bags from the Food Corporation of India, the jute used for manufacturing the bags must be obtained by paying the minimum price of jute fixed by the Jute Commissioner.

This led to the backing out of private suppliers who had allegedly obtained jute at less price, including the jute procured clandestinely from Bangladesh. When this was brought to the notice of the Chief Minister, Mr Om Prakash Chautala, by terrified officials during a meeting held on November 1, Mr Chautala reportedly lost his cool and directed his ire at some of the officers who he felt had not handled the matter properly. The Chief Minister reportedly also shot off a letter to the Prime Minister, accusing the Union Textile Ministry (which looks after jute-related matters) of deliberately playing the role of a spoilsport in Haryana’s plan to obtain the bags from private suppliers. “The letter must be gathering dust at the PMO like so many other communications from Haryana”, quipped a source here.

The problem which Haryana is feared to face, in the wake of the delay, is that the state may not have adequate bags once the procurement season sets in the coming April. Knowledgeable sources said earlier, the arrival of crops used to be spread over a period of over three months or so which gave the government time for arranging bags and other paraphernalia of procurement from time to time. “However, with the level of mechanisation of agriculture increasing, the bulk of the crop now arrive in the first month of the procurement itself ”, the experts said and added that the state should be having about 95 per cent of the bags ready before the purchase by government agencies started in the state.

The bags also keep arriving in the state in instalments since such a huge number of bags cannot be supplied at one go even by the DGSD. In Haryana’s case, where the state government is yet to decide about the supplier of bags, the availability of bags may not match the arrival rate of wheat, leading to problems for the purchasers, the experts feel.

Mill begins crushing after HC order

Yamunanagar, December 7
The Yamunanagar Saraswati Sugar Mill started the crushing process from today after an order of the Punjab and Haryana High Court.

The mill, which is the biggest in the country, crushed a record 2.02 crore quintal of sugarcane last year. The delay in crushing this year led to frustration among sugarcane growers.

Meanwhile, Mr Sat Pal Kaushik, secretary of the Haryana Pradesh Congress, along with other Congressmen gave a memorandum to the Deputy Commissioner today to be sent to the Governor.

They said three years ago the rate of sugarcane was fixed and there had been no enhancement in the rate by the government since.

The memorandum also stated that the sugar mill management had obtained a stay order from the high court regarding the non-payment of rate as per the government order.

It would be paying as per the statutory minimum price fixed by the Central Government.

The Congress demanded the intervention of the Governor in this regard and said subsidy should be given to the cane growers.

They also demanded that the government should defer the instalment of electricity bills to help the farmers.

Railway bonanza for Haryana

Union Railway Minister Nitish Kumar today announced a new rail line on the Rewari-Jhajjar-Bahadurgarh section, financial assistance for the four-laning of flyovers and implementation of “Cold-chain container’ in Haryana to ensure remunerative prices to vegetable and fruit growers.

Mr Nitish Kumar announced this while laying the foundation stone of a siding to connect the Inland Container Depot(ICD) with the railway line here. The project has been jointly undertaken by the Haryana Warehousing Corporation (HWC) and the Container Corporation of India(CCI).

He said the ICD here would give a boost to the trade, besides providing employment opportunities to the people, thereby resulting in economic development of the area. The ICD here, he said, would emerge as a dry port where all adequate facilities for loading and unloading would be provided. This would facilitate the transportation of goods not only to different parts of the country but also directly to foreign nations, he added.

He said to remove problems being faced by the people at the railway crossings, the ministry had amended the rules under which 50 per cent cost of four-laning of flyovers would be borne by the Railway Security Fund. Under the scheme, the expansion of the first flyover at Kurukshetra would be take up shortly.

The minister accorded sanction to the construction of 17 new railway flyovers, including one each at the Rewari-Narnaul and Rewari-Jhajjar sections, besides three on the Rewari-Bharwas sections of Northern Railway.

He said the Kisan Express, which was announced on September 25, would soon be started.

Mr Natish Kumar said the cold-chain container scheme, aimed at proper marketing of fruits and vegetables, would be started from Kundli town in Haryana, bordering the National Capital Territory of Delhi. He said a meeting of the senior officers of Haryana and the CCI would soon be called in New Delhi to sign an agreement in this regard.

Giving details of the scheme, he said the fruits and vegetables would be stored in controlled conditions so that these reached the consumers fresh on the doorstep. Besides, it would boost exports.

He urged state Chief Minister Om Prakash Chautala, who presided over the function, to ensure the completion of the ICD by March.

Speaking on the occasion, Mr Chautala expressed his gratitude to Mr Nitish Kumar for playing a key role in setting up of the Rs 24 crore ICD here.

Among others who also spoke on the occasion were Haryana Health Minister M.L. Ranga, HWC Managing Director Jaiwanti Sheokand and CCI Managing Director A.K. Kohli. UNI

Sacha Sauda case: scribes meet Sirsa SP

A delegation of pressmen today met the SP of Sirsa, Mr A.S. Ahalawat, in connection with the condition prevailing in the district after the hunger strike launched by the followers of the controversial Dera Sacha Sauda. The fast has been launched to prevail upon the administration to release followers of the dera who have been arrested in connection with the murder of a former devotee, and also to put pressure on press representatives who are observing a boycott of activities of the dera as a protest against the murder of a fellow journalist, Ram Chander Chhaterpati, allegedly by followers of the dera.

The SP assured the delegation that no one, however big he may be, would be allowed to take law in his hands. Two persons related to the dera were in fact arrested four days ago in connection with the murder of a former manager of the dera, Ranjeet Singh, who was killed on July 10.

In a meeting of the local pressmen called at the local Surkhab Tourist Complex, the scribes denounced the move of the dera followers to “suppress the press”. “It is for the first time in the history of India that a religious institution is demanding a check on the press” the journalists observed as they took a serious note of the violation of Section 144, IPC, by dera followers by staging a dharna at the Mela ground. They also added that demanding the release of those arrested during CBI inquiry ordered by the court tantamounted to showing disrespect to the judicial system.

The Communist Party of India also passed a resolution in a meeting demanding that the Haryana Government give up its dual policy regarding the dera.

Meanwhile, in a press statement faxed to The Tribune office here, a spokesman of the dera said the murder of a journalist by some “misguided elements” had turned the local media against the dera. “Although the dera has condemned the act and demanded the harshest punishment to the accused, the local media has tried armtwisting to which the functionaries of the dera will not relent,” the statement said.

It claimed that condition of 13 of the 568 followers of the dera who had launched the indefinite hunger strike had deteriorated and added that if any “untoward incident takes place”, the civil administration would be held responsible for it.

Labour welfare Bill in Budget session: Verma

Karnal, December 7
Union Labour Minister Sahib Singh Verma said today that his ministry would move a comprehensive Bill on labour welfare during the Budget session of Parliament and also ensure its passage.

Mr Verma, interacting with mediapersons here, said the country still had 36 crore persons working in the unorganised sector. His ministry was making all-out efforts to bring them to the organised sector, he added.

He said his ministry had a target of providing nine lakh houses to labourers at concessional rates. Of these, four lakh would be provided in Haryana alone.

He said 10,000 such houses would be given on the birthday of Prime Minister Atal Behari Vajpyee at a function in New Delhi.

Mr Verma said labourers having plots could get direct housing loans from their provident fund. Besides, extra loan could also be given by the PF commissioners concerned with the help of HUDCO.

According to Mr Verma, his ministry had written to this effect to all Chief Ministers. UNI

Preparations on for Gita Jayanti

Mr R.T. Jindal, Director, North Zone Cultural Centre is camping here to take stock of the arrangements being made for a cultural extravaganza on the occasion of Mahabharata Utsav-Gita Jayanti Samaroh. He said nearly 1,500 artistes from North Zone Cultural Centre, Patiala, North- Central Zone Cultural Centre, Allahabad, North-East Zone Cultural Centre Dimapur, South Zone Cultural Centre Thanjavur, South-Central Zone Cultural Centre, Nagpur, East Zone Cultural Centre, Kolkata and West Zone Cultural Centre, Udaipur would showcase their talent and a special thrust would be given to present the Mahabharata in a unique form so that the audience could derive inspiration from various stories narrated in the epic.

The Deputy Commissioner, Mr Abhilaksh Likhi, said to make the event more interesting, Haryanvi artistes would be given a chance to regale the audience.

Mr Likhi said the episode “Kichaka Vadh” in “Khayal” style would be performed by Rajasthani artistes. He said a narrative folk form of Chhattisgarh based on the great epic of Mahabharata would be performed by a team of South-Central Zone Cultural Centre, Nagpur. The Karnataka troupe would perform ‘Yakshgayana”, combination of dance, music and literature.

Mr Likhi said “Powada” would be presented by the Maharashtra troupe. “Powada” probably composed by Kavi Bhushan during the rule of Shivaji is a song describing the valuour and glory of the king.

The police has also made elaborate arrangements for Mahabharata Utsav — Gita Jayanti Samaroh to be organised here from December 11 to 15. Nearly 900 police personnel have been deputed for the smooth and peaceful conduct of the five-day-long cultural extravaganza

Giving this information here today, Mr Des Raj Singh, Superintendent of Police, said Mr M.S. Malik, Director-General of Police, had directed the police administration to make necessary security arrangement for the convenience of the people.

Five chemist shops raided

Fatehabad, December 7
A team of drug inspectors today raided several chemist shops at Rattia and Fatehabad in this district.

The team inspected five chemist shops in the town and checked their stocks. As soon as the news about the inspection spread, all other shops in the town were closed. The team took samples of several drugs, including certain banned drugs. Heavy stocks of intoxicants recovered from a shop at Rattia have been seized by the authorities, according to sources. Orders for no-disposal of drugs without prior permission under Section 106 of the Drugs and Cosmetic Act have also been issued in certain cases.

Later, the team raided certain chemist shops in Fatehabad town. The ASDC, Mr Singla, said that the State Drugs Controller, Mr S.K. Dua had constituted the teams of drugs inspector to check the sale of adulterated and spurious drugs in the district.

Student compelled to lodge false FIR

A student who had passed out to the Technical Education Department, Haryana, had been compelled to lodge a false FIR to get his diploma certificate.

Sanjeev Kumar Jain, roll number 31479, passed out Electronics Communication Engineering Diploma through Government Polytechnic, Ambala City, in 1995. After a few years recently when he went to the Polytechnic to get his diploma, he was told that the Department had not sent his diploma certificate to this institution so far. The clerk of the polytechnic asked him to provide his registration number to find out his diploma in the directorate. After the passage of four months, the clerk informed him that his diploma had been misplaced from the directorate and to receive the same, he should apply for a duplicate one. Sanjeev told this correspondent that when he applied for a duplicate diploma, the department asked him to submit the copy of the FIR mentioning that the original one had been lost.

Thereafter, Sanjeev lodged a false FIR with the police that his original diploma had been lost from his possession. He said even though he had not even received the original diploma from the department, then why should he be required to register a false FIR. The department, however, refused to issue him the duplicate until he produced the FIR.

A senior officer of the Technical Education Department at Chandigarh, on being contacted on telephone, said duplicate diploma could not be issued until the candidate submitted an attested copy of FIR regarding the missing of the original diploma, along with the application.

Suicide bid by jail inmate

Ambala, December 7
One person, who was arrested by the city police in a dowry case, attempted to commit suicide by consuming some poisonous substance in police custody. According to information, the police had arrested Mohit on the complaint of his wife who alleged that her husband and other members of her in-laws pressurising her to bring more dowry. Mohit was rushed to the local Civil Hospital. It could not be ascertained how Mohit had managed to get some poisonous substance in police custody.

Car stolen: One Maruti car was stolen near Central Jail at Ambala City here today. Ravinder Kumar, a resident of Sector 7, Urban Estate, in a complaint lodged with the police said that he had parked his car near the jail land area to meet some one there. After half-an-hour when he came back he found that his car was missing.

Demonstration by college students

In response to a call given by the Students Federation of India (SFI), nearly 500 students drawn from various colleges affiliated to Kurukshetra University staged a demonstration in front of the Vice-Chancellor’s office here today. They were protesting against the cancelling of admissions of those BA (Part I) students, who could not clear their plus two compartment during supplementary examinations held last month.

They were demanding the withdrawal of the cancellation of their admission to the BA (Part-I) class. Earlier, they assembled in the local Thame Park, where they held a rally.

INLD women cell office-bearers

The president of the Haryana INLD women cell, Ms Kailasho Saini, MP, Kurukshetra, has appointed state level office-bearers of the cell.

While Ms Sumita Devi (Jind), has been appointed the vice-president, Ms Krishna Dalal (Rohtak) has been appointed the general secretary. As many as 19 activists of the party have been appointed members of the state working committee.

Giving this information here today, Ms Kailasho Devi said that she had fixed a target of enrolling 5 lakh women members and all officer-bearers have also been directed to start the membership drive in their respective areas.
