The chief of the state unit of the BJP, Mr Ratan Lal Kataria, has criticised the Chief Minister of Punjab, Capt Amarinder Singh, for not completing a portion of the SYL Canal which falls in the Punjab area whereas the Supreme Court had already directed the Punjab Government to complete the canal before January 15.

Ms Saroj Siwatch, daughter of HVP leader Mr Bansi Lal, was among two IAS and 15 HCS officers transferred by the Haryana Government today with immediate effect.

Bail for four BKU activists

In-laws booked for woman’s death

A newly-wed woman, Sapna, died here today. The police has registered a case against her in-laws in this regard.
Mr Dalip Khanna of New Kartarpura married Sapna, his daughter, to Sunil of Gulab Nagar on April 25, 2002. He alleged that the in-laws of his daughter tortured her to bring more dowry.

HERC stalemate continues

Attempts being made by Mr K.S. Chaube, current Chairman of the Haryana Electricity Regulatory Commission (HERC), to resist the state government's alleged effort to convert the independent body into virtually a government outfit, is facing challenge from within the commission.

It was learnt that two members of the commission were favouring the state government's move to post an IAS officer of Haryana cadre as the Secretary of HERC. When contacted Mr Raghbir Singh, a member of the commission, confirmed that he as well as Mr Subhash Katyal, another member, had put on record their approval of appointment of Mr Arun Kumar Gupta as the Secretary of HERC.

Though all three previous member secretaries of HERC came from the Haryana Government, Mr Chaube who had become Chairman of the commission after the exit of Mr Ramesh Chandra in August, has taken a stand regarding the commission exercising its right of recruiting the Secretary. Mr P.K. Das, the first Secretary of the Commission, after it came into being in 1998, was given by the state government. Subsequently, Mr Avtar Singh and then Ms Sumita Misra were also posted by the state government as Secretary of HERC.

However, in the Act relating to institution of HERC, there is an elaborate procedure for recruitment of the Secretary through shortlisting of applicants having minimum six years' administrative experience and other qualifications. Mr Chaube wants to exercise that right and has formally opposed the state government's step of offering HERC Secretary's post to Mr Gupta. Mr Ashu Mathur, Joint Director (Finance) of HERC, was given charge as Secretary by the Chairman after Ms Sumita Misra went on leave. Mr Chaube, it was learnt, has also instructed the PS (Private Secretary) attached to the Secretary to give all the files to Mr Mathur. As a result, Mr Arun Kumar Gupta, who was in the Secretary's office on Friday, had nothing to do except sitting idly in the office.

Talking to the TNS on the issue, Mr Raghbir Singh argued that though the commission had the power to recruit the Secretary of its own without any assistance from the state government, by another provision in the HERC Act, Mr Chaube was also bound to concede to the majority view on any subject. He said according to a clause under Section 9 of the Act, in case of dispute on any subject among the three members (including the Chairman) of HERC, the decision taken by the majority would be accepted as the view of the commission. According to Raghbir Singh, since he himself and Subhash Katyal were in favour of accepting Mr Arun Kumar Gupta as HERC Secretary, Mr Chaube should not oppose the appointment.

However, a source pointed out that the section of the Act pertaining to the view of the majority to be regarded as the view of the commission was applicable only in case of disputes among members over some matter relating to power sector brought before them by the state government or any other party. "There is a clearcut guideline in the Act about recruitment of a Secretary and this cannot be altered by taking recourse to the section on majority opinion prevailing in case of disagreement among members", the source said.

Incidentally, Mr Chaube, the only remaining member of HERC inducted during the regime headed by Mr Bansi Lal, perhaps is not alone in feeling that HERC, set up as a watchdog body to monitor power sector reforms, is being reduced to a mere tool of the state government. Mr Ragbir Singh and Mr Subhash Katyal became members of the commission after Mr Om Prakash Chautala took over power in the state. Their differences with Mr Chaube is well known which have come out in the open in the wake of the controversy over appointment of the Secretary.

Justice Bali for free legal aid to women

Justice V.K. Bali of the Punjab and Haryana High Court today said that though the law in India had given equal status to women, but they were not being treated well by our male dominated society. ‘‘Reason is that we give more importance to the menfolk than the womenfolk’’, he said.

Justice Bali was addressing a seminar on ‘‘Exploitation of Women Working in Unorganised Sector’’ organised by the Mata Sita Rani Seva Sanstha, Panipat, under the auspices of the National Women’s Commission here at the Skylark Tourist Complex here today.

He said stringent measures had been enforced in favour of the victims of dowry related cases and to punish the accused in the court of Law. But there was hardly any decline in such cases, he said and disclosed that every third case in the High Court was related to dowry death.

He also stressed the need for developing a thinking of equality for men and women among the children at the family level.

Highlighting the importance of Lok Adalats and free legal services to women of every status, Justice Bali asked the people to resolve their disputes through mutual consent. He pointed out that around 65 per cent of cases in the courts were of very petty nature which could easily be settled out of court and in Lok Adalats.

‘‘Ego and rivalry are perhaps the main reason for pursuing the petty cases even in the higher courts and many-a-time such cases result in murders’’, he said and remarked that these sentiments were neither good for the families nor for society. He observed that after the decision of such cases, ‘‘the winner feels defeated and the defeated feels dead’’ as all their resources get exhausted in fighting these cases in different courts.

The member of the National Women’s commission, Ms Sudha Mallaya, lamented that the women folk were not being treated well in society as well as at their working places as the reports of incidents of sexual harassment and sex exploitation at working places have become common.

‘‘In order to bring equality, we have to be sensitive and women’s contribution must be acknowledged’’, she said.

Baby Rani Maurya, member of National Women’s commission and Ms Shiela Bhaiyan, Chairperson of the Haryana Women’s commission, were also present at the seminar, which was attended by a number of prominent women activists, representatives of different industrial associations and government functionaries.

Later Justice Bali, who is the chairman of Haryana State Legal Services Authority, presided over the scheduled quarterly Lok Adalat in the District Courts.

Punjab flayed on SYL Canal work

The chief of the state unit of the BJP, Mr Ratan Lal Kataria, has criticised the Chief Minister of Punjab, Capt Amarinder Singh, for not completing a portion of the SYL Canal which falls in the Punjab area whereas the Supreme Court had already directed the Punjab Government to complete the canal before January 15.

Reacting to the statement of Capt Amarinder Singh Mr Kataria said after his defeat in the SGPC elections the Congress had lost its base in Punjab. Mr Kataria said he had been uttering such baseless statements regarding the SYL and Chandigarh to mislead the people of Punjab. He said the SYL was the lifeline of Haryana and would be completed at every cost. He said the water table in most of the districts of Haryana had been reducing.

Talking to mediapersons here today he said recently the five BJP MPs of Haryana met the Prime Minister and requested him to pressurise the Punjab Chief Minister to implement the decision of the judiciary. He said the Prime Minister had assured them that if the construction work of the canal was not completed by January 15 it would be handed over to some Central agency.

Mr Kataria said he had also recently met the Water Resources Minister who disclosed that the Punjab Government had not been giving sufficient support to settle the water dispute between the two states.

Replying to a question he said the Haryana unit of the BJP had seriously taken the statement of a former Punjab Chief Minister, Mr Parkash Singh Badal, that Punjab would not give even a drop of water to Haryana. He said Mr Badal should not issue such irresponsible statements, which might create tension between Haryana and Punjab.

Ms Saroj Siwatch, daughter of HVP leader Mr Bansi Lal, was among two IAS and 15 HCS officers transferred by the Haryana Government today with immediate effect.

Ms Siwatch, CEO, Shivalik Development Agency, Ambala, has been posted as Vice-Principal, Revenue Training Institute, Ambala, relieving Mr D.D. Gautam of the said charge. Ms Neelam Pradeep Kasni, ADC, Ambala, has been given the charge of Shivalik Development Agency in addition to her present duties.

Mr M.L. Kaushik, SDO (Civil), Sirsa, has been given additional charge of Estate Officer, Urban Estate, Sirsa. Mr R C Verma has been posted as General Manager, Haryana Roadways, Bhiwani. Ms Vinod Anand, Special Collector, Gurgaon and Zonal Administrator, HSAMB, Gurgaon, has been relieved of his charge as Special Collector.

Mr Sanjeev Verma has been given the charge of Executive Magistrate, Kaithal. Ms Sunita Verma has been made City Magistrate, Faridabad, relieving Mr Pardeep Godara. Ms Geeta Bharti has been made Executive Magistrate, Hisar. Mr Ashok K. Bishnoi has been posted as GM, Haryana Roadways, Bhiwani. Spectacle of dance and song

The past four days of Mahabharata Utsav and Gita Jyanti celebrations have been a spectacle of dance and songs. At least 1500 artistes connected with the Mahabharata war to regale the audience.

The main performance have been at Amin Dayalpura, Narkatari, Jyotisar, Saraswati Teeratha, Pehowa and Kurukshetra University.

The main attraction of the programme has been ‘Samar Manthan’ organised at Purshottampura Bagh by the North Zone Cultural Centre of Patiala. The famous lyrical drama has been prepared by renowned artiste Bansi Dhar in 36 scenes based on various aspects of the Mahabharata. It is being enacted by 200 children from various schools. ‘Manthan’ is a fusion of Theru Kuttu, Yash gaan, kathak kali, vithi natakam, raas, natwari, khayal, pandvan, ankiya naat thangata, piaka and Chaau folk lore.

‘Raas Leela of Uttar Pradesh has been extremely popular with the village folk. The ‘Raas Leela tradition has been for the past 300 years.

‘Pandav Nritya of Uttaranchal depicting acts of valour of the Pandavas is also drawing crowds.

An eight member party of famous artistes led by Teejan Bai from Chattisgarh has been hit with the audience.

Another attraction is Saraikella Chhau of Jharkhand. The dance is performed during Chetra Parva known for grace and poise. It revolves around the acts of bravery of Abhimanyu. son of Arjuna.

Ajit Singh: I am not member of NDA

“I am not a member of the National Democratic Alliance (NDA)”, the Union Agriculture Minister, Mr Ajit Singh, said here today. He was replying to a question while addressing a press conference here today.

Regarding his criticism of the Haryana ruling party, he said though the INLD was a member of the NDA , he was not. How he was a minister could be clarified from the convener of the NDA, he added.

Bail for four BKU activists

Ambala, December 14
The Additional Sessions Judge, Mr M.M. Sharma, yesterday granted bail to four BKU activists arrested by the police for blockading the National Highway near Shahjadpur on November 25 while protesting against the non-payment of the arrears of sugarcane producers by Naraingarh Sugar Mill.

The four activists who have been granted bail are Rajinder Singh, Netra Pal, Mukandi Lal and Om Prakash. The counsels for the BKU activists, Mr Ajay Jain, Mr S.K. Sehgal and Mr Raj Kumar Kashyap, also filed a bail application of Mr Ghasi Ram Nain, former president of the BKU, in the court.

The police had arrested Mr Nain along with 17 other activists of the BKU during the protest.

In-laws booked for woman’s death

Yamunanagar, December 14
A newly-wed woman, Sapna, died here today. The police has registered a case against her in-laws in this regard.

Mr Dalip Khanna of New Kartarpura married Sapna, his daughter, to Sunil of Gulab Nagar on April 25, 2002. He alleged that the in-laws of his daughter tortured her to bring more dowry.

Around 8 a.m. today, he was informed over the telephone that his daughter had died. All members of the family reached Sapna’s place. The woman was later cremated.

The police registered a case against the husband, mother-in-law and three others of the family under Section 304 of the IPC.

In the evening, family members of the deceased, along with hundreds of people, blocked traffic on a road at Piara Chowk in protest against the police’s failure in nabbing the accused.

2 injured as gun goes off

Karnal, December 14
Two customers were seriously injured when the gun of a guard of the State Bank of India at Anaj Mandi here went off accidentally today.

Police sources said Mr Pawan Kumar and Mr Dashrath, who had visited the bank for some transactions, were taken to the Civil Hospital.
