Rajasthan CM meets PM over drought

Rajasthan Chief Minister Ashok Gehlot today met Prime Minister Atal Behari Vajpayee and Finance Minister Jaswant Singh over the drought in the state.
During his meeting with the Prime Minister, Mr Gehlot sought early release of foodgrains which had been sought by the state government earlier.

CM’s actions may affect Punjab politics: Jaitley

The BJP today expressed serious concern over the release of prisoners in Jammu and Kashmir and warned that developments in Punjab during the past few days “can have adverse effect on the future politics of the state”.

Blaming the state government for the unfortunate developments of the past few days, BJP spokesman Arun Jaitley said the Congress “does not appear to have learnt its lessons from the history” as it was the undermining of various institutions in Punjab by the successive ruling Congress governments which had led to terrorism in the state.

The past two weeks have shown significant and concerted efforts of interference by the Congress government in the religious affairs of Gurdwara management, Mr Jaitley stressed, adding that “it is imperative that the state keeps away from the affairs of the religious institutions”.

However, the conduct of the Punjab Chief Minister demonstrates that every principle in the rulebook has been broken, the spokesman said.

The Chief Minister has let loose a reign of terror, he said, warning the Punjab Chief Minister that his ill-advised actions could have an adverse effect on the future politics of the state.

Another BJP leader V. K. Malhotra also hit out at Capt Amarinder Singh, saying that after Operation Bluestar this was the second time that the security forces had entered the Golden Temple premises.

Earlier, expressing reservation over the decision of the PDP-Congress government in Jammu and Kashmir to release people involved in acts of insurgency, Mr Jaitley said releasing of such people on “political consideration” was impermissible under the law.

Mr Jaitley said their release could have been justified if it had been done on the basis of a report of a screening committee of experts.

Without such a detailed assessment, releasing people facing serious allegations in such large numbers would go against the mandate of the people of Jammu and Kashmir whose vote was against insurgency and terrorism, he pointed out.

BJP rebels given 7 days to file reply

Lucknow, November 12
Uttar Pradesh Assembly Speaker Keshrinath Tripathi today gave the 10 BJP rebel MLAs a seven days’ notice to file their reply on a writ filed by the state unit of the BJP, seeking their disqualification from the House.

Assembly sources said the rebels were issued notice to file their reply in writing or appear personally before the Speaker by November 19 at 2 pm after the latter found the BJP writ legally fit.

BJP legislature party leader Lalji Tandon had yesterday handed over the writ to Vidhan Sabha Secretary R.P. Pandey on the basis of the provisions under Schedule 10, para A of the Anti-Defection Law.

The MLAs sought to be disqualified are Mr Kovid Kumar Singh, Mr Ganga Bux Singh, Mr Ravindra Pundir, Mr Mayankeshwar Sharan Singh, Mr Anil Kumar Verma, Mr Narendra Singh Verma, Mr Ram Pratap Singh, Mr Badshah Singh, Mr Chandramani Kant Singh and Mr Dayashankar Verma.

Meanwhile, Uttar Pradesh Chief Minister Mayawati has reportedly asked senior police officials to collect the criminal antecedents of legislators and submit the same within a week.

The SPs in the districts and the local intelligence units have been asked to collect information about the legislators of their respective districts separately so that a clear picture could emerge and chances of bias could be reduced, police sources said.

Interestingly, the Election Commission had earlier collected information about the criminal history of legislators and found that over 200 legislators had criminal cases registered against them.

As per the police records, 48 BSP and 83 Samajwadi Party (SP) legislators have a criminal record and the BJP is no exception as at least 12 of its legislators face criminal charges.

Among the legislators, Om Prakash Singh of the SP has maximum 70 cases lodged against him, followed by Harishankar Tiwari of LCP, a Cabinet Minister in state government, who has 29 cases registered against him. Amarmani Tripathi, another minister, is charged with 26 criminal offences.

Two more ministers have been arrested and their arms licences cancelled, the police added. UNI, PTI

India’s diplomatic win on terror

India has scored a diplomatic victory at the just concluded second ministerial conference of the Community of Democracies in Seoul which approved a set of tough measures against countries where there is disruption of Constitutional rule and which support terrorism.

The November 10-12 conference, in which more than 100 countries, including the USA and India participated, adopted a plan of action and issued a statement on terrorism. Among other things, the plan envisages the exclusion of non-democratic countries from the community.

However, the Indian diplomatic coup has come in the two-page statement on terrorism issued in Seoul at the end of the conference today, which makes a pointed reference to “cross border terrorism” enforcing the provisions of United Nations Security Council Resolution 1373 on terrorism.

“They (the Community of Democracies) reiterate their resolve, expressed in the Warsaw Declaration, to strengthen cooperation to face transnational challenges to democracy such as state-sponsored, cross-border and other forms of terrorism. They, therefore, welcome an increased cooperation at the regional and global levels. They renew their commitment to concerted efforts to combat terrorism. In particular, they reiterate the need for universal ratification and full implementation of the UN conventions and protocols related to acts of terrorism.”

The participants observed that terrorism could not be justified by any cause or under any circumstances.

UNI adds: Denouncing terrorism as a threat to international peace and security, the conference observed that the recent terrorist attacks in various parts of the world confirmed that the international cooperation against terrorism would remain a long-term effort and required a sustained universal commitment.

To protect societies from the scourge of terrorism and to create equitable, stable and secure societies, the participants reiterated their determination to strengthen sound democratic institutions and good governance as well as to promote their underlying principles.

It also called for the full implementation by all countries of the United Nations Security Council Resolution 1373 relating to terrorism.

Farmers go on rampage

Meerut, November 12
Farmers from the western Uttar Pradesh region blocked several roads in various districts of Meerut and Saharanpur divisions, demanding the immediate starting of sugar mills in the area. The infuriated farmers under the banner of the Bharatiya Kisan Union and Rashtriya Kisan Morcha blocked rail and road traffic on the Delhi-Saharanpur road and national highway No 58 at Daurala for over six hours. The farmers even went on a rampage and smashed the windows of several vehicles.

In the evening the police lathi-charged the farmers blocking the NH-58. Even some soldiers trapped in the jam beat up farmers with their belts. Police personnel also smashed the windows of some vehicles of farmer leaders. Several farmers got injured in the lathi-charge.

Talking to The Tribune several farmers threatened that they would set ablaze their sugarcane fields due to the anti-farmer policies of the UP Government.

District Magistrate Rama Raman rushed to Janghethi village and requested the farmers not to set their sugarcane fields afire. He assured the farmers that the sugar mills in the region would be opened shortly.

Meanwhile, the DM here has directed the police to register an FIR against the BKU leaders and block pramukh, Daurala for blocking traffic.

Such incidents were also reported from other districts of western Uttar Pradesh. In Muzaffarnagar farmers blocked the roads at various points and gheraoed police stations for several hours and courted arrest. Mahendra Singh Tikait, BKU president, also staged a dharna at Bharan Kalan in this connection.

Farmers confined Tikala Sugar Mill officials, Muzaffarnagar, to 24 hours’ illegal custody. The officials were able to escape. The farmers also laid a siege on the guest house nearby.

VHP yatra : EC seeks report

Keeping up pressure on the Gujarat Government in the run up to the Assembly elections next month, the Election Commission today asked for a detailed report on the planned VHP yatra starting from Godhra on November 17.

The Chief Election Commissioner, Mr J.M. Lyngdoh, accompanied by his two Commissioners reviewed the poll preparedness and the law and order situation here on the second day of their visit to Gujarat.

Talking to reporters, B.B. Tandon, one of the Commissioners, said the commission had already drawn the attention of the state government and asked for an immediate report on the yatra.

Any decision on the question of yatra would be taken after getting the report, he said.

Power tariff hike move irks MP Cong men

Among the party MLAs who expressed their disapproval was Mr P.C.Sharma, who is known for his obsequious support to whatever Mr Digvijay Singh does. Talking to reporters at the Assembly pressroom today, MLA from Mahidpur in Ujjain district Kalpana Parulekar remarked that the opposition by Mr Sharma meant that the entire Congress was opposed to the move. Mr Sharma represents the South Bhopal constituency in the Assembly.

The ministers who have so far come in the open against the power tariff hike move are Ms Jamuna Devi and Mr Subhash Yadav, both Deputy Chief Ministers, and Mr Sajjan Singh Verma, Minister for Urban Administration and Development.

Rajasthan CM meets PM over drought

Rajasthan Chief Minister Ashok Gehlot today met Prime Minister Atal Behari Vajpayee and Finance Minister Jaswant Singh over the drought in the state.

During his meeting with the Prime Minister, Mr Gehlot sought early release of foodgrains which had been sought by the state government earlier.

The state, which has been facing drought for the past four years, had also submitted its financial demands to the Finance Minister. Mr Gehlot also called on Vice-President Bhairon Singh Shekhawat.

Mr Gehlot informed the Prime Minister that because of the continuing drought in the state, problems of drinking water, fodder and employment had worsened. He said 41,000 villages in 32 districts of Rajasthan were reeling under drought.

Mr Gehlot said three months had elapsed since the Task Force was constituted to provide assistance to the drought affected states but the worst-affected Rajasthan had been allotted only two lakh metric tonnes of wheat as against its demand for 56 lakh metric tonnes.

Scandal in coal mining alleged

A former BJP MP from Nagpur, Mr Banwarilal Purohit, today demanded the cancellation of all “captive mining blocks,” alleging that coal worth crores of rupees was being illegally mined.

Mr Purohit told newspersons at a press conference that various private sector companies had been colluding with government officials for the past 10 years to acquire private coal mining blocks in contravention of Coal Bearing Areas Act of 1957.

Mr Purohit, who is a Congress leader now, urged Union Coal Minister Uma Bharti to cancel 27 allotments to private parties given since 1993.

Mr Purohit said the allotment of mining blocks to private companies was illegal as the amendments to the Coal Bearing Act made in 1993 clearly prohibited such a practice.

Pak refuses to take bodies of Plaza ultras

Pakistan has refused to accept the bodies of the two terrorists who were killed in a shoot-out in the Ansal Plaza shopping complex here on November 3, Mr Navtej Sarna, spokesman for the Ministry of External Affairs, said today.

India had asked Pakistan’s Deputy High Commissioner here last week to take the bodies as the documents found from them showed that they were Pakistani nationals. However, Pakistan declined to accept the bodies.

Sushma attends function on Broadcasting Day

Information and Broadcasting Minister Sushma Swaraj said today that Doordarshan and All India Radio (AIR) should not forget their commitments to public service while facing the challenge of increasing competition from private channels.

Ms Sushma Swaraj, who was attending a function at the Broadcasting House here on the occasion of the Broadcasting Day, said “The day reminds us of Prasar Bharati’s commitment to public service broadcasting and this should not be forgotten amidst increasing competition”.

It was on this day in 1947 that Mahatma Gandhi first visited the studios of the Broadcasting House to broadcast his message to the people of Kurukshetra on All India Radio.

The minister said the brief function, which began with Gandhi’s favourite bhajan “Vaishnav Jana” and ended with “Raghupati Raghav Raja Ram”, gave a “lot of inspiration”. PTI

WOMAN KILLS THREE CHILDREN, SELF
DINDIGUL:
Heart-broken over her husband having an affair, a woman allegedly committed suicide after drowning her three children at the remote P. Kosavanpatti village near Vadamathurai in the district on Monday, the police said. The woman was heart-broken as her husband did not come home for the past one week. She took her three children to a nearby water tank on the pretext of giving them a bath and allegedly committed suicide after drowning the children aged 11, six and nine. PTI

ILLICIT LIQUOR MAKES 14 ILL
CUDDALORE, (TAMIL NADU):
Fourteen persons were hospitalised after allegedly consuming illicit liquor at a village near here on Monday the police said. Three of the admitted victims reportedly lost eyesight while the condition of two others was critical, the police said. The victims, belonging to Oraiyur and Manam Thavazhntha Puthur villages in Panruti taluk, were admitted to different hospitals. Six persons, allegedly to be illicit liquor sellers, were arrested on Monday in this connection following an inquiry by DSP Rajiv Kumar, the police said. PTI
