withdraws Lucknow, November 9 In a hurriedly convened press conference Mr Nanda said “He had decided to withdraw from the race as the administration was hell bent upon to cancel his nomination paper by using unfair means.” He admitted that he was roughed up by some legislators and said he had apprised Chief Minister Mayawati of the incident. On the other hand, Secretary of the Vidhan Sabha R.S. Pandey, who is also the Returning Officer of the Rajya Sabha poll, declared that the nomination papers of Mr Nanda were cancelled. He said Mr Nanda had given a wrong residential address. According to the law, the Rajya Sabha nominee should be a resident of Uttar Pradesh, said Mr Pandey and added that the Ghaziabad address given by Mr Nanda was “found to be false”. Earlier in the day, the Ghaziabad SDM had verified that the residential address given by Mr Nanda was wrong and subsequently an FIR was lodged against him for “furnishing false information in the nomination paper”. Reacting to this Mr Nanda lodged a complaint of “harassment” with the Election Commission of India and the latter asked the Returning Officer to stop the scrutiny of nomination papers. Incidently, the complaint against Mr Nanda was lodged by the leader of Congress Legislature Party (CLP) Pramod Tiwari immediately after Mr Nanda had filed nomination papers yesterday. He claimed that one of the affidavits attached with the nomination papers were Xeroxed, which is not allowed. The BJP, however, in its complaint challenged Mr Nanda’s residential address as the party leadership said Mr Nanda’s name was not there in the voting list as claimed by the latter. Acting on this advice, the Returning Officer cancelled the nomination of Mr Nanda. |

Kanpur, November 9 Talking to reporters here today, Mr Kuldeep Singh, a former Congress MLC, alleged that RSS chief K.S. Sudarshan’s current visit to Kanpur to address a Sikh congregation under the aegis of the Rashtriya Sikh Sangat was part of the saffron outfit’s renewed bid to divide the Sikh community. They have the narrow motive to drag the Sikhs towards idol worship and further the political agenda of the BJP, he said. He recalled that the RSS leadership had raked up a controversy by floating the idea to keep Guru Granth Sahib in temples of Punjab. The move was aimed at rewriting the history of Sikh religion by portraying it as a part of Hinduism. The then Akal Takht chief, Giani Puran Singh, had taken exception to the Sangh’s “game plan” and protected the sanctity of the Sikh holy book with the Central Government’s intervention. Now, keeping in view the large population of Sikhs in this city of Uttar Pradesh, the same game plan is being unfolded in Kanpur by the saffron outfit in collusion with some “traitors” of the Panth, Mr Kuldeep Singh said, adding that the RSS chief was being invited to address congregations in Gurdwaras

The Akal Takht had already directed the Sikh community in 1992 to ignore and boycott the activities and programmes of the Rashtriya Sikh Sangat which is a Sangh Parivar organisation. Therefore, Sikhs should follow the directives of the Akal Takht and prevent Mr Sudarshan from misusing gurdwaras for unfolding the BJP political agenda.

Norway lauds India for J&K
poll New Delhi, November 9 Talking to reporters after the meetings, Mr Peterson said his country was against all forms of terrorism and wanted violence to be contained and brought down in Jammu and Kashmir after the “encouraging” elections in the state which he described as a “good” process. Mr Peterson arrived here yesterday on a three-day visit. He met External Affairs Minister Yashwant Sinha last evening and the talks followed working dinner. Foreign Secretary Kanwal Sibal was also present at the meeting. The Ministry of External Affairs described the meeting as “excellent”. The foreign dignitary invited Mr Sinha to visit Norway. Mr Sinha has accepted the invitation and the dates would be worked out through diplomatic channels. During Mr Peterson’s talks with Mr Advani, the Union Home Secretary was also present. Mr Peterson said issues relating to Pakistan, Afghanistan and those concerning the region came up for discussion with Mr Advani and Mr Mishra. In his interaction with the Indian leadership, Mr Peterson took the opportunity to brief India with regard to the Sri Lankan peace process, in which Norway had been deeply involved since it started the process. On the Lankan peace talks, Mr Peterson said: “I have come here to benefit from the Indian experience and for establishing closer contact with Indian ministers”. He said the peace talks were at the top of Norway’s agenda and added that the process had been going on “very well” and the two parties had the “will” to reach an accord. “We know there are a lot of complicated issues that have to be addressed, but it is very encouraging that the ceasefire entered into in late February has held very well,” Mr Peterson said. The Sri Lankan Government has so far had two rounds of peace talks with the LTTE in Thailand and the third round is scheduled to be held in Oslo in early December. Oslo is keen to negotiate hydroelectric projects with India. |

EC team to closely monitor Gujarat poll New Delhi, November 9 The EC, which has already directed the Gujarat state Election Commission, to strictly follow the guidelines and take punitive action against erring officials, is not willing to take any chance and will be deputing “Central observers of repute and integrity” in adequate numbers to the state, commission sources told The Tribune here today. The number of Central observers will be decided after the two-day visit of the full Election Commission panel led by Chief Election Commissioner J.M. Lyngdoh to Ahmedabad and Rajkot. They will fan out in each of 182 constituencies, especially in communally sensitive areas to strictly enforce the EC election codes. Anticipating a large number of “politically motivated complaints”, the Election Commission is understood to have instructed the state Election Commission to take cognizance of such complaints on merit and in case of any confusion refer it to Election Commission headquarters. Meanwhile, all focus is on the two-day tour of the full panel of the commission to Gujarat, where, Mr Lyngdoh, along with two Election Commissioners T.S. Krishnamurthy and B.B. Tandon and other senior officials of the commission, will make an on the spot assessment of the situation and also poll prepardeness and give necessary directions. The main focus of the panel will be to assess the security arrangements for the December 12 elections and also to oversee the steps taken to ensure that the electorate, especially from the minority community, participate in the poll in a large number and without fear. During the visit, Mr Lyngdoh will also review the implementation of the commission direction to the state Chief Secretary on the removal of posters and hoardings having communal colour, besides closely monitoring the transfers carried out by the Modi’s government. On October 17, the EC had directed the state government to transfer officers who had served for four years in a place or who were serving in their home districts. The visit of the full panel of the commission assumes great significance as the Chief Election Commissioner has already said the commission will enforce the law “rigidly” in Gujarat in the coming Assembly poll. He has also warned of action against those making statements on communal lines. |
BJP, Cong to launch campaign tomorrow Gandhinagar, November 9 Acting Chief Minister Narendra Modi and state BJP President Rajendrasinh Rana will launch the ninth phase of their ‘Gujarat gaurav yatra’ from the temple town of Dakor in Kheda district while the Congress will kickstart its poll campaign at Sardar Vallabhbhai Patel’s ‘Karmabhoomi’, Karamsad in Anand district. Mr Modi and Mr Rana, during the last eight phases of their ‘gaurav yatra,’ had visited nearly 130 out of the total 182 Assembly constituencies in the state. The latest phase of the yatra will also travel through Godhra and culminate at Surat. At the Congress campaign launch at Karamsad, senior party leaders, including AICC General Secretary in charge of Gujarat Kamal Nath, Rajya Sabha members Ahmed Patel and Suresh Pachori, GPCC President Shankarsinh Vaghela and former Chief Minister Amarsinh Choudhary will participate. After the final selection of candidates, party chief Sonia Gandhi would address nearly 10 election meetings in Gujarat, party sources said. Political parties are likely to announce the lists of candidates next week. The process of selection of candidates is progressing at various levels. Nearly 3.29 crore people are eligible to cast their vote in the December 12 poll.

Safety New Delhi, November 9 Air Marshal Goel, presently Senior Air Staff Officer, Eastern Air Command, takes over the post from Air Marshal
V.K. Bhatia, who was reverted from his key appointment as AOC-in-C Western Air Command, in the wake of a transport aircraft piloted by him straying into Pakistan’s territory in the Kargil sector. Air Marshal Ajit Bhavnani, presently Assistant Chief of the Air Staff at Air Headquarters here, has been promoted and appointed Senior Air Staff Officer of Central Air command. Air Vice Marshal A.D. Joshi has taken over as the new Assistant Chief of Air Staff (personnel). Air Marshal Goel who has close to 10,000 hours of operational flying to his credit has flown during all operations from 1965 Indo-Pakistan war to Operation Vijay. He was appointed the team leader to induct the IAF giant IL-76 transport aircraft. It was under his captaincy that the first IL-76 landed at Leh on October 14, 1985. Air Marshal Bhavnani the new SASO Eastern Air Command is one of the most experienced IAF fighter pilots and was the first to fly the Mirage 2000 multi-role fighters. He has also done an instructional tenure in the Middle East. |

Doctor wasn’t there: police New Delhi, November 9 Joint Commissioner of Police (Special Cell) Neeraj Kumar told reporters that according to the mobile phone records of the doctor, he had reached the spot only at 9.32 pm, two hours after the encounter took place. “We have also ascertained with his friends, with whom the doctor was in touch on his mobile phone from 6 pm to 10 pm,” said Mr Neeraj Kumar. “The doctor has been giving contradictory statements ever since the incident took place and according to details available with the police, Dr Krishna had a dubious record,” he added. He said since Pakistan refused to accept the bodies of the slain terrorists, the post-mortem on these was conducted today by a three-member team at AIIMS. The arrangements for the final rites have also being made. Earlier in the day, Dr Krishna, who was underground, today surfaced at his residence and alleged that special branch officials came to his residence on November 5 and threatened him that many old cases against him had been reopened. He also alleged that the police had forced him to sign some blank documents, which was dismissed by the police later in the day. The police also served summons on Dr Krishna today for questioning, citing newspaper reports quoting him as an eyewitness in the shootout. Dr Krishna alleged that the police was out to prove him a “fake doctor” to “discredit” him and claimed threat to his life from it. He said he would depose only before the NHRC or a court and would not go to a police station. Dr Krishna added that he was “forced” to speak out after initially remaining silent after the police publicised his background. On the encounter, Dr Krishna claimed that he was only a few metres away when policemen in civil dress fired at two “sedate-looking unarmed persons”. “It happened within minutes,” he said, but failed to specify the exact time of the incident even while claiming that he was in Ansal Plaza between 6 pm and midnight. “There was firing from only one side and this cannot be termed as an encounter,” said Dr Krishna. Taking full advantage of the controversy surrounding the killing of two Pakistani terrorists in the Ansal Plaza shopping complex in New Delhi, Pakistan on Saturday charged India with having “premeditated murder to discredit” Islamabad. “The two persons shot dead by the Indian police are not Pakistani nationals,” a Pakistan Foreign Office statement said here, a day after its High Commission in New Delhi refused to accept bodies of the two terrorists on the grounds that they were not its nationals. |

reforms New Delhi, November 9 In a statement, CITU secretary W.R.Varada Rajan said yesterday that legislative provisions for minimum wages should be made as per the recommendations of the 15th Indian Labour Conference and the Supreme Court’s judgement in the Raptakos Brett case. Speaking in the backdrop of the national seminar on unorganised sector, organised by the Labour Ministry, which ended here yesterday, Mr Rajan said the central trade unions and the employery organisations should be equally represented on the tripartite bodies relating to the unorganised sector and their participation should be ensured in the process of formulation and preparation of schemes for informal workers. Referring to the conclusions arrived at by the group on an “umbrella legislation for the unorganised sector”, the trade union body said the report of the Second National Commission on Labour was at variance with the recommendations of the study group constituted by the commission itself. The statement insisted that a national minimum wage should be determined and any state level minimum wage should not be below that. “It was also urged that the government should approach the issues relating to the unorganised sector not merely from the welfare point of view, but from the angle of regulation of employment and guaranteeing minimum earning capacity for the workers”, he said. There was also unanimity of view that agricultural workers should not generally be clubbed with the unorganised sector, but a separate national-level legislation should be enacted for their benefit in farming, horticulture, and sericulture, among others. |
BEG’s Foundation Day celebrations begin Hardwar, November 9 The highlight of the Foundation Day celebrations was a ceremonial parade which was commanded by the Deputy Commandant of the unit, Col D.J. Thosre. The chief guest, Lt Gen D.S. Chauhan, GOC-in-C Central Command, took the salute. The distinguished gathering on the occasion included the Commandant of the unit, Brig S.N.Mukherjee and the Group Adjutant, Lt-Col.Sanjeev Dalal. It may be mentioned that the Bengal Engineering Group and Centre, Roorkee, popularly known as Bengal Sappers, is one of the oldest army units of the
country. It has carved for itself a glorious niche in the military annals of the country. The genesis of this unit lies in the raising of the Bengal Pioneers by Col Tom Wood at Kanpur in 1803. The unit played a leading role in all war operations before and after Independence, including World War II, the military operations in Jammu and Kashmir in 1948, the Indo-Chinese war in 1962, the Indo-Pakistan wars in 1965 and 1971 and the Bangladesh war. During the recent Kargil war, the unit added many a feather to its cap. The achievements of BEG and Centre during times of peace are no less renowned than those during war. Construction of roads and bridges in the most difficult terrains, construction of the Upper Ganga canal, which is a marvel of engineering, relief operations in earthquake and flood-hit areas and deployment of its jawans for arrangements for the Kumbh mela at Hardwar and Allahabad are some of the memorable achievements of the unit. Due to its distinguished services the unit has been honoured with many top awards, including several Padm Vibhushan, Padma Bhushan, Padma Shri, Victoria Cross, Military Cross, Indian Order of Merit, Special Service Medal, Kirti Chakra and Arjun a awards. The yearlong Foundation Day celebrations, which will culminate in the bi-centenary celebrations to be held next year, is an occasion for the jawans and the officers of the unit to re-dedicate themselves to the glorious traditions of the unit. |

is innocent Ahmednagar, November 9 “I am confident my son is innocent”, Mr Dutt told newspersons at Srirampur, 60 km from here yesterday, after addressing a public meeting as part of the two-day ‘Sadbhavana Yatra’ organised by the district party unit. “Mafias and religious fundamentalists have made common man’s life miserable. My son has been targeted by these elements,” he added. Criticising the BJP and the Shiv Sena for ‘creating communal tension and defaming India worldwide’, Mr Dutt said communal harmony was the real strength of the country.
