Mayawati resorting to ‘repression’

The Samajwadi Party chief, Mr Mulayam Singh Yadav and the party General Secretary, Mr Amar Singh, today lashed out at the Deputy Prime Minister, Mr L.K. Advani, for making a mockery of democracy and the Constitution in Uttar Pradesh. He said the largest democracy of the world had been brought to disgrace by the blatant violation of law and the Mayawati government was resorting to “high-handedness and large-scale repression” with the connivance of the BJP.

Complete projects on time: Dhumal
Hamirpur, November 12
The Himachal Pradesh Chief Minister, Mr Prem Kumar Dhumal, today asked district officers to ensure that all ongoing projects were completed on time.

BJP suspends two Kangra leaders
Shimla, November 12
Adopting a cautious approach while initiating disciplinary action against the party men who allegedly tried to malign Prof P.K. Dhumal, Chief Minister, during the Kangra bandh on November 7, Mr Jai Krishan Sharma, the party President, suspended Mr Kamal Padha, general secretary of the Kangra district unit, and Mr Rakesh Chauhan, general secretary of the district Bhartiya Janata Yuva Morcha from the primary membership.

3 of family killed in mishap
Dharamsala, November 12
Three persons, including two women, were killed when their scooter collided head-on with a private bus. The deceased have been identified as Raj Kumar (38), a retired soldier, his wife Shakuntala Devi (30) and their niece Nisha (18).

Proclaimed offender held
Dharamsala, November 12
A police party from Ludhiana in Punjab has taken into custody Prem Dass, a resident of Bara Bhangal village of Baijnath subdivision, who had been declared proclaimed offender in a case registered against him in Ludhiana in 1973. He was arrested from Bir village.

Heavy sleet lashes Shimla
Shimla, November 12
The state capital and the surrounding areas were lashed by heavy sleet this afternoon.

Delimitation: BJP MLAs may move court

Dharmsala, November 12
BJP MLAs from Kangra unhappy after an hearing with the Delimitation Commission on November 7 and 8 have started seeking opinion of lawyers in respect of the implementation of the report. The Commission headed by Justice Kuldip Singh will publish draft proposals on November 15 to seek public objections in 10 days to be dealt within a fortnight.

A notification relating to new Vidhan Sabha constituencies may be issued by December 15. If the schedule is adhered to, more than six MLAs mainly from Kangra will not be in a position to contest forthcoming elections.

According to sources, the Commission heard all associate members and accepted the objections which led to Thural being deleted and Sullah being retained as the new constituency with major portion of Sullah in it. Sources state that most of the objections raised by the affected MLAs from Kangra had more of rhetoric less of logic and failed to convince the Commission.

The Commission appears to have considered the views on the reservation of Chachiot and declaring Karsog in Mandi as open constituency and the decision is expected to be reversed.

Similarly the decision on Rohru may be reversed but Baijnath may not get the same treatment.

According to sources the affected MLAs plan to move court for not observing the procedure and taking decision in a haste which may affect their political career.

It is also being said that MLA from Kangra failed to convince the Commission as they had not pleaded their case with arguments and also had not submitted proposals.

Mayawati resorting to ‘repression’

The Samajwadi Party chief, Mr Mulayam Singh Yadav and the party General Secretary, Mr Amar Singh, today lashed out at the Deputy Prime Minister, Mr L.K. He said the largest democracy of the world had been brought to disgrace by the blatant violation of law and the Mayawati government was resorting to “high-handedness and large-scale repression” with the connivance of the BJP.

Addressing a news conference today at Dharampur, 70 km from here, at the house of the former PWD Minister and Coordinator “Himachal Loktantrik Morcha, Mr Mahinder Singh, the SP leaders lamented that the decorum of the high office of the Governor of the state had been eroded. “He is acting as if he was the spokesperson at the BJP”, he alleged.

The two SP leaders along with Usha Yadav, national secretary of the party, had come to the native village of Mahinder Singh to bless his daughter on the occasion of her marriage. A rousing reception was given to them as they alighted from the helicoper.

Mr Amar Singh alleged that he, too, was tortured and arrested without warrants and later let off. He also narrated the case of torture of 10 MLAs who were detained for over 36 hours in a jail.

When a correspondent asked whether they were meeting the President to discus the alleged partisan role of the Governor, Mr yadav said at the moment we had gone to the court of the people. “There was a virtual bandh in Uttar Pradesh yesterday though no call was given. It speaks volumes about the mass resentment against the Gover, he said.

Mr Amar Singh said the House was the only place where majority could be tested and wondered why the session of the House was not being called.

Complete projects on time: Dhumal

Hamirpur, November 12
The Himachal Pradesh Chief Minister, Mr Prem Kumar Dhumal, today asked district officers to ensure that all ongoing projects were completed on time.

Mr Dhumal was addressing a meeting of the district officers here this evening. Though the meeting was called to review the progress of all departments, yet only the progress of the Departments of Forests, Irrigation and Public Health, Public Works and Agriculture were discussed at the meeting.

Mrs Urmila Thakur, Parliamentary Secretary, and Mr Babu Ram Mandyal, MLA, were also present at the meeting.

The meeting was to be held at Hamir Bhavan, but the venue of the meeting was changed to the Circuit House. Only senior district officers were allowed to enter the meeting venue.

Although Mr Dulo Ram, President of the Kangra unit, Mr Vipin Parmar, a legislator, and several prominent persons were actively involved in the bandh, the party confined the action to just two office bearers. A three-member committee headed by Mr Ganesh Dutt, party spokesperson, with Mr Randhir Sharma and Mr Karamvir as members had been set up to inquire into the campaign against the delimitation exercise to identify those responsible for dragging the name of Prof Dhumal in the matter. The committee has been asked to submit its report with in seven days.Top

 

3 of family killed in mishap

Dharamsala, November 12
Three persons, including two women, were killed when their scooter collided head-on with a private bus. The deceased have been identified as Raj Kumar (38), a retired soldier, his wife Shakuntala Devi (30) and their niece Nisha (18).

The accident took place near Theraa village about 9 km from Jwalamukhi on the Nadaun-Jwalamukhi section of the Kangra-Hamirpur road.

According to eye witnesses, Raj Kumar was coming from Nadaun on his scooter and was on his way to Dehra when in an attempt to overtake a Dharamsala-bound HRTC bus, he dashed into a private bus which was on its way from Jwalamukhi to Nadaun.

While Nisha was profusely bleeding and died immediately, Raj Kumar had no external injuries and his foot was caught in the mudguard of the bus. His wife Shankuntla could not survive due to lack of timely medical aid. Though a large number of vehicles, including three government vehicles, stopped near the site but the appeals to rush the critically injured to Nadaun or Jwalamukhi hospital fell on deaf ears.

A case has been registered against the driver of the private bus and the bus has been impounded. The bodies of the deceased were today handed over to family members after post mortem examination.

Proclaimed offender held

Dharamsala, November 12
A police party from Ludhiana in Punjab has taken into custody Prem Dass, a resident of Bara Bhangal village of Baijnath subdivision, who had been declared proclaimed offender in a case registered against him in Ludhiana in 1973. He was arrested from Bir village.

According to sources, Prem Dass was arrested in 1973 when more than 9 kg of hashish was seized from a truck owned by him. A case under Sections 61/1/14 was registered and the accused remanded to police custody for 42 days. Later, he was released on bail as the case had been filed in the court against him in Ludhiana. Prem Dass did not attend the subsequent hearings and was declared proclaimed offender.

Heavy sleet lashes Shimla

Shimla, November 12
The state capital and the surrounding areas were lashed by heavy sleet this afternoon.

The upper areas of the city were covered with a white sheet. Jakhoo Hill, the highest peak, received 8 cm of sleet. The slippery road conditions affected traffic on the Shimla-Kufri road.

Meanwhile, higher reaches in the tribal areas of Kinnaur, Lahaul and Spiti had another spell of snowfall. Top
