No pullout from J&K: Swami

Union Minister of State for Home I.D. Swami said today that there was no move to pull back troops amassed along the Line of Control (LoC) and Jammu and Kashmir borders with Pakistan because of continuing cross-border terrorism.

Two dropped from  foreign tour

Two members have reportedly been dropped from the team going on a tour of foreign countries tomorrow following a Central government directive to bring down the size of the entourage.

Four armed robbers today struck at the branch of a gramin bank located at Karanpur village on the Pinjore-Nalagarh road and robbed Rs 30,000 at gunpoint in broad daylight here.

Police personnel of Dulina post in the adjoining Jhajjar district today deposed before Rohtak Divisional Commissioner R.R. Banswal on the lynching of five Dalits by mobs over the skinning of a dead cow on Dusehra day (October 15).

Gang of criminals busted, 3 held
Sirsa, November 6
The police has busted a gang of criminals by arresting three of its members involved in cases of murder, rape, looting, stealing and rioting. Stating this here today the recently transferred district police chief, Mr A. S. Ahlawat, said a member of the gang was already in the custody of the Punjab police and would be brought to Sirsa soon.

Kale kachhewale gang loots labourers
Fatehabad, November 6
A suspected kale kachhe wale gang struck at a ‘dhani’ near here last night and looted gold and silver ornaments from farm labourers living there. According to two inhabitants of the ‘dhani’, Ram Kumar and Shera, about 10 to 12 persons came to their dwelling on the fields of Dr K.D. Chowdhary on the Majra road and looted gold and silver ornaments by threatening to kill them.

No pullout from J&K: Swami

Karnal, November 6
Union Minister of State for Home I.D. Swami said today that there was no move to pull back troops amassed along the Line of Control (LoC) and Jammu and Kashmir borders with Pakistan because of continuing cross-border terrorism.

Only “partial shuffling” of extra troops deployed in Pakistan-bordering states — other than Jammu and Kashmir — was underway, he told UNI here.

Mr Swami said except for the USA the rest of the world considered Pakistan a big source of terrorism.

“Only America is not interested in declaring Pakistan a terrorist state.”

He, however, described as a big blow to Pakistan President Gen Pervez Musharraf the installation of Mr Mufti Mohammed Sayeed as the new Chief Minister of Jammu and Kashmir after successful elections in the troubled state.

Mr Swami also reiterated Deputy Prime Minister L.K. Advani’s remarks that the two terrorists killed at Delhi’s Ansal Plaza on Divali eve belonged to Pakistan.

They were sent by the ISI to foment communal tension in the country on the eve of the festival of lights, he added. UNI

Two dropped from foreign tour

Chandigarh, November 6
Two members have reportedly been dropped from the team going on a tour of foreign countries tomorrow following a Central government directive to bring down the size of the entourage.

The Haryana team, led by Chief Minister, Om Prakash Chautala, will be visiting South Africa, Germany, Denmark, the UK, the USA and Japan during the 16-day tour. The delegation is slated to return on November 24.

Official sources said that Mr Randhir Singh, Estate Manager of the Haryana State Industrial Development Corporation (HSIDC); and Mr Daryao Singh, Independent MLA from the Jhajjar constituency, had been from the team. Mr Daryao Singh had himself opted out following the demise of a family member.

Four other Independent legislators, namely Mr Rajinder Singh Bisla, Mr Bhim Sain Mehta, Mr Hamid Hussain and Mr Devraj Diwan, however, would accompany the Haryana team. Mr Sampat Singh, Finance Minister, Mr M.K. Miglani, Principal Secretary to the Chief Minister; Mr Harbaksh Singh, MD of the HSIDC, Mr Jagdish Khattar, MD of Maruti Udyog Limited, Mr Rajiv Singh, Vice-President of DLF Universal Ltd were among the other members of the team.

The team would seek investment and knowhow in the areas of entertainment, dairy industry, automotive industry, two-wheeler manufacturing and computer industry, it was learnt.

Lok Adalat on November 9

Legal Services Day will be observed on November 9 in Haryana and special Lok Adalat will be held in the judicial complex here, a pre-Lok Adalat has been fixed for November 7 to discuss the cases relating to insurance companies and Haryana Roadways in court rooms here where the cases are being tried.

The Member-Secretary of the District Legal Services Authority-cum Chief Judicial Magistrate Mr Gulab Singh, stated this here today. He said that the Legal Services Authority Act came into force on November 9, 1995 and at the second annual meeting of the State Legal Services Authority on October 9, 1999, it was decided that every year Legal Services Day be observed on November 9. On Legal Services Day Legal Literacy and Legal Awareness Camps, workshops, seminars and Lok Adalats are organised in Haryana.

According to Mr Gulab Singh Lok Adalat would be held in Jind Judicial Complex from 3 pm to 5 pm. He said that all types of cases, including Motor Accident Claims Tribunals (MACT), Matrimonial, Civil, Criminal, Revenue and other cases would be taken up.

A Legal Literacy Camp would also be organised on the same day in Brah Khurd village of the district where villagers would be apprised of the legal aid schemes. Advocates will give lectures on basic legal rights available to citizens under the Constitution. They would be educated free legal aid and benefits and the Dowry Prohibition Act and provisions under Indian Penal Code and Criminal Procedure Code, Mr Gulab Singh said.

Hold-up at bank; Rs 30,000 robbed

Pinjore, November 6
Four armed robbers today struck at the branch of a gramin bank located at Karanpur village on the Pinjore-Nalagarh road and robbed Rs 30,000 at gunpoint in broad daylight here.

Armed with two revolvers and knives, the four car-borne youths reached the bank at around 11.15 am and parked their vehicle in front of the bank building. Two of them went inside the bank and stormed into the cashier’s cabin.

The robbers forced the bank employees — Ms Kailash Narula, Mr Rajpal Yadav, an accountant, and Wariam Singh, a class IV employee — at gunpoint to open the chest. They took the money from them and locked the three in a room. The robbers reportedly sped away in a red Maruti car towards Baddi.

The matter came to light when the branch manager, who was on a field tour, returned and found his staff locked. He subsequently informed the police.

The four robbers, in their early twenties, threatened the bank employees of dire consequences and directed them to hand over entire cash, said Ms Kailash Narula, the bank cashier. “They were wearing turbans and had beard. All four were speaking in Punjabi and Hindi,” said Mr Rajpal Yadav.

Soon after the news spread, the Panchkula police sounded an alert and set up roadblocks to seal all escape routes. The police of neighbouring states was also informed and red colour cars were stopped and searched.

Senior police officials, including Mr Ranbir Singh, SP, and bank officials visited the scene of the crime. A case under Sections 342, 392 and 506 of the IPC has been registered on the complaint of Mr Rajpal Yadav.

Traders and other financial institutions in the area have demanded stricter security measures in the town and frequent police patrolling in colonies and nearby villages.

Dulina cops depose before Banswal

Rohtak, November 6
Police personnel of Dulina post in the adjoining Jhajjar district today deposed before Rohtak Divisional Commissioner R.R. Banswal on the lynching of five Dalits by mobs over the skinning of a dead cow on Dusehra day (October 15).

Mr Banswal recorded the statements “in camera” of the policemen who were present at the police post on that day. The deposition lasted about five hours, official sources said.

Mr Banswal had been appointed by the Haryana government to probe the lynching of the Dalits, which had sent a wave of anger among members of the Scheduled Castes and Backward Classes. He is likely to submit his report within a month.

All 15 policemen at the post were sent to the Police Lines at Jhajjar. UNI

Drive on legal literacy

Chandigarh, November 6
The Haryana State Legal Services Authority has launched a statewide campaign to apprise people of their legal rights.

Mr V K Bali, Executive Chairman of the authority, said here today as part of the campaign, all district legal services authorities and subdivisional legal services committees had been directed to organise legal literacy camps in remote rural areas as well as in urban slums on Sundays and other holidays with the help of retired judicial officers, lawyers, teachers and students of law and social workers. The campaign would also strive to cover school students from class onwards as well as these in colleges and universities.

Mr R.S. Virk, Member Secretary of the Haryana State Legal Services Authority, said the HSLSA had established counselling and conciliation centres at all district headquarters in Haryana.

The authority had so far organised 1499 lok adalats in Haryana which over four lakh cases had been settled.

Stating this here today the recently transferred district police chief, Mr A. S. Ahlawat, said a member of the gang was already in the custody of the Punjab police and would be brought to Sirsa soon.

Mr Ahlawat informed that articles worth Rs 7 lakh had been recovered from them. He said the CIA police arrested Raj Kumar, who was involved in a chain snatching incident in Dabwali on October 9, and Krishan and Rajinder, who were involved in two theft cases in Dabwali on October 12. The fourth accomplice Bittu was already in police custody. According to Mr Ahlawat, these gangsters had admitted to having stolen Maruti cars and on the basis of their confessions five cars and a two-wheeler had been recovered. The three gangsters were also involved in a murder in Dabwali on October 15, he added.

A suspected kale kachhe wale gang struck at a ‘dhani’ near here last night and looted gold and silver ornaments from farm labourers living there.

According to two inhabitants of the ‘dhani’, Ram Kumar and Shera, about 10 to 12 persons came to their dwelling on the fields of Dr K.D. Chowdhary on the Majra road and looted gold and silver ornaments by threatening to kill them. The looters then went to another ‘dhani’ where they beat up an inhabitant Bharat but could not find anything in his possession. However, a case of theft has been registered at the local police station. The DSP (City), Mr Ram Kumar, said he had visited the site and there was no evidence of 10 to 12 persons having gone there during the night.

Chahal, Inquiry Commission, has been posted as Managing Director, Haryana Dairy Development Cooperative Federation and the Haryana Dairy Development Corporation in addition to his present duties against a vacant post.
