Surjewala may sue UT Administration

The Presidents of the Haryana Krishak Samaj and the Haryana Kisan Khet-Mazdoor Congress, Mr Shamsher Singh Surjewala and Mr Tejinder Pal Singh Mann, respectively, alleged today that Chief Minister, Om Prakash Chautala, had pressurised the Chandigarh Administration into “prematurely” release 110 activists of the two organisations from Burail Jail where they were in judicial custody for agitating at Matka Chowk on October 31.

Unemployed youth will be benefited by ‘Rozgar Aap Ke Dwar launched by the Haryana Government. Mr Ajay Singh Chautala, President of the Yuva Indian National Lok Dal and MP, speaking to mediapersons here last evening disclosed that the scheme would be started from Fatehabad district in mid-November.

Chautala: graft not to be tolerated

The Haryana Chief Minister, Mr Om Prakash Chautala, today declared that he would not tolerate corruption in the administration “at any level” and those found guilty would invite stern action “irrespective of their position and social status”.

According to reports, received here, a task force comprising SDO, JEs and a few employees of the HVPN conducted a raid in Balwant Singh Street after reports of power theft.

BSNL resumes Net connections
Karnal, November 2
Bharat Sanchar Nigam Ltd., which had stopped giving new Internet connections last year, has started providing connections again with immediate effect. This was stated here today by Mr P.K. Paliwal, Senior General Manager of Telecommunication (Karnal circle).

Surjewala may sue UT Administration

The Presidents of the Haryana Krishak Samaj and the Haryana Kisan Khet-Mazdoor Congress, Mr Shamsher Singh Surjewala and Mr Tejinder Pal Singh Mann, respectively, alleged today that Chief Minister, Om Prakash Chautala, had pressurised the Chandigarh Administration into “prematurely” release 110 activists of the two organisations from Burail Jail where they were in judicial custody for agitating at Matka Chowk on October 31.

They were remanded in judicial custody till November 3 by the SDM (South) on October 31 at 4.30 p.m.

On November 1, the SDM (Central) issued the release orders of those who had courted arrest at Matka Chowk.

In the release order the officer held that since the agitation had ended on October 31 itself, “I don’t see any apprehension of a breach of the peace”. He further wrote that “the accused can be sent to judicial custody only if they fail to furnish interim surety bonds as required under Section 116(3) CrPC, if directed to do so by the Magistrate.

“In the instant case no such direction to furnish interim surety bonds has been issued. Since there is no prima facie case of apprehension of a breach of the peace for future and no direction to furnish surety bonds has been issued, the judicial remand of the accused should not continue. I accordingly order the discharge of the accused. The Superintendent (Jail), Chandigarh, is directed to release the accused.”

If activists of the two organisations, who wanted to stay in jail well beyond Divali, were not directed by the Magistrate to furnish surety bonds, were they held in illegal custody? A court of law may have to soon decide the issue, if the plans of Mr Surjewala are an indication. He is likely to sue the Chandigarh Administration on the issue.

He also plans to submit a memorandum to the Haryana Governor.

Pak spy remanded in police custody

Pakistan spy Mohammad Salim was well trained in espionage and had begun his spying activity in the Ambala Cantonment as per the directions of senior Pakistan officials.

Sources said that during questioning, Mohammad Salim had said that he had undergone extensive training in Pakistan before he was sent to India. During his training, Mohammad Salim was informed about Indian culture, what problems he was likely to face, besides being directed to maintain a low profile.

Police officials said Mohammad Salim had taken photographs of sensitive locations, including the Air Force base. He had gathered information regarding the Army units located within the Ambala Cantonment and was even aware about the distance between the Army units. Sources said they have even detected a trouser on which certain notings had been written in Urdu or Pushto.

Meanwhile, the Chief Judicial Magistrate, Ambala, Ms Sarita Gupta, today sent Mohammad Salim to police remand till November 14.

The police officials today submitted in court that they had recovered a diary, a camera and a purse from Mohammad Salim. The diary contained notes written in Urdu or Pushto language. The officials said that the translation of the notes, written on 20 pages, in the diary need to be undertaken.

They said the photographs in the two reels recovered from the spy also need to be developed. The purse of the spy contained six STD receipts besides a sum of Rs 613. Cases have been registered against the Pakistani agent under the Official Secrets Act and the Foreigners Act.

‘Rozgar Aap Ke Dwar soon’

Unemployed youth will be benefited by ‘Rozgar Aap Ke Dwar launched by the Haryana Government. Mr Ajay Singh Chautala, President of the Yuva Indian National Lok Dal and MP, speaking to mediapersons here last evening disclosed that the scheme would be started from Fatehabad district in mid-November.

The youth leader said financial institutions had been advised to provide easy loans to the unemployed youth. The scheme would provide opportunities to the youth to start their own ventures. With the elimination of unemployment, crime rate would automatically go down, he added.

Regarding the controversy raised by the opposition over the opening of casinos in Gurgaon, Mr Ajay Singh Chautala said casinos were functioning successfully in Goa. These would generate revenue and provide employment to thousands of people. It had been decided that money generated through the casinos would be utilised for social welfare schemes, he said.

The INLD did not believe in the policy of defection, otherwise more than 50 per cent Congress legislators were willing to join the party. He lashed out at former Chief Minister Bansi Lal. During his regime 1.5 lakh persons were booked under the Prohibition Act, he alleged.

Later, he flagged off 40 trucks laden with fodder for drought-hit Rajasthan. He said 150 trucks of fodder had been sent to Rajasthan from Sirsa.

Chautala: graft not to be tolerated

The Haryana Chief Minister, Mr Om Prakash Chautala, today declared that he would not tolerate corruption in the administration “at any level” and those found guilty would invite stern action “irrespective of their position and social status”.

Mr Chautala, who was presiding over a meeting of the Deputy Commissioners and the SPs here, said they had been given a free hand to eradicate corruption. The tendency of inaction against the corrupt would bring a bad name to the government which was committed to providing a clean, transparent and efficient administration.

He said if any Act had to be amended, the government would not hesitate to do it to dispense with the services of corrupt persons. He also asked the officers not to misuse official vehicles.

Mr Chautala said all roads in the state would be repaired by December 31. He directed the departments concerned to ensure that the quality of material being used was good. He directed the Irrigation Department to complete the cleaning of canals at the earliest to ensure that water reached the tail-ends of the water channels.

Complimenting the paddy procurement agencies for smooth procurement of paddy, Mr Chautala directed the officers concerned to ensure the sowing of rabi crops in time. About drought relief he said the state government had sent a memorandum to the Centre on September 6, seeking financial assistance of Rs 1895.98 crore and 9.72 lakh metric tonnes of wheat. A Central team had visited the state from September 26 to September 28 to take stock of the situation.

He announced that in view of the drought conditions, the surcharge waiver scheme for all categories of electricity consumers in the rural areas had been extended up to November 15. He directed the Chairperson of the power utilities, Mrs Meenaxi Anand Chaudhary and the Financial Commissioner Irrigation, Mr Pradeep Kumar, to ensure adequate power and water during the sowing season. Chief Secretary, A.N. Mathur asked various departments to take speedy action on the announcements made by the Chief Minister under the “Sarkar Aapke Dwar” programmes.

Four Haryana district police chiefs shifted

The Haryana government today transferred six IPS officers, including the district police chiefs of Faridabad, Panchkula, Sirsa and Ambala. It also issued the posting orders of eight other officers promoted to the IPS and three DSP.

At least two SPs are well connected. Mr Ranbir Singh Sharma has been shifted from Faridabad to Panchkula vice Mrs Charu Bali who goes as SP, women cell, Police Headquarters, Panchkula. While Mr Sharma is a son-in-law of the Union Minister of State for Home, Mr I.D. Swami, Mrs Bali is a daughter of Mr Justice V.K. Bali of the Punjab and Haryana High Court.

Mr Attar Singh, Commandant, Ist Battalion, Haryana Armed Police, Ambala, and Mr Sanjay Kumar, SP, Sirsa, swap their places of posting.

Mr P.S. Ranga, SP, Haryana Police Academy, Madhuban, has been posted as SP, Regional Training Centre, Bhondsi.

Mr Sandeep Khirwar, SP, State Vigilance Bureau, has been posted as SP, Telecom, Panchkula, against a vacant post.

Mr Ravi Kumar, on appointment to the IPS, has been posted as Additional SP, Rohtak, against a vacant post. Mr Ram Singh, on appointment to the IPS, has been posted as SP, Haryana Police Academy, Madhuban.

Mr Sukhdev Singh, on appointment to IPS, has been posted as Additional SP, Bhiwani, against a vacant post. Mr Mohinder Singh and Mr Sultan Singh, on appointment to the IPS, have been posted as Additional Commandants in the Indian Reserve Battalion, Bhondsi.

Mr Rajinder Kumar, on appointment to the IPS, has been posted as SP, Faridabad. He was till now the Personal Security Officer of the Chief Minister.

Mr Sahib Ram Nehra, DSP, First Battalion, HAP, Ambala, has been posted as DSP, headquarters, Jind, vice Mr Ram Kishore, who goes as DSP, Narwana. Mr Om Parkash Narwal, DSP, Headquarters Karnal has been posted as DSP, headquarters, Panipat.

Mr A.S. Chawla, SP, Kaithal, would hold additional charge as SP, Jind, during the leave period of Mr M S Ahlawat from November 5 to November 15.

Farmers block highway

Hundreds of farmers blocked traffic on the Delhi-Hisar National Highway at Mundhal village near here yesterday to put pressure on the state government for the early release of compensation for drought. Mr Krishan Swaroop, general secretary of the Haryana Kisan Sabha, Mr Ram Partap Malhan, president of the Kisan Sangharsh Samiti, Mr Prithvi Singh Gorkhpuria, CPM leader, Mr Harnam Singh, former legislator, and Mr Phool Singh Sheokand, employees’ leader, addressed the protesters.

They alleged that though farmers of Haryana were facing a drought-like situation, the state government had not released any compensation.

They said the NDA government at the Centre and the state government were working against the interests of farmers. The leaders alleged that the Chautala government had failed to provide sufficient power and water to the agriculture sector.

They demanded that the government should waive loans and release drought compensation immediately.

They said farmers would stage dharnas at all district headquarters on December 17. A kisan mahapanchayat would be organised at Mundhal on November 26 on this issue.

Jagmohan opens Devi Lal park

Union Tourism Minister Jagmohan here today inaugurated Chaudhary Devi Lal Park by the Haryana Urban Development Authority for Rs 1.90 crore. He unveiled life-size bronze statue of Devi Lal.

Haryana Chief Minister Mr Om Prakash Chautala presided over the function. Floral tributes were paid to the former Deputy Prime Minister.

Mr Jagmohan apprised the Chief Minister the grant sanctioned by the Ministry of Tourism for the development of holy city had been released and funds would be made available for the upkeep of historical, religious and cultural heritage of city.

Mr Jagmohan praised the Haryana government for completing the project on schedule. The park has facilities, like fountains. The Union Tourism Ministry sanctioned Rs 6 crore under the Integrated Development Small and Medium Town Scheme (IDSMT) for all-round development of Kurukshetra to boost tourism. The Tourism Ministry has chosen 35 cities in the country for historical and cultural importance and Kurukshetra was one.

Earlier, the minister visited the historical places of Kurukshetra including Jyotisar Tirth, Tapowan Park, Saraswati Memorial, Kaleshwar temple, Harsh Ka Teela, Harswardhan Park, Sekh Chehli ka Makbra and also inspected work on four-laning of the Jhansa road. He sanctioned Rs 40.98 lakh additional grant power equipments at Jyotisar Tirth including. D. J. set lighting, AC sets and transformer. He ordered that work be completed by December 14. He said that Rs 3.20 crore had been sanctioned for Jhansa road four-laning and Tapowan park. He also ordered work on Tapowan park be completed by December end.

Mr Dhanedar Kumar, Secretary, Ministry of Cultural Affairs, Director Archaeology Survey of India, Mr Bhaskar Chatterji Financial Commissioner and Principal Secretary, Town and Country Planning. Mr Abhilaksh Likhi, and SP Desh Raj Singh accompanied the minister.

The Chief Minister also flagged-off 50 trucks of fodder for draught-hit-in Rajasthan. The fodder was arranged by the district administration and INLD workers.

JEs hurt in attack on HVPN team

Two Junior Engineers of the Haryana Vidyut Prasaran Nigam sustained injuries when members of a family attacked them this morning.

According to reports, received here, a task force comprising SDO, JEs and a few employees of the HVPN conducted a raid in Balwant Singh Street after reports of power theft. As the team attempted to check a meter it was attacked by the owners of the house. They also damaged a camera of the team.

The employees admitted the victims to the Civil Hospital and held a dharna in front of the complaint centre in protest against the attack. They threatened to suspend the checking work till the accused were not arrested. The Executive Engineer assured the employees that they would be provided protection. They resumed their duties following this. A case has been registered.

BSNL resumes Net connections

Bharat Sanchar Nigam Ltd., which had stopped giving new Internet connections last year, has started providing connections again with immediate effect. This was stated here today by Mr P.K. Paliwal, Senior General Manager of Telecommunication (Karnal circle).

He stated that consumers of Karnal, Panipat, Kurukshetra and Kaithal could get the connections booked at the respective places.

He further said Internet services were free on working days from 11 p.m. to 8 p.m. There are no charges on Sunday and national holidays.

Mr Paliwal added that booking for BSNL mobile services in Kurukshetra would start from November 6.

Manohar college first in group song contest

Students of Manohar Memorial College has won many position in the three-day-long Haryana Day celebrations held at Kurukshetra University. The college Principal, Dr K.K. Arora, told mediapersons here today that the college stood first in the Haryanavi group song, and second in the Haryanvi group dance and Ragini competitions. In all 35 teams participated.
