NHRC seeks reports on Jhajjar killings Chandigarh, October 24 Official sources said here today that the state government received a letter from the NHRC which sought a report on the incident within a week. “The reply to the NHRC letter has been prepared by the state government and it will be despatched in a day or two”, a source said here. While describing the circumstances leading to the tragic incident, the state government said the five men were lynched by a violent mob who suspected them of having slaughtered a cow. While the incident took place on October 15, no one has been arrested till date. Meanwhile, in a joint press statement issued here today, the All-India Confederation of SC, ST and BC Organisations (Haryana unit) and the Jana Kalyan Samiti, criticised the state government for ordering an administrative inquiry into the incident by the Commissioner of Rohtak division. The statement said a government officer would not be able to carry out an impartial probe into the incident. An inquiry into the incident must be headed by a judge of the high court, the statement said. |

sought Kurukshetra, October 24 The office-bearers appealed to the public to realise the sinister implications of such incidents and come forward to the defence of the Dalits, minorities and women under attack from “communal forces.” They said a group of university teachers, writers and social activists visited Badshahpur on October 20 and met members of the bereaved families. They were told that it was common practice by the police at the Duleena post to extort money from traders carrying hides passing that way. The cops resorted to torture in case the traders refused to oblige them. The office-bearers said they suspected police hand in spreading the rumour of cow slaughter as a cover-up. |
Sales tax on MRP approved Chandigarh, October 24 The Cabinet also approved the levy of sales tax on certain items on the basis of their maximum retail price (MRP), a decision which, an official spokesman claimed, would not affect consumers. About 60 items are likely to covered under these provisions. The maximum rate of the local area development tax has also been revised to 10 per cent and in the case of petroleum-based fuel, it has been fixed at 6 per cent. The Cabinet also approved the withdrawal of facility of making purchases of petroleum-based goods at a lower rate of 4 per cent and rebating the same from the tax liability on output. This, the spokesman said, was on a par with the taxing pattern in most states. The Cabinet also approved the revision of sales tax on bullion and jewellery to 0.3 per cent and 1 per cent, respectively. The cabinet also approved the draft Bill for licensing and control of casinos. The Bill will be introduced in the ensuing Assembly session. It also approved the Haryana Affiliated Colleges Leave Rules, 2002. The draft of the Haryana Civil Services(Executive Branch) and Allied Services and Other Services Common/Combined Examination(Amendment) Bill, 2002, for inclusion of the post of DSP in the HCS(Executive) and Allied Services examination was also approved. The Cabinet also decided to amend the Haryana Urban Development Authority Act, 1977, to incorporate a provision for construction, establishment and operation of sewage treatment plants in existing as well as new urban estates. The Cabinet approved the transfer of 30 acres of land belonging to the Irrigation Department at Kurukshetra to the Tourism Department free of cost to set up an All-India Institute of Tourism and Catering for which the Union Ministry of Tourism will provide Rs 15 crore. It also raised the exemption limit of stamp duty from Rs 60,000 to Rs 1 lakh on mortgage deed executed by farmers in favour of commercial banks to get loans for agricultural purposes. The draft of the Haryana Municipal(Third Amendment) Bill, 2002, to amend Section 2 and Section 81 of the 1973 Act to define the Collector’s rate and to make provision for a new assessment procedure. The draft of the Haryana Municipal Corporation(Second Amendment) Bill, 2002, was also approved. |

CM’s assurance to employees Chandigarh, October 24 Mr Chautala also assured that the safai karamcharis would get their salaries by the seventh of every month. Regarding the regulation of the services of ad hoc and daily wage workers, he said a suitable policy would be framed provided the employees fulfil all the conditions of employment under the rules. A press note issued by the Haryana Employees Joint Action Committee expressed satisfaction at the talks held with the Chief Minister today. |
Panels to monitor education
drive Chandigarh, October 24 The state-level monitoring committee would be headed by the Secretary, Education while the State Project Director would be its member-Secretary. The committee would meet once every quarter ending March, June, September and December and send its report to the national mission. The district-level committees would be headed by the Deputy Commissioners concerned with the Additional Deputy Commissioners their Vice-Chairman. The District Project Coordinators would be their member-Secretary. The objective of the committee would be to survey drop-out cases and the reason thereof, admission or re-admission of children to schools, supervising training programmes in the district and inspection of schools. Each village education committee would consist of 12 members including three nominated by the gram panchayat concerned a woman teacher, a woman member nominated by the mahila mandal, woman health worker, aganwari worker, two members nominated by parents and mothers teacher association, one member nominated by the Block Education Officer, and the village secretary. The head teacher of the primary school would be its member-secretary. The urban education committees would be constituted on the pattern of the village committees for schools in urban areas. The minister said a 15-member block education committee would be constituted with the Block Education Officer as its president and the Block Resource Coordinator as its member-secretary. Parent-Teacher Associations and mother-teacher association would also be constituted. |
Ruchika case hearing adjourned Ambala, October 24 Former DGP, S.P.S. Rathore, accused in the case, was present in the court. The case had been adjourned twice since the power of the Special Magistrate (CBI) was not delegated to Mr Deepak Gupta by the high court. Challan against Rathore had been produced in this court around two years ago. |

Chandigarh, October 24 Mr Dalal, in his petition taken up by the Bench, comprising Mr Justice G.S. Singhvi and Ms Justice Kiran Anand Lall, had earlier alleged that the selections made by the Commission were not fair and as such were liable to be quashed. Going into the background of the case, the MLA had submitted that
HPSC, in January 1999, had issued an advertisement for filling 14 posts of HCS (Executive) and 53 of allied services. The written examinations, he had added, were held in December, 2000, and continued till January of the next year. Subsequently, reports appeared in newspapers regarding nepotism and other factors playing a role in the selections, he had added. |

Levy rice price increased Chandigarh, October 24 For parboiled rice, the price has been increased to Rs 1009.50 from previous year’s Rs 984.30 for superior variety. For common variety, the price has been increased to Rs 960.20 from Rs 935. Official sources said here the increase would encourage the private millers to purchase paddy. The millers were reportedly in a quandary following the Centre’s decision to increase the minimum support price (MSP) by Rs 20 per quintal. |

Ambala, October 24 On June 1, 1995, Saroj Rani had lodged a complaint that she, along with her husband Gurdev, had gone to sleep in an open area within their house at 9.30 pm. At about 4.30 pm she heard some noise and saw her brother-in-law Barkha Ram standing next to their cot with a sharp edged weapon in his hand. Even before she could react, Barkha Ram allegedly struck her husband four times. Gurdev died on the spot. The police yesterday succeeded in nabbing Barkha Ram who had been on the run for the past seven years.
