70 BKU activists court arrest Kurukshetra, October 16 After arresting the protesting processionists, accommodated in three tractor-trailers, they were moved to an unknown place by the police. Meanwhile, a senior police officer, on the condition of anonymity, claimed that both the District Police Welfare Officer, Mr Puran Chand, and Shahabad Thana SHO, Mr Ram Chander, persuaded the BKU processionists not to offer court arrest, following which, some of them withdrew. However, only those were rounded up who insisted the police on their court arrest. Meanwhile, following the burning of an effigy of the Haryana Chief Minister, Mr Om Prakash Chautala, by protesting Bharatiya Kisan Union (BKU) activists, the police lathi-charged them and rounded up 40 BKU activists on the G.T. Road, Shahabad, 30 km from here, yesterday. Several political party leaders have condemned the police action severely. The General Secretary of the Haryana Vikas Party (HVP) and former Haryana Minister, Mr Balbir Saini, speaking on the telephone from Pehowa today condemned the lathi charge by the police. He said the HVP supremo and former Haryana Chief Minister, Mr Bansi Lal, had also conveyed such feelings to him on the telephone from Bhiwani. Reacting sharply, the former President of the Haryana Pradesh Congress Committee (HPCC) and Opposition Leader in the Haryana Vidhan Sabha, Mr Bhupinder Singh Hooda, while addressing a press conference at Parakeet, Pipli, 5 km from here, today described the lathi charge as a dictatorial attitude of the state government. He alleged that the irregularities committed during the Shahabad Sugarmills elections and lathi charge on the peaceful procession of the BKU activists, was nothing but a repetition of the Mehem incident. The former Haryana Electronics Minister, Dr Ram Prakash, and the former Haryana Vidhan Sabha Speaker, Mr Harmohinder Singh Chatha joined Mr Hooda in condemning the incident. A Bharatiya Communist Party leader and former MLA, Dr Harnam Singh, said the promulgation of Section 144 of the IPC was the first mistake, while the lathi charge on the innocent demonstrating BKU activists was the second mistake. This was an undemocratic and shameful act, he added. Among others who condemned the incident were a Haryana Forest Minister, Mr Devender Sharma, a former Haryana Minister, Mr K.L. Sharma, the Haryana Pradesh Congress Committee Deputy Spokesperson, Mr Viresh Shandilya, the District President, Mr Pawan Garg, the Block President, Mr Mohan Lal Dhanwra, an HVP leader, Mr Naresh Titoo, and a social worker, Mr Surinder Jain. |

Rural women exhibit creations to generate
income Chandigarh, October 16 With its head office in Karnal, Arpana, the spiritual and socio-economic organisation, has worked in Haryana for over 45 years, helping poor rural women gain financial independence by participating in Arpana’s handicraft schemes. These schemes have been developed and devised as income generation projects under which women can work on fabrics in their respective domestic condition, taking as as much time for the creation as their circumstances allow. When the products are ready, Arpana displays them across cities, garnering clientele for the rural women awaiting remuneration back home. In fact, these women are paid for their creations also. The proceeds from the exhibition of these products are purely diverted towards various charitable activities which Arpana undertakes. After displaying the exquisitely embroidered fabrics by these rural women last year in Chandigarh, Arpana is back with a fresh, better collection. Comprising a rich range of baby products, from hand towels to baby dresses, the collection scores high on two accounts — creativity and attractive designs. Currently being shown at house number 858 in Sector 7, Panchkula, the exhibits have been created under the special designing team of
Arpana. Informed the woman in charge of the wing, “We provide the women with the entire paraphernalia. Colour combinations and motifs to be embroidered are chosen at the level of
Arpana. Once the modalities are over, the women are provided with embroidery threads, fabric and other essential items. Women make money depending upon the number of bedspreads or other fabrics they embroider.” Being exhibited under the present show are two sections of fabrics — one laced with satin stitch embroidery, the other with cross stitch works. The product line includes bed linen, table linen, embroidered nighties, stitched, unstitched suits for ladies, and a whole range of children’s garments. Interestingly, Arpana is an essentially spiritual organisation which diversified its role to meet the requirements of changing times. Currently, Arpana is engaged with women of Haryana, Himachal Pradesh and Delhi, trying to liberate them financially. It is also working in the direction of health awareness and organises camps in various villages. It is also working in the area of slum development. The show will go on till October

Chandigarh, October 16 In his petition, Mr Bhatia had earlier claimed that in his case only the appointing authority — Union of India — could have passed the orders removing him from service or for reducing his rank as he was a member of the All-India Civil Services. Seeking the quashing of an order passed by the trial court holding the sanction orders issued by the state government to be valid, he had added that a court, under the provisions of the Prevention of Corruption Act, was prohibited from taking cognizance of an offence “expect with previous sanction of the appointing authority”. An FIR in the matter, it may be recalled, was registered under Sections 467, 468, 409 and 120-B of the Indian Penal Code, besides under the provisions of the Prevention of Corruption Act, on January 29, 1993. An inquiry had earlier been initiated on the basis of a complaint lodged by a Class IV employee alleging non-payment of three months’ salary. Option on pay scales The Punjab and Haryana High Court, in a significant judgement, has held that an earlier option exercised by an employee would lose significance if the pay scale was revised by the government itself through a subsequent order or on the basis of Court judgement. Delivering the verdict on a petition filed by Ms Randhir Kaur and other teachers working in the Haryana Education Department, a Division Bench of the High Court, comprising Mr Justice S.S. Nijjar and Mr Justice Viney Mittal, held: “We find that if through a subsequent order passed by the government itself, or on the basis of a court judgement, the pay scale of an individual is revised, the earlier option which might have been given by him would lose its significance and such a person would be entitled to give a fresh option by which he could get the maximum advantage”. Referring to the current case, the Judges added: “Since the pay scales of the petitioners were revised much after the exercise of their options, they would have another right to give their options for the revision of the pay scales.... We allow the petitions and permit the petitioners to give fresh options within a month of receiving a certified copy of the order. If the petitioners offer any such fresh options then their pay scales shall be accordingly revised”. The petitioners, it may be recalled, had earlier sought the issuance of directions to the state of Haryana and other respondents for allowing them to exercise fresh option for switching over to the revised pay scales enforced with effect from January 1, 1986, with all consequential benefits. |

Third phase of “Sarkar Aapke Dwar” held Ambala October 16 Haryana Chief Minister Om Prakash Chautala gave his assent for work on improvement in civic amenities pertaining to different areas. Most of the applicants had sought development work concerning road repair, drain repair and shifting of electric poles in their wards. Mr Chautala made it clear that if a house had been constructed on a plot after the main electric line had been laid, then nothing could be done about it. However, the matter would be looked into if the main electric line had come up over an already existing house. He said a sum of Rs 60 crore had been spent on development work in Ambala and the figure would touch Rs 111 crore when the Ghaggar project was included. He said road repair, streetlights, sewerage system, removal of encroachments and beautifying the area were already being carried out. Following a representation made by a group seeking power supply from another area where there was supposed to be better supply, Mr Chautala said such issues would become a thing of the past by the next year since by that time 24-hour-power supply would be available. Mr Chautala said they were following a policy of the government going to the people. The major issues concerning Ambala Cantonment had already been dealt with on previous occasions, he said. |

oppose demolition orders Yamunanagar, October 16 According to residents of the colony, their houses were constructed 40 years ago and a few of them are living here since 1962 and have duly approved sketch plans from the municipal authority. More than 10,000 students were getting education in different schools named New Happy School, Saraswati School, Shanker School, Star Way School, Shivalik School and government school situated in the colony. The residents made it clear that they were regularly paying house tax and their colony was duly recognised. Roads and sewerage had been laid and were in a very good condition. More than 10,000 persons are living in the colony. Most of the people are from the poor strata constructed the house after taking loans. However, in the last by-election of Yamunanagar held in February, this year almost political leaders of all parties visited Laxmi Garden Colony and ensured residents that their interest would be kept safe. Residents have urged the Chief Minister Om Prakash Chautala to intervene and instruct the municipal authority to withdrawn the notices. Mr S.K. Goyal, Executive Officer of the local municipal council confirmed that notices of evacuation had been sent to residents of Laxmi Garden which fall in ward no 19. He said the land belonged to the Municipal Council which was earmarked for the grazing of cows. He said residents have constructed that houses illegally. Mr Goyal stated that they had referred the case to the state government. He said the government had referred the case to the Deputy Commissioner Yamunanagar, who has constituted a committee comprising of himself, the Executive Engineer of B&R and the District Town Planner. He said it had been instructed to submit the report immediately so that necessary action could be taken.

Fee hike: strike by college students Hisar, October 16 Students of Dayanand College, CRM Jat College and Government College boycotted classes and organised gate meetings in front of their institutions. The leaders alleged that the university authorities had raised fees manifold without considering the financial situation of their parents. They said the state was facing acute drought-like situation and their parents were not in a position to pay fees. While on the one hand the state government was announcing compensation for farmers because of the situation, on the other the university authorities had burdened their families by raising fees. They threatened that if the university did not reverse its decision, the students would launch a statewide agitation. FATEHABAD: On a call given by the Student’s Federation of India (SFI), students in the local Manohar Memorial College observed a strike on Wednesday. According to reports, the students went on strike immediately after the first period. Addressing students, Mr Ramesh Jandli, district unit president and Vikram Matana, general secretary of the SFI, alleged that the university had increased the examination fees from Rs 165 to Rs 300. In the same manner, other fees had also been increased. |

held on molestation charge Fatehabad, October 16 According to reports, the woman teacher is working in the school on contract and comes daily from Hisar. The head teacher of the school called her to his office yesterday and tried to assault her sexually. The teacher resisted and after freeing herself from the clutches of the head teacher, ran to her classroom and started weeping. The head teacher allegedly reached there and threatened her of dire consequences in case she described the incident to someone. The victim narrated the incident to her kin, who came to Bhattu Kalan and lodged a complaint with the police against the suspect. The latter allegedly tried to put pressure on the family members of the victim but the district unit of the Haryana Rajkiya Adhyapak Sangh came to their rescue. The district president of the sangh, Mr Naveen Sharma, met the kin of the victim and assured them of all help. He demanded stringent action against the suspect. The police arrested the head teacher under Section 354 of the IPC and produced him before the court today. The court released the suspect on bail. |
12 gazetted officers face criminal cases Chandigarh, October 16 A spokesman of the bureau said here today that in another inquiry, the bureau had also detected a loss of Rs 2.30 lakh and recommended a criminal case against one gazetted officer. Departmental action and recovery of funds had been recommended against 21 gazetted officers, 49 officials and eight others. The recovery of Rs 20.69 lakh had also been recommended, besides the registration of cases and initiation of departmental action. The registration of cases under Section 182, IPC, had been recommended in two inquiries against the complainants. |
