DHBVN out-of-court offer to
consumers Chandigarh, October 11 While stating this here today, a DHBVN official said that consumers could settle disputes by paying 50 per cent of the penalty along with concessional surcharge at a rate of 12 per cent per annum on the reduced penalty. The official said in a large number of cases pending in the courts, the consumers had already paid 40 per cent or 60 per cent of the penalty. In case 50 per cent of the penalty had been paid, consumers could settle cases by paying a nominal fee as the remaining 50 per cent would be waived by the DHBVN. Those consumers who had already paid 40 per cent of the penalty would have to pay 10 per cent more and also pay simple interest at the rate 12 per cent on the balance amount. The official pointed out that the DHBVN had been normally charging surcharge at the rate of 27 per cent per annum on compound basis. He added that for settling cases in which unauthorised load resulted in change of category from low tension (LT) to high tension (HT), the LT surcharge at the rate of 25 per cent on sale of power would also have to be paid. In those cases in which court cases had arisen on the issue of surcharge only, and the principal amount had already been paid, the matter could be settled by paying concessional surcharge at the rate of 12 per cent per annum for the period till the principal amount was paid. In cases in which there was theft of power and an FIR was registered, it would be withdrawn by the state government if the matter is sorted out by an out-of-court settlement. The scheme would remain operational up to November 15, and it would be available to all consumers whose cases were pending in courts. However, cases in which meters had been declared slow by the DHBVN or in cases in which the dispute was on account of multiplication of factors would not be covered by the scheme. The official added that the DHBVN and counterpart, the UHBVN, had also launched a surcharge waiver scheme in the state from today to provide relief to drought-affected farmers. Under the scheme, the surcharge of defaulting consumers in rural areas would be waived if they could pay the entire principal amount of bills in one go. The scheme would remain operative till October 31. |
GT Road blocked for two hours Chandigarh, October 11 The traffic going towards Delhi was diverted at Ambala Cantt on the Yamunanagar road. Similarly Ambala-bound traffic was also diverted on the same road from near
Pipli, leading to a massive jam on the two-laned highway. The BKU had fielded its Kurukshetra district President, Mr Gurnam Singh of Choduni village, for the director’s post from Zone no. 5. He was being opposed by Mr Banarsi Dass of Sursala village. The latter is said to have the blessings of the ruling INLD. It is learnt that the BKU had written to the authorities yesterday itself that it feared that the elections would be rigged. Informed sources say soon after the polling started, the BKU started complaining about bogus voters casting their votes in favour of the ruling party candidates. Sources in the BKU allege that the administration turned a blind eye to their complaints and took no action against the bogus voters. The BKU sources alleged in the afternoon their supporters were turned out of the sugar mill, where the polling was taking place, by the police. In protest, a large number of BKU supporters blocked the Shahabad-Ladwa link road for about two hours. Later they moved to the

Chautala meets Japanese envoy New Delhi, October 11 Mr Chautala was discussing the possibilities of Japanese investment in Haryana with the outgoing Ambassador of Japan, Mr Horoshi Hirabayashi, at a luncheon meeting organised in his honour here today. Mr Chautala and Mr Hirabayashi discussed bilateral issues of mutual interest and Indo-Japanese relations. An official spokesman said Mr Hirabayashi lauded the efforts of Mr Chautala and the state government in providing excellent infrastructure and an investor-friendly atmosphere.

A brother’s appeal
to Chautala Chandigarh, October 11 In a representation sent to Mr Chautala, Mr Surinder Kumar said his sister was murdered on August 20. A panchayat was called by the in-laws of Kavita which put pressure on his father not to register a case with the police. Hence, the cremation of Kavita was allowed without any fuss. However, Mr Surinder Kumar said after the complete facts about Kavita’s death came to their notice, they lodged an FIR against the in-laws of his sister. He alleged the Jind police was avoiding the arrest of Kavita’s husband, Krishan Malik, who is in the Army, and his younger brother, Joginder, who had absconded. He urged the Chief Minister to intervene to ensure that the guilty were brought to book. Mr Chautala is scheduled to visit Surinder’s village on October 13. |

Festival steps reviewed Chandigarh, October 11 An official release issued here today said that it was decided at the meeting to widen the road from the third gate of Kurukshetra University to Jyotisar to ease traffic congestion during the festival. It added that a Tapovan Park and town park were being developed at Kurukshetra. A tourist information centre was also being set up at Parakeet Tourist Complex at Pipli shortly for tourists and pilgrims. Besides, about 2,000 artists from various zonal cultural centres of the country, Haryana Public Relations and Cultural Affairs Department, Indian Tourism Development Corporation, Kurukshetra University and Bhopal based organisation would take part in the festival. |
CCSHAU scientist Yunus dead Hisar, October 11 According to sources, Dr Yunus, who was suffering from cardiac ailment, died at AIIMS, New Delhi. He had received international acclaim with his outstanding research work. Condoling the death, Vice-Chancellor Vinay Kumar said in the passing away of Dr Yunus, the university had lost one of its luminary scientists. Research Director B.S. Dahiya said the Department of Plant Breeding had lost a distinguished scientist. He had been given ICAR Best Team Research Award and Best Scientist Award. HIGH COURT Chandigarh, October 11 Delivering the verdict, Mr Justice Mohunta directed that the DIG of Karnal Range to complete the inquiry within three months. In her petition, the alleged victim had claimed that the officers, after trespassing into her house on April 30, had outraged her and her daughter’s modesty. Seeking probe by the Central Bureau of Investigation, she had added that her husband was also beaten up. |

Mobile telephony after Oct
19 Ambala, October 11 Talking to mediapersons here today, he said launch of mobile telephony would take place within a week after October 19. “As soon as we get the confirmation from the chief guest, the launch date will be announced,” he said. He added the infrastructure for mobile telephony was in place. He said appointment letters for dealers and distributors would be sent soon. “Tariff will be announced at the last minute, but it is definitely going to be an attractive package,” he said. He said while dealers would operate through direct sales force, distributors would give connections directly. “There are enough base stations to ensure good coverage,” he said. He said mobile telephone would be commissioned in each district only after all base stations there became operational. “In the first phase, there are 31 cities which are ready, while 37 cities are targeted. A total of 43,000 lines targetted in the first phase, while 68,000 lines will be established in the second phase,” he said.

KU to have new computer centre Kurukshetra, October 11 According to a university spokesman, the Computer Centre with a covered area of 70,000 sq. feet will be built at a cost of Rs 3 crore. It will also house the Departments of Electronic Science and Computer Science and Applications. The ground floor of the building will have a library, a seminar hall, a cash counter and parking facilities. |

It said students from Haryana enrolled in institutions outside the state could also send their applications through the head of the institution. For obtaining this scholarship, the annual family income of a SC student should not exceed Rs 65,290. |
Surprise check of clinics by
team Yamunanagar, October 11 Mr R.K. Jain, Civil Surgeon, said here today that a team of doctors, along with the District Drug Inspector, visited four villages and found the clinic of Dr Vinod Sharma at Rasulpur village closed. He said Dr Bant Singh, registered in Bihar, fled from his clinic at Laharpur village when the team went there for inspection. He said a complaint had been lodged with the SHO, Sadhura. Dr Jain said three samples of medicines had been taken from the clinic of Dr Randhir at Sarawan village, who was registered in Bihar. The samples had been sent to a laboratory for testing. |
