Alliance with Cong to be conditional: Paswan

Mr Ram Vilas Paswan, former minister and president of the Lok Janshakti Party, said in a press conference here today that he might think about any alliance with the Congress only after the withdrawal of Congress support to the Rabri Government in Bihar.

Mr Paswan said in detail about the “Jungle raj” in Bihar and the Congress which was supporting the Rabri Government was equally answerable for the misdeeds of the government.

He said ‘in fact no government existed in Bihar’. A half of the state had been hit by the drought while rest of the state is facing flood problem. He alleged that people of Bihar were not provided any relief. People were dying of cholera and other diseases due to contaminated water and absence of medical aid.

He also demanded a permanent solution of flood problem by discussing it with Nepalese Government.

Mr Paswan criticised Mr Narender Modi, Chief Minister of Gujarat, for his comments against the Chief Election Commissioner. He demanded the imposition of the President rule in the state. He also demanded an immediate ban on the proposed “Gaurav yatra”, of Modi which might again disturb Gujarat.

He also alleged that the Modi Government had misinterpreted the Godra incident due to which Gujarat witnessed violence. He said a recent inquiry had revealed that only four persons were killed in this incident while the government had announced killing of 48 persons.

Mr Paswan said people were unable to understand as on one front Mr Modi was being criticised by his partymen and on the other hand the BJP was giving him a clean chit.

He said the BJP was a party with two faces.

Mr Paswan attacked the BJP on every front and said there was no differences between the BJP and the Bajrang Dal, the RSS and the VHP.

Mr Paswan demanded that interest-free loans should be given to those who want to run small businesses. He also said his party proposed right to work, education, health and social justice should be declared as constitutional rights.

Mr Paswan alleged that corruption at the Centre was at the peak at present and unemployment and eradication of poverty were not even being discussed.

Promises jobs for HP youths

Mr Ram Vilas Paswan, president of the Lok Jan Shakti while addressing a gathering here yesterday, said the government was exploiting poor people. In Himachal Pradesh, poor people who are living in forests for the past 20 years have been asked to pay to the government for their settlement, he alleged. The Lok Jan Shakti would oppose this stand in Parliament. He said unemployment in Himachal Pradesh was on the rise. His party would give employment to every person he promised. Every infant’s blood group would be tested free of cost, he added.

Mr Fateh Singh former MLA, would be the Lok Jan Shakti candidate Paonta Sahib constituency and Mr Sada Nand Chauhan for Nahan, in the coming election. Mr Paswan also visited Bangala Colony.

Monsoon session: Cong out to grill Dhumal govt

The Opposition Congress is set to grill the Dhumal government over several “inconvenient” issues in the week-long monsoon session beginning from August 27.

The issues, like registration of an FIR against Congress leaders on the basis of the Kainthla Commission report, inept handling of drought and the creation of new districts have provided enough material for attack on the government. However, it is the petrol pumps and LPG agencies allotment scam which is likely to generate excitement in the House.

The Congress already has made its stand clear on these issues. Strictly speaking petrol pumps scam pertains to the central government. But it has serious political implications for the state as the names of kin of Chief Minister P.K. Dhumal figure among the allottees along with those of several other BJP leaders. The Congress leaders maintain if the BJP could raise the telecom scandal in the Vidhan Sabha, they could certainly use the petrol pump scam to take on the ruling party in the House.

Mr Virbhadra Singh, leader of the Opposition, refusing to divulge party strategy, said these issues had provided the required “explosive material” to “blast” the corrupt and incompetent Dhumal government.

The Opposition is also likely to exploit the “internal conflict” in the BJP over the creation of new districts to embarrass the government. There are other issues like the regularisation of encroachments, failure to handle effectively the drought situation, financial position of the government and the law and order situation, which will come handy to criticise the government.

The Congress is likely to adopt an aggressive posture on the case registered against its six MLAs on the basis of the Kainthla Commission report.

Mr Kaul Singh, a senior Congress member, has given a notice under Rule 117 to bring a motion seeking disapproval of the Kainthla Commission report. The party has also given notice for adjournment motion on drought situation.

A number of bills are proposed to be introduced and passed during the brief session. These include State Transfer of Land (regulation) Amendment Bill, seeking to make transfer of land in tribal areas to non-tribesmen all the more difficult, the State Road Infrastructure Protection Bill, the State Motor Vehicle (Taxation) Amendment Bill to prevent use of private vehicles for commercial purposes and nursing Registration Amendment Bill. A resolution thanking the Centre for declaring Gaddis and Gujjars of Kangra as Scheduled Tribes and urging it to accord tribal status to left out areas and communities will also be passed.

There will be only four sittings, which may not be sufficient keeping in view the heavy legislative business. While one day has been set apart for private members business, the House was likely to be adjourned on the opening day after making obituary references to the two Congress stalwarts, Mr Ram Lal Thakur and Mr J.B.L. Khachi, who passed away recently.

Cong men threaten to court arrest

While the police has constituted a special investigation team to take follow up action on the FIR registered against Congress leaders, including Mr Virbhadra Singh, on the basis of the Kainthla Commission report, the supporters of the Congress Legislative Party leader have threatened to court arrest if their leader was arrested.

The case has already acquired political dimensions even though there is no possibility of immediate arrest of the leaders named in the FIR. The investigation team headed by Mr Chander Sekhar, Additional Superintendent of Police, has yet to start investigations.

Before taking any action in the matter, the police will have to establish that prima facie a case is made out. This will require thorough interrogation of the witnesses, a time consuming exercise. Further, no recoveries have to be made to warrant arrest of the accused.

Mr Pradeep Kumar, SP, said the Kainthla Commission report was only a guideline and the police would have to carry out indepth investigation to establish the charges.

Meanwhile, the Congress plans to make it a political issue to drive mileage in the electoral arena. The Rohru constituency unit of the party held an emergent meeting and decided that as many as 10,000 workers would court arrest if any action was taken against Mr Virbhadra Singh. The meeting termed the case politically motivated.

Centre urged to relax norms for road yojna

Mr Prem Kumar Dhumal, Chief Minister, has urged the Central Government to further relax the norms for implementation of the Prime Minister Gram Sadak Yojna in terms of population yardstick, tourist places and contract package size for Himachal Pradesh in view of its difficult geographical conditions and sparse population.

In a letter to the Union Minister for Rural Development, Mr Shanta Kumar, Mr Dhumal said the state had highly dispersed habitations with very low population density, as a result of which road connectivity levels were also very low. He said at present of the total 16,997 villages, only 5,876 were connected by road and another 751 were being connected under the yojna against the approvals accorded during the past two years.

He said 10,370 villages were yet to be provided connectivity and of which only 2,731 were eligible to be covered under the scheme. As such about 45 per cent villages would remain uncovered. He said most of the districts located in higher altitudes, where connectivity was very low, had a large number of village clusters having a population of less than 250. If population criteria of 250 was insisted on a large number of habitations, collectively comprising of a large population, these would be deprived of connectivity.

Mr Dhumal said in addition to census villages having population of more than 250, cluster of villages having collective population of more than 250 should also be made eligible for this scheme. Furthermore, for isolated villages, which could not be connected under the cluster approach, the criteria be relaxed on the merit of each case for villages with population above 100, he added.

The Chief Minister said there were certain areas which were important from tourism point of view. In such cases there should be no condition of population and these should be covered under the scheme to develop tourism as it was a priority area for the development of the economy.

Mr Dhumal said the minimum contract package size of Rs 1 crore prescribed for implementation under the scheme was relevant to the plain areas. He said unlike in the plains, formation cutting of the hill roads essentially involved cutting of the hill slopes and construction of retaining walls on the valley side. After the formation cutting slopes and walls in the valley side surface stabilisation was also required and hence metalling and tarring works were independent of the formation cutting.

He said in Himachal Pradesh there were a limited number of “A” class contractors and if package size was kept high, all works would be monopolised by a few contractors. In the hill states, due to vast drainage network, number of cross drainage works required for fair weather roads were larger in comparison to plains. The cross drainage and drainage work could also be independently executed without linking it with metalling and tarring. It was also impracticable to club more than one work to maintain a minimum contract package size because of geographical dispersal of the roads, he added.

Mr Dhumal said in mountainous states the formation cutting, cross drainage, drainage and parapet construction works should be allowed to be executed at the departmental level and the cost of these should be excluded from the prescribed package size to be contracted out.

New townships: role for pvt sector

The Himachal government has approved a comprehensive policy for developing new townships.

The policy aims at attracting private sector funding, expertise and technology for the development of townships to cater to the needs of various sectors, particularly tourism, centres of higher learning and industry. In the first phase, three sites — Vakanaghat in Solan, Sarahan in Sirmour and Ghaghas in Bilaspur have been identified for new townships.

The policy is part of the government effort to ensure planned, systematic and environmentally sustainable development of the urban and semi-urban areas.

Special areas have been declared to regulate the growth of commercial constructions and to provide essential facilities Special Area Development Authorities (SADA) have been constituted. Special attention is being paid to national highways like the Kalka-Shimla highway. Important towns like Jabli, Barog, Kandaghat, Kufri, Rohtang Pass, Garli-Paragpur have been included under SADA.

Keeping in view the architectural history of the Shimla town, a heritage zone has also been notified and a heritage advisory and conservation committee consisting of eminent historians, architects and heritage experts to advise the authorities concerned has been constituted. The work regarding identification of new heritage buildings and preparation of rules and guidelines has been entrusted to a sub-committee.

Besides comprehensive documentation of heritage of buildings, exhibitions and workshops will also be organised for public as well as owners of heritage buildings. The green areas, which are covered with trees, have been named as "Natural Heritage Zones" where no development will be allowed. The government is also bringing more areas under the umbrella of the planning process and it has approved new development plans for Kasauli, Paonta Sahib and Nalagarh areas.

To facilitate quick approval of the building plans, the government has extended the "Single Window System" to seven more towns of Chamba, Parwanoo, Rampur, Paonta Sahib, Solan, Bilaspur, Nalagarh. The system is already in place in Shimla, Nahan, Hamirpur, Una and Mandi where the local municipal bodies have been authorised to approve building plans. The powers of director under the State Town & Country Planning Act have been delegated to the Deputy Commissioners for ensuring proper sanction and implementation of cases for Manali, Dharamsala and Dalhousie.

With a view to making town & country planning a participatory and successful, a project with the financial assistance of the Norwegian Agency for Development (NORAD) entitled "Environmental Planning and Competence Building" has been sanctioned. As many as 10 sensitisation-training courses have been held for technical staff of the Town & Country Planning Department and other different departments associated with planning process and the councillors of the urban local bodies. More than 60 public awareness meetings have been held in different parts of the state with an objective of making general masses aware of regarding merits of the town planning.

BJP backs CM on publicity by pvt company

The state unit of the BJP has defended the decision of the Dhumal government to hire the services of a private company to publicise its achievements, and asserted that it would not have any implication for the Public Relations Department as the agency would only supplement its efforts.

Mr Ganesh Dutt, spokesperson of the party, said involving the private sector in the field of publicity had become essential as the department lacked the required modern infrastructure to carry out the job effectively. He said the government had been getting useful feedback through the department but it had not able to project the image of the government or apprise the people of its achievements.

He said Himachal Pradesh was not the first state in the country to involve a private company for the job. Many other state governments had utilised their services successfully. It would not put any additional burden on the state exchequer as the company would be paid from the budget earmarked for the department, he added.

Mr Dutt said the BJP had nothing to do with the decision or the company. Its function was to “build” the image of the government. The party had its own machinery to take its policies and programme to the people.

Govt committed to youth welfare: CM

The Himachal Pradesh Chief Minister, Mr Prem Kumar Dhumal, said today the government was committed to the wellbeing of the youth and the new youth policy, cleared at its Cabinet meeting on Saturday last, was aimed at providing better self-employment opportunities to them by integrating youth welfare activities of all departments of the state government.

As per the policy, youth hostels would be set up at each district headquarters at a cost of Rs 1 crore under the 100 per cent central assistance programme. He said four projects in respect of Dharamsala, Mandi, Kulu and Shimla districts had already been submitted for approval of the Central Government.

The Chief Minister said this while presiding over a district-level sammelan of the Bharatiya Janata Yuva Morcha. Mr Jagat Prakash Nadda, Mr Ishwar Dass Dhiman, Cabinet Minister, Mr Urmila Thakur, Parliamentary Secretary, and other party MLAs from the district also attended the sammelan.

Mr Dhumal said under the policy it had been made mandatory to give 30 per cent representation to women in each youth club. He said the policy also aimed at giving cash rewards of Rs 25,000, Rs 15,000 and Rs 10,000 for the first three best youth clubs, respectively, in the district every year. Special assistance to yuvak mandals up to Rs 30,000 would be provided.

Another highlight of the policy was the formation of the State Youth Commission on the pattern of the National Youth Commission. In order to achieve inter sectoral coordination, all departments/agencies of the government would make identifiable allocations in their budgets for the youth welfare programmes, he said.

The Chief Minister said the Vidhan Sabha would also be requested to constitute a committee of legislators to review all programmes for the youth.

Money given for jobs in HP: Stokes

Dubbing the Dhumal government as the most “corrupt” regime for allegedly taking huge sums of money for appointments and transfers, the Himachal Pradesh Congress Committee (HPCC) today declared that it would review all such appointments after coming into power.

Addressing a press conference here today, the president of HPCC, Ms Vidya Stokes, alleged that money exchanged hands during appointments and selection to jobs in government departments during the BJP rule.

“In fact, the Himachal Pradesh Subordinate Services Selection Board has become a den of corruption as lakhs of rupees are being charged for the selection of candidates in government jobs. The son of my servant had paid Rs 30,000 to fetch a government job even as my recommendations for his selection had been ignored by the selection authorities concerned,” said Ms Stokes, adding that all such appointments would be reviewed by the Congress after coming into power.

Showing her concern about those deserving candidates, who had failed to get through the selection procedures allegedly for their inability to pay bribes, Ms Stokes said the functioning of the state Public Service Commission and Subordinate Services Selection Board would be made more transparent and accountability of the members fixed to remove corruption.

On the proposed moves of the Dhumal government to bifurcate three districts, including Shimla, Kangra and Mandi, to form new districts, the Congress president alleged that it was basically aimed at diverting the attention of the people from its “wrongdoings”. Besides, it would further burden the already fractured economy of the state. “You see, the state is already facing heavy debt of Rs 16000 crore and the formation of each new district would put an additional burden of about Rs 100 crore,” she said.

On whether the Congress would forge any alliance with other parties in the forthcoming assembly elections in the state, she said they would welcome parties to join it.

She refuted the media reports that there were any differences between the former Chief Minister, Mr Virbhadra Singh and her.

Addressing gathering at Naroti village, near here, at the Vanmahotsav organised by the village Forest Development Society today, he underlined the importance of forests in maintaining the ecological balance and preservation of water, soil and environment, besides providing firewood, fodder and timber. He called upon the people to make afforestation a mass movement.

He planted a sapling of chinar to mark the Vanamahotsav.

Dr Bhan suggested that some common land be identified in every village which could be developed as “smriti van” where people could plant trees in the memory of their beloved ones and preserve them. He said a person could be engaged for maintaining such forests by collecting nominal payment from every family.

The Governor said Himachal Pradesh was placed third among states in forest growth and first in terms of growth in proportion to the geographical area of the state. He disclosed that the state government was spending Rs 80 crore on afforestation this year.

He said timber worth over Rs 100 crore was being given to right holders under the timber distribution rules, annually. Benefits worth Rs 1000 crore accrued to the people every year from forests by way of fodder, fuel, grazing and herbs.

He suggested the allotment of waste and barren land to poor families for plantation. There was over 20 crore acre of such land which could be allotted to about four crore poor families, making them economically self-dependent.

No infiltration into Chamba: SP

The SP, Chamba, Mr Ajay Yadav, has denied rumours about terrorists sneaking into Chamba district in Himachal Pradesh adjacent to the militancy-infested zone of Doda district in Jammu and Kashmir. He described these rumours as “ill-founded”.

The SP claimed that the situation along the border was normal. he said people were satisfied with the protection provided by the security forces.

The SP lauded the role of the security forces guarding the sensitive region of Himachal Pradesh.

Meanwhile, the District Magistrate of Chamba, Mr Rahul Anand, has promulgated a notification under Section 144 of the Cr PC in Chamba district.

He said under the notification, any person engaging a labourer, mason trader or a contractor for work from outside the state would have to get him verified and registered with the police.

Meanwhile, Mahamandaleshwer Mahant Swami Virendrananda Giri, state president of the Himachal Pradesh Sri Sanatan Dharam Math Mandir Suraksha Samiti, has expressed apprehension of infiltration of terrorists into Chamba district during the Manimahesh yatra. He has urged the government to beef up security.

In a letter to Prof Prem Kumar Dhumal, Chief Minister, he has urged him to order the closure of liquor shops at Bharmour and en route from Bharmour to the Manimashesh lake.

Swami Giri has demanded a ban on langers and tents installed by various voluntary organisations in the precincts of the Manimahesh lake in order to keep it clean.

Former BJP minister Mohinder Nath Sofat at a meeting of the local people with Mr S.Z.H. Zaidi, SP, here yesterday took exception to failure of the police to arrest culprits behind the murder of Manoj Kaushal and solve the case involving a fake business house which defrauded people of lakhs of rupees.

He said Manoj Kaushal, a Chandigarh-based executive of J.K. Cements Ltd, was murdered in broad daylight in a busy area on the National Highway here on July 19. The police, which claimed to have gathered some vital clues soon after the murder, had so far not made any arrests.

Similarly, a business house, which had recently set up its office here under the name of Gemini Households, disappeared after duping the local people of lakhs of rupees. The firm had promised to sell household goods, including cars, at one third of the maximum retail prices to all those who deposited requisite sums in advance with it. He said the police failure to solve these cases had aroused concern among people about its efficiency to safeguard their interests.

Women help Kangra lead in small savings

Small savings are playing an important role in women empowerment in Kangra district as more than 450 women agents are actively engaged in motivating people to deposit their savings in these schemes.

Mrs Swarna Devi of Bhawarna under Palampur subdivision has created a record by earning about Rs 1.47 lakh as commission during last year. She motivated residents of the Bhawarna Development Block to invest as much as Rs 36.75 lakh in small savings in 2001-02.

Apart from her, the list of women agents who are earning from Rs 4000 to Rs 10,000 every month as commission is long. They include Ms Sudershna Kumari of Rait block, Ms Sneh Lata and Ms Anisha Sood of Palampur.

It is due to the efforts of women and savings agents that Kangra district has collected about Rs 38.33 crore during the first three months of the current year as small savings. The target for this year has been fixed at Rs 104 crore. The figures are impressive if one recalls that when the Centre launched small savings schemes and a directorate was set up in Himachal Pradesh in 1972, the target for entire Himachal was fixed at only Rs 3 crore. This year, the state has an ambitious plan to mop up Rs 360 crore as small savings.

The Small Savings Directorate has started recruitment of unemployed youth as agents with the twin motive of providing self-employment opportunities for them and at the same time to ensure that the message of small savings with post offices reaches every home in the state. At present, about 8000 such agents are working in Himachal Pradesh.

The Deputy Commissioner said the target of Rs 90 crore for 2001-02, more than Rs 99 crore had been deposited. The district had exceeded its target in the previous year also, he said. The district will celebrate September 16 as Small Savings Day.

Special emphasis is being laid on encouraging women to work as agents. A training programme for women agents was organised during July which was well taken.

Small savings play an important role in the development of any state as 80 per cent of the sum deposited under these schemes is advanced as soft loan to the state concerned by the Centre. For a small state like Himachal, these soft loans provide great help in its developmental activities. To make the small savings schemes more attractive, various awards are also given every year to individual depositors, blocks and districts.

Snake-bite cases on rise in Kangra dist

There has been an alarming rise in snake-bite cases in the district this year due to which the Dr R.P. Medical College Hospital authorities here are finding it difficult to meet the expenses incurred on the treatment of such patients.

According to Dr C.S. Rathore, Medical Superintendent of the medical college hospital, the rise is alarming. He said last year the hospital spent about Rs 2 lakh on the purchase of anti-snake venom injections, but this year Rs 4,47,000 have been already spent till July-end. He added that the medical college had limited funds for these purchases.

The Medical Superintendent said almost all health institutions in the district referred snake-bite cases to the medical college as they do not have sufficient stocks of anti-venom injections. He said generally patient required any where between 30 to 40 vials, while in serious cases the requirement goes up to 60 vials. He said the injections were purchased from Central Research Institute, Kasauli, and each vial costs about Rs 450. He said the heartening factor was that not even a single patient, who was brought here this year, had died.

When contacted, the Chief Medical Officer’s Office here said the department had purchased 245 vials of anti-snake venom this year and had a stock of 57. Of this 279 had been sent to various primary health centres and Civil Hospitals for immediate treatment of snake-bite cases.

Senior Medical Officers at various health centres and hospitals confirmed that they had been receiving cases of snake-bite.

Where hygiene is biggest casualty

CHAMBA: Hygienic conditions are a shambles in the Zonal Hospital here. Patients undergoing treatment here have to contend with unhygienic conditions within and outside the hospital complex. To add insult to injury, no one seems bothered to do something about it. Human excreta and filth can be seen outside toilets in the hospital complex. The condition of toilets can be best imagined.

Besides the unhygienic conditions, the dearth of doctors and para-medical staff has been a chronic problem. There is shortage of water in the hospital. Most of the electrical fittings are crumbling. Most windowpanes and furniture are often found broken. During a recent visit, the Director, Ayurveda, took strong exception to the deterioration of cleanliness and environment in the hospital. The health authorities responsible for all this chaos and unhygienic conditions pay little heed to improve the situation. On enquiry, officials of the hospital said the task of ensuring cleanliness in the hospital had been entrusted to a private enterprise on a contract basis.

Even though the government has decided to regularise encroachments in Himachal, the proposals put up by encroachers to the Forest and Public Works Departments as well as to panchayats for getting “no-objection certificate” are being returned with remarks that the land falls under the Forest Conservation Act, the Wildlife Protection Act and the Roadside Rent Control Act etc. Certain departments are even quoting courts rulings. It is not known how the Revenue Department would regularise these encroachments. According to official sources, about 20,000 applications have been received in various tehsils of Chamba district seeking the regularisation of encroachments.

The recent rain in certain parts of Chamba has caused considerable losses to private and public property. The collapse of an old retaining wall on the western corner of Akhand Chandi, the imposing landmark of Chamba, has endangered the existence of this landmark. Some adjoining areas in Chamba town are facing a constant threat of landslips. An environmentalist, Lt-Col Ravi Vaid (retd), said Banoo roadside houses had developed cracks owing to porous strata and faced a constant threat of landslips from a hillock. Likewise, some houses in the Mugla-Kriyan vicinity of Chamba town have been damaged. The affected families have demanded relief and urged the government to undertake an ambitious plan for the treatment of landslip-prone points around the town.

Deputy Commissioner Rahul Anand said revenue officials had been directed to assess the loss caused to private and public property due to rain.

Hindu Mahasabha for J&K trifurcation

Mr Dinesh Chand Tyagi, president of the All-India Hindu Mahasabha, today supported the demand for a separate homeland within the Kashmir valley for more than three lakh Kashmiri Pandits, who have migrated to different parts of the country following terrorist threat, and stress the need for the trifurcation of Jammu and Kashmir.

Mr Tyagi was addressing a press conference at Gupta Ganga here today. He criticised the BJP for its alleged vested political role on the Kashmir issue. He said the demand of the Pannun Kashmir for the rehabilitation of Kashmiri Pandits in their homeland should be accepted and rest of the Kashmir valley should be put under Central rule. He said Jammu should be a separate state and Ladakh a separate identity with an autonomous council.

He charged the BJP with double standards saying that while on the one hand the BJP was against the National Conference in the Jammu and Kashmir poll, on the other hand the National Conference chief, Mr Omar Abdullah, was a minister in the Vajpayee government.

He said before coming to power at the Centre, the BJP had promised that it would wrest the PoK from the clutches of Pakistan, but the Kashmir issue had been aggravated further because of its wrong policies.

He demanded a CBI inquiry into the alleged misappropriation of funds in the Brajeshwari temple here and added that he would take up the issue with the Centre. He said an independent Hindu temple trust on the pattern of Shri Mata Vaishno Devi Shrine Board be set up to look after the government-run temples in Himachal Pradesh.

Lecturers’ stir from Sept 1

The Association of HP School Lecturers has decided to launch an agitation from September 7 in support of its demands and failure of the government to meet there. As a first step the lecturers will wear black badges from September 1. Rallies will be organised at all district headquarters in the state from September 9.

The association has been demanding lecturers’ share in the posts of the headmaster in schools, creation of posts of Vice-Principal in senior secondary schools instead of headmaster, grant of practical allowance on the pattern applicable to school science teachers and grant of facilities to tenure lecturers on a par with ad hoc teachers.

Mr Joginder Rao, state president of the association, said here today that attitude of the state government towards was un-cooperative. It postponed last agitation in April this year after the intervention of the Chief Minister and the Education Minister.

He said that the association had been compelled to adopt the agitational path.

Students burn 3 scooters, damage 12 cars

Three scooters were burnt and at least 12 cars of college staff were badly damaged when some students resorted to stone throwing and burning incidents on the campus of the National Institute of Technology here this night. The incident took place due to the alleged beating of four students of the institute by the Chief Warden and other four teachers of the institute today.

The office of the Chief Warden located in the Kailash hostel was badly damaged and stone throwing incidents were still continuing in the institute at the time of filing of last report at 9.50 pm.

Senior district officers, including the Deputy Commissioner, Hamirpur, and Ms Anuradha Thakur, have reached the spot to assess the situation. Police personnel in large number have been busy in keeping the situation under control.

Students have been holding talks with the district administration but have refused to speak to the college authorities.

Yoga centre opened

The Governor, Dr Suraj Bhan, inaugurated the Yoga Training Centre at Katni village near Subathu today.

Dr Suraj Bhan said yoga could play a key role in restructuring today’s turbulent and tension-filled society as it had the potential of bringing about sublimity at the physical, mental and spiritual levels of human existence.

He said it could help a person regain the supremacy in the fields of medicine and health care, adding that Ayurveda provided complete cures for many ailments for which the modern allopathic system had no remedies.

Justice Kamlesh Sharma of the Himachal Pradesh High Court said the knowledge of yoga was greater than any foreign scientific achievement. She lamented that 98 per cent of the people in India were ignorant about it today.

Swami Devvrat Yogtirath, the founder of the Udbodhan Yoga and Ayurvedic Institute said yoga was a way of transforming life and aimed at making it sublime and successful.

Mr Dev Anand Gautam, Director of the institute, read the welcome address and said the institute would conduct yoga training courses for one week to three years duration.

Mr Virendra Kashyap, chairman, HP Marketing Board and Mr Amba Dutt Sharma, Chairman, Zila Parishad, were also present.

Kulu Dasehra from Oct 15

Troupes from Hungary and Japan will participate in the Dasehra festival to be held at Kulu from October 15 to October 21.

This was stated at a meeting of the Kulu Dasehra Festival Committee here yesterday, by Mr P.K. Dhumal, Chief Minister. He said Kulu Dasehra had acquired international status. Besides foreign artists, troupes from West Bengal, Maharashtra and certain other states will also participate in the festival.

The Chief Minister reviewed arrangements and directed provision and facilities like drinking water, sanitation, electricity and health services.

Mr Karan Singh, Minister of State for Primary Education, Mr Maheshwar Singh, member of Parliament, Mr Chander Sen, MLA, Mr Harsh Gupta, Chief Secretary and senior officers of the government were present at the meeting.

Rain lashes HP areas, rivers in spate

Shimla, August 25
Rain lashed parts of Himachal Pradesh today bringing a considerable fall in the temperature in the region.

All rivers and rivulets in the state were in spate following moderate to heavy rain in their catchment areas.

Shimla and the surrounding areas were pounded by moderate rain this afternoon. The town was shrouded in a thick fog, which reduced visibility considerably.

Upper areas of Shimla district and Mandi, Solan, and Dharamsala also had rain.

HAMIRPUR: Various parts of the district were lashed by heavy rain on Sunday. Though the sky was clear in the morning it rained heavily in the afternoon bringing a considerable fall in the temperature. UNI, OC

‘Impose entry tax on grit’

The Stone Crusher Owners Council of Himachal Pradesh has urged the government to impose an entry tax of Rs 1,000 per truck on grit being brought into the state from the neighbouring states to protect the interests of local stone crusher units.

The council, which met at Shoghi, near here, today, demanded that the period of mining lease for quarrying should be increased to 15 years as agreed during a meeting.
