Cong rally calls for change in leadership Kurukshetra, April 2 Addressing the rally Mr Kamal Nath, General Secretary of the AICC, maintained that there was a need for a change in the political leadership. Mr Nath alleged that the country was facing an economic crisis and the financial system was in “doldrums”. Mrs Mohsina Kidwai, former Union Minister and in charge of the Congress affairs in Haryana, alleged that both farmers and farm labour was suffering under the government. She accused the BJP-led government of fanning communal fire in the country. At one time there was commotion at the rally when HPCC chief Bhupinder Singh Hooda was pushed from the back while speaking. An angry Mr Hooda left the mike and was heard telling Mr Shamsher Singh Surjewala that he had come on his invitation. “ I will not tolerate such behaviour and expel such workers from the party”. He added that he had come there to talk about the problems of the farmers. Mr Surjewala pacified Mr Hooda by telling him that “nobody can stop him from speaking”. Mr Hooda in his
speech asked Congressmen to sink their differences and forget “small and petty things” to fight against the government. He announced that the Congress would launch a “jail bharo” movement from August 15 this year. Mr Balram Jakhar, former Speaker of the Lok Sabha and president of the All-India Krishak Samaj, in his speech called upon the farmers and the Haryana State Congress leadership to rise against the policies of the present government. He criticised the withdrawal of subsidies on fertilisers and pesticides. Mr Shamsher Singh Surjewala, President of the Haryana Krishak Samaj, called for the restoration of subsidies and withdrawal of the enhanced prices of gas etc. Mr Randip Singh Surjewala, president of the All-India Youth Congress, alleged that the agriculture and economic policies of India was in doldrums. There was a nexus between Mr Vajpayee and Mr Chautala to destroy the farmers so that MNCs could rule. Others who addressed the rally included Mr Tejinder Pal Mann, Mr Chattarpal Singh and Ms. Kartar Devi (all former Haryana ministers). |
Chautala’s no to transfer requests Karnal, April 2 The Chief Minister who was addressing party workers here clarified that only collective recommendations of party workers and MLAs for the transfer of officials would be acceded to. The Chief Minister welcomed the minimum support price of wheat announced by the Union Government today and declared that all wheat coming to the grain markets of the state would be purchased by the government agencies. He also assured workers that there was enough stock of wheat to the tune of 615 lakh meteric tonnes. The Chief Minister urged the party workers to go to villages and acquaint the residents with the achievements, programme and policies of the INLD government. He also told party workers that they would be enrolled as members of grievance committees and improvement trusts. He asked them to beware of the opposition parties “misleading propaganda” against his government. Mr Chautala asked officers to accord due respect to the INLD workers. |
POSTINGS/ TRANSFERS Chandigarh, April 2 The Financial Commissioner and Secretary, Finance, Mr A.N. Mathur, has been given the additional charge of the Excise and Taxation Department. In the administrative reshuffle ordered tonight, Ms Anuradha Gupta, Commissioner, Higher Education, goes as Commissioner, Technical Education. The Special Secretary, Political and Services, Mr Dhanpat Singh, takes place of Ms Gupta. Interestingly, while Ms Gupta was given the designation of Commissioner, Higher Education, Mr Dhanpat Singh will be Director, Higher Education. Both officers are in the rank of Commissioner. The Deputy Commissioners of Gurgaon and Hisar have also been replaced. Mr Anurag Rastogi, DC, Hisar, goes as such to Gurgaon in place of Mr Apoorva Singh, who becomes M.D. Dairy Federation, in place of Mrs Shakuntala Jakhu, whose posting orders have not been issued. Mrs Deepti Umashankar, ADC, Hisar, is the new DC of Hisar. Ms Deepa Jain Singh, who has been replaced by Mr Sharma, becomes Member, Sales Tax Tribunal. The Commissioner, Forest, Mr S.K. Maheshwari, becomes Commissioner, Housing. The Forest Department will now be looked after by Mr Naseem Ahmed in addition to the Agriculture Department. 2 held in kidnapping case Ambala, April 2 The arrest of the two kidnappers has also thwarted an attempt to form a gang to carry out major crimes in the area. Incidentally, a plan of the gang members to loot a petrol pump in Ambala Cantt has also been foiled with the arrest of the two persons. The Superintendent of Police, Mr Sandeep Khirwar, said Darshan Singh, a resident of Rampur Sarseri village and Kuldeep, alias Kala, a resident of Shahpur Machaonda were nabbed during nakabandi in the Mahesh Nagar area last night. “Darshan Singh is the gang leader. We have recovered two weapons, including a .315 bore rifle and 12 bore gun besides 50 cartridges. A hunting knife has also been recovered from them,” he said. He said these arms had been looted by gang members on last Thursday evening from a transport company in Jagraon, Punjab. “The gang has used the car of Advocate Akhil Gupta, who they had kidnapped, during a robbery in Punjab,” he said. “They took the car to Mohali, changed the number plate, then went to Jagraon to carry out the robbery again changed the number plate and on returning to Mohali, they changed to the original number plate,” the Superintendent of Police said. The gang members had also stolen a car during the India-Zimbabwe cricket match at Mohali. Mr Khirwar said four of the gang members had managed to escape. “We are carrying out intensive investigation and are hopeful of nabbing the other four gang members,” he said. The other members of the newly formed gang were Kulwinder Singh, Gurdarshan Singh, a discharged Home Guard, Nishan Singh and Preet Mahinder Singh. He pointed out that while the gang leader Darshan Singh (40) was involved in the murder of a property dealer in 1999, Preet Mohinder Singh had jumped parole and Kuldeep Singh had been declared a Proclaimed Offender. “Darshan Singh was trying to establish this gang. He had come in contact with the other gang members in the jail. He had chosen the gang members keeping in mind his needs,” he said. Regarding the kidnapping incident, the SP, Mr Khirwar said the gang members had taken Brijinder Pal Singh, who is currently recuperating at a hospital in Ambala city, on March 21 to a house located in Defence Colony. He was kept there and was beaten up. “Apparently, the gang leader Darshan Singh had some enmity with Brijinder Pal Singh who he claimed had ‘finished’ his property dealer’s business,” he said. He said although the exact reason for advocate Akhil Gupta being kidnapped will be revealed during further investigation, advocate Akhil Gupta had represented gang leader Darshan Singh’s brother Surinder Chinda in a case. Mr Khirwar said the kidnappers had made a demand for ransom from both the persons. “The kidnappers had meticulously planned the incident,” he said. “The gang was trying to establish itself and they wanted to make a “name” for themselves. However, we have effectively put an end to their plans,” he added. |

Ramesh, a resident of Devrad village in Jind district, had started a dairy in front of the Hansi Grain Market after his retirement from Army. He had also dealt in sale/purchase of cattle for which he had raised a loan of Rs 3 lakh which he failed to repay. He administered insecticide to his wife Lilawati and his children Jitesh and Dinesh and later himself consumed the insecticide in the wee hours. Their infant son Aman had also been affected as Lilawati had breast fed him after she was administered poison. Later, they were brought to the hospital by their neighbours. Ramesh was declared as brought dead while the condition of other four family members was described as critical. |
