Frequent shake-ups in Haryana
By Shubhadeep Choudhury
Tribune News Service

CHANDIGARH, Dec 7 — Frequent shake-ups in the civil and police administration have been one of the features of the INLD government in Haryana. The relative lull in transfers and postings in the recent past was attributed to the state government’s preoccupation with the indefinite strike by employees in Chandigarh. However, despite the strike, there was yet another shake-up yesterday involving 18 officers, including three IAS officers. Thirteen out of the 18 officers were transferred, while two were given additional charge and three fresh HCS officers were given postings.

Since January this year, there have been at least five large-scale transfers in Haryana involving more than 100 officers. The biggest shake-up, so far, was carried out on September 21 and it involved 42 officers, including 20 IAS officers. Thirtyfour, out of the 42 affected officers, were shifted while the remaining eight were given charges in addition to their present duties. In the following month, eight IAS officers were given new postings.

In April, a major administrative shake-up was carried out involving 30 officers, including 20 IAS officers. In the administrative change, carried out on April 26, 23 officers were shifted. This was followed by another large-scale transfer in May in which 38 officers, most of them from the HCS, were given new postings. In July, seven officers, including six from the IAS, were transferred. Transfers and postings affecting four or five officers have taken place virtually every month between January and December. Some of the postings took place due to a officer going on leave or for joining some training programme, but mostly these related to officers getting new postings.

It is also not unusual to find an officer who has been shifted from one posting to another within a very short period. For instance, Mr Ramendra Jakhu, who was the MD of the Haryana Dairy Development Corporation, was transferred as OSD, Land Use Board, by an order on May 29. In less than a month’s time ( June 13), he was shifted to the post of Officer on Special Duty (Rules), Haryana.

There are also instances of “modifications” in transfer orders. Mr Maha Singh was appointed in place of Ms Umesh Nanda as Commissioner, Finance Department, on May 12. However, another order on May 16 pronounced that Ms Nanda would “continue to work as Commissioner, Finance Haryana”.

Another order on May 8 said that the order relating to the transfer of Mr Roshan Lal, SDO (C), Ellenabad, and Mr Mahendar Singh Yadav, SDO (C), Dabwali, dated May 3, had been stayed till further orders.

A number of shake-ups were also carried out in the police set-up of the state affecting a large number of officers. The biggest shake-up involving 15 IPS officers, was in November. In June, 12 officers, including two IPS officers, were given new postings. In July, nine police officers, including four from the IPS, were transferred. Seventeen police officers, including 15 IPS officers, were given new postings in April. Eight of these officers were made the SPs of various districts.

As in the civilian administration, there are also ample instances of transfer orders being changed in the police, too. For instance, the transfer of Mr Yash Pal Singal, IPS, who was shifted as DIG, Home Guards, from DIG, Training, by an order on April 17, was cancelled by another order on April 21. Mr Inder Singh, who was posted in the Vigilance Bureau from being the DSP of Palwal on May 2, got himself retained at Palwal as another order was issued on May 5 cancelling the earlier order. Similarly, the transfer orders of Mr Sanjay Kumar, ASP, from Sirsa to Ambala, and of Mr Sultan Singh, DSP, from Ambala to the HVPN, issued on June 19, were cancelled by an order issued on May 28.

The opposition Congress had earlier drawn the attention of the Governor to what it called the “mass transfer” of officers in the state. A memorandum submitted by the Congress to Babu Parmanand on October 5 alleged that the transfers had resulted in the sidelining of honest and hard-working officers.

Family planning in golden jubilee year
From Ashwani Dutta

YAMUNANAGAR: The Family Planning Association of India (FPAI) has completed 50 years as one of the oldest and largest non-voluntary organisation working in family planning. Though the FPAI has moved from being an organisation devoted to just family planning to one which proudly promotes family planning as a basic human right and the two-child norm on a voluntary basis, it has tried to achieve a balance between population and resources, help prepare young people for responsible sexual behaviour, and help provide education and services to the under-privileged.

Mrs Renuka Sachdeva, president of the local FPAI branch, says that as the organisation enters the new millennium, it faces a host of challenges. The lessons learnt during the past 50 years would enable it to face these challenges with more confidence, enriched knowledge and better understanding of the needs of the community. Although India was one of the first nations to start the family planning programme in 1952, but even now it does not show any positive signs of containing this problem. The implications of population pressure are becoming more and more pronounced.

She points out that population would grow faster than ever before because of a large number of young people entering their reproductive years. There are a number of factors contributing to the population explosion. The FPAI is working to address these issues and has made tremendous contribution to the national cause. There has been a shift in the FPAI’s programmes and policies especially after the International Conference on Population and Development in 1994 and the emphasis shifted to a holistic approach to family planning and reproductive health. The focus since then has been on raising the status of women through education and awareness, addressing the issues of gender equality, increasing involvement towards FP programmes and encouraging youth to adopt a responsible and healthy attitude towards sex. Realising the fact that women’s development is central to population control, the FPAI has rightly focused on women’s welfare.

She said the FPAI branch has completed almost three decades of service in the twin towns of Yamunanagar and Jagadhri covering a population of almost 1.5 lakh under the dynamic leadership and guidance of Dr Nina Puri, who headed the branch for almost 26 years and now preside over the apex FPAI and is chairperson of the South Asia region of the International Planned Parenthood Federation. The deep commitment and dedicated efforts of volunteers like Dr Puri has brought the organisation to such heights.

In tune with the strategic plan and more recently with the new population policy, the branch has intensified and expanded its IEC (Information Education and Communication) programmes to promote reproductive decision making as a basic right to all individuals. This would enable the branch to cater to the needs of eligible couples, pregnant mothers, and also provide information to prevent diseases such as STD/HIV/AIDS, and treat infertility. A major parallel activity is the creation of a favourable climate for exercising reproductive choices, particularly for women.

Overcoming the socio-cultural barriers to family planning acceptance and changing attitudes towards girls and women continue to be major challenges. In an effort to overcome these barriers, the organisation has been working with youth clubs, women’s clubs, community leaders and NGOs. Their sustained effort to build partnerships with the government and other NGOs has brought results. This is evident from the fact that the branch has undertaken various government projects in 1999-2000.

There are various projects which include Computer Voice Response System (CVRS) Project by the National AIDS Control Organisation, which provides information on STD and HIV/AIDS a 24-hour service on telephone.

The second major breakthrough was a Rs 30 lakh UNICEF project on “Empowerment of Panchayati Raj Institutions” in four districts, namely Karnal, Panipat, Yamunanagar and Ambala.

A project on ‘Reproductive and Child Health’ awareness by SWATCH, another NGO working in the same field, is under way in 10 villages of Yamunanagar. A major activity held recently under its total reproductive health programme to increase male involvement towards family planning was a successful non-scalpel vasectomy and infertility camp funded by the Union Government. As many as ninety-one men were operated on at the camp — the highest in one camp.

She adds that the role of the district administration and media has been laudable and their help has helped the branch to work for this national cause. The challenges are numerous and the path is difficult but a concerted effort by the government, NGOs and people from all walks of life can go a long way in meeting the goal of lifting the population from low-living standards to a life of dignity and make the country a better place to live.

Plan to prevent disasters
From Jatinder Sharma

ROHTAK, Dec 7 — The district administration proposes to formulate a district disaster management plan to prevent natural disasters like floods and mitigate their impact.

The Deputy Commissioner, Mr Rajesh Khullar, told this correspondent here today that emphasis would be laid on the prevention of disasters to minimise the resultant loss of life and property. The plan, he said, would be finalised within the next two months.

In view of high incidence of natural disasters in the recent past, the Centre had set up a committee in 1999 to prepare a disaster management plan for the country. As many as 139 districts have been identified to be multi-hazard prone in the country, he said.

More than 50 per cent of the country is prone to earthquakes, 10 per cent to cyclones and floods and a considerable area is periodically subjected to drought, according to the study conducted by the committee.

Mr Khullar said the initial plan was to set up multi-disciplinary committee which would draw appropriate directions from the source book prepared by the committee to help the administration in preparing the disaster management plan for the district.

The district, he said, was prone to floods in view of its location. A part of the district was vulnerable to drought as well, he said.

During the 20th century, the district had experienced many devastating floods, the last being in 1995. The last flood had vividly brought out the need for effective prevention, Mr Khullar said.

Besides various government departments, stress would be on associating the community-based organisations, NGOs and local bodies in implementing the plan, he said. A participatory approach was needed for disaster management, the Deputy Commissioner said.

He said that building public awareness would be a key part of the plan.

Deadline for paying power bills extended
From Our Correspondent

ROHTAK, Dec 7 — The Chief Minister, Mr Om Prakash Chautala, has announced that he would extend the deadline for depositing electricity bill arrears without surcharge till December 31.

Talking to mediapersons here yesterday, he reiterated that Rs 600 crore in the form of pending electricity bills would be recovered at all costs. He said the defaulting consumers had been given another chance to deposit their arrears, thus waiving off the surcharge in view of the “encouraging” results of the scheme under which, he claimed, the authorities had recovered Rs 500 crore.

Commenting on the demand for a separate high court for the state, the Chief Minister said he had convened a meeting of presidents of the district Bar associations in the state to discuss the issue in Delhi on December 14. However, he pleaded that any such demand would dilute their claim on Chandigarh.

Describing the trauma centre project on the PGI campus as wrong step taken by the previous government, he said the government was no more interested in its continuation. He said the building constructed for the project at a cost of nearly Rs 3.5 crore would be utilised for some other purpose. He announced that the trauma centre would be set up at Karnal and a decision to this effect would be taken soon.

The Chief Minister said a committee had been constituted to consider the demand for NPA by the government doctors. He said either the doctors would be permitted for the private practice or they would be provided NPA at the rate of 25 per cent of their basic pay.

Criminal shot; 4 lakh looted from employee
From Our Correspondent

GURGAON, Dec 7 — In two separate incidents, a Delhi-based hardcore criminal was shot dead on National Highway No. 8 and Rs 4 lakh were looted from a company treasurer at gunpoint this morning.

According to Senior Superintendent of Police Satrujeet Singh Kapoor, a Delhi-based criminal, Balwinder Paul Singh, 42, and his associate, Virender Singh, 37, were going to Delhi on their Bullet motorcyele, (DBT 1329) after attending to some work in the district courts here.

As they were near the Shanker Crossing on the highway around 10.45 a.m., a white Maruti Zen overtook them. Two persons sitting in the car started firing at Balwinder Paul Singh indiscriminately. Three bullets hit him on his chest and stomach. He succumbed to his injuries and died on the spot. Two bullets also hit Virender Singh, who fell unconscious.

A case of dacoity at Udyog Vihar, where he along with his colleagues looted two vehicles at gunpoint after injuring the guard in 1995, was pending against him in the district courts.

The Delhi police had arrested him under various sections of the National Security Act. He was released from the Tihar Jail just 10 days ago and had started threating his rival groups of dire consequences. His rival group might have planned his murder, the SSP said.

In another incident, four criminals looted Rs 4 lakh from the treasurer of a company Jai Yasheen located in Udyog Vihar, Sector 18. The treasurer, Krishan Kumar, withdrew the amount for the salary of the staff from Canara Bank, Gurdawara Road, here this morning.
