vendetta? CHANDIGARH, Nov 30 — The Om Prakash Chautala-led government’s action against certain political heavyweights of Haryana has triggered of protests by parties. The latest party to join the protesters is the BJP, which is upset over the action initiated against Mr Krishanpal Gujjar, chief of the BJP’s legislative wing, and Mr Ganeshi Lal, senior BJP leader and former Cabinet Minister. The BJP’s state executive, which had met at Panipat on Monday, expressed concern over the corruption charges levelled against the two BJP leaders, and warned that such actions against its leaders would not be tolerated by the party. The issue would be taken up with the BJP’s central leadership during a meeting scheduled for next month, a senior party leader said. One of the first politicians to be booked after Mr Chautala became the Chief Minister was the Congress strongman from Meham, Mr Anand Singh Dangi. The case was filed by the Vigilance wing against Mr Dangi, who has been denied anticipatory bail by various courts, including the Supreme Court. Though Mr Dangi is still at large, he has been stopped from participating in political activities because of the case. Mr Karan Singh Dalal, another vocal critic of Mr Chautala, was recently booked in two cases. While one case, relating to a land dispute, is 36 years old, the second concerns the alleged murder of a woman related to Mr Dalal. Mr Dalal had been addressing a series of press conferences on various alleged misdeeds of the Chautala-led government. However, he has not called a press conference for quite some time now and his silence is attributed to the cases against him. Another Chautala baiter, Mr Jai Parkash, a former Union Minister who is now a Congress MLA, is also facing charges in connection with a land case. “Mr Chautala is following a policy of vendetta”, said Mr Bhupinder Singh Hooda, chief of the Haryana unit of the Congress. He alleged that Mr Chautala wanted to terrorise his critics by having cases filed against them. Mr Surinder Singh, son of former Chief Minister Bansi Lal, is being questioned for his alleged involvement in liquor smuggling during the prohibition period, while former HVP ministers, Mr Charan Dass Shorewala, Mr J.S. Malik and Mr Ramesh Kaushik, are facing an inquiry in connection with corruption charges. Mr Tejinder Singh Mann, a former Congress minister from Karnal, has been booked in a murder case. “The cases against the political rivals of Mr Chautala are like signals to his critics so that nobody raises his voice against him”, Mr Karan Singh Dalal said. Mr Hooda said that he would not go into the merits of the cases but the fact that cases were initiated against so many politicians by the INLD regime within a short period was ample proof that there was a design behind these actions. “On the other hand the Chief Minister has turned a blind eye to INLD functionaries who have been accused of corruption”, Mr Hooda said. The action against the politicians had also drawn flak from former Chief Minister Bansi Lal. Addressing a press conference at Rohtak recently, Mr Bansi Lal had accused Mr Chautala of settling old scores with political rivals by having them
booked. Senior INLD leader and Finance Minister Sampat Singh, however, challenged the vendetta theory and said that politicians were not above the law who could not be booked for any wrongdoing. |
BJP takes exception to CM’s
statement CHANDIGARH, Nov 30 — The BJP, an ally of the ruling INLD of Haryana, has taken exception to the Chief Minister, Mr Om Prakash Chautala’s reported statement in Saudhara village in
Yamunanagar yesterday saying that Mr Krishanpal Gujjar, chief of the BJP’s legislative wing, had voted against the government in the state assembly on the issue of the local area development tax (LADT). Mr Manohar Lal, general secretary of the Haryana BJP, pointed out that the bill was passed in the assembly by voice vote . He added that Mr Gujjar had recorded his dissent on the issue of the LADT as well as the amendments to the Municipality Act as per the stand taken by the party on these two issues. Mr Manohar Lal also said that the BJP would oppose the village development committees being set up by the state government. The BJP was of the view that if such panels were to be formed, they must be constituted by the members of the panchayats, he said, adding that otherwise the setting up of these committees would amount to an extra-constitutional exercise. The BJP was also against having paid village development coordinators (gram vikas sahayaks), An estimated Rs 18 crore would be spent annually on account of the salaries of the coordinators, Mr Manohar Lal said. The issue of village development councils had figured at the BJP’s state executive meeting, held under the presidentship of a central leader, Mr Ramdasji Aggarwal, at Panipat on Monday, and it was decided to oppose the step. The BJP has also demanded the removal of Mr S P S Rathore from the DGP’s post, following the charge sheet filed against him by the CBI. This issue, too, had figured at the Panipat meeting and the unanimous decision was that he must be removed from his post. |

Amendment hikes municipal
fines AMBALA, Nov 30 — The Haryana Municipal (Second Amendment) Act, 2000, which was recently notified, is expected to give more teeth to the cash-strapped municipal councils of the state. The fines have been hiked through this amendment and the municipal council officials are hopeful that this would enable the councils to have a comparatively healthier bottomline from the fines imposed on defaulters. The fines now range from Rs 250 to Rs 10,000 in different instances. The Act now states that for sub-section (4) of section 128 of the principal Act, the following sub-section shall be substituted ‘‘Whoever, without a licence uses any place for any such purpose as is specified in this section or in contravention of the conditions of any such licence, shall be punishable with imprisonment for a term up to six months or with a fine which shall not be less than Rs 1000 and more than Rs 5000 and with a further fine of Rs 100 for every day during which the offence is continued.’’ A municipal council official said the discharging of sewerage was a major concern for the councils. Regarding discharging sewerage, for section 135 of the principal Act, the following section shall be substituted “Whoever, without the permission of the committee, knowingly or negligently allows the contents of any sink, sewer or cesspool or any other offensive matter to flow, drain or be put upon any street or public place or into any irrigation channel or any sewer or drain not set apart for the purpose, or into the ground by boring or any other means shall be punishable with imprisonment for a term upto six months or with a fine which shall not be less than Rs 1000 and more than Rs 5000’’. On the use of municipal, government or private land for the purpose of collection and disposal of solid waste, after section 138 of the principal Act, the following section shall be inserted “(1) A municipality may use any place or land belonging to the municipality or the state government or private land for the purpose of collection, treatment and disposal of solid waste within or outside their limit and may at all time do all acts, things which may be necessary or expedient for repairing and maintaining such lands selected for solid waste management.” The section 138 A, further adds ‘‘Provided that reasonable compensation shall be paid to the owner or occupier of the land, if it belongs to any private person.’’ It is important to note ‘‘(2) The urban development authorities as well as private colonisers shall provide suitable land/site for solid waste management at the time of planning of new residential, commercial and industrial complexes.’’ Regarding the depositing or throwing of earth or material of any description on roads or into road, for section 158 of the principal Act, the following section shall be substituted ‘‘Whoever, without the permission of the committee or in disregard of its order throws or deposits, or permits his servants or members of his household under his control to throw or deposit earth or materials of any description, or refuse, rubbish or offensive matter of any kind upon any street or public place or into irrigation channel or public drain or into the ground by boring or any other means, shall be punishable with a fine which shall not be less than Rs 1000 and more than Rs 5000 and with a further fine of Rs 100 for every day during which offence is continued.’’ |

Pen-down strike
continues CHANDIGARH, Nov 30 — As the pen-down strike by Haryana Government employees belonging to general categories and backward classes entered the 15th day of its second phase today, both sides seemed resigned to a solution by a court of law. The government today dismissed two more employees, Mr Shiv Kumar Sharma of the Hospitality Department and Mr Rajesh Kumar of the Secretariat service, taking the total number of sacked employees to 40. The issue of reversion of certain employees belonging to the Scheduled Castes in terms of the Supreme Court judgement in the Ajit Singh Janjua-II case has now moved to the Punjab and Haryana High Court, which is hearing a writ petition filed by two affected employees virtually on a day-to-day basis. The reversion issue had triggered the strike last month when the state government ordered the reversions and stayed its orders on the same day. The employees had suspended their strike after a 24-day-long first phase, after an agreement was reached between them and the government, which agreed to implement the reversion orders subject to the decision of the Supreme Court on a contempt petition filed by the Scheduled Castes employees against the former Chief Secretary, Mr R.S. Varma, and certain other officers for the alleged wrong interpretation of the judgement in the Janjua case. Though the apex court dismissed the contempt petition on November 13, the state government did not implement the reversion orders on the plea that the Supreme Court had given verbal directions to implement the order after seven days so that the affected persons could move the appropriate forum for the redress of their grievance. Before the Supreme Court deadline could expire on November 20, the employees restarted their agitation from November 16. This hardened the attitude of the government. Meanwhile, the issue went to the high court, which ordered maintenance of the status quo. In view of the high court orders, the employees know that there is nothing the government can now do to accept their demand. But they are continuing their strike because in the meanwhile the government acted tough and sacked 40 employees, including Mr Des Raj Lamba, president of the Haryana General Category and Backward Class Employees Welfare Organisation, which is spearheading the agitation. As is usual with any agitation which gets prolonged, now along with the demand to implement the Janjua case judgement the employees also want that victimisation should be vacated and the sacked employees reinstated. The employees today held a rally outside 30-Bays building, which was addressed, among others, by Mr Ram Narain Yadav, a dismissed employees’ leader who is wanted by the Haryana police for violation of the Essential Services Maintenance Act (ESMA). The president and the vice-president of the Haryana Roadways Employees Union, Mr Baldev Singh and Mr Jalkaran Balara, respectively, said they had called an emergency meeting of their executive committee on December 3 to discuss the situation arising from the strike and victimisation along with the demands of the roadways employees. Meanwhile, the president of the Haryana Backward Classes Employees Welfare Union, Mr Kanha Ram Sokhal, has criticised the reported statement of Mr Lamba that the strike would be withdrawn only after the abolition of reservations in educational institutions and jobs. He said certain “misguided” backward class employees who had joined the strike had now joined his organisation after Mr Lamba’s statement because they were not in favour of the abolition of reservation. |

Move on toll tax for vehicles
okayed FARIDABAD, Nov 30 — The State Government has reportedly approved the proposal of the Municipal Corporation, Faridabad (MCF) to realise toll tax from commercial vehicles passing from its limits. The civic body is perhaps the first in the state to be permitted to impose toll tax to raise its income. The fund-starved corporation had been finding it very difficult in carrying out development and maintenance activities in the town due to shortage of funds. The annual income of the corporation had fallen heavily following withdrawal of the Octroi by the state government last year. Although the government allotted collection of some of the charges including development charge and professional tax, the coffers of the MCF could not show much change. It is reported that the MCF earns Rs Three crore annually from the various taxes from the local residents but this amount is quite short of its expenses which are over Rs 5 crore. The staff strength is stated to be 4500 and the Corporation has been assigned to carry out development and maintenance works in all residential areas including the sectors of the Haryana Urban Development Authority which covers a population of over 10 lakh. The MCF had come under a sharp attack from various quarters that it had failed to keep pace of the development works and the problems regarding provision of basic amenities like roads, sewers and drinking water had become ‘worse’ following no attention by the authorities concerned. It is learnt that the corporation used to get funds to the extent of Rs 19 crore per year from the octroi. While some of the officials and members had reportedly favoured to find a new way to increase the internal income, rumours were strife that the government may revive the octroi. But on other hand the MCF sent a proposal to the state government to let it allow to realise toll tax on the pattern of Municipal Corporation in New Delhi. It is learnt that the toll tax would be able to gather another Rs 8 crore to Rs 10 crore per year which is seen as best alternative to tackle the problem of financial crisis. The tax would be applicable to all buses, mini-buses tempos, four wheelers (LGV), trucks and trailers and all goods vehicles. About 50 employees would be deputed for this work with toll tax barriers at every entry point of the town. But the proposal seems to have sent a wave of resentment among the transporters and truck and goods vehicle owners who have to travel frequently in and out of the town. They are of the view that it would cause unnecessary harassment and rise in cost of transportation which would ultimately pass on to the customer. |

1,450 bottles of illicit liquor
seized HISAR, Nov 30 — The police has launched a major drive against the sale of illicit liquor in the district. Under the drive, the police raided many villages and seized 1,450 bottles of illicit liquor, 190 kg of lahan and 170 pouches of smuggled liquor. According to the police, at least 20 persons have been booked under the Excise Act. In the nearby Pirawali village, 1,270 bottles were seized from four houses. Cases had been registered against Jarnail Singh, Satpal Singh, Satnam Singh and Bachan Singh in this connection, the police said. Another police team raided Mirchpur village and seized 120 kg of lahan from two houses belonging to Hakam Singh and Santa Ram. The police also seized 40 kg of lahan from Sulchani village and about 30 kg from Mahaveer Singh of the nearby Badala village. The police seized 100 pouches of illicit liquor from Ramesh Kumar of Chaudhariwas village and 70 pouches from a rail passenger, Santosh Kumar, at the local railway station. |
HVPN’s sop to mushroom
growers SONEPAT, Nov 30 — The Haryana Government will supply power to mushroom growers on the pattern of other farmers in the state. Hitherto, the Haryana Vidyut Prasaran Nigam was charging commercial rates from them. This was stated by the Chief Minister, Mr Om Prakash Chautala, while laying the foundation stone of a 132 kv power sub-station at Murthal, about 8 km from here. This power station will cost Rs 6 crore and it will benefit people of 26 villages in the area. He said the state government had approached the Central Government for the construction of two new thermal plants at Hisar and Yamunanagar which will be built by the National Thermal Power Corporation (NTPC). The state government has asked the authorities of the Panipat refinery to construct their own power station of 360 mw capacity which would not only meet the requirements of the refinery but other consumers also. He said if the power theft was stopped there would be no shortage of power in the state. He asked officials to take effective steps to curb the menace of power and water theft. He also urged the rural consumers to pay their electricity bills and take advantage of the surcharge waiving scheme launched by the government for their benefit. Mrs Meenakshi Anand Chaudhary, Chairperson of the Haryana Vidyut Prasaran Nigam thanked the gram panchayat of Murthal village for donating the land free of cost for this power sub-station. Mr Suraj Mal Antil, MLA, Rai thanked the Chief Minister for the development of his assembly constituency and said that during the last six months three new projects for the augmentation of power supply in the area had been sanctioned by the present government. It had also sanctioned Rs 3.50 crore for the development of the villages falling under the jurisdiction of the constituency. The development schemes also include the construction of 12 new roads, upgradation of 16 schools and an agricultural college for Murthal. Earlier, Mr Chautala presided over the annual function of the Motilal Nehru School of Sports at Rai. He said the state government would introduce English from Class I so that students could perform well in competitive examinations. HVPN staff to join stir on Dec 12 BHIWANI, Nov 30 — The HVPN employees have decided to join the countrywide strike of engineers and employees of national power sector on December 12 against Power Bill-2000. Mr S.K. Singla and Mr Hoshiar Sheoran, vice-president and secretary of the state unit of the All Haryana Power Corporation Workers Union alleged in a statement issued here today that the Union Government had decided to dissolve all state electricity boards under the pressure of multinational companies and the World Bank to bring Power Bill-2000 in the current session of Lok Sabha. They said the services of the employees would remain provisional with the implementation of this bill. All state electricity boards would be dissolved and nigam privatised. This would, lead to the monopoly of multinational companies. They said the electricity charges were skyhigh in Andhra Pradesh and Orissa where the government was charging Rs 80,000 to Rs 1 lakh from farmers and Rs 13 to 25 was being charged per yard in the name of privatisation. Meter rent has also been enhanced from Re. 1 per month to Rs 9. The secretary said the nigam was facing shortage of employees but government was bent upon abolishing vacant posts. They asked the central government to restore electricity boards and to provide for cheap electricity.

Women scramble to adopt male
babies FARIDABAD, Nov 30 — Desire of having a male child is very much here in society, especially when the couple had been childless for many years. The child’s heredity is no issue and the women concerned may do anything to have the child. Nearly a similar situation has been at the Civil Hospital of Hodal town in the district where several women have been trying to get twin male babies born to a mentally challenged woman. According to information an unidentified woman recently gave birth to twin male babies in the hospital. It is learnt that the woman is mentally challenged and is not able to tell about her family or her husband. It is reported the woman might have become mentally upset after she was left by someone who made her pregnant. But doctors and other staff of the hospital are surprised over the rush of women who have sought adoption of the babies. Some of them have even submitted applications to the Subdivisional Magistrate (SDM) in this connection. Many of the women desirous of adopting the twins have started doing their best to please the mother and other staff of the hospital. Some of them are bringing fruits and medicines, while others are getting clothes and other articles for the mother and the newborns. It is learnt that some of the women have started doing round-the-clock duties to “help” the woman and the babies at the hospital. The aspirants for adoption of the babies

HC stays Kala Bhavan’s
leasing CHANDIGARH, Nov 30 — The Punjab and Haryana High Court today stayed the leasing out of Punjab Kala Bhavan in Chandigarh’s Sector 16 to the TARA Punjabi Channel. The Tribune had carried out a report on November 29 under the headline “Arts Council in the dock” on leasing out the premises to the channel for five years. A Division Bench headed by Mr Justice K.S. Kumaran while issuing notice to the respondents for December 7 stayed the dispossession of the premises till then after counsel contended on behalf of petitioner that Punjab Kala Parishad was an instrument of the state government which leased out the entire basement, six rooms and attachments on the first floor of the bhavan to the private TV channel on the condition that the Parishad would have no right to transfer the said property or part thereof or to sub-let it. The Bench ruled in its brief order that possession should not be handed over to the respondent No 6 till the next date of hearing. The petitioner, Mr Gursharan Singh, a member of Punjab Sangeet Natak Academy, and one Phool Raj Singh alleged that the Parishad illegally and unlawfully entered into an agreement and rented out the premises to the TV channel for a monthly rent of Rs 150,000. |

Ambala
cops CHANDIGARH, Nov 30 — Accusing the Ambala police of obstructing an operation launched against sales tax evaders, the Central Bureau of Investigation here has alleged that certain trucks, taken into possession by them, were further impounded by the Haryana Police. In an application before the Punjab and Haryana High Court here, the premier investigating agency has also alleged that the action was apparently taken to help the truck owners. Giving details, the counsel for the CBI Mr Rajan Gupta stated that 14 trucks, taken into possession from the Kundli border for not having slips from the Punjab Sales Tax department’s Information Collection Centre, were being driven towards Patiala when they were stopped by the officials from police stations of Baldev Nagar and Sadar in Ambala City. Terming the exercise as “unwanted” and “undesirable”, they alleged that the action was taken “so that the trucks were not allowed to be taken to Punjab for evaluating the value of the goods and levying penalty”. Going into the background, the CBI said their team comprising Inspectors M.S. Brar and Raj Singh, assisted by Additional Commissioner of Excise and Sales Tax Mr. Sarabjit Singh, had assembled at the Kundli border on November 24 at 10 p.m. after receiving specific information. The checking, they added, continued till 3 a.m. Seeking directions to the Haryana Police against interfering with the investigations of the case, the CBI also asked for directions to the cops for handing over the trucks to them. The application will come up for hearing before a Division Bench of the Punjab and Haryana High Court on December 4.

Pollution: govt “singling out”
breweries CHANDIGARH, Nov 30 — The Haryana Krishak Samaj (HKS) has criticised the state government for having “singled out” breweries for causing pollution and closing down four out of the five breweries in Haryana. In a statement here, Mr Satpal Kaushik, general secretary of the HKS, said that due to the closure of the breweries the sugar mills in the state would now have to sell molasses in the neighbouring states at reduced rates. The sugar mills would suffer a huge loss because of this problem, the statement said. The HKS added there were other industries which were causing much more pollution than the breweries, but these were not touched by the government. The HKS also said the price offered by the government to sugarcane farmers was the same as last year. It demanded that the price must be increased. |

Haryana appoints 46,000
enumerators KAITHAL, Nov 30 — As many as 46,000 enumerators have been appointed in Haryana for the smooth conduct of census in Haryana. This was disclosed by Mr Sunil Gulati, Director, Census, Haryana at a press conference here today. He said Indian population census was conducted in two phases, house listing operation and actual population enumeration. The house listing operation had already been completed in May, 2000, while actual population enumeration will be conducted from February 2 to February 28, next year alongwith other states and union territories. The enumeration of houseless population will be done on the night of February 28. Seminars to train enumerators and supervisors have started from November 6. The district-level census training programme started in Kaithal today in which the Deputy Commissioner, the ADC, the SDM, the City Magistrate, tehsildars, executive officers and master trainers participated. Mr Sunil Gulati, Director, said milk producers for self-consumption would now be treated as workers while in the earlier, they were treated as non-worker.

College students on strike FARIDABAD, Nov 30 — The strike by students of Dayanand College of Women
entered its second day today. They were protesting against the alleged hike in fee and other charges. Protesting students who have reportedly not responded to the talks offer of the college authorities took out a procession from the college to the office of the Deputy Commissioner and submitted a memorandum to him. However, the college Principal, Ms Sushma Chawla, has denied any hike in fees. The management had only issued a notice for submission of fee for a period of six months, she said. The students allegation that a line of 100 was imposed on absenting students was baseless. The penalty was only Re 1, she said. The college authorities have also denied that a student was slapped by the Principal recently. |
MDU to host Unifest
2000 from Dec 2 ROHTAK, Nov 30 — The North Zone inter-university youth festival, Unifest 2000, will be organised by Maharshi Dayanand University from December 2 to 6 as part of its silver jubilee celebrations. The university Registrar, Dr Preet Singh, said leading universities of northern India would participate in five sections — fine arts, literary, music, dance and theatre — in which 23 events would be held. The Education Minister, Mr Bahadur Singh, will inaugurate the function while Pt. Debu Chaudhary, sitar maestro, will be the guest of honour on the opening date. The Chief Minister, Mr Om Prakash Chautala, will preside over the prize distribution function, on December 6.He said nearly 700 students from about 20 universities of northern India would take part in the youth festival. |

Sadhu gets 5-year jail for sodomy HISAR, Nov 30 — The Additional District and Sessions Judge, Mr K.C. Sharma, has sentenced a sadhu to five years imprisonment on charge of sodomising a minor boy. According to the prosecution, Vishwa Nath alias Shiv Kumar, resident of Hardwar, had taken an 11-year-old boy Raj Kumar to the nearby Suleman Baba village to Haridwar after making him unconscious last year. He kept him in illegal confinement for many days and sodomised him repeatedly. He also forced him to beg. The victim escaped somehow and reached Hansi. After this the police registered a case against the sadhu and arrested him from Hardwar. |
JBT teachers flay transfer policy NARNAUL, Nov 30 — JBT teachers of the state, posted in Mahendragarh district, at a meeting held here yesterday evening criticised the transfer policy of the Haryana Government. Addressing the teachers, Mr Devender Phogat said the recent transfers of JBT teachers posted in various districts had been made while overlooking their seniority. Mr Raja Singh Godara, teacher, lamented that the government had transferred newly appointed teachers within one month while those posted since a decade were not transferred. The teachers would decide the future course of action at a meeting to be held at Dadri on December 2. |

district. In a press statement issued here, they pointed out that the officials of the Irrigation Department admitted the cleaning operations of the minor were going on and the work would be completed by December 15 next, and adequate water would be made available in the minor only after December 18. |

Auction fetches Rs 5 crore AMBALA, Nov 30 — The auction of commercial sites by HUDA in Ambala City yesterday fetched Rs 5 crore.

AMBALA, Nov 30 — The Deputy Commissioner of Ambala, Mr D.D. Gautam, today advised the shopkeepers and house owners to remove the encroachments in front of their respective shops and houses by December 5 and those who had constructed platforms in front of their shops and houses should remove themselves by December 10.
Mr Gautam said that after the due date if the encroachments were removed by the administration the cost expenditure incurred in the process of operation would be borne by the violators, according to a press note.
