withdraw stir CHANDIGARH, Nov 22 — In a late night development Haryana Government employees belonging to the general categories and backward classes withdrew their pen-down strike with immediate effect, according to official sources. Mr Desh Raj Lamba, President of the Haryana General Category and Backward Class Employees Welfare Organisation, which had been leading the agitation to demand the implementation of the Supreme Court judgement in the Ajit Singh Janjua case on the accelerated promotion to the Scheduled Castes employees, tonight wrote a letter to the Haryana Chief Secretary, Mr Vishnu Bhagwan, that the employees had decided to withdraw their strike unconditionally with immediate effect. |

New transfer policy for
teachers CHANDIGARH, Nov 22 — The Haryana Government has formulated a new transfer policy for teachers. According to an official press note, teachers will be posted in rural areas for a minimum period of five years in the case of first appointment, which may be through direct recruitment or on a regular or temporary basis. At the time of each promotion, they will have to serve in rural areas for a minimum period of three years. However, their transfer will be done on administrative grounds on the basis of rationalisation, complaint or inquiry or due to poor examination results of the students. The government has already asked all newly recruited teachers to opt for any six places of their choice in the rural areas of the state for their posting. As no teacher will be transferred before completing five years of service and in the middle of the session, the posting of new teachers will be made without shifting anybody. This transfer policy, which has been prepared separately for the Directorates of Primary, Secondary and Higher Education, will rationalise the system of transfer of teachers and provide them with a more congenial atmosphere to educate the students. In the case of primary and secondary education, the transfer of teachers will be initiated by seeking applications from the interested persons at the level of head of institution and these will reach the District Education Officer by April 30. Applications for transfer at the level of Directorate will be received by May 15 and orders for transfer will be issued by June 10. However, changes, if any, will be made not later than June 30. The rationalisation of posts of teacher will be based on the number of students as on September 30 and transfers will be made by October 15. The transfer of headmasters, headmistresses, block education officers and principals will be made at the level of government. Similarly, inter-district transfers of JBT, classical and vernacular (C&V) masters, mistresses and school lecturers will be made by the Director. The transfer of C&V teachers, masters and mistresses within the district will be made by the District Education Officer. In the case of primary education only, the transfer of JBT teachers will be made by the District Primary Education Officer within the district. In the case of secondary education, those teachers who have never served in the rural areas will be posted there for a period of five years. A teacher will not be transferred even after five years if he has only one year or less time for superannuation or she is a widow or divorcee or the teacher is handicapped. In case it is necessary for the teacher to continue at the same place on medical grounds, a certificate issued by the Chief Medical Officer of the district, the PGI, Rohtak, the PGI, Chandigarh, and the All-India Medical Institute, New Delhi, will be valid. Mutual transfer will be limited to schools in the rural areas only. In couple cases, as far as possible, they will be posted at the same place. In case the husband or the wife is posted in a rural area, the spouse will possibly be posted in the same rural area or in a nearby rural area. In the case of primary education, priority will be given to those women whose husbands are working in the paramilitary forces and posted outside Chandigarh, Delhi or Haryana. In the case of Secondary education, teachers below the age of 50 will not be posted in any girls’ school. Specially trained teachers like NCC officers, NSS programme officers and Scouts masters will be transferred to only those schools where these schemes are being implemented. Efforts will be made to post the wives of ex-servicemen, handicapped persons or widows within a radius of 15 km of their home. In the case of mutual transfer, the distance between the two schools should be a minimum of 8 km, but it will be ensured that the transfer is not from one town to another. The new posting of C&V teachers in the case of inter-district transfers will be made as per certain policy guidelines. Priority has been given under the policy to widows or divorcees, the wives of ex-servicemen, those female C&V teachers who intend to seek transfer to a district where their spouses are posted in the district cadre of the Education Department or in any other department or they are posted in a department of the state government, Central Government or autonomous body. Those women teachers will also be kept in this group who are married after joining service and intend to seek transfer to the district of their husbands or in-laws. Those teachers who are over 80 per cent handicapped will also be considered under this group, provided they have completed five years of service. Merit in the case of mutual transfer among officials of the same category or class will be decided on the basis of their length of service and their transfers or postings will be made against vacancies of the same class to which they belong. Their application for transfer will be valid for a period of one year, that is up to April 30 of the same year. There is no change in the conditions relating to seniority. In the case of the Directorates of Secondary and Higher Education, it has been decided that a break of less than one year in posting from one place to another will be treated as continuous posting for the purpose of the applicability of the transfer policy. In the case of the Department of Higher Education, the transfer of college lecturers will be made to rationalise the staff as per the actual workload or on administrative grounds where there are serious complaints of misconduct against a college lecturer. Five years’ service in rural colleges has already been made compulsory in the case of college lecturers who joined on or after January 1, 1996. |
VC assault case ROHTAK, Nov 22 — The designated court of the CBI at Ambala today issued summons to 13 suspects in connection with a murderous assault on Mr V.C. Sharma, the then MDU Vice-Chancellor, and Mr Naveen Sharma, his son, at their residence and later in front of the casualty department of the PGIMS here in 1996. The CBI had filed a chargesheet in the court of the then Justice, Mr A.K.S. Panwar. However, the case could not proceed for a few months due to the promotion and transfer of Justice Panwar. Mr Justice A.K. Tyagi today summoned the suspects in the court on December 18. According to sources, the case is registered against an employees’ leader and student leaders under Sections 147, 148, 149, 427, 323, 452 and 506 of the IPC. Legal experts said the suspects might escape without a severe punishment as the case was not registered under proper Sections of the IPC. The CBI had accused 15 persons out of whom Devender Coach and Rajiv Khera had been murdered. The charge-sheeted are Kultaj Singh, a lecturer in University College, Balraj, a securityman, Niranjan Kumar, President, Non-Teaching Employees Association of MDU, Surendra Verma, Bhim Dalal and Sadhu Ram Phogat, non-teaching employees, Manoj Siwach, Ranbir Gulia, Deepak Malik, Rakesh Dabas, Ravindra Luthra, Dharmendra Dalal and Baljeet Singh, all student leaders. An attack was made on Mr V.C. Sharma when he was trying to get an ordinance regarding the appointment of the Registrar disapproved. To curtail administrative powers, the government ordered the appointment of Mr T.C. Gupta, an IAS officer, to the post of
Registrar. The Vice-Chancellor had rebuffed the appointment and had convened an emergent meeting of the executive council of the university. Marauders target
weddings HISAR, Nov 22 — Marriage dinners have become the latest targets for marauding bands of young Haryanvis looking for free liquor, food and an opportunity to molest young women. With the marriage season in full swing, they have managed to ruin many a happy occasion all over Haryana forcing people to hire private security to guard the pandals. Others have opted for daytime marriages as a precautionary measure. In one of the worst incidents of this kind, three persons were injured when members of a marriage party caught hold of one such uninvited guest and threw him out. However, he returned later and attacked two guests with a sword. He was overpowered and beaten up. The two injured guests and the youth were hospitalised. It is learnt that a group of youths mainly comprising students of Guru Jambheshwar University mingled with the guests at a marriage dinner in the Community Centre of Sector 13 here on Sunday. They consumed liquor and food. One of them began abusing the waiters and guests. On inquiry it was found that he was one of the dozen-odd youths who had barged in. While his companions managed to escape, he was caught. In a similar incident last week, a group of youths stealthily entered a marriage palace near Dabra Chowk here and picked the pockets of several guests and the bridegroom. An employee of the palace was caught on suspicion but later it was discovered that a group of youths was responsible for the mischief. About a fortnight ago, a band of local students forced their entry into a pandal where a reception was being held for a newly married couple. The marauders consumed liquor and then began molesting women. The guests threw them out. They returned later, demolished a part of the pandal where dinner was to be held and exchanged fire with the guests before fleeing. The police had to be called. Similar reports have been received from several other towns of the state. In Yamunanagar district, a member of a marriage party was stabbed and seriously wounded when a few armed youths joined the barat on its way to the bride’s house. Inquiries by The Tribune reveal that initially college and university students joined such dinners just for fun and good food. Gradually what they began here has caught on in other parts of the state. It is learnt that most of them are hostellers and belong to influential families. Even if caught they manage to go scot-free. The menace has assumed alarming proportions forcing people to hire private security to guard the pandal with the help of relatives who act as spotters to identify the uninvited guests. A local businessman brought in a team of security personnel from Delhi for the reception of his newly wedded son. The exercise cost him Rs 50,000 but he considers the money well-spent as no untoward incident took place during the party that went on till the wee hours of the morning. A senior executive of a company hailing from Rohtak cancelled the dinner and hosted a lunch on the marriage of his son early last week. He said the dinner invitations had already been printed but he changed his mind in view of the recent incidents. Those well-connected now have armed policemen stationed in the vicinity of the pandal. |
Crushing season starts today ROHTAK, Nov 22 — The fund-starved Haryana Cooperative Sugar Mills proposes to crush approximately 30 lakh quintals of sugarcane during the 2000-2001 crushing season that will commence from tomorrow. The sugar mills, the oldest in the cooperative sector in the region, had crushed 21.10 lakh quintals of sugarcane and produced 1.79 lakh bags of sugar during the last crushing season. The mill has bound nearly 33 lakh quintals of sugarcane grown over 28,045 acres of land by at least 8,000 farmers for the current season. The 44-year-old mill is facing a severe financial crisis. Had the government not came to its rescue it would not have been able to pay the cost of sugarcane purchased from the growers last year, the Managing Director, Mr P.K. Sharma, told The Tribune here today. The mill had purchased sugarcane worth Rs 22.53 crore in the 1999-2000 season. It could manage only Rs 13.78 crore from its own sources and had to take a loan of Rs 8.75 crore from the government, Mr Sharma said. The sugar mill was set up here in 1954 and started its maiden season on January 31, 1957. The state government had then contributed only Rs 20 lakh towards share capital of the mill which had a crushing capacity of 1000 metric tonnes per day. The capacity was expanded to 1250 metric tonnes in 1967-68 and later to 1750 metric tonnes in 1977-78. The financial problems of the mills started after the second expansion due to several imbalances in the installation of the plant and machinery. The mill had started incurring heavy losses after this expansion and had moved the apex court against the agency that had installed the plant and machinery. The accumulated losses of the mill were today to the tune of over Rs 19 crore. The mill is not in a position to repay the loan amount and the interest incurred on it. It has requested the state government to convert the amount it had loaned to the mill into the share capital. The funds available with the mill are mainly utilised for the payment of salary and wages to its employees and interest on various borrowings from the banks and short-term loans from other sugar mills in the state. The Managing Director said this year the mill expected to reduce the huge losses. Adopting economy measures, the mill made substantial savings of wages during the off season to the tune of Rs 75 lakh. Despite the old age of the machinery, the wheel was kept moving. Though the
obsolete machinery attracted more wear and tear the maintenance expenses were reduced to Rs 70 lakh only, Mr Sharma claimed. He also expected to increase the recovery rate to 10.30 per cent against 8.45 per cent in the last season. He said the mills would run for at least 170 days which suggested a healthy trend. |
Chautala govt flayed
for unkept promises KAITHAL, Nov 22 — Mr Birender Singh, former president of the Haryana Pradesh Congress Committee said here today that any person appointed as new HPCC chief would be acceptable to the Congressman. Mr Birender Singh had come here to attend a wedding. He said Ms Sonia Gandhi’s win with an overwhelming majority had proved beyond any doubt that only she could provide a dynamic leadership to the Congress. Mr Birender Singh said the Chautala government had lost the confidence of people in the state. He said the government had made a number of promises during the last Assembly election, but it had failed to come up to the expectations of the people, hence there was resentment among all sections of the society, including farmers, and businessmen. He said holding of open darbars at different places in the State by Mr Chautala was nothing but a gimmick and the problems of the people were not solved at such darbars. He alleged that the complaints received by the officers during such darbars were not pursued, hence the grievances of the public remained unresolved. Mr Birender Singh alleged that farmers had not been paid remunerative prices for paddy produce. He said he had received a number of complaints from different parts of the state that senior officers associated with procurement of paddy had not kept the interests of farmers in mind thus leading to the distress sale of paddy. He said Mr Chautala had ignored the farmers’ protest in this regard. Former HPCC chief also took the state government to task for not fulfilling its promise of providing uninterrupted power supply to the farmers and other consumers and said the state government had miserably failed on this account. He further said Mr Chautala had promised after becoming the CM that every road in the state would be repaired within three months, but nothing had been done so far to improve the condition of roads. He said the recent announcement to form Village Vikas Samitis by the government would reduce the elected panchayat bodies to mere constitutional entities and this step would give a blow to the democratic set up in the country. He also alleged that a number of irregularities had been committed in the recruitment of constables and many deserving candidates had been left out to give jobs to ‘influential’ candidates. |

Internet SONEPAT, Nov 22 — All police stations falling in Sonepat, Panipat, Karnal and Rohtak districts of Rohtak division will be linked with the Internet by December 15. Giving this information, Mr Resham Singh, IGP, Rohtak range, told mediapersons here today that people of the districts would also get the facility of lodging their complaints with the help of computers in police stations and the department had made adequate arrangements. He said if any Station House Officer declined to register complaints, he would be dealt with sternly. Police officials were being given training at Madhuban (Karnal) to check the activities of criminals, he said. Referring to the complaints about the activities of satta gamblers, Mr Resham Singh said he had set up a special task force comprising officials of various districts to crack down on the gamblers engaged in the lottery business. He also took serious note of complaints about the involvement of some police officials in the business and announced that such policemen would be taken to task. He said the officials of the task force were keeping a strict watch on the activities of criminals. As a result, most of the criminals had fled to neighbouring states, including Delhi and Uttar Pradesh, he claimed. He also claimed that cases of crime were on the decline following the busting of many gangs engaged in dacoities, highway robberies and extortion of money. He gave the figures in this regard and said night patrolling on national and state highways had been stepped up and mobile police force deployed at important points. |
Trauma centre mired in
controversy HISAR, Nov 22 — Controversy surrounds the newly built trauma centre at the Postgraduate Institute of Medical Sciences, Rohtak. The project, initiated during the Bansi Lal regime in 1996, is likely to be shifted to Karnal. Interestingly, the government has already spent Rs 3 crore on the building specially designed for housing the centre. It is learnt that the Chief Minister, Mr Om Prakash Chautala, is of the view that the centre could serve its purpose better if it is located on the G.T. Road since accident victims on the state’s busiest highway have to be shifted to the PGI in Chandigarh. He feels that the PGIMS Rohtak, already has enough facilities for trauma patients. Experts, however, differ. Dr P.K. Dave, Director and professor of Orthopaedics, AIIMS, New Delhi, in a recent communication to the Haryana Chief Secretary, Mr Vishnu Bhagwan, opposed the Haryana Government’s plans to shift the centre to Karnal. He wrote: “I clearly want to emphasise that trauma is not only orthopaedic care, it involves many other specialists like neurosurgeons, anaesthetists, physicians, and vascular surgeons. Such centres can only be successful in medical colleges where services of all these specialists are available”. He suggested that satellite trauma centres could be set up at other places. Dr K.S. Rao, Director, Central Institute of Orthopaedics, New Delhi, wrote to the Chief Minister, lauding his plans for setting up a trauma centre at Karnal. However, he too suggested that the proposed Karnal centre could serve its purpose only if it was developed as a satellite centre of the main centre at Rohtak. He said a trauma centre required the services of cardiologists and plastic surgeons in addition to the specialists. However, it is learnt that the government may still go ahead with its plans. Sources say that the government now plans to set up a cancer treatment institute in the trauma centre

Fall of a bus stand HISAR: The local bus stand, the most modern and biggest bus stand in Haryana, has fallen victim to neglect. It now enjoys the dubious distinction of being the dirtiest and most ill-maintained bus stand. The bus stand was constructed in 1984 on 20 acres of land, as the old bus stand could not cope with the increasing number of bus passengers. Though the building is still impressive but the roadways authorities have failed to maintain it properly. Despite having more than a dozen sweepers, heaps of garbage lie inside the premises for months together. There are a few dustbins installed on the premises. Few passengers use these. Even otherwise, these cannot accommodate all the garbage that gets collected at the bus stand. The garbage thus lies in the open, attracting animals. Fruit-sellers, rickshaw pullers and rehriwalas have encroached on sizable portion of the bus stand. Any vendor is in a position to encroach with impunity on a suitable place inside the bus stand. The authorities have allowed some persons to fix temporary stalls inside the main building, which has created problems for passengers. The width of the entrance to the foyer has been reduced to two-thirds by stall running STD PCOs. The road leading from Talaqi Gate to the main building of the bus stand is in a miserable condition. The entire stretch is pot-holed all over and vehicles of all kinds find it difficult to negotiate this stretch. It has not been repaired for many years. There used to be a beautiful park in front of the main building until a few years ago. However, now it has been converted into a place for dumping garbage. Its railing has disappeared and cobblers have encroached on a part of it. There are separate waiting rooms for women and gentlemen. The gents’ waiting room was being used by Roadways employees as a rest-room causing much inconvenience to the passengers. In fact, ever since it was constructed it has never been put to proper use. For several years it continued to house a cafeteria. Last week it was again converted into a tea stall. Most fans have been out of order for several years. The timetable display board installed at the entrance of the main building has not been repainted since 1985. Consequently, it continues to depict old timings confusing passengers. The fare list has not been painted since 1998 and is blank. The general manager of the local depot of the Haryana Roadways, Mr G.L. Yadav, said STD booths in the main building were provided on the order of the Transport Commissioner for the convenience of passengers. Owing to shortage of sweepers the department was unable to maintain cleanliness. He said the responsibility of repairing the approach road lay with the Municipal Council. The Transport Department had decided to develop the park outside the bus stand. Mr Yadav said he had also written to Sulabh International for providing toilets at the bus stand for which his department would provide land. |
Kurukshetra to have cultural
academy CHANDIGARH, Nov 22 — The Haryana Government would develop a cultural academy at Kurukshetra with an initial investment of Rs 3 crore along with a multi-art centre to promote cultural heritage of the region. It was decided at a meeting of the Kurukshetra Development Board here today under the chairmanship of the Governor, Babu Parmanand following an announcement to this effect made by Chief Minister, Om Prakash Chautala, at Sirsa some time ago. The Governor appealed to the people to donate liberally to restore the glory of Kurukshetra. The Chief Minister, who is also Vice-Chairman of the board assured all help from the government for the development of Kurukshetra as a centre of pilgrimage and tourist attraction. He said the message of Bhagawadgita by Lord Krishna to wavering Arjuna shortly before the commencement of the epic battle of Mahabharata at Kurukshetra had been inspiring the humanity all over the world by underlying the importance of “karmyoga” — action. The Haryana Government will urge the Union Railway Ministry to halt Shatabdi Express at Kurukshetra to provide an opportunity to the tourists and the pilgrims to visit Kurukshetra. It was also decided that a documentary film projecting religious, cultural historical and archaeological significance of Kurukshetra be got prepared to attract pilgrims and to inspire the people with its great spiritual significance. The Governor asked all those departments who were undertaking development works as Kurukshetra to expedite projects and complete these within the timeframe as no delay would be tolerated. The meeting also decided to shift the site for the construction of Kala Parisar from Theme Park to mela area to leave that space for public utility. The mela area would be beautified in a phased manner. |
Rathore “sensitive
to women's issues” CHANDIGARH, Nov 22 — Even as Mr S.P.S. Rathore, DGP of Haryana, has attracted the wrath of private women’s organisations over the Ruchika molestation case, the state government’s “own women activists” have come out in defence of the police officer. “Mr Rathore is sensitive to women’s issues”, said Ms Sheela Bhayan, Chairperson of the State Women Commission (SWC) of Haryana. Mr Rathore is an ex-officio member of the SWC. Asked why she was not demanding the removal of Mr Rathore, who had been accused by the CBI of molesting a 14-year-old girl, from the SWC, Ms Bhayan said that it was up to the government to take a decision in this regard. She added that whoever became the DGP of Haryana would be inducted as an ex-officio member of the SWC. Answering a question, Ms Bhayan said the commission had never thought about taking up the Ruchika case because nobody had petitioned the SWC in this regard. “We have no problem with Mr Rathore as a person”, Ms Preety Chawla, vice-chairperson of the SWC, said. “We often need the help of the police in cases of violence against women, and we have been getting that help”, she claimed. The DGP was expected to attend the SWC’s next meeting in Faridabad on November 28, Ms Bhayan, a former chief of the ruling INLD’s women’s wing, said. |
Fire victim’s
plea for job dismissed CHANDIGARH, Nov 22 — A Division Bench of the Punjab and Haryana High Court comprising Mr Justice M.L. singal and Mr Justice N.K. Sood today dismissed a petition filed by Ms Poonam Grover, kin of a Mandi Dabwali fire victim, seeking a government job. The petitioner stated that her husband, working in the State Bank of India at mandi Dabwali, had died in the fire that took place on December 23, 1995 and as the Prime Minister and the Chief Minister promised fire victims Rs 1 lakh in cash and other types of relief. The petitioner contended that she had no source of income to support her family and carry on the treatment of her children who were hurt in the fire. As she was a graduate, she sought a job in the Education Department. The petitioner pleaded that her husband has served for about 15 years in the SBI and she might be provided a job in the bank. However, she alleged that no one listened to her requests and she ultimately had to approach the High Court. Pronouncing the order Mr Justice Singal said such promises as cited by the petitioner were being made by politicians and did not come under the scrutiny of law. Hence the petition was dismissed.
Father wants case
transferred AMBALA The case was registered at Ambala Sadar police station under Sections 302, 201 and 34,IPC, on November 2. Mr Ganesh Dass, father of Sanjeev, in a letter sent to the Director-General of Police, has alleged that police officials investigating the case did not record the statement of the complainant properly and the persons arrested in this regard were not interrogated in a proper manner. He said that the police did not press for further police remand of the accused. Moreover, it did not raise any objection when the accused were being granted
judicial remand by the court. Mr Dass alleged that he would not get the justice in this case due to the indifferent attitude of the local police officials. He urged the DGP to transfer the investigation of the case to some other police agencies or to some senior police officer so that the case might be investigated properly. |
Adulterated atta
case AMBALA, Nov 22 — The poisonous atta case, in which more than 150 people fell ill after eating atta prepared specially during Navratras on October 3, is going to be a uphill task for the investigators since the the atta seized that night by the district authorities has been reported as normal. An official said, "We had sent the atta seized that night for analysis to the state laboratory and the report does not indicate presence of any harmful substance." He said that contrary to popular perception, it was not kuttu ka atta but swang ka atta. Even during the raids conducted on the night of October 3, except for a small sample of kuttu ka atta found in a shop, the rest of the atta seized was swang ka atta. The official said that apparently, it was a particular batch of swang ka atta which caused illness. "People had been eating this atta since the time Navratras began and there had been no complaint. It was suddenly on October 3, that people with complaints of giddiness, nausea and other such symptoms began to pour in," he said. The SDM, Mr Satbir Saini, when contacted in this regard, said that investigations in the case are on. On the night of October 3, panic gripped Ambala City and adjoining areas as about 150 people fell ill after consuming adulterated atta. Doctors attending to the patients stated that the patients complained of nausea, vomiting and loose motions. |
Roadways staff stage dharna HISAR, Nov 22 — The Haryana Roadways employees today staged a dharna at the local bus stand in support of agitating Haryana Government employees of Chandigarh. Mr Sudhir Sohrawat, president of the Hisar Depot Roadways Union, alleged that the state government was working against the interests of Backward Class employees. He demanded that the government should accept employees’ demands at the earliest. He said the roadways employees would launch a state-level agitation if the demands were not met soon. |
Freedom fighter cremated BHIWANI, Nov 22 — Freedom fighter Neki Ram (85) of Jaitpura village passed away today. He was cremated at his village amid huge gathering. Neki Ram joined the Indian National Army of Netaji Subhash Chander Bose. He later joined the Delhi police when British government invited the INA soldiers for government service in 1946 and got retirement in 1973. |

clarifies on
overdrawal CHANDIGARH, November 22 — The Haryana Vidyut Prasaran Nigam (HVPN) today clarified that it was compelled to overdraw power from the common pool "under very stringent conditions to save standing crop from withering". Responding to a news item published in The Tribune on Monday, an HVPN press statement said that it was apprising the CERC regarding the situation, and it was confident that no adverse directions would be issued by the CERC. body found KAITHAL, Nov 22 — Body of Nishant (15), a student and son of Prof V.K. Dutt, lecturer DAV College, was found floating in Bhakra Canal yesterday. He was cremated last evening at
Guhla.The victim was missing since last Thursday and his scooter was found lying near Fatehpur village, 5 km from Samana, Punjab on Sunday, but he could not be traced. Reportedly he committed suicide by jumping into the canal. |
1 killed in clash HISAR, Nov 22 — A student was killed and two others were injured seriously in a clash at Hansi near here today. The injured have been admitted to Rohtak Medical College. According to the police, more than 12 students from Thurana village forcibly stopped a private bus by parking a tractor-trailer on road. They attacked a group of students from Jamawari village travelling in the bus with sharp-edged weapons. Manoj Kumar (16) died on the spot while Sanjay and Satish Kumar suffered head injuries. The clash involved students of Hansi Senior Secondary School. |

condemns arrest of Yadav AMBALA, Nov 22 — The Ambala cantonment unit of the Congress at a meeting held here this evening condemned the arrest of a Municipal Council member, Mr Hira Lal Yadav, who was later released. The Congress leaders spoke against the arrest of Mr Yadav. The case pertains to the attestation of a caste certificate by him. Among others, Mr Yadav, Mr Ashok Jain, Mr S.K. Sharma and Mr Arjun Lal Kalra attended the meeting. It was suggested at the meeting that a Congress delegation should meet the Superintendent of Police, Ambala, and apprise him of the matter. |
