‘Support hinges on public interest’
Tribune News Service

CHANDIGARH, Nov 14 — “The BJP support to the Chautala Government will be withdrawn only in public interest and not on issues concerning any individual.”

This was stated by the President of the Haryana unit of the BJP, Mr Rattan Lal Kataria, at a press conference here today.

This assertion from Mr Kataria came when newsmen asked him about the notice sent by the State Vigilance Bureau to the Leader of the BJP Legislature Party, Mr Krishan Pal Gujjar. Earlier Mr Gujjar had spoken about withdrawing the party support to the Chautala Government.

Mr Kataria said in future if there was a problem with him also from the government side, the party support to it would continue. The decision to withdraw the support would be taken only in public interest and by the entire party leadership.

He said the issue of notice to Mr Gujjar, which was a serious matter and politically motivated, had been brought to the notice of the party high command. Giving a clean chit to the Chief Minister, Mr Om Prakash Chautala, on the issue of the demolition of a temple in Faridabad, Mr Kataria said he had himself visited the site. When the matter was brought to the notice of Mr Chautala, he also visited the site and promised all cooperation for its reconstruction. Mr Chautala, he said, told BJP leaders that the demolition had not been brought in his notice by officials.

Mr Kataria reiterated his resolve to make the BJP the number one party of the state. As many as 14,000 “shakti kendras” had been set up in the state.

He said a meeting of the state working committee of the party would be held on November 26 and November 27 which would be attended, among others, by the Vice-President of the party, Mr Ram Dass Aggarwal, who has been recently appointed as in charge of party affairs in Haryana in place of Mr Narendra Modi.

Mr Kataria was here after his return from New York, where he addressed the 55th U.N. General Assembly seminar on “Towards Global Parterships”.Top

Samitis to boost INLD image
From Jatinder Sharma

ROHTAK, Nov 14 — The Chief Minister, Mr Om Prakash Chautala, apparently exploiting the situation created due to the virtual non-functioning of opposition parties by strengthening the INLD’s base in the rural areas.

His latest decision to constitute Gram Vikas Samitis in every village the state is apparently aimed at creating the impression that the INLD supremo believes in devolution of powers to panchayati raj institutions. However, political observers claim that the real motive behind this decision is to establish direct rapport with rural voters, the backbone of the INLD.

The earlier mass-contact programme, known as “sarkar aap ke dwar” launched by Mr Chautala immediately after taking over as Chief Minister is July, 1999, had paid rich dividends to the INLD in the previous vidhan sabha elections. It succeeded in securing a majority of its own though it had entered into an alliance with the BJP.

Inspired by the success of the “sarkar aap ke dwar” programme, Mr Chautala has launched its second phase to redress grievances of the panchayatas besides getting feedback about the mood of the people and amending the party’s policies accordingly.

Sources in the INLD say that the Chief Minister has decided to constitute the Gram Vikas Samitis to involve the people in development works. This will also reduce the cost of construction as overhead expenses of the engineering wing of the panchayati raj institutions vary between 30 per cent and 40 per cent of the budget.

Since most of the sarpanches in the state owe allegiance to the INLD, these samities would be headed by the respective sarpanches and comprise a mahila panch, a panch belonging to the Scheduled Castes and Backward Classes, an ex-serviceman and two prominent residents of the village to be nominated by the gram sabha.

Interestingly, the former sarpanches would not be conducted into these samitis. The Gram Vikas Sahayak, who would be appointed by the panchayats, would get an honorarium of Rs 2500 per month.

The duties of the Vikas Sahayak would include distribution of pension among the beneficiaries of old-age pension, handicapped and widow pension schemes. He would also distribute power bills, besides maintaining the accounts of the Gram Vikas Nidhi, which would be operated by the sarpanch and panch nominated in the committee.

Highway blues — III
Seven accidents on ‘killer stretch’ daily
From Shubhadeep Choudhury
Tribune News Service

GT ROAD: All the All the police stations along the Chandigarh-Ambala-Delhi road have these scary exhibits — wreckage of mangled and twisted cars — grim reminders of fatal accidents on the highway.

This scary aspect of the GT Road can be further fathomed if one looks at statistics. While the number of deaths taking place in road accidents in the four main highways in Haryana (NH 1, NH 2, NH 8 and NH 10) are estimated to be 1600 every year on an average, one-third of them take place on the 182-km Ambala-Delhi road. Seven accidents take place on this stretch every day on an average and more than 35 per cent of them turn out to be fatal. Most people die in accidents caused by heavy vehicles.

Most of these accidents result from erratic motorists’ behaviour. While stationary trucks parked in front of roadside dhabas are sometimes hit by moving vehicles causing accidents, a more serious problem is posed when heavy vehicles break down on the middle of the road.

This reporter came across one such truck, stuck because of a tyre burst on the middle of the road near Sonepat. Rajinder, the driver, was lying beside the truck, spreading a cloth on the road.” The seth lives in Delhi and by evening ( which will be at least 12 hours from the time of the burst) the tyre should be changed”, he said.

As the police seldom patrols the highway, usually nothing is done to move such vehicles to safer places. A damaged truck may be stationed on the road for four to five days if the owner is based at far-off places line Chennai or Mumbai. Drivers, particularly of trucks, dread stationary vehicles on the middle of the road.” It is not possible for us to make a loaded moving truck screech to a halt even after applying the brakes”, said Lakhwinder Singh Kuka, a driver from Amritsar, who added that if a truck driver did not notice a stationary vehicle on the middle of the road well in time, it would invariably result in an accident.

The worst instances of traffic movement on the GT Road, however, are seen around midnight when traffic is at peak owing to trucks coming from Delhi. Trucks are not allowed to ply inside Delhi till 9 pm. Once the deadline is over, all Ambala-bound trucks hit the road and it creates a scramble.” I do not drive on the GT Road at night because I do not want my car to get squeezed between the lorries”, said Harpreet, a Chandigarh-based cab driver.

Talking of road accidents, Mr V. Kamraj, SSP (Traffic), Haryana, said fatigued driving also account for many lives. The accidents of this category mostly take place very early in the morning.” After driving throughout the night, the drivers feel tired in the morning and sometimes doze off momentarily in the moving vehicle, causing accidents”, he said.

The condition of the highway also does not facilitate safe movement of traffic. While the stretch from Chandigarh to Ambala is a single- lane road and vehicles plying on them have a virtual free-for-all in the absence of any regulating authority, there are at least seven diversions — each 1.5 to 2 km long — on the two-lane highway from Ambala to the Delhi border.

The work for converting the Ambala-Delhi highway to a four-lane road is apparently in progress and most of the diversions on the highway are a fallout of this work. The traffic moves slowly in the diversions and at times vehicles coming from one direction have to wait till the road is cleared.

“The diversions may become death traps in the winter months when the visibility is affected by thick fog,” a worker at the traffic aid post in Karnal said. Karnal, once notorious for head-on collisions, has fared better (214 persons killed in road accidents in Karnal in 1998-99, which is considered an improvement!) since the highway was broadened and made two lanes.

Karnal, however, still has the highest rate of accidents in the 235- km stretch between Chandigarh and Kundli (on the Haryana-Delhi border) and the two diversions at Karnal have made the traffic workers apprehensive about winter.

200 paddy purchase centres being closed
Tribune News Service

CHANDIGARH, Nov 14—The Haryana Government has decided to close about 200 paddy purchase centres out of the 226 centres with immediate effect in view of the tappering of the arrival of paddy. The decision has also been prompted by the complaints that certain millers and traders who purchased paddy at below the minimum support price(MSP) were now selling the same to the government agencies at the MSP, cornering huge profits.

Most of the centres which will be closed are in small mandis.

The decision to close the purchase centres was announced by the Chief Minister, Mr Om Prakash Chautala, at the conference of the Deputy Commissioners and the Superintendents of Police held here yesterday.

The Centre had relaxed the specifications of paddy to be purchased by the government agencies on October 22. Before that the traders and the millers had purchased a large quantity of paddy rejected by the government agencies at rates much below the MSP. The Government had received reports that certain non-farmers were now selling the substandard paddy to the government agencies at the MSP in view of the relaxed specifications.

Mr Chautala said the paddy should now be purchased only in those big mandis where the paddy was still arriving. Otherwise also almost the entire paddy crop is brought to the mandis by the end of November.

The Chief Minister appreciated the efforts of the Food and Supplies Department and the Deputy Commissioners in successfully meeting the challenge posed by the massive task of procurement of paddy for the first time in the state this year.

Hastily begun BSNL faces fund crunch
From Our Correspondent

ROHTAK, Nov 14 — Shortage of funds has virtually paralysed the functioning of the newly constituted Bharat Sanchar Nigam Limited (BSNL).

The Junior Telecom Officers Association has alleged that the Centre has not transferred any money under the DTS and DTO funds to the BSNL, except for providing it some loan on a very high rate of interest.

The BSNL has started with zero fund. As a result, officials were facing difficulties in getting retirement benefits, including GPF, gratuity CGE, insurance claims and pension etc, the association said.

The BSNL was constituted in October, six months before the date proposed in the National Telecom Policy, 1999. It began without adequate arrangements for its proper functioning having been made and ignoring the protests of the employees and the opposition parties, the association said.

The hasty constitution of the BSNL, it alleged, was due to the pressure of multinational companies and the World Bank lobby.

The terms and conditions of the services of its employees are yet to be finalised. The ad hoc payment of Rs 1000, assured to employees, is yet to be made. The employees are being treated on “deemed deputation” without paying them the deputation allowance.

Lodging a protest against the neglect of the BSNL, the association has urged the government and the Communication Minister to immediately provide funds to it for essential development activities and settlement of employees’ claims.

Kalandars panic in face of seizure of animals
From Bijendra Ahlawat

FARIDABAD, Nov 14 — About 350-odd families of ‘kalandars’ (madaris) settled near Ballabgarh town in the district are a worried lot. These families solely depend on their performing animals and related acts for their bread.

They are in panic due to the tightening of noose by the authorities for compliance of provisions of the Prevention of Cruelty to Animals Act, 1960, and Wildlife Protection Act, 1972.

The Chief Wildlife Warden, Haryana, has directed the wildlife inspectors to ensure immediate compliance of the directions issued by the Central Government recently in this regard. The inspectors have been asked to send compliance reports in the form of an affidavit within three weeks from November 7.

Earlier, the Ministry of Social Justice and Empowerment, in its communication to the Chief Wildlife Warden of the state had asked it to stop the use of wild animals by the kalandars and give shelter to the animals in the department or with animal welfare organisations. In its letter dated October 31, the Deputy Secretary of the department, Mr S.K. Verma, has written that despite a ban on the exhibition and training of five wild animals as performing animals, a large number of kalandars had been exhibiting bears, monkeys, tigers, panthers and monkey, etc, in violation of the ministry’s notification dated October 14, 1998.

The People For Animals (PFA), Haryana, has been asked to assist the department in this connection. According to the union government’s notification, five wild animals — bears, monkeys, tigers, panthers and lions — are not allowed to be used as performing animals.

The wildlife inspectors have been directed to contact the kalandars and dissuade them from using the animals to perform. The department has been asked to seize these wild animals from the kalandars.

Besides the ‘Renhara Khera’ locality of Ballabgarh, about 60 families are located near Sonepat also. The total population of kalandars in the country is reported to be just over a lakh.

But the kalandars are not happy with the present condition. Alleging discrimination in the matter of the provisions of Prevention of Cruelty to Animals Act, they cite the use of wildlife animals, including lions and tigers, as performing animals by various circus companies as a major violation. The kalandars claim that the authorities were only concentrating on seizure of their animals while the blatant violation by circus companies went on with impunity.

A kalandar family living near Ballabgarh said that they would starve if their animals were taken away in the absence of any concrete plan of their rehabilitation.

Late winter leaves traders in the cold
For Our Correspondent

HISAR, Nov 14 — Delay in the onset of winter has left several businesses in the cold. The worst affected are those dealing in wollens and readymade garments. It has also affected vegetable and spice trade in the area.

The town is the biggest centre of wollen and readymade garments in the district. There are about 200 shops selling readymade wollen garments in the town. Most of these are located in the Rajguru Market, Pooja Market, Arya Samaj Market, Guru Jambheshwar Market and the Chaudhary Market.

Normally just after Devali, when the winter season starts, there are brisk sales in these garments. The shops are crowded and the trend continues until January. This year, the garment traders are sitting idle even though it is mid-November. The reason is the delay in onset of cold weather. The day temperature is still in the range of 250 C in the region, which generally remains under 200 C in November. People of the region have, therefore, not started wearing even half-sleeve sweaters till now.

Most of the wholesalers purchase woollen garments from Ludhiana and Delhi and supply them in the region. They say that they had placed orders worth lakhs in advance but they were unable to lift the supplies in the absence of sales.

The spices and vegetable dealers are also sailing in the same boat. Due to the delay in winter, the sales of several spices and vegetables like garlic have also withnessed a slump. According to traders, sales of vegetables like green chillies and garlicgo up in winter. Likewise, peanut sales are yet to pick up. Heaps of peanuts stacked along roadsides in early winter are nowhere to be seen.
