Another chance to rural consumers to pay power bills

3 accomplices of criminal caught
HISAR, Nov 3 — The Hansi police has nabbed three persons who had allegedly freed a criminal, Ranbeer Fauji, from police custody near Madina village in Rohtak district yesterday. They were caught at Garhi village late last night and three country made pistols along with a few cartridges seized from them.

Mr K. Selvaraj, Assistant Inspector-General, Administration, has been posted as ADC to the Governor vice Dr C.S. Rao, who has been posted as Superintendent of Police, Panchkula, in place of Mrs Kala Ramchandran, who goes as SP, Cooperative Societies, Headquarters (H), Chandigarh, against a vacant post.

Mr Alok Roy, SP, Chief Minister’s Security has been posted as SP, Sirsa, in place of Mr K.K. Mishra, who goes as SP, Ambala, against a vacant post. Mr Khushi Ram, SP, GRP (H), Ambala, becomes SP, OSD (H), Panchkula, in place of Mr S.K. Jain, who has been posted as Commandant, Ist Batallion, HAP, Ambala, vice Mr Sudhir Mohan, who becomes SP, GRP (H), Ambala.

SP’s transfer raises eyebrows

KARNAL, Nov 3 — Eyebrows have been raised both in the administrative and police circles of Haryana on the sudden transfer of Mr Shrikant Jadhav, Superintendent of Police, Fatehabad, Mr Jadhav has been transferred hardly within 10 days after the publication of list regarding the recruitment of constables in Fatehabad district. It seems transparency in recruitment has been the main victim of the political mechanisations of the powers that be.

While on the one hand, the Haryana Chief Minister, Mr Om Prakash Chautala, had been making declarations about transparency in police recruitment and corruption. On the other hand the upright SP, who showed courage to stand up to the powers that be and did not bend before political pressure, has been transferred within 10 days. How come then that Mr Chautala claims that there was no political interference regarding the recruitment of constables.

Inquiries made by this reporter show that Mr Jadhav refused to budge before political pressure and accommodate the candidates of powerful INLD politicians in the district. Inquiries further reveal although a facade was maintained and a final selection list had been prepared by the district police chiefs, yet it was a fact that the final list was not only approved but changed also on the behest of the Chief Minister’s Office in which the office of the DIG (CID) of the State, is reported to have played a major role.

Only those candidates were ultimately called for medical test whose names were approved at the highest level. One minister on condition of anonymity told this reporter he was able to get 22 of his men recruited as constables. Another MLA disclosed that almost all ruling party MLAs were assigned a particular number of candidates to be recommended.

A number of them were adjusted. Whether those recommended by the MLAs and ministers had been selected out of the merit list prepared by the district police chiefs for each district is still a million dollar question. But reports suggest all was not fair in the recruitment drive. For instance, about a couple of district police chiefs, including Mr Jadhav, did not agree to include names recommended from the headquarters. In order to pressurise him, the services of a minister were taken to persuade him to toe the line. Inquiries reveal that before the list from the headquarters could reach the office of Mr Jadhav he had already displayed on board the selection list of constables selected on merit.

This upset the influential politicians in INLD. It is reported that another SP from a southern Haryana district who also initially showed some courage to resist the recommendations from above ultimately acquiesced under pressure and included the recommendations from above.

A very surprising factor is that on October 22 Mr Chautala publicly praised the recruitment of constables made on merit by the SP, Fatehabad, at a meeting in the town. Then why was he transferred within 10 days after a public pat on the back.

It is now common knowledge that one Haryana minister who represents a constituency in Fatehabad district was very much upset over the recruitments.

Figures available from Fatehabad show that out of 32 candidates selected against open seats, 16 are graduates, one has passed diploma in physical education and three others have passed computer courses. Another fact is that out of the 32 selected against open seats, 25 are sportsmen of calibre and have represented the State at various state-level and university-level sports competitions.

It is not for the first time that Mr Jadhav has been a victim of his uprightness and honesty. Even during the regime of Mr Bansi Lal, when he was working as district police chief of Kurukshetra, he had been transferred because he did not accommodate the request of the Chief Minister to delete the name of one accused who figured in a daylight robbery. This accused belonged to a particular caste and the denial to the Chief Minister by the SP had cost him his posting as district police chief.

Even in the Fatehabad case, the SP was reportedly approached by senior police officers to accommodate the claims of the politicians. But he remained unyielding. The services of the minister could also not bear any fruit.

The transfer has left a bad taste in the mouth of an honest police officer. It also belies the declarations of the Chief Minister about fair recruitments. It is another matter that the government may now take the plea that Mr Jadhav has been transferred on administrative grounds. But this seems to be a poor plea before the facts.Top

 

Agroha institute to start admissions

ROHTAK, Nov 3 — The managing committee of Maharaja Agrasen Institute of Medical Research and Education (MAIMRE), Agroha, has reportedly decided to start admissions to the institute from the next academic year.

The committee has applied to the Medical Council of India (MCI) to inspect the institute, treating it as a new institute.

The MCI, it may be recalled, had last visited the MAIMRE campus at Agroha in March, 1998, on the directions of the Punjab and Haryana High Court and reported that the institute had inadequate staff, space and equipment and declined to approve it.

The steering committee constituted by the state government under the chairmanship of Finance Minister Sampat Singh to revive the institute is expected to meet on November 8 at Chandigarh to review the situation. The Chautala government, after it assumed charge in July, 1999, has so far given a grant of over Rs 2 crore to the institute for its revival.

The MAIMRE was set up in 1988 and 50 of its students were admitted to the Rohtak Medical College as “guest students” till 1994. The institute made regular admissions at its campus 1994 but the strength of its students was reduced from 50 to 35, of which 13 were reserved for NRIs.

However, the problems of the MAIMRE began in March, 1996, when the then state government stopped recurring grant and curtailed the non-recurring grant by 50 per cent. After the change of government in May, 1996, even this grant was stopped.

When the managing committee failed to raise the necessary funds for creating infrastructure as per the MCI norms, it decided to close the institute from April 1, 1999, and urged the state government to take over. The government refused to take over control on the plea that it was a “white elephant”.

The 152 students, who were on the rolls of the MAIMRE at the time of its closure, were transferred to the Medical College, Rohtak, on compassionate grounds subject to the approval of the MCI.

The MCI not only refused to approve the transfer of these 152 students to the local Medical College, but even threatened to derecognise the premier medical institute if these students were not thrown out.

The Chief Minister, Mr Om Prakash Chautala, took up the issue with Prime Minister Atal Behari Vajpayee in November last year. It was after much persuasion that the Medical Council of India inspected the local Medical College and recommended to the Union Ministry of Health to allow the institute to increase the seats from 115 to 150.

Though the number of seats have been increased from 115 to 150, the MCI has not so far regularised the transfer of the 152 students from MAIMRE to the local institute. The government has repeatedly requested the MCI and the Union Ministry of health for adjustment of these students as a one-time measure.

Interestingly, out of the 152 students, two batches of 51 students have already passed out and the remaining three batches are studying in the 3rd, 4th and 5th year but their admissions have not been regularised yet.

Admn offices shifted temporarily

FARIDABAD, Nov 3 — The district administration seems to have become ‘homeless’ after eviction of its offices from the Mini-Secretariat here. The offices have been shifted to a newly built government school building in Sector 21, following the decision of handing over the secretariat building to the judiciary alone. The offices shifted include those of the Deputy Commissioner, Sub-Divisional Magistrate (SDM), District Revenue Officer, DDPO and Tehsildar.

The Mini-Secretariat building in Sector 12 had been serving as the administrative cum-judicial complex for the past several years. But due to an expansion of the judicial complex and its related services, the four-storeyed building became congested and the issue was highlighted during the recent visit of a judge of the Punjab and Haryana High Court who directed the state government to shift the offices of the district administration to some other place.

The Chief Minister, Mr Om Prakash Chautala, had laid the foundation stone of the new administrative complex near the Mini-Secretariat. But it is learnt that the new building may take at least two years for completion and till then, these offices would have to work temporarily from another building.

The new building taken for the purpose was built for a school, but since no school has been functioning from here, it has been given to the administration.

Admitting that the local administration had no building of its own at present, the Deputy Commissioner said that these offices would be shifted to the new administrative block as soon as it was completed. He said while the mini-secretariat building was initially built for both the local administration and the judiciary, but the building was unable to accommodate all the offices due to lack of required number of rooms and space. He claimed that shifting of the offices would pose no ‘inconvenience’ to the public as the distance of the new offices from the National Highway or Mathura Road was nearly same. He said the shifting was temporary.

Interestingly, some school buildings built by the Haryana Urban Development Authority (HUDA) in various sectors here have come handy for the purpose of making them an office. The office of the SSP and a police station are already working from school buildings here. however, some local lawyers and have residents opposed the shifting of the offices of the DC, SDM, Tehsildar and District Revenue Officer.

IQ of Mewat school kids tested

NUH (Mewat), Nov 3 — The Mewat Development Agency (MDA), to assess the intelligence quotient (IQ), of students of Mewat Model Schools and those run by the Delhi Public School Society today began the two-day “psychological assessment and evaluation workshop”.

The MDA is the apex governing body for the three model schools of Nagina, Hathin and Punhana and the three DPS managed schools of Nuh, Taoru and Ferozepur Jhirka. It said the aim of the workshop is to scientifically assess the intelligence and aptitudes of these students to help them to plan their career choices and vocational pursuits.

The Chairman of the MDA, Mr S.A. Khan, said the psychological tests had been confined to the students of classes VIII to X.

Based on his aptitude profile, each student will be provided vocational guidance and career counselling.

Due to the comparative backwardness of the Mewat area, the need was felt to work with a missionary zeal for the children with special reference to their education. A number of studies conducted by voluntary organisations and assessment made by the government show a dismal rate of literacy, especially among women, in the area. The figure is much below the rate in comparison to other parts of Haryana,which is already well behind many other states in the country.

According to the Director of the DPS-managed schools in Mewat, Ms R. Williams Anand, a number of methods have been taken to raise the standard of the students of the area.

Mr Khan said a special session to cousel the parents of the children on the basis of the results of the assessment and evaluation would be held. The parents would be helped by the MDA along with the staff members.

The workshop evoked has evinced keen interest from the parents of the students and in the academic circles.

Irate villagers block traffic

BHIWANI, Nov 3 (PTI) — Thousands of irate villagers of Jatu Lohari, Mandhana and Pur villages in this district jammed roads at Jatu Lohari for about four hours yesterday.

They were protesting against the poor supply of canal waters to their areas and also seeking redressal of grievances regarding the alleged theft of the waters.

The villagers gathered on roads at Jatu Lahori at about 8 a.m. and blocked roads.

The protest was led by Mr Ramkishan Fauji, MLA of Bawani Khera, Col Gajraj Singh of Jatu Lohari, Ms Bhagwati Devi and Mr Pat Ram Kaushik, General Secretary of the Sonia Gandhi Youth Association.

The villagers raised slogans against the district administration, particularly the SDO and officials of the Irrigation Department.

The Sub-Divisional Magistrate, Bhiwani, the DSP Bhiwani, the Superintending Engineer and the SDO tried to pacify the angered villagers but they were in no mood to listen and continued with the protest.

After three hours of persuasion and an assurance by the Subdivisional Magistrate, the villagers agreed to talk to the administration and a 11-member committee was formed.

The committee told the SDM that the villagers of Talu village in connivance with officials of the Irrigation Department were indulging in theft of canal waters and farmers of Jatu Lohari, Mandhana and Pur villages were not getting sufficient water for irrigation.

Naib tehsildar refused bail

ROHTAK, Nov 3 — Mr Rishi Parkash, Naib Tehsildar, Kalanaur, who was arrested by the state Vigilance Bureau under Section 13 (1) (D) of the Prevention of Corruption Act yesterday, has been remanded in judicial custody till November 17 by the Chief Judicial Magistrate, Mr R.K. Sharma, here today.

The CJM has also rejected the bail application moved on behalf of the accused on the plea that offence allegedly to be committed by the accused was serious in nature and the offence under the Prevention of Corruption Act was to be tried by the court of the Sessions Judge.

Besides the Prevention of Corruption Act the state Vigilance Bureau has also charged Mr Rishi Parkash under Section 217, 218, 418 and 120-B of the IPC.

According to the FIR, Mr Rishi Parkash, then Kanungo, had in connivance with the Naib Tehsildar, Mr Ajit Singh, favoured an allottee and knowingly did not enter mutation in the name of the government of 7.1 standard acres of land that was allotted in excess to an allottee in Rohtak city following Partition of the country.

The prosecution told the court that Mani Singh, who migrated to India after Partition, was allotted land at many places in Rohtak city. Not satisfied with the allotment, he filed an appeal before the Chief Settlement Commissioner (CSC) for more land.

The CSC on March 17, 1994, declared that Mani Singh had already been allotted 7.1 standard acres of land in excess. He cancelled the allotment of excess land and ordered the revenue officials to enter the mutation of the said land in the name of the government.

The orders of the CSC were conveyed to the Tehsildar (Sales), Rohtak, on April 1, 1994, who in turn forwarded the same to the revenue officials for implementation. The FIR alleged that Mr Rishi Parkash did not enter the mutation and recorded a false noting that the orders of the CSC had been stayed on April 30, 1994, whereas there was no such order in force on that day.

The allottee had, however, obtained a stay order from a court on May 3, 1994, but it was vacated on January 10, 1995.

HPCC Gen Secy lauds Bhinder

CHANDIGARH, Nov 3 — Dr Ram Parkash, General Secretary of the Haryana Pradesh Congress Committee (HPCC), has said in a statement here that Ms Sukhbans Kaur Bhinder, Returning Officer for Haryana, did a “highly commendable” job in conducting organisational elections in the state.

Dr Parkash’s statement was apparently a dig at the CLP leader and former Chief Minister, Mr Bhajan Lal, who had accused Ms Bhinder of favouring Haryana PCC chief Bhupinder Singh Hooda over other Congress leaders. Mr Bhajan Lal made the allegation while talking to reporters at Karnal on November 1.

Dr Parkash said that the state election authority had given a fair quota of representatives to all Congress leaders. The party had made good progress after Mr Hooda became the HPCC chief, he said, adding that this time too 80 per cent of the membership enrolment was carried out by Mr Hooda’s supporters.

CHANDIGARH, Nov 3 — The Uttar Haryana Bijli Vitran Nigam and the Dakshin Haryana Bijli Vitran Nigam today decided to grant yet another opportunity to owners of agricultural tubewells and rural domestic consumers to make payment of arrears of their electricity bills in one instalment without surcharge till November 30.

The Chief Minister, Mr Om Prakash Chautala, said the outstanding surcharge amount in the case of these consumers would be waived only if they paid the principal amount of the arrears in one instalment.

Mr Chautala said on the persistent demand of farmers, the UHBVN and the DHBVN had relaxed the condition of depositing Rs 60,000 for getting early release of their tubewell connections under the new tatkal own your transformer scheme. Those who had already submitted their applications for the release of tubewell power connections till June 30 would now have to deposit Rs 45,000 only, if their connections could be released by erecting two poles, besides the cost of the transformer.

For the release of a connection beyond two and up to five poles, the consumers would have to deposit Rs 60,000, besides the cost of the transformer as was required earlier.

For every extra pole, the consumer would have to deposit Rs 7,000. This new facility would be available up to November 15.Top

At least15,000 rss volunteers would participate in this campaign in the state devoting three hours daily and full day time on holidays,he added. 3 accomplices of criminal caught

HISAR, Nov 3 — The Hansi police has nabbed three persons who had allegedly freed a criminal, Ranbeer Fauji, from police custody near Madina village in Rohtak district yesterday. They were caught at Garhi village late last night and three country made pistols along with a few cartridges seized from them.

It may be recalled that about 10 youths had forcibly freed Ranbeer while he was being taken to Gurgaon from Hisar Central Jail for a hearing. The miscreants had also snatched two Sten guns from police constables. According to the police, after freeing Ranbeer, these persons were returning to Hansi in a Maruti van last night. The Rohtak police had tipped off the Hansi police. The Hasni police set up a naka near Garhi and nabbed them. They have not been identified.

Pig injures girl

AMBALA, Nov 3 — In the second incident of its kind, a pig attacked and injured a young girl in the Sadar area of Ambala cantonment.

The incident took place when the two-year-old child was playing near her house in the Machhi Mohalla area. The girl’s mother was buying vegetables nearby. Suddenly, a pig ran up to her and bit her.

On hearing her cries, the passers by saved the girl from the pig. The girl was rushed to the hospital for medication her injuries.

A few days ago a girl in the Lal Kurti area was dragged for a few metres by a pig. The girl was playing when the pig caught hold of her. When she shouted for help, residents of the area tried to scare away the pig who kept dragging the child. Finally, the pig let go of the girl.

The residents blame poor sanitary condition in the area for pigs roaming freely in the area and they have demanded that the civic conditions should be immediately improved.Top

 

 

SHO sent to Police Lines

SONEPAT, Nov 3 — Mr Resham Singh, IGP (Rohtak range), has transferred the suspended SHO of Women’s police station, Luxmi Devi, to Rohtak Police Lines. According to official sources, Ms Asha Rani has been appointed as the SHO of the station in her place.

Ms Luxmi Devi, it may be recalled, was placed under suspension by Mr A.S. Chawla, SP, on the charge of alleged beating up of Mr Om Parkash, a resident of Mehlana village, who had come to the police station for resolving a dispute between two groups of the villagers. Thereafter, an inquiry was conducted by Mr Hardeep Singh Doon, DSP, (headquarters), who confirmed allegations levelled against her.

HAUTA begins dharna

HISAR, Nov 3 (UNI) — The Haryana Agriculture University Teachers Association (HAUTA) has started an indefinite dharna in front of the Vice-Chancellor’s office in protest against the non-implementation of ICAR pay package with effect from Jan 1, 1996. Dr HK Verma, President, HAUTA, said here today that the state government delaying the payment of arrears of 15 months for the period up to March 31, 1997. The Association, he said, had met the Chief Minister and given several memoranda to the government and the university, but in vain.

FARIDABAD, Nov 3 — A five-day exhibition of paintings on the ‘Lifestyle of Haryana and its people’ was inaugurated at Gym-khana Club here yesterday. The paintings have been done by upcoming artist Mahesh Dalal, a resident of Mandhauthi village of Jhajjar district. Inaugurating the exhibition, the chief guest, Mr Nafe Singh Rathi, legislator from Bahadurgarh, praised the work of Dalal. He said there was need of proper motivation and guidance to young talent from rural background.

A pencil sketch of former Deputy Prime Minister Devi Lal is attracting the attention of visitors. Free medical camp on Nov 5

AMBALA, Nov 3 — The All India Indian Medicine Graduate Association as per their regular annual schedule is holding a free medical-cum-diabetic camp on November 5 at Jandli village, opposite Shiv Mandir, Model Town, Ambala city.

The general secretary of the association, Dr Ashwani Sharma, said the timing for the camp will be from 8 am to 2 pm. In the camp, free medical check up for blood sugar and urine sugar will be undertaken. Information and awareness campaign about hepatitis-B and AIDS will also be dealt with, a release said.

Haryana move on private buses

SONEPAT, Nov 3 — The Haryana Government has decided to ply private buses on 182 routes in all districts of the state. According to official sources, 19 routes of Sonepat district have been included in the proposed scheme. The state government has also invited objections from the public till November 26. The sources also said that educated jobless youth would be given permits for plying buses on the routes. Permits for one to four buses would be granted on each route proposed by the state government.
