Shot in arm for Prithvi Raj Foundation
Neemrana Palace hotel controversy
From Ravi S. Singh
Tribune News Service

NEEMRANA, Nov 1 — The standoff between the Samraat Prithvi Raj Foundation and the management of the Neemrana Fort Palace Hotel yesterday took a new turn with family members of late Maharaja Rajender Singh, the last descendant of Hindu emperor Prithvi Raj Chauhan, lending their support to the movement of the foundation.

There is widespread resentment among residents of Neemrana village in Rajasthan, a few kms from Rewari in Haryana, and surrounding villages against reported statement by the management of the hotel that Maharaja Rajender Singh was not a direct descendant of Prithvi Raj Chauhan. The royal family has taken offence at the stand of the management. The eldest of the two queens of the Maharaja, Ms Chandrika Kawar (81) expressed shock at the development.

A leader of the co-convener of the foundation and a leader of Haryana, Rao Shiv Rattan, alleged that the management was saying such things as it was apprehensive of the hotel being acquired by the government.

The foundation is spearheading an agitation to press the Union Government to bring the mortal remains of the emperor which it claims lie buried in Ghazni near Kandhar in Afghanistan. According to its findings, the site of the remains is humiliated by locals.

According to historians, the emperor was taken to Afghanistan as a captive by Mohammad Shabbudin Ghori. The emperor is believed to have slained Ghori in his own durbar. Subsequently, the emperor was done to death. History books are, however, silent on the details after the emperor was killed. Members of the foundation say they learnt of the indignities heaped on the mortal remains when an Indian Airlines plane was kidnapped and landed at Kandhar.

A local cloth merchant, Mr Ghanshyam Mudgil, said even before the foundation came in the picture, a number of agitations had taken place against converting the royal palace into a hotel. The descendants had set up the palace and the fort here after setting up one in Atteli (Haryana) and Mandan and Mundawar in Rajasthan.

According to residents of Neemrana and neighbouring areas, Maharaja Rajender Singh had gone in for a distress sale of the palace, the registry of which took place in 1986. The palace was sold at only about Rs 3 lakh. They say that the sale was illegal on account of the “distress” element. Also the concurrence of all members of the family was not sought. Their grouse is that at the time of the sale, the Maharaja was given assurance that it would be converted into a museum.

The residents are angry over the use of the royal insignia on kitchenettes and on trivia to increase the marketability of the hotel.

Mr Yuv Raj Singh, the only son-in-law of the Maharaja, alleged that one of the proprietors of the hotel took advantage of his proximity to the royal family and took away a number of family photographs in good faith. But the same photographs were being displayed in an “unbecoming” manner on the hotel premises. Mrs Sunita Singh, the princess whose photograph was published along with one of the proprietors, in a leading magazine during the midst of the agitation, said she was misled by the authorities.

The hotel management is said to be embroiled in another controversy. Mr Udai Shekhawat, a former sarpanch of a nearby village, said although the Maharaja sold only the palace, the management, in connivance with the district authorities, got the forts on two sides of the palace and the intervening land on the hills transferred in its name. This was illegal as the area fell under forest land and green belt. An official at the hotel rebutted the charges. Interestingly an official at the local tehsil office evaded a direct reply, saying that the documents concerned were presently with the higher echelons of the government. He, however, conceded that there was a controversy on the issue.

The foundation is, therefore, demanding that the hotel be acquired and converted into a museum.

It is also demanding that the queens of the Maharaja, who was the first to merge his state with India after Independence, be given the status of freedom fighters.

The foundation organised a three-day maha yajna near the hotel during the Navratras which was reportedly attended by thousands of people. The yajna was done to mobilise masses.

The matter was also raised in Parliament. In reply, the Union Home Minister had assured members, including former Prime Minister Chandra Shekhar, that the government would look into the matter.

The foundation has also made the demand for bringing the mortal remains of Rao, Tula Rao, hero of the 1857 struggle, of Haryana, from Kabul.

According to the convener of the foundation, Capt Vikram Singh, the foundation has decided to launch a countrywide “Rashtriya Gaurav Raksha Abhiyan” and has decided to hold mahayajnas at Mukerian (Punjab) and Pilkuan, Meerut, Etawah, Mainpuri and Ghaziabad, all in Uttar Pradesh.

Class IV staff to intensify stir
From Our Correspondent

FATEHABAD, Nov 1 — The Haryana State Fourth Class Employees Union has completed its first phase of agitation from August 22 to October 31. The union organised dharnas and gave memoranda at district headquarters during this phase to press the government to accept its demands. The union has now decided to intensify its agitation.

Mr Beg Raj, the state general secretary of the union, said here that a meeting of the state executive of the union, presided by the state president, Mr Dharamveer Phogat, was held here today to take stock of the situation. The union leader regretted that though almost one year has passed since the present INLD-BJP government took over in Haryana, but it had still not invited the union leaders for talks on their demands despite their several representations to it. The union leaders said this showed how indifferent the government was towards the woes of its employees.

The union alleged that the services of part time and daily wage workers working in various government departments for the past 10 to 12 years had not been regularised. Sixteen boards and corporations had yet to implement the recommendation of the Fifth Pay Commission. The Class IV employees who had passed the matriculation examination were not being promoted. Vacancies in boards and corporations were not being filled.

Mr Beg Raj said the union was demanding that the pay-scale anomalies be removed and bonus be paid in cash. The union, he said, feared that the state government had accelerated the speed to privatise various departments and threats of retrenchments were looming large on the heads of Class IV employees. The union alleged that the government had already taken a decision to retrench 400 Class IV employees.

Man ‘loses’ job to namesake
From Our Correspondent

FARIDABAD, Nov 1 — A fraud involving one person taking another’s government job has been detected in Haryana Roadways here. Interestingly, although an enquiry is on, the impostor continues to work with the department while the person cheated out of his job way back in 1990, is cooling his heels at home.

According to information one Ram Prakash, son of Sardara, a resident of Chamaria village in Rohtak district joined the Haryana Roadways depot here in December 1987 as a helper on daily wage basis. He was placed under suspension in August 1988. As he had completed about 280 days on the job, he was advised by a clerk to move court. He even got Ram Parkash to sign all the relevant papers. But later, when Ram Parkash enquired about the case, the same clerk told him that the court had rejected his application.

So imagine Ram Prakash’s surprise when more than a decade later he received orders from the department regarding some pending payments for a period of service ranging between 1991 and 1997. Intrigued by the order Ramprakash, lodged a complaint in this connection with the Transport Commissioner at Chandigarh. It was then that he learnt the truth.

It appears that his well wisher, the clerk, also has a brother named Ram Prakash, who could do with a job. So one Ram Prakash’s problem became the other one’s solution, especially once the former had signed all the relevant papers. Afterwards the clerk merely got his brother Ram Prakash to attend court proceedings instead of the original job holder. In yet another quirk of fate not only was Ram Prakash reinstated but the court order asking Ram Prakash and four others to join duties in March did not mention the name of father of the candidate.

This proved invaluable for the second Ramprakash to land the job and hold it for years without attracting any suspicious. In fact even when he lost his job in 1997 he was subsequently asked to rejoin work months later without an eyebrow being raised. But what fate will to give it can also will to take away. For what else can explain the fact that twelve years after he lost his job the orders on payment be issued in the name of the original Ramprakash, son of Sardari and at his original address. In the meanwhile, the other Ram Prakash had already been transferred out to Kaithal.

But the last word has not been said on the strange case. For while the senior authorities at Chandigarh have ordered a probe into the case and appointed an enquiry officer into it, it is learnt that some of relevant records is missing or misplaced.

Since this discovery paints the officials in a bad light Ram Prakash is being pressurised not to ‘open his mouth’. As a result while the original Ram Prakash still runs from pillar to post months after the fraud was detected the impostor continues to appropriate the former’s legacy.

More power feeders for Faridabad
From Bijendra Ahlawat

FARIDABAD, Nov 1 — The Dakshin Haryana Bijli Vitran Nigam (DHBVN) plans to set up at least 19 feeders of 11 KV level with a view to refurbish and strengthen the existing distribution network. The proposal is likely to cost about Rs 5 crore and will involve bifurcation and trifurcation of the old feeders in the district.

According to DHBVN sources, four of the feeders (11 KV) already working at Parvatia, Dabua, NH-3 and old Faridabad, have already been trifurcated and renovated at a cost of Rs 2.12 crore. Similar transformation process of the feeders of the Faridabad township, Ballabgarh and Palwal is also on. As per the plan the feeders will be divided in two or three parts to avoid overloading, and will be renovated right from their emanating points at substations to the consumers’ meters by replacing old conductor, cables and erecting additional required high tension and low tension lines. However, total length of the feeders will be reduced, but the capacity of the system will be augmented by installing additional power distribution transformers.

The overall voltage and power supply position will improve considerably in the Faridabad city area and villages including Deeg, Shahpur, Sugarpur, Prahladpur, Sanpadra and Malerna. The line losses will reportedly decrease and eliminate the problem of overloading.

The DHBVN has reportedly spent Rs 13.75 crore on the power development activities. Majority of funds have been spent on augmentation of power distribution system. According to it, 200 additional transformers have been set up and 2225 old transformers have been replaced. The capacity of 33 KV substation at Escorts here has also been augmented at a cost of Rs 35 lakh.

The nigam has erected 75-km-long additional lines including 35-km-long hightension and 20 km low tension lines increasing the total length of lines to 3,275 and 2,335 km, respectively.

Besides the cables of transformers and low tension have been installed and old meters have been replaced with new ones.

The nigam has also recovered Rs 24 crore as arrears pending towards bills of consumers of various categories. The revenue collection has increased during the period by 12.43 per cent over the corresponding period of 1998 and 1999.

From Our Correspondent

HISAR, Nov 1 — Chief Minister Om Prakash Chautala has called upon teachers and students to help the government give a boost to its information technology (IT) plans.

Addressing a function after laying foundation stones of a teaching block and a waterworks on the Guru Jambheshwar University campus here yesterday.

The Chief Minister said the state government had decided to connect all villages with the Internet as part of its IT plans.

He asked students not to run hanker after government jobs. Instead, they should make their career in the private sector, he said.

Praising former Chief Minister Bhajan Lal for establishing the GJU, the Chief Minister assured the faculty that his government would provide financial assistance to the university for its development.

Irrigation problems hit rabi sowing
From Our Correspondent

JHAJJAR, Nov 1 — Although the time for sowing the rabi crops is at hand farmers of this district have not started cultivation because of the lack of moisture in their field.

The Chief Minister had declared the district drought-affected and directed the authorities to take remedial measures. However, there are indications that a large proportion of lands will remain uncropped due to a shortage of irrigation water. Matanhalf, Salawas and Badli subdivisions of the district are the worst hit by the drought. To compound matters neither is water available in the minors nor is adequate electricity to run tubewells. A survey of some of the villages including Bahu, Khera, Sasaroli, Khanpur, Matanhale and Chukchakwas presents a dismal picture. These villages come under the desert-prone areas.

Farmers in Matanhale village say groundwater levels have fallen by five feet in the past year.

The water scarcity has also affected the choice of crops with the farmers opting for mustard instead of wheat the main rabi crop of the area. Experts say sowing and maintaining a wheat crop in too costly.

It is alleged that some HUDA officials are charging Rs 200 per field to release water from the Gurgaon minor canal. The Deputy Commissioner, however, express ignorance about the allegation being raised in Asaudha, Jasaur, Kheri, Barahi and surrounding villages of Bahadurgarh subdivision.

Bansi Lal becoming active in politics again
Tribune News Service

CHANDIGARH, Nov 1 — The former Chief Minister and President of the Haryana Vikas Party, Mr Bansi Lal, is again becoming active in politics. He will address a public rally in his native town of Bhiwani on November 5.

The rally is being seen in political circles of Haryana as an attempt by Mr Bansi Lal to revive his party, the government of which was pulled down when first the BJP and then the Congress withdrew their support to it last year. Since then the HVP has been in the doldrums. While it could not win even a single seat in the Lok Sabha elections, its tally was only two, that too only in Bhiwani district, in the Assembly elections.

To ensure the success of the Bhiwani rally, Mr Bansi Lal and his political inheritor and son, Mr Surender Singh, have been touring the state. The rally is being publicised as the first Opposition rally against the Chautala government.

The claim is not without basis. The main Opposition party, the Congress, is so badly faction-ridden that it has not been able to organise any state-level rally so far, though the party did organise district-level demonstrations in protest against price hike and certain policies of the Central Government.

The newly appointed state unit president of the AIATF said that on January 26, 2001, AIATF activists will unfurl the Tricolour at the Indo-Pak border.

No dignity for the dead
From M.M. Bhandari

KALKA, Nov 1 — The small room filled with stench, a single table for conducting post-mortem examinations, clothes and slippers of the dead scattered around define the atmosphere at the mortuary in the local Civil Hospital. This is the only mortuary in the entire subdivision.

Let alone an air-conditioned chamber, it does not even have an exhaust fan to make breathing a little easier. The mortuary is located near the residences of doctors of the hospital and a mohalla. “Foul smell of corpses makes life unbearable for us at times, and children get scared when they see a body there,” says a resident of the mohalla.

Cases of deaths in accidents are referred to this mortuary from the entire subdivision and 10 to 15 post-mortem examinations are conducted here every month. There are no concrete slabs to keep the corpses which are left on the floor. Sources say the mortuary does not even have instruments to conduct a post-mortem examination and the staff has to use shaving blades and razors.

The building housing the mortuary is in a pathetic state with cow dung scattered all around it. Obviously, it has not been cleaned for a long time. A rusted old stretcher lies outside the building which is used not only to carry the bodies inside the mortuary, but also to conduct post-mortem examinations.

According to the sources, nobody cleans the room after a post-mortem and sometimes stray dogs and cats find their way into this room. At times decayed and decomposed bodies are brought here and even the patients in the hospital have to bear with the intolerably foul smell.

Initially, this mortuary was also catering to the needs of Panchkula, Raipur Rani, Ramgarh, Barwala and Morni. Post-mortem cases from the Command Hospital and the PGI were also referred here, but the load decreased when a mortuary was set up in Panchkula. However, this has not helped in improving the conditions here and the dead continue to suffer indignity and find no rest even in death.
