CM promises steps to combat drought situation BHIWANI, Nov 6 (UNI) — The Haryana Chief Minister, Mr Om Prakash Chautala, today assured the farmers that his government would tackle the drought like situation prevailing in some parts of the state by providing adequate quantity of water and power to the farmers to ensure timely sowing of rabi crops. Mr Chautala was addressing the people of Bawani Khera constituency in this district after hearing the grievances of the people under the ‘’sarkar-aapke-dwar’’ programme at Siwani, 60 km from here. He claimed that farmers were provided with sufficient quantity of water and power during the previous rabi season too, despite drought-like conditions, which resulted in 13 per cent increase in wheat production. He said that the state government had decided to provide 70l of water per head per day in all villages instead of the 401 being supplied presently. To achieve this objective, new water works and boosting stations would be constructed, wherever necessary, he added. He said that seven to nine-member village committees consisting of a sarpanch, panch, ex-sarpanch, ex-servicemen, women and other responsible persons of the village, would be constituted in every village from November 15 to December 15. All kinds of development works in the villages would be got done through these committees. Engineers would only monitor the quality of work, he added. The Chief Minister heard the grievances of 67 panchayats of the Bawani Khera constituency and the main demands accepted included construction of water works, boosting stations, Vridh Vishram Greh, additional rooms in schools, retaining walls of village ponds and pavement of village streets, etc. The other leaders present on this occasion included Mr Ajay Chautala,
MP from Bhiwani constituency, Mr Bahadur Singh, Education Minister, Mr
Shashi Parmar, Mr Ranbir Mandola, both MLAs, Mrs Shakuntala Sangwan,

Reinvestigate
case, court asks CBI KAITHAL, Nov 6 — The Additional Chief Judicial Magistrate, Mr R.K.
Khanagwal, here has ordered a CBI inquiry in a case which was
investigated by the local police following which it had recommended
cancellation of an FIR against certain police officials who were booked
under various sections of the IPC on a complaint lodged by Judicial
Magistrate M.M. Dhonchak.
The court orders were issued following a request made by the
complainant who was not satisfied with the police investigation in the
case.
According to information, the complainant, Mr M.M. Dhonchak, is at
present posted as Subdivisional Judicial Magistrate at Pehowa and was
posted at Kaithal in 1993. During the court proceedings in a case under
the Punjab Excise Act a fine of Rs 100 had been imposed on Constable
Dalip Singh for his non-appearance in the court as a witness despite a
notice being served on him. As a result of non-payment of fine the said
constable was sentenced to sevens days’ simple imprisonment.
At that time, the SHO of Kaithal city police station, Mr Rattan
Singh, was present in the court in connection with another case. Mr
Dhonchak, directed him to take the erring constable in custody. However,
the SHO did not comply with the court orders on the ground that he was
not given a warrant of arrest which he revealed during the
investigation.
Following this, the SJM wrote a letter to the Superintendent of
Police, Kaithal, asking him for registration of a case against Constable
Dalip Singh under Section 225-B of the IPC and under Sections 221, 222
and 223 of the IPC against SHO Rattan Singh for not complying with court
orders.
On this basis, a criminal case was registered against the constable
and the SHO. Inspector Malhar Singh who conducted the investigation in
this case submitted his report for cancellation of FIR on the ground
that no sentence warrant was handed over to SHO Rattan Singh Rana who
was allegedly present in the court of Mr Dhonchak.
After receipt of the cancellation report, the Chief Judicial
Magistrate, Kaithal, being not satisfied with the reasons supporting the
cancellation of the FIR asked the SP, Kaithal, to get this case
investigated again from an officer not below the rank of DSP. The matter
was investigated by DSP Hazari Singh in the beginning and after his
transfer Mr Hari Singh completed the investigation and again recommended
the cancellation of the FIR.
On receipt of the cancellation report, the Additional Chief Judicial
Magistrate served a notice on the complainant. Mr Dhonchak appeared in
the court on August 11, 2000, and expressed dissatisfaction with the
investigations made by both the DSPs. He requested a CBI probe not only
with regard to the offences disclosed in the FIR but also with regard to
the conduct of various investigating officers, including DSP Hari Singh
and DSP Hazari Singh. He further said the inquiry was necessary, lest
the magistrate during the discharge of his duties feel helpless in
bringing the guilty to book under the fear that an FIR lodged by him
might be falsified by investigating officers.
After taking into consideration the facts and circumstances of the
case the court came to the conclusion that the investigation had been
carried out with the sole aim of not bringing the culprits to book and
the constable eluded his arrest. The ACJM has directed the CBI to
complete the investigation as expeditiously as possible. |

for posing as VIPs, forgery YAMUNANAGAR, Nov 6 — The local police has busted a gang that was
actively involved in forging the letterheads and rubber stamps of VVIPs,
including Union Ministers, Haryana Ministers, bureaucrats and senior
police officials.
The district police (Farakhpur) arrested five persons yesterday,
including a woman who used to collect lakhs from people by promising to
provide jobs to them.
The gangsters used red lights on their vehicles to hoodwink the
police authority. It is alleged that these persons used to assure the
needy people that they had close links with Communication Minister, Ram
Vilas Paswan, Union Petroleum Minister, Chief Minister of Madhya Pradesh
and Haryana, Speaker of Haryana, and several ministers of Uttar Pradesh.
A retired Superintendent of the Railway Department, Mr Dina Nath
lodged a complaint on November 4, at the Farakhpur police station,
alleging that in June he had met one Nathi Ram, who claimed that his
wife, Veena was the state president of the Dalit Morcha, Uttar Pradesh.
The complainant sought his help to get a job for his son, for which he
allegedly gave Rs 10,000 as advance to Nathi Ram. He was then taken to
Chandigarh.
It was further alleged that the complainant also gave Rs 70,000 to
him after receiving a forge letter ostensibly written by the Deputy
Commissioner in the name of Mr Digvijay Singh, Chief Minister of Madhya
Pradesh.
Mr Dina Nath alleged that when he went to Nathi Ram’s house he was
introduced to Sanjay, Furkhan, Hukam Chand and Veena, who were present
there. Furkhan was introduced to him as the ‘joint secretary’ of the
Indian National Lok Dal (INLD) and Furkhan showed his ‘forged’
identity card of the party to him.
Mr Dina Nath further alleged that he had given a total of Rs 2.18
lakh so far to Nathi Ram and when he demanded the money back he was
threatened with dire consequences.
Following the complaint, the police raided the house and arrested the
five persons yesterday under Sections 384, 406, 467, 468, 471, 420,
120-B and 170 of the IPC and recovered .315 bore two pistols, four
rubber stamps and letterheads. They have been sent to police remand till
November 19. |
Plea
to put off Cong poll in Haryana ROHTAK, Nov 6 — Mr Krishan Murti Hooda, a former minister has
appealed to Mr Ram Niwas Mirdha, Chairman, Central Election Authority of
the Congress, to postpone the organisational elections of the state unit
of the party.
In a letter to Mr Mirdha, he urged him to hold the election after
concluding the election for the post of All-India Congress Committee
President. He alleged that certain ineligible persons were elected as
delegates of the PCC and complaints received in this regard from senior
party leaders were still under consideration of Mr Mirdha.
Mr Hooda alleged the state returning officer, Mrs Sukhbans Kaur
Bhinder and the HPCC chief, Mr Bhupender Singh Hooda, held the election
for membership of PCC in a surreptitious manner to serve their personal
interests. |
9 booked
for running illegal hot mix plants FARIDABAD, Nov 6 — Nine persons have been booked for illegally
running hot mix plants in Pali crusher zone here.
Some of these plants had been running on the Pali-Bakhri road in the
crusher zone area and had not taken the required permission. It is
learnt that they were located on agricultural land belonging to the
Municipal Corporation here.
The plant-owners had neither taken permission, nor had deposited the
change-of-land fees for using the area for commercial purpose.
A case under Section 12(2) of the Control Area Act, 1963 has been
registered in this regard. The pollution control authorities have
reportedly issued a notice for closure of these plants. Those booked
include Radhey Shyam, Jagdish, Pawan Ahuja, Pramod Kumar, Suresh Kumar,
R.K. Goel, O.P. Arora, Zile Singh and S.K. Mittal. |
Ex-serviceman
kills 2 brothers KAITHAL, Nov 6 — A retired Army personnel, Deep Chand, shot his two
brothers this morning at Mataur village in this district.
According to information, the ex-serviceman was involved in some
property dispute with his brothers Harbansh (62) and Pirthi (36).
They exchanged hot words last night but were pacified by their
neighbours.
However, the dispute arose again this morning and Deep Chand shot his
brothers at point blank range killing them on the spot.
The police has arrested Deep Chand and booked him under Section 302
of the IPC. |
Woman,
husband’s brother end life FATEHABAD, Nov 6 — A young married woman and her brother-in-law
committed suicide in Boswal village in this district today. The two are
said to have taken pesticide. The bodies were brought here for autopsy.
According to reports, Sonia (25), the wife of Mr Raj Kumar of Boswal
village, took pesticide at her residence in the early morning today. Her
husband was away at that time. Rakesh, a younger brother of her husband,
came from the fields after about one hour. When he came to know what had
transpired he too ended his life by taking pesticide. Though no reason
for the double suicide has been given by the family members sources say
there was some tension brewing in the family. |

cases of power theft detected SONEPAT, Nov 6 — The Uttar Haryana Bijli Vitran Nigam (UHBVN) has
intensified its campaign in Sonepat circle against power theft and other
irregularities.
The Deputy Commissioner, Mr Sudhir Rajpal said here today the
officials of the nigam had checked as many as 3,920 premises of the
consumers during the past three days and detected 669 cases of power
theft. A penalty of Rs 25 lakh has been imposed on the erring consumers
and more than Rs 12 lakh have been recovered.
He said 76 cases have been sent for the registration of FIRs against
the consumers who have failed to pay the fine.
According to Mr Rajpal, 173 cases of power theft were detected in
urban areas and 183 in rural areas of the circle and a penalty of Rs
6.68 lakh and Rs 9.43 lakh respectively has been imposed on the erring
consumers. |

Bhavan to hold Children’s Day celebrations YAMUNANAGAR, Nov 6 — The state-level Children’s Day celebrations
will be organised at Bal Bhawan here by the District Child Welfare
Council. The Haryana Governor, Babu Parmanand, will preside over the
concluding function on November 14. This was disclosed here today by the
Deputy Commissioner-cum-Chairman of the District Child Welfare Council,
Mr Rajeev Sharma. He said various competitions would be organised on the
occasion. The celebrations would be organised from November 10 to 14.
The function would be inaugurated by the Deputy Commissioner himself.
Various competitions, including painting, try-cycle race, folk dance and
fancy dress competitions, would be organised. A baby show of children
from various age groups would also be organised.
The Deputy Commissioner said voluntary blood donors would also be
honoured by the District Red Cross Society on the occasion. |
Exporters
for civil aerodrome AMBALA, Nov 6 — The Haryana Exporters Association has demanded setting up of a civil aerodrome at Ambala cantonment to facilitate the arrival of foreign buyers at the scientific instrument industries and their ancillaries located here. “We propose that a civil aerodrome be made at RA Bazar which is at the end of the Ambala Air Force Station,” a release issued by Dr N. C. Jain, Chairman of the association said. The sales tax and excise authorities of Ambala should cooperate with the exporters in clearing their consignments on priority basis and to help the exporters. The association demanded that the railway authorities should reserve at least five seats in the Shatabdi Express train from Delhi to Ambala and back for exporters so that they could get easy reservation even at short notice. The whole Ambala instrument industry is now depending on export and
now they are fighting it out against a tough competition from among
others, China, Japan, Korea, Hong Kong, Taiwan, Malaysia, Indonesia, the
UK and France, it points out. |

polio drive on AMBALA, Nov 6 — The pulse polio campaign was inaugurated by the Commissioner of Ambala Division, Mr Chander Singh, at Sewa Samiti Senior Secondary School, Ambala Cantonment. The Deputy Commissioner, Mr D. D. Gautam, said that in the district, the campaign would reach out to 1,23,173 children in the age group of up to five years. “As many as 574 pulse polio booths have been set up. Of which 126 booths are in urban areas and 418 in rural areas. Besides, 30 mobile centres will be placed at railway stations and bus stands. About 3,000 employees are involved in this effort,” a release said. Health personnel will begin visiting houses from November 6 to ensure
that each child has been administered the polio drops. |

from Delhi arrested AMBALA, Nov 6 — The police arrested a proclaimed offender of Delhi here on Sunday who was wanted in some chain snatching and gang rape cases by the Delhi police. The accused, Vikas, had been living in Housing Board Colony here for past one year. According to the police, around half a dozen cases have been registered against Vikas at Lodhi road police station at Delhi. Vikas has been absconding after committing crime in some parts of Delhi. According to the police, on Sunday morning when Vikas was standing at Ambala Cantonment bus stand, someone known to him identified him and informed Lal Kurti police post. The police post in charge, Mr Fateh Singh, reached the bus stand long with some police personnel and nabbed him. Later he was handed over to the Delhi police. |
Rail tracks or cattle fields ?Tribune News Service AMBALA, Nov 6 — Cattle on rail tracks often lead to trains getting delayed, the engine getting damaged and even derailment. The C/R/O (Cattle run over in railway parlance) has happened twice in the past three months here. The incidents have brought the issue back into focus. Cattle on railway tracks is a common sight here. On August 16, traffic on the Ambala-Kalka railway track was affected. The Himalayan Queen Express that was going from New Delhi to Kalka got stuck in a neutral power section near the jail bridge because the driver had to apply brakes after a cattle had come on the track. A diesel engine was rushed to the spot to clear the section and tow away the train. In another incident, on September 13, four wagons of a goods train were derailed near Dukheri, about 10 km from the Ambala Cantonment railway station, after colliding with a buffalo. The goods train with empty rakes was going from Bhatinda to Sahranpur on the Ambala-Saharanpur down line when the accident took place. The driver of the train was forced to apply the brakes suddenly after he saw a buffalo on the track. This led to the derailment of four wagons. The buffalo was killed in this accident. A senior railway official said, although such incidents were rare, cattle on railway tracks often posed a threat. “Brake rigging, cylinders and electrical-generation equipment are on the underside of the train and can get damaged after such collisions,” he said. “When hit by a train, the body of the cattle sometimes gets entangled in the engine,” he added. The official cattle guards were not effective enough in case of collisions. “An effective solution is to heve fences along rail tracks like the ones that are installed along tracks for high-speed trains,” he said. Horn and lights of the train do not affect the cattle. “We have tried short and long horn signals, but without success. Perhaps, we need to install horns that make animals react. Earlier drivers used to have ordinary lamps, but halogen lamps have been introduced now. We have not found how effective these are as yet,” he said. “When cattle spots an approaching train, it either freezes on the spot or tries to run away from the train in the hope of outrunning it. By the time the driver applies brakes, the cattle has been hit,” he added. Drivers say that they have to be on the lookout for cattle on the track all the time. “After a collision, we have to get down and inspect the damage, which causes delay,” a train driver said. Drivers do not know what should be done to keep the cattle off the tracks, but they are worried. |

join pen-down stir CHANDIGARH, Nov 6 — The 20-day-old pen-down strike by Haryana Government employees belonging to the general categories and the Backward Classes received a boost here today when deputy secretaries and under secretaries also joined it. Representatives of the striking employees met Mr Abhey Singh, MLA son of Chief Minister, Mr Om Prakash Chautala, here today and requested him to intervene on their behalf. The employees are demanding implementation of the Supreme Court judgement in the Ajit Singh Janjua case, which disallowed accelerated promotion to employees belonging to the Scheduled Castes.
Mr Abhey Singh reportedly told the employees to wait till November 13 when the government’s application seeking certain clarifications about the judgement would come up for hearing in the apex court. |

Congressmen CHANDIGARH, Nov 6—Senior Congress leaders, including Dr Manmohan Singh and Mr Natwar Singh, both former Union Ministers, and Mr Bhupinder Singh Hooda, President of the Haryana Congress, will visit Chandigarh tomorrow to campaign for Mrs Sonia Gandhi, who is facing Mr Jitendra Prasada, in the election for the presidentship of the party. Stating this here today the General Secretary of the Haryana Congress, Dr Ram Prakash, said that in view of the visit of senior party leaders, a meeting of Haryana Congress leaders, scheduled to be held in Delhi tomorrow, had been cancelled. He said the senior leaders would be available in the Haryana Congress headquarters here after 2 p.m.tomorrow. They would later hold a press conference.

HVPN gets guidelines on fixing
faults CHANDIGARH, Nov 6 — The Haryana Electricity Regulatory Commission has issued a time-frame to the Haryana Vidyut Prasaran Nigam and distribution companies for removing various grievances of consumers. The commission has asked the power utilities to rectify the fault within four hours of the receipt of a complaint in case the fuse of a transformer blows up. In rural areas the utilities will have eight hours to remove the defect. In case of a major fault in the transmission system the utilities will have to rectify it within 24 hours in urban areas and 48 hours in the rural areas. However, they will have to inform the consumers about the major fault within two hours of the receipt of the complaint and the likely time within which it would be rectified. The commission has told the power utilities that under normal circumstances there should not be a power cut for more than eight hours and power supply must be restored before 6 p.m. The power utilities should issue a demand note within 10 days of the receipt of an application for a new domestic connection, which should be released within 15 days of the receipt of the test report. If the power supply is wrongly disconnected, it must be restored within six hours.
A faulty meter should be replaced within seven days of the receipt of the complaint. |
28 lakh kids given
polio drops CHANDIGARH, Nov 6 — The Haryana Government today claimed to have administered polio drops to 28 lakh children up to the age of 5 years.
Dr M.L. Ranga, Haryana Health Minister, said to administer oral polio vaccine to the children about 52,000 health workers, anganwadi workers and teachers were deputed at 13,000 fixed booths. He said 500 mobile teams throughout the state had been constituted to accomplish this gigantic task.
He said strict supervision was maintained to ensure that no child was left out. |
Blood
donors honoured YAMUNANAGAR, Nov 6 — Mr Rampal Majra, the Chief Parliamentary
Secretary, Haryana, honoured blood donors of Guru Nanak Khalsa College
here yesterday. He announced a grant of Rs 51,000 to the college.
The college Principal, Dr Amrik Singh, emphasised that efforts were
being made to introduce vocational courses. The programme was part of
Guru Nanak Dev’s birth anniversary celebration. He said a blood
donation camp would be held on November 14. Mr Majra gave away mementos
and certificates to 450 students. |
Sai
devotees leave for Puttaparthi KURUKSHETRA, Nov 6 — The first batch of the 500-strong contingent
of the Seva Dal and delegates of the Haryana and Chandigarh unit of Sri
Sathya Sai Organisation left for Prashanti Nilayam in Andhra Pradesh to
participate in the 75th birthday celebrations of Sri Sathya Sai Baba
today. The contingent was led by Dr Ram Chander, president of the
Haryana and Chandigarh unit of the organisation.
Talking to mediapersons before the departure of the first batch of
delegates, Dr Ram Chander said the birthday celebrations of Sri Sathya
Sai Baba would be from November 15 to 23. |
Demand for
4-laning of Jagadhri road AMBALA The President of the Citizens Council, Dr N. C. Jain,
claimed that traffic rules were being flouted on the Ambala-Jagadhri road.
“On this road, there are a large number of educational institutions and
there is a heavy military traffic,” a release said. A lot of children
having no driving licence drove two-wheelers. There were a number of speed
breakers but there were no zebra crossings. Also there were no traffic
policemen to regulate the traffic, Dr Jain pointed out. He said that
traffic police should be deputed during school hours. |
One killed
in accident AMBALA Ramesh, a resident of
Barara, was driving the jeep. He was going to Phagwara in Punjab along
with his servant, Arjun Singh, when the jeep collided with the truck.
While Ramesh died on the spot, Arjun Singh was seriously
injured. Meanwhile, one person sustained serious injuries after he was
beaten up by three persons last night. The incident took place at Modha
village when Mr Giri was attacked with rods by three persons. Mr Giri has
been hospitalised after he lost consciousness and he has sustained
injuries on his head and chest.

Desilt drains, DC tells Municipal Council AMBALA He directed the Municipal Council
authorities to repair damaged drains and street lights immediately. He
also directed a register to be maintained at the council office where the
complaints of the people could be registered. He urged shopkeepers to
vacate encroachments along their shops within seven days, otherwise legal
action would be taken against them. He said that the District
Administration tried its best to provide facilities to citizens. After
taking charge as Deputy Commissioner, it was Mr Gautam’s first visit to
the city. |
