Striking PSEB men face action
From Our Correspondent

ROPAR, Dec 7 — About 600 security personnel from the paramilitary forces or the Punjab police will be deployed at Guru Gobind Singh Super Thermal Plant (GGSSTP) on December 12 to prevent any untoward incident in view of the nation-wide strike call by the electricity boards.

The strike is in protest against the presentation of the Electricity-2000 Bill by the NDA government, in the ongoing winter session of Parliament.

The Chief Engineer of the plant said the board and the Punjab Government were contemplating strict action against the employees going on strike.

The proposed Bill, provides for the state governments to take decisions regarding their respective boards. The Punjab Chief Minister has already assured that it has no plans to privatise the PSEB.

Mr Thaman said since the contract labour unions did not participate in the proposed strike, the plant operation would not be affected.

Highly placed sources in the PSEB told on condition of anonymity that the board authorities were planning to invoke provisions under the Essential Services Maintenance Act to take action against the employees going on strike. It had also planned to relieve those striking employees from service, who had either crossed the age of 50 or had less than five years’ service.

The local Deputy Commissioner said the district administration had requested the Chief Secretary, Punjab, for deployment of extra forces. The administration would take strict action against those who tried to prevent the employees from performing their duty or try to sabotage government property, he said.

The strike will have no effect on the operations in the Bhakra. The Chief Engineer (Power) BBMB, Mr L.S. Deol, said the engineers of the board would not participate in the strike.

Meanwhile, various union leaders of the GGSSTP have termed these steps as despotic and expressed faith that these won’t deter the workers from participating in the strike.

HIV positive couple offers aid
From Varinder Walia
Tribune News Service

AMRITSAR, Dec 7 — On the pattern of foreign countries, where AIDS patients volunteer to create awareness about the killer disease (AIDS), a couple (a former staff nurse and her husband) has decided to come to the rescue of patients by launching an intensive campaign with the help of government doctors here for the first time.

Unlike many AIDS patients, the couple does not conceal their names. They give ‘awareness lectures’ to truck drivers and others who are vulnerable to AIDS. The two belong to the border town of Patti.

The life of Guri (not real name) has not been the same since she was sacked from Guru Ram Dass Hospital after it was established that she was HIV positive.

Dr Suraj Parkash Dewan, Professor and Head, Department of Skin and STD, Guru Nanak Dev Hospital, claimed that it was the first such couple in the district to campaign for eradication of the disease. He said when incidence of AIDS was on the rise, the campaign by victims of the killer disease would give the desired results. Dr Dewan, who has been giving Rs 500 assistance to the couple from his own pocket, said the two would visit various parts of the state as part of the nation-wide campaign for eradication of the disease.

The staff nurse got AIDS infection from a patient while treating in Guru Ram Dass Hospital. Her husband got infection from the nurse. After the infection, she suffered from bouts of revenge and later wanted to commit suicide. However, her husband, a progressive farmer in Patti town, joined in the campaign against AIDS.

While the officials claim that there are 824 cases of HIV positive in the district, unofficial sources allege that the number is just a tip of the iceberg. The official sources allege that the rising incidence of AIDS was due to lack of use of condoms which was the lowest in Punjab.

Earlier, World AIDS Week was observed by doctors of the Skin and STD Department, who are also life members of the Peoples Health Organisation (PHO), and NGO working on HIV and AIDS.

A ‘millennium symposium’ was organised for the faculty and students of medical college. The symposium was inaugurated by Dr O.P. Mahajan, Principal, Medical College, Amritsar. Prof O.P. Mahajan stressed on the need of sensitising the public and medical fraternity by such seminars and symposiums. Dr D.G. Saple, Associate Professor of skin, STD and AIDS medicine at Grants Medical College, Mumbai, discussed the clinical manifestations and management of AIDS patients.

The organising secretary of the symposium and president of the Punjab branch of the PHO, Prof S.P. Dewan, emphasised on the need of behavioural change by proper counselling in a healthy environment.

Dr S.K. Malhotra, patron member PHO and AIDS consultant of the department, highlighted the high prevalence of HIV positivity among truck operators, sexually transmitted disease patients and jail inmates in Amritsar district.

The Punjab Government was impressed upon to start condom vending machines at strategic points of the district.

The public was made aware of the fact that since 90 per cent of HIV/AIDS cases spread through the sexual route, so correct management of sexually transmitted diseases is a must to prevent HIV. Free treatment and counselling by specialists is available in the Skin and STD Department, Guru Nanak Dev Hospital, Amritsar.

Dr S.K. Malhotra, patron member, and Dr M.L. Gambhir were elected president and secretary-cum-treasurer, respectively, of the Amritsar branch of the PHO. The branch will enrol new members representing various sections of society who are interested in waging a war against AIDS. Branches will also be opened in all 19 districts of Punjab.

Land feud exposes BJP-SAD rift
From Gurpreet Singh
Tribune News Service

FEROZEPORE, Dec 7 — The dispute over a piece of land in nearby Gulam Hussainwala village has brought to the fore differences between the supporters of the BJP and Akali Dal, the two ruling coalition partners.

While in a complaint addressed to the Chief Minister, the BJP supporters have accused the Akali Dal Minister, Mr Janmeja Singh Sekhon’s friends of dispossessing them from a piece of land in connivance with the police and revenue officials, the Minister has charged the Personal Assistant of a BJP legislator with engineering a campaign to malign his “clean” image.

The controversial land is a property of the Irrigation Department and is spread over 80 acres. However, this was under possession of landless tillers, including BJP supporters since 1988. The trouble arose when some friends of Mr Sekhon allegedly had the “girdawaris” of this land transferred in their names and tried to dispossess the tillers.

Subsequently, the irate tillers from Khunder Gatti, Gulam Hussainwala, Kunde, Ali Ke and Habib Ke villages had approached the BJP legislator from Ferozepore city, Mr Girdhara Singh, for help. As Mr Girdhara Singh remains unwell, the matter was taken up with the Chief Minister on his behalf by his foster son.

Confirming this to TNS, Mr Bachittar Singh, the Personal Assistant of Mr Girdhara Singh, disclosed that since the incident took place within ‘our constituency’, the legislator’s son had a reason to intervene.

The complaint addressed to the Chief Minister by Mr Raj Singh, the Sarpanch of Khunder Gatti village, alleges dispossessing tillers, of their land by Mr Sekhon’s friends. He told TNS that despite being BJP supporters, the tillers were allegedly subjected to high-handedness by an Akali minister.

However, Mr Sekhon vehemently denied his hand in the dispossession of tillers. He instead charged Mr Bachittar Singh with engineering a campaign to malign his ‘clean’ image. He alleged that Bachittar Singh was trying to defame him, as he had earlier pulled him up for pocketing “commissions” from the public in lieu of services, like getting licences made from the administration.

Meanwhile, the Revenue Department is trying to resolve the matter through quasi judicial process. The Deputy Commissioner, Mr Kulbir Singh Sidhu, told TNS that the police had already been asked to submit a report on whether there was any interference on its part.

Bank cheated of Rs 8 lakh
From Our Correspondent

FAZILKA, Dec 7 — Two persons have allegedly withdrawn Rs 8 lakh from an account of the Primary Land Agricultural Development Bank (PADB) in Fazilka Central Cooperative Bank by stealing two cheques and making forged signatures. According to an FIR lodged with the city police on Wednesday, Kashmir Singh of Mumbeke village and Gurmail Singh of Kheowala Bodla village had been visiting the bank in connection with a loan. They allegedly stole two cheques bearing number 140549 and 140550 along with their counterfoils of account No. 2, which the bank had in Fazilka Central Cooperative Bank.

The FIR says the cheque bearing No 140549 in favour of Kashmir Singh for Rs 8 lakh was presented to the Fazilka Central Cooperative Bank on December 2.

It is stated that the cheats forged the signatures of the manager, Mr Baldev Krishan, and Mr Jaspal Singh, Director of bank and withdrew Rs 8 lakh.

Surprisingly, the amount has been debited in account No. 1 instead of account No 2 of the PADB. The stolen cheques were from the cheque book of account No 2.

The manager said the authorities of the cooperative bank should have checked the authenticity of the cheques while making the payment. He stated that the bank came to know of the fraud while tallying the monthly account statement.

The cheats were frequent visitors to the bank and were familiar with the officers and staff. They were reportedly by middlemen, who got loans sanctioned for farmers from the bank. Besides this, the bank authorities never came to know that two of their cheques were missing.

A case has been registered under Section 420, 468, 471, 380 and 120-B, IPC, in this regard.

Sangat asked to stop anti-Sikh campaign
Tribune News Service

AMRITSAR, Dec 7 — Sounding a note of warning, Giani Joginder Singh Vedanti, Jathedar, Akal Takht, asked the Rashtriya Sikh Sangat (RSS) and its outfits to immediately stop its campaign, which could adversely affect the distinctive separate identity of Sikhs.

In a press note on the letter head of Akal Takht, Giani Joginder Singh Vedanti has said the propaganda, which can “mislead” the Khalsa Panth, should be stopped without further delay.

This is for the first time that Jathedar, Akal Takht, has openly criticised the RSS for its “anti-Sikh” propaganda. Earlier, the Sikh conclave on May 14 had not directly name the RSS.

The Jathedar took strong exception to the report published in a local news magazine wherein an RSS leader, Mr Madanjit Singh, had challenged the history of the Golden Temple. He said it was the “figment of imagination” of the person aimed at hurting the sentiments.

The Jathedar also flayed the RSS for distributing posters all over the state wherein the “oneness of God” was distorted to equate Sikhs with Hindus, which led to resentment among Sikh masses. Giani Joginder Singh Vedanti urged the Sikh sangat not be misled by the “malicious and baseless” propaganda being launched by RSS activists.

He said the “distortion” of Sikh identity was being done under a deep-rooted conspiracy. In the past such attempts by some unscrupulous persons had pushed Punjab into turmoil for two decades.

Jathedar Jagdev Singh Talwandi had reportedly announced that he would take up the issue of the RSS distorting Sikh history with the Prime Minister.

Pashupalika acts as saviour again
From Varinder Singh
Tribune News Service

TALLAN (Jalandhar): Pashupalika, the round-the-clock animal shelter-cum-rehabilitation centre, a novel project launched by the Jalandhar police, once again acted as saviour for a number of animals which had received serious burn injuries in a devastating fire which engulfed a Gujjar dera on December 1.

The fire had broken out when an earthen lamp being carried by a child accidentally fell on a heap of straw stored in a corner. And within minutes scores of animals, mostly buffaloes, perished in the flames.

Stunned by the tragedy, none of the members of the Gujjar community really knew what to do to save the lives of the animals which had sustained severe burn injuries till a team of officials and volunteers attached with Pashupalika reached the scene late in the evening and took charge of the rescue and relief work.

Residents of the village were the first to reach the site on the village outskirts and initiated the relief work after making lighting arrangements with the help of a few tractors and jeeps. “It was horrifying to see my cattle perish in the fire, and more painful were the cries of animals which were about to die. And we stood helpless for a while, not knowing what to do”, said Amin Ahmed.

“Actually, we got information about the incident around 6.30 p.m., an hour after the fire, when somebody called up the Pashupalika Animal Helpline control room. Thereafter, we immediately rushed to this place in the Pashupalika ambulance. Our aim was to somehow save the maximum number of animals by putting them on drip”, said Dr G.S. Bedi, a volunteer attached with the animal rehabilitation centre. The Animal Husbandry Department also rose to the occasion with the Deputy Director, Major Bhupinder Singh, and Dr Buta Ram Sarin supervising the relief work and organising a veterinary camp at the site. Veterinary doctors were deputed at the camp, working in three shifts.

“Nearly 10 animals had more than 60 per cent burn injuries and we put them on the required dose of antibiotics, coupled with the daily dressing of wounds,” said Dr Bedi adding that three of these animals were still in a serious condition.

Villagers were all praise for the work done by the officials ‘and volunteers attached with Pashupalika and said the death toll would have been higher had they not reached the scene. They also lauded the efforts of Mr Praveen Kumar, Additional Deputy Commissioner, who visited the dera and sanctioned Rs 15,000 for the purchase of medicines for the animals.

Munna Ahmed said he would have lost all his cattle but for the efforts of officials of the Punjab police attached with Pashupalika, including constables Ranjit Singh, Mansa Singh, Sucha Singh and Sarabjit Singh. He said the injured animals included five buffaloes, four heifers and a calf.

The dead animals were buried in an open place near the dera.
