Five retired PCS officers serving as ADCs
Senior serving officials sidelined for important postings in Doaba region

The Punjab government in its order on Monday appointed five retired PCS officials on plum postings in the Doaba region, sidelining other senior serving officials.

Retired PCS officer Pritam Singh Johal, who was earlier posted as Deputy Director Local Government, has now been posted as ADC (General). The charge was previously held by Praneet Bhardwaj, the senior most serving PCS officer of the 1989 batch, who has now been shifted as ADC (Development).

Bhardwaj is holding the post which was earlier held by another retired PCS officer, Harminder Singh. Harminder has been transferred back as ADC (G) Hoshiarpur wherefrom he had moved to Jalandhar on April 5. The 1995-batch officer, Harbir Singh, who was holding the charge as ADC (G&D) at Hoshiarpur, has been given the charge of ADC (D) with the more important charge of of ADC (G) going to the retired PCS officer.


EARLIER STORIES

Besides Jalandhar and Hoshiarpur, the ADC (G) charge is with retired PCS officials in Phagwara, Nawanshahr and as Pathankot. In Phagwara, the charge of ADC (G) and Chairman Improvement Trust is with SK Singla, again a retired PCS officer.

In Nawanshahr, the charge of ADC (G) and ADC (D) is with Amarjit Pal, who too is a retired PCS officer. In Pathankot too, the charge of ADC (G) is with Baljit Singh, the PCS officer who had taken voluntary retirement in 2007.

The post of ADC (G) which the retired officers have been given the charge for deals with important duties such as issuing of arms licences, issuing of certificates under Special Marriage Act, handling of transport office, additional District Election Officer, besides having charges as collector and magistrate for deciding cases under Section 47 A of the Stamp Act.

In Hoshiarpur, one of the most important charge of the first Commissioner of Municipal Corporation has been given to retired PCS officer Sukhwinder Pal Singh Marar.

"The one holding these important tasks is a retired officer for whom the extension may not be given after December 31 this year," a bureaucrat pointed out.

“All these posts have election duties attached by default and they are bound to be changed in the next few months ahead of the Parliamentary elections. The Election Commission does not vest any charge with a retired officer during polls," the official added.
