New Delhi, November 14 She filed her nomination before Returning Officer Sanjiv Gupta at Jamnagar House, near India Gate, as her followers raised slogans in her favour. She was accompanied by her son and MP Sandeep Dikshit and daughter Latika. However, keeping in view the model code of conduct, there was no show of strength and pomp and show. Displaying confidence for winning a fourth term, Dikshit said she would form the government one more time. "I am confident that the Congress will retain power in Delhi," she told reporters after filing the nomination. Dikshit's major opponent in the constituency, former Delhi BJP president Vijender Gupta also filed his nomination today. The second crucial face from the area is Aam Admi Party chief Arvind Kejriwal who has also decided to contest from the same constituency. Dikshit has been representing this constituency since 1998. Meanwhile, people from Uttar Pradesh and Bihar extended support to the Congress today. National president of the Poorvanchal Gana Parishad Nirmal Pathak and some other members of the body met Dikshit at her residence to convey their support for the Congress. "Dikshit has played an important role in bringing development and prosperity to Delhi," Pathak said. |

New Delhi, November 14 Before leaving to file his nomination, Harsh Vardhan took blessing from his mother. Thereafter, in an open jeep, he along with his wife Nutan, senior leaders of the party, including Delhi BJP chief Vijay Goel, Vijay Kumar Malhotra and councillors Kalpna Jain and Jai Gopal reached SDM office, Yamuna Pushta, at 1.15 pm and filed the nomination papers. He was accompanied by a large number of party workers raising slogans in his favour and the BJP. After the nomination, Harsh Vardhan claimed there was a wave in favour of the BJP in Delhi and people of Delhi had decided to dislodge the corrupt Congress government. He said the BJP was going to form the next government with two-third of the majority in Delhi. After forming the government, its first priority would be to provide employment to every needy person and housing accommodation to every family. Security and honour of women would be ensured. Harsh Vardhan added that the BJP government would be completely an e-government. All the important decisions of the government will be transparent and made available under the Right to Information Act.

New Delhi, November 14 There are pockets in Chhattisgarh where the Congress did well in 2008 and there is uneasiness in BJP cadres of the grand old party repeating the performance in these areas. Notably, 12 seats of Bastar had played a major role in the BJP’s win in 2008. The saffron party had won 11 out of 12 seats, losing only Konta to the Congress. The situati’on was, however, distinctly different on the remaining 78 seats. Of the 78 seats in the 90-member assembly (minus the 12 of the Bastar region), the BJP won 38, Congress 37 and BSP two in 2008. Clearly, there were problems in many parts of non-forest, non-tribal areas of the state. BJP leaders claim the party has managed to iron out chinks in the problem areas - Janjgir, Korba and Champa regions and Dhamtri, Mahasamund and Raigarh - the areas adjoining

Cong, BJP manifestos not ready
Jaipur, November 14 Although outlining of the manifestos has been done, the final work on these is still on, insiders in both parties point out. The manifestos can be released next week once the campaigning gets underway in the earnest, they maintain. State leaders of both parties continued to hold talks with rebel candidates in their bid to bring them around, but with little success. The last date for withdrawal is just two days away and they don’t seem to have made much headway in convincing the rebels to withdraw their nominations. In such a scenario, enough time could not be spent on finalising manifestos and the work on these may gain momentum only after the rebel situation has been sorted out. Even parties like the BSP and the CPM have also not come out with their manifestos so far. Political analysts say the parties usually release their manifestos much before the nominations begin, but that has not happened this time. Incidentally, the importance of manifestos in the past can be gauged from the fact that in 1998, when the Congress came to power in Rajasthan, Chief Minister Ashok Gehlot handed over the manifesto to the state chief secretary and its copies to each principal secretary and department head. Each copy had a note from the Chief Minister emphasising on the manifesto’s importance and how his government was required to remain committed to the promises made to the people through that document. |

Jaipur, November 14 So then there is little doubt that the BJP’s PM candidate will be playing an important role in wooing the voters in this desert and strategically important state for his party. The state unit of the party has invited almost all the national level leaders to address rallies all across Rajasthan, but the focus of the campaigning would be on the rallies to be addressed by Modi. Modi would be addressing 16 rallies, across the state in four days of campaigning.

New Delhi, November 14 “If courts get carried away by every mistake or lapse of the investigating agency, the guilty will have a field day,” a Bench comprising Justices Ranjana Desai and Madan Lokur observed while upholding Punjab and Haryana High Court’s verdict reversing the acquittal of a Ludhiana man in a dowry death case. The Sessions Judge had acquitted the victim’s husband, Sukhwinder Singh, his parents and brother, citing discrepancies in statements of her father and another witness and the delay in sending her stomach contents to the laboratory for testing for poison. While the victim’s father had said his daughter had complained of harassment for dowry when he met her in one of the rooms at her in-laws house, the person who had accompanied him said the conversation had taken place in the veranda. The trial court had also doubted the possibility of the victim having spoken about dowry in the presence of her husband. However, the SC refused to accept the discrepancy theory, the plea on the delay and the doubt. The fact that she talked about dowry in the presence of her husband showed her desperation. Though the policeman had kept the sample with him for a day before sending it to the lab, the hospital seal was intact on it, the Bench noted in the November 12 verdict. “If such lapses are given undue importance every criminal case will end in acquittal...The court with its vast experience should be quick to notice mischief if there is any. Incompetent prosecuting agencies or prosecuting agencies which are driven by extraneous considerations should not be allowed to take the court for a

INS Vikramaditya set to join Navy tomorrow
New Delhi, November 14 Antony will leave for Russia tomorrow with a high-level delegation, including Defence Secretary RK Mathur, on a four-day visit during which, apart from commissioning the aircraft carrier, he will also co-chair the India-Russia Inter -Governmental Commission on Military Technical Cooperation with his Russian counterpart, Sergey Shoigu. Contracted for in 2004, during the NDA regime, the vessel has been delayed by over five years and has seen several time and cost-overruns in the last nine years. “The commissioning ceremony will take place at Sevmash Shipyard, Severodvinsk, on Saturday and the IRIGC-MTC meeting will take place in Moscow on Monday,” a Defence Ministry release said. Volvo bus fire claims 7 lives in Karnataka
Bangalore, November 14 Seven passengers including a woman and a child burnt to death when the luxury Volvo bus they were travelling by caught fire after a hitting a road divider. Six of the 25 injured in the incident were taken to a state-run hospital at Hubli, 50 km from Haveri town, as their condition was critical. The remaining injured were treated in a hospital at Haveri for minor burns. Forty-three (43) men, six women and a girl child were onboard the ill-fated Karnataka private bus, operated by the Bangalore-based Nationals Travels, owned by Shakeel Ahmed, brother of Janata Dal (Secular) MLA Zameer Ahmed. The bus, which got burnt completely as its diesel tank caught fire, had left Bangalore late Wednesday after picking up passengers from seven boarding points. It was scheduled to reach Mumbai Thursday afternoon. The two drivers of the bus were not found in the spot after the incident. Police is looking for them.

Blast at Tata steel plant in Jamshedpur injures 11 workers
Jamshedpur, November 14 Following the explosion, a fire broke out in the adjoining gas pipeline. Six fire tenders were rushed to douse the flames, said inspector of factories, A K Mishra. The injured were admitted to Tata Main Hospital, he said. The roof of the gas holder was badly damaged, Mishra said, adding the pipeline has been isolated. The rubber material of the gas holder was melting in the fire and the priority was to control the fire, he said. — PTI
