New Delhi, November 9 Canvassing ended in the tribal belt where security agencies are now keeping a proverbial hawk’s eye. Using human intelligence, electronic surveillance (UAVs) and a chain of informers, the Central and state forces face a “difficult” situation, but are confident of their planning.
Talking to The Tribune from Raipur, Chhattisgarh DGP Ram Niwas called the situation in Bastar a “battle of tactics and nerves” but at the same time he said he was confident that “micro-planning” exercise at the booth-level ahead of the election would yield “positive” results. Two days ahead of the elections in some of the most-sensitive areas of the country, the Chhattisgarh’s top cop termed the situation in the tribal belt of Bastar as “difficult”, but manageable. “Those who want to vote will vote. Our only priority is to maintain peace,” he said in response to the Naxals’ diktat asking people not to vote. “We are confident of the situation as micro-planning has been done right till the booth level. It is a difficult situation but I am hopeful that elections will go off peacefully. People are interested (in voting). If any untoward incident happens, it will go against the Naxals,” he added. What seems to be working for the security agencies (apart from the fact that a large posse of state and central paramilitary forces like the BSF and CRPF have been deployed in the region) is “perfect” information sharing among the state, neighbouring states and Central agencies. Ram Niwas said forces have done their homework and are “completely aware of the capabilities of the Naxals”. On May 25, the state witnessed one of the worst Naxal incidents — an attack on a Congress convoy in Darbha — which, among other reasons, was blamed on the lack of coordination within the state and also the state and the Centre. In fact, the CRPF’s state IG was reported to have contradicted the state DGP’s denial about having received the alerts. While security agencies said they were working in tandem toward their ultimate goal to ensure no violence in the state, it still is a tall order considering the past and the immediate history of the state, sources say. |

Raipur, November 9 He also slammed the Raman Singh-led BJP government in Chhattisgarh for failing to curb Naxalism, stressing that the fruits of development have not reached the areas where the writ of the Naxals runs large. Manmohan Singh also attacked the state government for failing to provide sufficient security to Congress leaders who were killed in a massive Naxal attack in May. "We should criticise the Opposition parties and their policies with which we do not agree. But in this regard, we have to distinguish ourselves, especially from the BJP some of whose leaders use bad language against other party leaders and Chief Ministers," Singh said without naming anyone. — PTI

International conspiracy to eliminate Modi, says BJP
Hyderabad, November 9 The party alleged that the terrorists were getting “indirect unknown support” from some political parties in the country. “There is an international conspiracy to prevent a powerful leader from emerging in India. The Indian Mujahideen attacks (in Patna) were part of that conspiracy. These people are getting inspiration from a neighbour (Pakistan) and also getting indirect unknown support from some of the parties in this country for political reasons and vote-bank politics,” BJP leader M Venkaiah Naidu alleged here today. — PTI

Jaipur, November 9 While Prime Minister Manmohan Singh would address a rally in the state capital on November 21, UPA chairperson Sonia Gandhi would be in Kota and Dungarpur on November 23 and in Sikar on November 27. Congress vice-president Rahul Gandhi is visiting Chittorgarh and Bikaner on November 19, and
Pali and Jodhpur on November 25, according to the party sources. BJP president Rajnath Singh will address public meetings on November 20, 22, 26 and 27. BJP's prime ministerial candidate Narendra Modi will also campaign for the party on November 19, 24, 25 and 28. Assembly elections in the state are slated for December 1. — PTI

New Delhi, November 9 A senior BJP leader on the condition of anonymity said that following the Rohini rally that was addressed by Narendra Modi, the electorate had started shifting towards the saffron party. But after the announcement of candidates for 62 seats, protest by workers and resignation of senior leaders has sent a wrong message to the voters. If corrective action is delayed, it may go against the party. He said the resignation of three leaders — MLA HS Balli, north Delhi Mayor Azad Singh and former south Delhi Mayor Savita Gupta who claims to have joined the AAP — and the demonstration by party workers from Mehrauli, Ballimaran and Badli Assembly constituencies has given a chance to rival parties to laugh at the
BJP.

Andhra CM not convinced on bifurcating state
New Delhi, November 9 Reddy, who was in the Capital to meet the Prime Minister Manmohan Singh to seek a relief package for the recent Phailin cyclone affected parts of the state, reiterated: “I have not changed my stance. I am not convinced”. The Chief Minister’s re-emphasis came in response to question following a comment by Congress general secretary Digvijay Singh that Reddy is now convinced on dividing the state and carving out separate Telengana. While underscoring he was not against the sentiment of the people of Telengana region, the Chief Minister said several issues need to be resolved including the unique case of some 300 km of rivers that flow between the two regions of Telengana and Seemandhra. Sharing of river waters, employment, medical institutes and other public utilities are issues that remain to be attended to and the Group of Minister constituted by the Centre has called a meeting next week to discuss various aspects. The GoM is holding a meeting on November 11 with Secretaries in the Government of India, followed a two-day discussions with eight political parties from the state. On November 18, it is scheduled to meet Central ministers hailing from Seemandhra. Union Human Resource Minister MM Pallam Raju, who was also present at the press conference at Andhra Bhavan along with the Chief Minister expressed concern over the pace with which the process of splitting the state is being taken forward. Meanwhile, the Centre today announced Rs 1000-crore interim assistance to the state along with Odisha, parts of which were affected by the cyclone for carrying out relief and rehabilitation.

New Delhi, November 9 He was speaking on the Indian economy and national security at the 49th Foundation Day of Institute for Defence Studies and Analyses (IDSA) here today. He urged analysts to look at national security and economic development in a holistic manner and suggested greater cooperation among different sections of the government dealing with the economy and strategy. In Ahluwalia's opinion the growth target of 8 per cent could be achieved only if tough policy decisions were taken. The policy logjam would restrict India's growth to 5-6 per cent, he added. Talking about inclusive growth as critical for economic development, Ahluwalia said since 2004 the country had witnessed a much larger decline in poverty. He said the definition of 'self-reliant' had now changed to being able to "pay for what we import" and insisted upon the need for greater foreign investment and interaction with the external world for India to achieve its targeted growth rate. "India cannot be technologically self-reliant in all fields to deal with all challenges, especially in
energy and water scarcity,” he said. Ahluwalia emphasised upon the need for forming a consensus on the kind of development India is looking at for the growth of its economy. He highlighted importance of technology in promoting the economy and in bringing investments to the country. BSP not to ally with any party in 2014 LS polls
Lucknow, November 9 “Regarding the Lok Sabha elections, I will like to clarify that my party will not contest in an alliance with any other party in the country. Our party will contest on its own with full preparations,” Mayawati said. “With this the reports that our party can have outside or internal alliance with the Congress or the BJP are all rumours. These are being spread as a part of planned conspiracy to mislead our people and damage the BSP,” she alleged. Mayawati claimed that her party would perform very good in the elections and play an important role in the mission of social change. “The way the trio of Advani, Modi and Rajnath was trying to outdo each other, would also help the BSP in achieving its target to a great extent,” she said. The BSP supremo claimed that her party would be number one in the upcoming Lok Sabha elections in Uttar Pradesh. “I have full faith in the people of the state and all the workers of the party,” she said. Chandigarh, November 9 He said as and when the Union government tried to intervene in the security problems of the states, which are in its jurisdiction, it has to face severe criticism. Referring to the conference, he said, the main agenda was the stringent implementation of the Police Reforms Act in respective states. He said that even though there is non-cooperation to strengthen the security system by various states, but the national security agency has to control the death rate due to terrorist attacks. Comparing the figures of the last year, he said deaths due to terrorism in India were less in number as compared to the USA. Avoiding questions on an attack in the BJP Narender Modi’s Bihar rally, he said intelligence bureau was the right agency to reply it. He said now the agencies had to adopt latest technologies over the traditional ones.

Cyclone Phailin: AP, Odisha get relief of Rs 1,000 crore each
New Delhi, November 9 The total quantum of assistance to the two states will be finalised after consideration of the on-the-spot assessment report of the Inter-Ministerial Central Team, an official statement said here. In addition, Singh has sanctioned an ex-gratia of Rs 2 lakh each to the next of kin of the deceased and Rs 50,000 each to the seriously injured persons from the Prime Minister’s National Relief Fund. — PTI
